The purposd of this letter is to request your considera-
tion and approval of a concept for increasing the capacity
of the Santa Ana River Interceptor Sewer by the issuance
of a change order to the contr~ctor, to construct a larger
diameter pipeline for the first reach of the project than
proposed in the grant application, at no additional cost
to the grant program.
The Santa Ana River Interceptor ~'lill serve Orange, Riverside,
and San· Bernardino Cotmties by providing a means '·:hereby
wastewater deleterious to the groundwater supply of the
Basin can be transported through a closed syste~·:1 to the
Sanitation Districts' treatment facilities. This project
will provide the major backbone pipeline for the Basin,
which is the largest self-contained natural drainage basin
(about 2300 square miles) in Southern California.
The first reach of the proposed project as now planned ranges
in pipe sizes from 63 11 to 54 11 and has a total design capacity
of 80 mgd; ho~·:ever, only 30 mgd is allocated for the imr:iediate
needs of the Upper Basin. The remaining 50 mgd \·rill be
"" utilized in Orange County by County Sani ta ti on Dj_strict l'~o. 2
/to relieve its overloaded existing sewer system and to pro-
vide capacity for the ordinary sewage flows contemplated to
be generated by the current building activities. Your agency

No. 2 will not receive grant funds for its por-cion.of
this project. However, in the spirit of continuing
cooperation to develop a comprehensive and enduring
Water Management Plan for the Basin, contractural
arrangements were conclud8d to insure that this pro-
ject would be undertal:en.
While the Water ~anagement Plan for th~ Santa Ana River
Basin has not been finalized, the Plan will, no doubt,
seek to provide options and flexi b:Lli ty for the optirnmn
multiple use of major facilities to improve environmental
quality.
It is reasonable to asswne that, in addition to current
requirement-s, the Sant'a Ana River Interceptor Sev1er will
be needed for the diipos~l of many saline wastes, such
as the blow do~n from future demiperalization plants
and the sludges and other ,,.raste materials from water
reclamation plants. It may be·desirable in the future
to dlvert agricultural tail1·:aters and dairy runoff to
these facilities to correct high nitrate problems. New
technology for upgrading vra ter quality probably \·Till
place additional demands. on this system.

The first reach of the project ~·Till extend from Treatment
Plant No. 1 to Katella Avenue. Its length is about 9 r;iiles
through a highly urbanized portion of the District. The
project follows the Santa Ana River ~~1ich has a very
limited right of way and it is very unlikely that a similar
facility could be constructed parallel with the proposed
Santa Ana River project in the future. In addition, the
future political climate in Orange Cotmty, or in the Be.sin
for that matter, may preclude the construction of another
pipeline to serve areas outside the County. This presen·t
project has been debated in the three counties for many
years, and it was only in February this year, after lengthy
discussions, that the Sanitation Districts received per-
mission from the Orange County Boara of Supervisors for
the right of way to construct this facility. Therefore,
since this project will be the major facility to implement
the Water Management Plan for the Basin, consideration
should be given to providing adequate capacity in the pipe-
line at this crucial time to serve the knm·m and unki1o~·rn
future requirements of the Basin.

The c'oncept for increasing the capacity of the Santa Ana River Inter·-
ceptor presented in your letter of August 18, 1972, has been reviewed.
The certification of the project to the Environme_n tal Protection
Agency was based on. an eligible flo·w of 30 MGD from the Upper Basin
plus an ineligible flow of 50 MGD from-the Orange County Sanitation
District. The 50 MGD flow was based on flow relief from the existing
Orange county sewer system and projected Ct:l.paci ty for sewage flows
generated by the current building activities within Orange County.
The proposal to increase the size of the Interceptor from Treatment
Plant No. 1 to Katclla Avenue to provide a potential maximum capacity
of 184 HGD is based on a stated need to provide options and flexi-
bility for optimum utilization of facilities in Orange County for
possible blow down from future demineralization plants and the sludges
and other waste material from water reclamation plants in a highly
urbanized portion of Orange County ..
The concept is approved for increasing the capacity of the Santa Ana
River Interceptor to a maximum of 184 MGD for the reach from '11 reatment
Plant No. 1 to Katella Avenue at no additional cost to the grant
program over the cost for th~ certified project based on a total
maximum flow of 80 .MGD. The approval for increasing this size of the
Interceptor for the subject project reach should not be assumed to
·apply to any future Interceptor reaches.
The State's approval of the concept for increasing the capacity of
the Santa Ana River Interceptor is subject to the approval of the
concept by the Environmental Protection Agency.. If the Environmental

Protection Agency does not concur in the concept of increasing the
size of the Interceptor for. the subject reach, the applicant should
confine the construction contract to the 80 MGD certified project.

The Board adjourned to t he above time for the purpose
of consideri ng the alternative acti ons which the Direc tors
may desire to take pertaining to the award of Contract No .
2-14 -1 (Santa Ana River Interceptor Sewer, Reaches 1, 2 , and
3), to Sully Mi ller Contracting Company , Long Beach_, on
September 6 .
On August 23, t he Environmental Protection Agency
approved the Grar1t application of the Chino Ba sin
M.un ici.pa l Hate r Di s trict in the amount of $1 ,586,090 (80%
of the ir share ) for this seg,'Tient of the project . The appl i-
cation for the Gr ant was based on a design capac ity of 80 :rr'.gd ;
50 mc:;d will be ut i lized by Di strj_ct No . 2 whil e the r ema ining
30 mgd is allocated for the use of the Upp e r Bas in e ntities
through the Chino Basin Mun icipa l Water District . We have
received verbal assurances from the General Ma n age r of the
Chino Basin Municipal Water District that the y are now in a
po siti on to proceed with the joint constructj_on of the Santa
Ana River Inte rc eptor . We h ave asked for a l etter confirm-
ing this fac t.
The project was bid wj.th three a lt e rnate sizes of p ipe
and the result of the bid ding on the a lternates is enclos ed .
As previously discussed with the Bo ard on June 29 , 1 9r(2 , it
may be desirable to c ons truct the l arge r f aci lity known as
Alternate III . On August 18 , we r e ques t ed Stat e and Federal
approval of a c on cept for increa sing the capacity of the
int e rc eptor by the issuance of a Change Order to the con -
tractor to c onstruct a larger diameter pipeli ne than proposed
in · the Grant appli cation at no additional cost to the Grant
program. A copy of the request is enclosed for the Di rectors '
i nfo rmation . As of this writing we have b een advised by
t elephone that the St a te has approved the Cha nge Order concept.
On Au gust 1 6 , 1 972, Director Finne ll and you r General
Manage r disc u ssed the Change Order concept wi th Federal
representatives in San Francisco . They d i d not appear
very receptive t o the idea, even though i t woul d not i n-
volve addit i onal Federa l funding .
At Wednes d ay 's meeting, we will r eview the Districts '
finances and hopefully we will hav e a n answe r from t he
Environmental Pr otection Agency concernin g their pos i tion
on Al ternate III .
