That the detailed plans, specifications and contract documents this day submitted to the Board of Directors by Boyle Engineering Corporation, District's Engineers, for construction of KNOTT INI'ERCEPTOR, PORTION OF REACH 7, CONTRACT NO. 3-20-3, are hereby approved and adopted; and, Section 2. That the Secretary be directed to file a Notice of Determination in accordance with the guidelines implementing the California Environmental Quality Act of 1970, as amended; and, Section 3. That the Secretary be authorized and directed to advertise for bids for said work pursuant to the provisions of the Health and Safety Code of the State of California; and, Section 4. That said bids will be received until 11:00 a.m., June 7, 1977, at which time said bids will be publicly opened and read; and, Section 5. That the Secretary of the Board and the District's Engineers be authorized to open said bids on behalf of the Board of Directors. PASSED AND ADOPTED at an adjourned regular meeting held May 25, 1977. KNOTT INTERCEPTOR SEWER LINCOLN AVENUE TO ORANGETHORPE AVENUE FACT SHEET COUNTY SANITATION DISTRICTS of ORANGE COUNTY, CALIFORNIA P. 0. BOX 8127 108.f4 ELLIS AVENUE FOUNTAIN VALLEY, CALIFORNIA 92708 (71.f) 540-2910 (714) 962-2411 In October, 1973, the consulting engineers for the District (Boyle Engineering) submitted an engineering report describing the Knott Interceptor, delineating alternate alignments, construction procedures along with estimated construction costs and project scheduling. This report recommended a construction schedule · to meet the needs of the District and indicated that the construction of the ~nott Interceptor to Orangethorpe Avenue shou~d be completed by mid-December, 1975. ·- Because of District No. 3's obligations to their share of the Joint Works capital expenditures (total Plant construction), along with the necessity to construct the Westside Relief Interceptor serving the Cities of Los Alamitos, Cypress and La Palma, construction on the Knott Interceptor was delayed because of financial restraints. Reach 7 of the Knott Interceptor, extending from Katella Avenue to Orangethorpe · Avenue, originally estimated in the Engineer's report in 1973 to cost $4.25 million, is now estimated to be approximately $8 million (Contract No. 3-20-2, Katella Avenue to Lincoln Avenue, which is now complete, cost approximately $4 million). CONSTRUCTION SCHEDULING. The Engineer's estimate for the next section of the Knott Interceptor from Lincoln Avenue to Orangethorpe Avenue is estimated at $4.1 million. This estimite is based upon prices received on previous construction projects and escalated to reflect normal inflationary trends. EXISTING SEWER SYSTEMS. A portion of the Miller-Holder Trunk Sewer is now surcharged. Relief sewer capacity will not be available until the completion of the Knott Interceptor to Orangethorpe Avenue and a relief sewer in Orang.ethorpe from Knott Avenue to Western Avenue. It is esti~t~ that by com- me ncing construction immediately, a cost savings of~$800,000 cowl-@.~~ be realized . District engineers also illustrated the construction problems that would be encountered during th e construction of the said facility .
