J 7 j Cther business and communications., if any Consideration of motion to adjourn -AJ RESOLUTION NO. 72-119-2 AWARDING CONTRACT NO. 2-14-1 A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2, OF ORANGE COUNTY, CALIFORNIA, AWARDING CONTRACT FOR SANTA ANA RIVER INTERCEPTOR SEWER, FROM ..i RECLAMATION PLANT NO. 1 TO KATELLA AVENUE, CONTRACT NO. 2-14-1 The Board of Directors of County Sanitation District No. 2, of Orange County, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER: Section 1. That the written recommendation this day submitted to the Board of Directors by Lowry & Associates, District ' s engineers, and concurred in by the District ' s Chief Engineer, that award of contract be made to Sully-Miller Contracting Company, Contractor, for SANTA ANA RIVER INTERCEPTOR SEWER, FROM RECLAMATION PLANT NO. 1 TO KATELLA AVENUE, CONTRACT NO. 2-14-1, and the proposal submitted for said work, are hereby received and ordered filed; and, Secticn 2 . That the contract for said Contract No . 2-14-1, be awarded to Sully-Miller Contracting Company, Contractor, in the total amount of $6, 274 .6H. 40, in accordance with the terms of their bid and the prices contained therein; and, Section 3. That the Chairman and the Secretary of the District are hereby authorized and directed to enter into and sign a contract with said contractor for said work pursuant to the provisions of the specifications and contract documents therefor; and, Section 4 . Brown The special committee met jointly with the District No. 3 Connection Charge Committee to review the comments received from city personnel on August 2nd concerning the District ' s proposed, annexation and connection charge policy. The general concern of the cities was that the Board was reducing the current annexation charge at the same time they were contemplating the adoption of a connection charge for new construction throughout the District. They also claimed that the proposed connection charge policy dis- couraged industry from locating within the District. During a lengthy discussion, the committee considered several suggestions concerning the District annexation fee and the possibility of different connection charge schedules depend- ing on the type of development . On June 20th, the special committee recommended that the annexation fee for the 1972-73 year be adopted at $273 per acre, to be increased $10.00 per acre per year. After further consideration, the committee now recommends that the current annexation policy of the District remain in effect. Presently the annexa ion fee is 3 9 Per acre, and adjustments are made annually based on the Federal Water Quality Administration (EPA) construction cost index for the Los Angeles Metropolitan area. The current fee is based on the October, 1971 index. The committee has directed the staff to provide them with additional connection charge information and has scheduled a joint committee meeting with the District No. 3 special com- mittee on September 28, to determine what further recommenda- tions will be made to the Board. The Chairman called the meeting to order at 5: 00 p .m. The roll was called and the Secretary reported a quorum present . DIRECTORS PRESENT: Lorin Griset (Chairman) , Robert Battin and Ellis Porter DIRECTORS ABSENT: Clifton Miller STAFF MEMBERS PRESENT: Fred A. Harper, General Manager, Paul G. Brown, Assistant General Manager, J. Wayne Sylvester, Secretary, Ray E. Lewis, and W. N. Clarke Receive and file Engineer ' s Moved, seconded and duly carried: estimate of construction cost for Installation_ of That the Engineer' s estimate of Pilot Activated Sludge Plant, construction cost for Installation Job No. Pl-1 -P of Pilot Activated Sludge Plant , Job No . P1-16-P, be received and NOW ordered filed. Report on bids for The General Manager reported that Installation of Pilot two bids had been received for Activated Sludge Plant Installation of Pilot Activated , Job No . Pl-1 -P Sludge Plant, Job No. P1-16-P. Based on the low bid of F . B. Cook Corporation, the total project cost, including inspection and coordination required by District ' s personnel, would be 70% above the Engineer ' s estimate . The staff has prepared a job plan for installation of the plant and estimates that the work could be performed by District ' s personnel under force account for approximately $10, 500. It was the staff' s recommendation that all bids be rejected and that the work be accomplished by utilization of District forces to realize a substantial cost savings. It was then moved, seconded and duly carried: That the job plan prepared by' the staff estimating the cost of Installation of Pilot Activated Sludge Plant by utilizing District ' s forces be received and ordered filed. #1 9/26/72 Receive and file legal _ Moved, seconded and duly carried: opinion re installation of Pilot Activated Sludge That Ithe opinion, dated September 26 , Plant, Job No. P1-1 -P, 19721, submitted by Miller, Nisson & by District ' s forces Kogler, District ' s legal counsel, advising that in accordance with the Joint Boards ' Resolution No . 72-123 , adopted September 13, 1972, and with Section 4755 of the California Health and Safety Code, the Board, in its discretion, may adopt a resolution by a four-fifths vote declaring "that the work can be performed more economically by day labor, or the materials or supplies furnished at a lower price in the open market and may have the work done in a manner stated in the Resolution in order to take advantage of this lower cost, " be received and ordered filed.
