The staff will report on the construction program to date and give an over-all review of the future construction required to complete the District's Master Plan and its relationship to the needs of the various communities in the upper portion of the District .. . • No. 4 -Capacities and Design Ciiteria for the Santa Ana River Interceptor -La Palma and Grove Streets, Anaheim, to the Orange County Boundary. Included with the agenda material is a staff report relative to the sizing of the Santa Ana River Interceptor to the County boundary. ~'<··· No.··&-: Request of ~naheim Hills, Inc., for Anneiation of 63 Acres of Territory to the District. The staff report included in the agenda material recommends the approval of the Anaheim Hills Inc., annexation request subject to specific conditions, as it conforms to the densities anticipated in the District's Master Plan of Trunk Sewers. No. 8 ·-Approval of Assignment of Agreements. The Chino Basin Municipal Water District has requested assign- ment of their agreements with District No. 2 and the Joint Boards for wastewater interceptor capacity and wastewater treatment and dis- posal capacities to the Santa Ana Watershed Project Authority (SAWPA). SAWPA is a joint powers authority whose member~ are, the Chino Basin Municipal Water District, the Orange County Water District, Western Municipal Watet District and the San Bernardino Municipal Water Dis- trict. This agency has been established to construct the Upper Basin wastewater collection and disposal facilities and is recognized by the State Water Resources Control Board and the Environmental Protection I / Agency as the contracting agent for the Upper Basin. It is therefore recommended that the assignment agreement be approved i n form acceptable to the General Counsel. Fred A. The proposed development is consistent with the land use maps included in the Interim Master Plan Report of Trunk Sewer Facilities for Sanitation District No. 2. The capacities have been provided for in the proposed development and it is hereby recommended that the annexation be approved and included in the conditions that were i mposed on Anaheim Hills Annexation No. l (Ref. Resolution No. 72-46-2). These.conditions are as fol lows: ... Section 5. That said annexations (Anaheim Hills Annexations Nos. 1 and 2) shall be subject to the following: (2) That the maximum flow acceptable from the area proposed to be annexed shall not exceed 350,000 gallons per day to be· discharged during dail y low flow periods as determined by the Districts' engineers until such time as facilities are constructed to relieve the system; and, (3) That temporary facilities required to serve the area proposed to be a nn exed sha l 1 be installed and maintained at no cost t o the Di s trict; and, Section 6. That the Ci t y of An a heim be urged to explore the f easibility of requiring installation of low volume plumbing fixtures in the area proposed to be a nnexed. Also enclosed is a check in the amount of $32 5. 00 to cover the filing fee. We understand that the present fee for annexation into Sanitation District Number 2 is $428.00 per acre for a total of $26,977 .OOo We further understand that the fee charged by the State Board of Equa Ii zation for this action is $180. 00 for the first parcel, plus $30. 00 for each additional parcel for a total of $270. 00 for the four parcels includedo These fees will be paid at the time requested by the respective agencies. At the time of Anaheim Hills first request for annexation (Annexation Noo 1) into Sanitation District Number 2, the then existing Agricultural Preserve prevented extending the boundaries to some areas which would otherwise have been included. However, since the expiration of the Agricultural Preserve Agreement, we are now preparing more specific plans to complete the development. in these areas. Figure 1, attached hereto, shows the present bounda_ries of Sanitation District Number 2 and the four parcels requested to be annexedo You wi II note that the boundaries of parcels 2, 3, and 4 are also the boundaries for future open space or park use. Parcel 1, as shown, is a small island bordered by the boundaries of Sanitation District Number 2 and the Southern California Edison Company Easement. 380 ANAHEIM HILLS ROAD. Orange County Sanitation District Number 2 Mr. Fred Harper July 29, 1974 Since the filing for Anaheim Hills Annexation Number 1, more detailed planning of development has defined a reduction i.n the total number of living units to be constructed. This decreases the demand for capacity in the District's sewer system as compared with the estimates presented for Annexation No 0 1 . Table 1 shows the tabulation of living units, by area 6 as originally submitted, representing a total of 1, 137 single-family units (S-.F.U .) and 1,982 multiple-family units (M. F. U.) . Table 2 presents the distribution of living units as presently contemplated. Single-family units have been increased to 1 ;490, whereas multiple-family units have been decreased to 1, 163. These totals includeq 57 S.F.U. and 213 MoF.U. within the proposed annexation. A comparison of these two tables indicates a small decrease in proposed residential sewage after the addition of those parcels in the requested annexation. Please note here that there has been no change in either commercial or recreational use from that proposed under Annexation Number 1. We are aware that the District has expressed concern over the_ capacity of the Olive Sub-Trunk Sewer, which at present is the only downstream outlet from the Anaheim Hills development. It was evident that ultimate development of the initially annexed area would considerably over-tax this sewer. ·Consequently, at the time of our submittal for Annexation Number 111 we supplied information concerning the yearly incremental development expected within the annexed area through January 1978. This was to aid your office in evaluating the effect of Annnexation Number 1 on the Olive Sub-Trunk Sewer until such time as the Santa Ana River Interceptor Sewer was constructed. Since that time, we find that the yearly unit-completion estimates were high. Table 3 shows a comparison between the present estimate for units to be occupied by January 1975 versus our previous estimate. We are submitting data to this date only, since we have been recently informed by your office that completivn of the Interceptor Sewer is expected before the end of the 1974 ca lender year. · We are also transmitting 0 for your review, a copy of the Environmental Impact Report for the Anaheim Hills Development. This report, adopted by the City of Anaheim in the latter part of 1972, was written on the entire Noh I Ranch. As such, it is a valid representation of the environmental considerations for the overal I project and so covers any action requiring an Environmental Impact Report. This procedure is presently being used by the City of Anaheim in actions involving the Local Agency Formation Commission concerning the annexation of areas of Anaheim H ii Is into the City of Anaheim. PEHL l>irutor ·DISTRICT 2 RESOLUTION NO. 74-126-2 APPROVING ASSIGNMENT OF CBMWD INTERCEPTOR CAPACITY AGREEI·iliUT TO SAWPA A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2 OF ORANGE COUNTY, CALIFORNIA, APPROVING AGREEMENT FOR ASSIGNMENT OF CHINO BASIN WASTEWATER INTERCEPTOR CAPACITY AGREEMENT TO SANTA ANA WATERSHED PROJECT AUTHORITY * * * * * * * * * * WHEREAS, County Sanitation District No. 2 of Orange County has heretofore entered into a Wastewater Interceptor Capacity Agreement dated April 12, 1972, with Chino Basin Municipal Water District to permit said Water District to dispose of wastewater through the facilities of County Sanitation District No. 2 into the joint treatment and disposal facilities of County Sanitation Districts Nos. 1, 2, 3, 5, 6, 7, and 11; and, WHEREAS, County Sanitation Districts Nos. 1, 3, 5, 6, 7, and 11 of Orange County have heretofore approved said agreement with Chino Basin Municipal Water District; and, WHEREAS, the Chino Basin Municipal Water District has requested assignment of said agreement to the Santa Ana Watershed Project Authority, which said Authority was formed for the purpose of undertaking projects for water quality control and protection, and pollution abatement in the Santa Ana River Watershed. NOW THEREFORE, THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2 of Orange County, DOES HEREBY RESOLVE, DETERMINE, AND ORDER: Section 1. That certain agreement dated ------~------------~ for assignment to Santa Ana Watershed Project Authority of the Wastewater Interceptor Capacity Agreement between Chino Basin Municipal Water District and County Sanitation District No. 2 of ·orange County, ·dated April 12, 1972, is hereby approved; and, Section 2.
