This report outlined the District's facilities which would be needed to serve what was then contemplated to be the ultimate boundaries of the District. In December, 1971, a supplemental report was filed with the Directors to update the 1969 Interim Master Plan to reflect revisions in the development plans for the Coastal slope area between the Cities of Newport and Laguna Beach. This Supplemental · Report was required because of land-use plans developed by the Irvine Company for the development of this Coastal slope area. The ultimate District boundaries which are shown on a map en- closed with this report are the same tentative.boundaries that were then decided by the two cities to be used in the Irvine Company's studies of 1971. In these two reports, the facilities then planned contemplated serving that area lying outside District No. 5, which is comprised of approximately 2500 acres. The residential growth element of the City of Newport Beach General Plan was adopted by the City Council in 1973. Since that time, several amendments have been made to this element of the General Plan. It appears that the residential growth element provided in the City's General Plan indicates approximately a 14% increase in population over that projected in 1969. The City's General Plan population projections were made on the basis of full utilization of the zoning, whereas in 1969, the population projections were based on what was felt to be a practicable utili- zation of the zoning. The 1969 report, as amended in 1971, con- templated facilities to'accommodate approximately 27 million gallons per day of peak wet-weather flow. The current residential growth element as adopted by the City Council would require · facilities to accommodate 29.8 million gallons per day of peak wet-weather flow. This does not provide for any of the down-coast area which was estimated to contain more than 10,000 residential units, 1250 hotel rooms, and a million square feet of commercial development. Capacities can be made available in the District pumping facilities that now exist within the District. Sewer capacities to serve this down-coast area must be provided by the installation of new facilities from the Promontory Bay area down coast to the subject area. In a recent report prepared by Simpson and Steppat for the Districts' Joint Board Facilities Plan, they reported that if this down-coast area is annexed, it would require a new trunk sewer from the Back Bay Pump Station along Bayside Drive to Marguerite Avenue, thence along Pacific Coast Highway. It is also stated in the report that if this area is not annexed to the District, the existing Coast Highway Trunk along Jamboree Road, Back Bay Drive along the Corona del Mar pump station, may have sufficient capacities to serve the remaining undeveloped areas presently within the District. · The staff will have these reports available at the meeting to further discuss in detail. A portion of this study area has been included in the Orange County Sanitation District No. 5 reports of November 1969 and December 1971 prepared by the District Engineer. The area considered at this time is approximately that area designated as Number 1 in the District's December 1971 Master Plan Revision. IRWD requests the conditions for annexation of the study area to OCSD #5 including political, financial and engineering, to be identified. We will be pleased to provide additional information regarding proposed population an- ticipated sewage flows, boundaries of service area, etc. as requested. The Chairman called the meeting to order at 5:00 p.m. The roll was called and the Secretary reported a quorum present. Woodruff, General Counsel, Lloyd Coffelt, Gabrielle Prior, Don Seitz, Gordon Jones, William Hurst, Lanny Eberling and Sut Tamaribuchi * * * * * * * * * * * Consideration of Request of Irvine Ranch Water District regarding terms of annexation of territory to the District between Newport Beach and Laguna Beach the District between the cities The chair recognized Mr. Gordon Jones representing the Irvine Company, and Mr. Lloyd Coffelt, representing the Irvine Ranch Water District (IRWD), who addressed the Board relative to their request for terms and conditions for annexation of approximately 4,000 acres of .territory to of Newport Beach and Laguna Beach. Following the presentation, it was the concensus of the Directors that because of the limited information made available, it would be necessary for the Irvine Ranch Water District to formally submit pertinent infor- mation to the District's staff relative to their request before the matter can be brought back to the Board for further consideration. The staff was instructed to work with the Irvine Ranch Water District in this regard. Adjournment Moved, seconded, and duly carried: 'Tilat this meeting of the Board of Directors of County Sanitation District No. 5 be adjourned.
