Please be advised that in accordance with the Joint Boards' Resolution No. 72-123, adopted September 13, 1972, and with Section 4755 of the California Health and Safety Code, the Board, in its discretion, may adopt a Resolution by a four-fifths vote declaring 1'that the work can be performed more economically by day labor, or the materials or supplies furnished at a lower price in the open market and may have the work done in a manner stated in the Resolution in order to take advantage of this lower cost". Two bids were submitted which ranged from a low of $23,760.00 to a high of $25,100.00. Considering the low bid of $23,760.00 submitted by F. B. Cook Corporation of Anaheim, the total project cost of this iristalla.tion would be approximately $26,ooo.oo when adding the District's in- spection and coordination personnel required for this project. The engineer's estimate for the cost for this project is $15,000.00 if done under contract. Based on the low bid, the total project c~st would be 70% abov~ the engineer's estimate. It is therefore recom..'Uended that in the best interest of the District that all bids be rejected and that the work be performed by the District personnel on a force account basis. It is my opinion that the work can be done on this basis for an amount of $10,500.00 as detailed on the attached job plan. I concur in the above recommendation. Pl-16-P, AND DIRECTING COMPLETION OF WORK BY DISTRICT'S FORCE ACCOUNT LABO~· A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 1, OF ORANGE COUNTY, CALIFORNIA, REJECTING ALL BIDS ON INSTALLATION OF PILOT ACTIVATED SLUDGE PLANT, JOB NO. Pl-16-P, AND DIRECTING THE WORK BE COMPLETED BY DISTRICT'S FORCE ACCOUNT LABOR * * * * * * * * * * The Board of Directors of County Sanitation District No. 1, of Orange County, California, does hereby determine that: WHEREAS, the District has published Notice Inviting Bids for -Installation of Pilot Activated Sludge Plant, Job No. Pl-16-P, in accordance with the provisions of Section 4755 of the State Health and Safety Code, and on September 25, 1972, publicly opened and read all bids submitted; and, WHEREAS, said bids have been evaluated by the District's staff and the apparent low bid exceeds the Engineer's estimate by approxi- mately fifty-eight (58) percent; and, WHEREAS, the Deputy Chief Engineer and Chief Engineer have this day submitted a written recommendation that all bids be rejected and work be completed under District's force account. NOW, THEREFORE, BE IT RESOLVED: Section 1. That the bid tabulation and recommendation of the Deputy Chief Engineer and the Chief Engineer be received and ordered filed; and, Section 2. That all bids received for said work be hereby rejected and that all bid bonds be returned to the bidders; and, Section 3. That the Board of Directors does hereby declare that said work can be performed more economically by utilization of District's forces; and, Section 4. That the District's staff is hereby directed to proceed with and complete Installation of Pilot Activated Sludge Plant, Job No. Pl-16-P, by District's force account. Pl-16-P ... • i: ~ PRELIMINARY LIST OF MODIFICATIONS ON ACTIVATED SLUDGE PILOT PLANT After the pilot unit is transported to CSDOC from EBMUD and put in place, the following modifications will be done to prepare the unit for the testing program: 1. A new influent distribution channel will be constructed and installed above the existing distribution channeL 2. Handrail will be mounted around the existing opening in the grating at the influent distribution channel. 3. The cross piping installed by EBMUD connecting the return sludge channel and the influent distribution channel will be removed. 4. The baffle installed by EBMUD in the contact basin will be removed. 5. The wooden ladder at the clarifier will be discarded and a new ladder will be installed. 6. The digester section will be calibrated for volume for wasting sludge when the plant is in operation. 7. The aeration basin will be divided into two equal basins with a baffle. 8. New check valves will be installed on blowers. 9. Drains (with valves) will be installed on all basins(including two new aeration basins). Four 3-inch valves and one 4-inch valve will be required. 1 O. Install sludge pump on secondary clarifier. 11. Install return sludge piping to both contact basin and influent distribu- tion box. 12. Install sample lines on aeration tanks, secondary clarifier, effluent box, and influent box. 13. Calibrate weirs on influent and effluent channels and boxes and install new flow gauge in effluent box. 14. Install valve or slide gate with extension between aeration tanks and digester for ·wasting sludge. 15. Grout sleeve in by-pass junction box for basin drain (as close to Elev. 7. 00 as possible). · 16. Install pipe from influent box to new influent channel. - 2 - 17. Remove EBMUD' s m.odifications for chemical treatment. ~· .'!': INSTALLATION INSTRUCTICNS S~TION 6231.81 INSTALLATION INSTRUCTIONS for RATEDAERATION ® STABILAIRE TM PACKAGED SE.a/AGE TREATMENT PLANTS WITH TRAVALIFT UNIT APRIL 1967 TANK ARRIVAL: The steel tank will be delivered to the job site, probably by truck, either directly from the factory or from the nearest rail head. Plant Model Noe. 20 and 30 i,/ill be shipped in one piece and vary in weight from 15,000 lbs. to 22,000-lbs. Plant i·iodel dos. 40 and 50 will be shipped in two separate sections to be bolted together at the job site. The weight of these individual sections will vary between 16,000 lbs. and 25,000 lbs. All tanks will have a total width of 10'0", and height of 10'011 • Because of clearance problems in shipping, some of the equipment must be crated and shipped separately. The drain plugs for t!1e aeration tanks and aerobic digester must be screwed in place before backfilling. See Figure l for general layout of tank. SITE PREPARATION: Before the tank arrives, the site should be excavated and a concrete pad poured on which the tank will be placed. The pad gives a solid foundation and keeps the tank level. In some cases ~ptional cor.nec- tions are specified for anchoring the tank to the pad. In these cases anchoring should be done according to Chicago Fump Drawing No. K.7279. . UNLOADING: It is recommended that the tank be lifted by crane directly from the truck on which it is delivered and set into place. Lifting lugs are provided for this purpose. See Figure 3 for detail and location of the lugs. Pulling lugs are also provided on the tanks as shown in Figure 6, · for use in positioning the tanks on the concrete pad. It will be necessary to lift the T?~VALIFT unit drive assembly i!1.to place, so plan the equipment and work schedule accordingly. TRA VALIFT Ul'TIT: The drive and rail assembly for the TRAV;.LIFT unit is shipped with the major components pre-assembled. There is a spacer plate at each end of the rails which also act as mounting plates. Also assembled to this component are: drive unit, gear box, drive and idler sprockets, and under carriage. Lift the entire component and position it on the final tank with the drive unit in the location shown in Fugure 4. Line up bolt holes and bolt unit tightly. Hake sure rails are level. Shims may be used to level this coniponent. The entire assembly is shown in Figure 2. ,\ttach the scraper blades to the lower slip 'pipe and insert the lower slip pipe ir.to the upper slip pipe. Bolt the upp~r slip pipe hangar plate to the under carriage securely. Adjust the scraper blades so that all points along the blades rest evenly on the tank hopper walls, then raise the lower slip pipe 'until the blades lightly touch the hopper walls and tighten the set screws securely. Install drive chain over drive and idler sprockets, making a loop. Attach the pivoted connector rod from the under carriage to the connector link on the chain and take up slack in the chain by removing links. Do not make chain too ti~ht ·~ PAGE 1 - 2 - Wire the drive unit to the electric control panel. Run the TRAVA~IFT unit across the final tank once or twice to insure that it operates smoothly. The TRAVALIFT should move toward the drive unit when the connector link is in the top length of ._...... chain. DO NOT OPERATE LONGER THAN THIS UNLESS THE UNIT HAS BEEN PROPERLY LUBRICATED (Refer to SL-150 Operating Instructions for lubrication schedule) CONNreTING TWO TANK S~TIONS: When the tank is shipped in two sections, ea.ch section is a watertight container and has its own wall at the point where the two sections come together. A seal is needed in three places where liquid passes from one section to another through the double wall. The three places are: (1) the influent channel, (2) the transfer port, and (3) the return sludge chaDnel. (Refer to Fig. 4 for the locations). When the tanks arrive at the job site the bolt holes in the four angles in each tank will be already drilled. After the reaeration tank and the contact tank have been placed adjacent to each other on the slab, the tank should be pulled together with the bolts and nuts provided for the angles. THE INFLUE?rT CHANNEL: The influent channel will arrive at the job already hung in place in the tank. It will be necessary to install the influent transition trough in place and secure. with bolts to the influent channel and the influe~t distribution box. The splash plate assemblies should be paced inside the two tanks around the influent transition trough so that the gasket seals it. The splash plate assemblies are then secured by tightening up on the bolts placed through the lugs on the transition trough and the lugs on the distribution box. THE RErURN SLUJNE CHANNEL: In the reaeration tank the return sludge channel which is flush with tha tank •all should be grouted or caulked by the fl.at in the channel (bottom and sides) as shown in Section C-C, Fig. 4A. The return sludge transition trough is then placed into position by compressing the grout and bolting the transi- tion trough to the adapter on the return sludge channel in the contact tank. (R~fer to Fig. 4 and 4A). THE TRANSFER PORT: The transfer port pipe should be installed by compressing the "0" rings on either side of the pipe in each tank by bolting the packing rings or flanges to the prewelded studs around the transfer port. The ends of the pipe should be lined up nush with the packing rings as shown in Section B-B, Fig. 4A. II PAINTING: One gallon each of super service bitumaatic and green enamel are furnished with the tank. A paint brush is also furnished. After the tank is set in place, anchored and connected, if applicable, and all appurtenant steel fabricated optional equipment has been assembled, touch up all scratched, thin spots or areas where the point has been broken through. -Du.ring backfill avoid additional scratching. CATHODIC PROTn:=TION: There are, on the sides of the tanks, small square nuts for electrical connections. Furnished with the plant are magnesium anode packs with 10' of wire. These packs should be buried at about half' the depth of the tank and approxi- mately 9' out with the· wires running. back to the tank and securely fastened to the nuts provided. Soak the packs with water before covering them. (Note: Keep packs dry before installing.) BACKFILLHTG: All equipment should be installed before backfilling. Back- fill with clean compactable material from which all large boulders or frozen chunks of dirt, etc. have been removed. Fill the tanks with wate~ when backfilling to prevent bulging the sides. Move backfill in carefully so that excessive pressure from the weight of the fill will not bend the sides of the tanks. Particular care should be taken to prevent backfilling machinery from pushing against the tanks. If the backfill is flooded for compaction, the tanks should be filled with water to prevent their floating. NCTE: In the Rocky Mountain area, we have noted one or two isolated cases where the tanks· bulge inward slightly due to excessive pressure exerted by the back- fill. Due to some forms of Bentonite, moisture absorbing and expanding compound present in the soil, it is best to backfill the tanks with gravel on installation in the Rocky Mountain area. SEW~RS: M~ke influent (inlet) and effluent (outlet) sewer connections. (See notes on Figure 1.) · BLOWERS: The standard blower provided and the optional blower, if required, are bolted to the top of the tank in the positions shown in Figure 1. Refer to Figure 8 for details of blowers and housing installation. The blower · will have to be ·wired to the control panel which is shown on Figure 1. AIR FILTER: The air filter is a complete unit and is to be screwed into the inlet (top) of the blower. BLOWER SHEAVE: A spare sheave or an adjustable sheave is provided with each blower so that the air supply can be adjusted as required for optimum plant operation. AIR RELIEF VALVE: Remove the protective mask from the air relief valve and place the valve ov~r the diaphragm. Place the weights over the valve making sure that the valve can move up aud down freely. DO NGT GREASE. However, application of a light oil film is advisable. EL~TRICAL CCNTROL PANEL: Bolt the electrical control panel to the platform at the location shown in Figure 7. The panel will have mounting provisions for blower an.d TRA VALIFT unit starter and disconnect -switches and optional Comminutor, s~cond blower and froth spray controls when specified. See Figure 9 for electrical schematic diagram. This ladder is designed for use with above ground installations and hooks over the upper rim of the tank. See Chicago Pump Drawing K-6245. COMMINUTOR MACEINE (Ontional): When the Comminutor machine is shipped it will be separately mounted in the steel Comminutor box. The Comrninutor box is to be bolted to the tank as shown in Figure 5, and cement grout is to be placed as indicated in Figure 5 to form a channel in the Comminutor box which will keep sewage solids from collecting in the corners o.f the box where they might cause an odor problem. Place grout as shown in Section C-C on Figure 5, being careful not to get any grout directly under the Comminutor machine. The bar screen furnished with the Comminutor box should be removed when the Comminutor machine is in operation, and tied nearby where it will be handy for use during periods when the Comminutor machine is not operating or is removed from its mounting for service or maintenance purposes. Wire the Comminutor machine to the controls provided in the control panel which is located on top of the plant where shown in Figure 1. FLOW SPLITTER BOX (Optional): The flow splitter box is used in conjunction with a lift station. In order to eliminate sharp changes in flow rate and to prevent hydraulic overload of the plant, this box will allow a controlled amount of flow to enter the plant and will return the rest back to the lift station wet well. If the splitter box is used, mount it to the plant inlet as shown in Chicago Pump Drawing K-6231. CHLORINE CONTACT PACKAGE ( Ontional): When the chlorine contact package is ordered the contact tank is fabricated as an integral part of the plant structure and no tank installation is necessary. The solution feeding equip- ment is shipped separately and must be assembled to the plant. A 220/440 to 110 volt transformer is provided in the control panel for power supply to the chlorine;solution feed pump. I t Run wiring from the transformer through conduit along the top of the tank to a point near the solution feed pump and install a standard 110 volt outlet in a weatherproof box at that point. (\'!iring, conduit and outlet supplied by oth2r~.) i ! Mount the solution feed pump on the mounting plate provided and connect suction and discharge fittings and tubing as shown in manufacturer's instruction booklet. Install solution tank on mounting bracket as shown in Chicago Pump prawing K-6237. Run the suction tubing into the solution tank and place the discharge tubing into the chlorine contact tank so that the end of the tubfng is about 24q down from the tank top and near the tank inlet. Plug in ~he solution feed pump ~nd place the metal ~ousing over the pump.
