The following is a brief explanation of the more important non-
routine items which appear on the enclosed agenda and wh ich are ·not
otherwi se self-explanatory. Wa rr ant lists are not attached to the
agenda since they are made up immediately preceding the meeting but
will appear in the complete agenda available at the meeting.
Joint Boards
No. 6 -REPORT OF GENERAL MANAGER: As· stated in the previously mailed
report of the Executive Committee, the staff will report on the latest
development s concerning the new Federal water pollut~on control bills
and also on the status of regul ations of the State Wate r Resources
Control Board for ocean disposal of wastewater.
Nos. 8 and 9 -REPORT OF EXECUTIVE COMMITTEE AND ACTIONS ON COMMITTEE'S
RECOMMENDATIONS: The Committee met on the evening of May 31 with
Directors Fox and Root as guests . A report of the meeting, together
with recommendations to the Joint Boards was mailed on June 7 .
Item 9 (a through k) is consideration of actions recommended by the
Committee to the Joint Boards.
No. 11 -NOMINATIONS FOR JOINT CHAIRMAN AND VICE JOINT CHAIRMAN : As
provided in the Joint Boards' rules of procedures, nominations for
these two offices are held at the reg ular June meeting, ~ith elections
to take place at the regular July Joint Board meeting.
No. 12 -CONSENT CALENDAR: The following agenda items fall into this
category in accordance with the definition establ ished by the Boards :
(a) Annual Construction Wag e Ra te s Resolution -The State
Governm e nt Code require s us to a d opt periodically a reso-
lution determining the prevailing labor r a tes fo r public
works construction contracts. Since this resolution is
quite leng thy it is not included in .the agenda material
~lthou g h it will be available for inspection at the meeting .
It should be emphasized that this resolution does not
establish wa g e rate s for our employees but d oe s so for
employees of contractors engaged in construction work for
the ·Dist ricts. ·

Increase in Capacity of Sunflower Pumping Station.-Included
with the agenda material is a memorandum from our Mainten-
ance Superintend ent on the above subject which shows that
the Districts can save approximately $7500 of the cost of
providing necessary increase in capacity in this Station by
following his recommendations. We recommend that the
procedure set forth i n his memorandum be authorized by means
of the motion appearing on the agenda.
Purchase of Ferric Chloride Coagulants -Next month the
experimental sediment ation basin at Plant No. 2, designed
to use chem ical c o agulants to remove additional suspended
solids and g r ea s e, will be completed and ready for service.
As stated i n J ohn Carollo Engineers' letter of June 2,
included wi t h the Executive Committee report, it is necessary
to experiment with methods of improving treatment at Plant
No. 2 in o rde r to be in a posit.ion to decide how to meet
the proposed State Water Resources Control Board's ocean
water quality plan. In order to obtain meaningful data on
the effective ness of chemical coagulants, it will be
necessary to purchase these materials and proceed with the
experiments at the earliest pos sible date. We therefore
are soliciting bids for purchase of ferric chloride, one of
the coagulants to be used. In order to save time, it is
recommended that I be authorized to award the purchase to
the lowest responsible bidder for an amount not to exceed
$15,000.

County Road De p a rtment for determining compliance with
compaction requirements on trunk sewer installations. We
have found the arrang ement quite sati s factory and the fees
reasonable and recommend extension of the agreement for
one year.

No. 14 -GENERAL AUTHORIZATION FOR ATTENDANCE OF PERSONNEL AT
CONFERE NCES: For the past several years the General Manag er has been
annually authorized to desig nate members of the Board and/or staff to
attend meet ings, conferences, etc., which he.believes will .be of value
to the Dis tricts. The cost of such trips and meetings for the past
12 months has been $261. The p revious authoriz.ation specified that any
trips made under this authorization not be of ove rnight duration. We
have found this limitation to be quite inconvenient in certain respects.
For ins tanc e, some meeting s requiring attendance are held in northern
California cities at an early hour in the morning and other meetings
requiring overnig ht lod g ing a re called without sufficient advance
notice to obtain p rior Bo a rd a uthorization. We therefore recommend
adoption of the motion app earing on the agenda allowing the .General
Manager more latitude in this respect.
District No. 5
No. 25 -ADJOURNMENT TO JUNE 21: The Chairman has suggested that the
Board adjourn to 4:30 p.m. on . this date at Newport Beach City Hall .
primarily to inform the two new .Directors of the District's current
programs. Ex-Chairman Parsons will be invited to attend to assist
the staff and engineer in this regard. There will also be several
items of regular bus iness to be taken up, including matters connected
with construction of the new Coast Highway force main from Rocky Point
to the Santa Ana River since the plans and specifications will be ready
for advertising for bid. District No. 6 is participating in the cost
of this facility, therefore it will be necessary for the District No . 6
Board to meet jointly with the Board of District No. 5 in connection
with this construction.

No. 28 -ADJOURNMENT TO JUNE 21: We are recomme nding that the Board
adjourn to this date at 4:30 p.m. at Newport Beach .City Hall (see
Item No. 25).

No. 29 -PROPOSAL FOR ENGINEERING SERVICES FOR SLATER AVENUE SEWER :
One of the District's budgeted expe nditures for capital outlay this
year is the construction of a trunk sewer in Sl ate r Avenue from Nichols
Street to Newland Street, a dis tanc e of approximately 5,000 feet. Thi.s
new facility will connect with the Knott Interceptor, now under con-
struction. The timing of the construction of the Slater Av e nue s ew er
should be such tha t it can be used as soon as the Knott Interceptor is
completed to that point, thus relieving the serious overloading in the
Miller-Holder trunk sewer in which District No. 11 is temporarily
renting capacity.
We recommend that the General Manager be authorized to ask the
District's engineer, Keith and Associates, to submit a proposal fo r
the .design services for this facility; the total project cost is
estimated to be $355,000.

No. 34 -ENGINEERING SERVICES FOR SIPHON IN GREENVILLE TRUNK AT WARNER
1 AVENUE: Approximately 10 years ago , a siphon was constructed in this
trunk sewer to accommodate a n ew storm drain in War ner Ave nue. During
the past few years as flows have bui lt up in this trlU1k it has been
observed that the exis tin g siphon doe s not have as much capacity as
that of the sewer upstream. 'r hi s condition causes lU1desirable mainten-
ance problems at t he p r esent .time a nd in the near future will be a
bottleneck limiting the c apacity o f the sewer .to mu ch below its design
figure. According l y , I have a s ke d the District's engin e er to submit
a proposal for eng inee r i n g services in connection with r e placing the
siphon with one o f l a r ge r cap a city. A copy of this proposal, which
also describ es t h e p r oblem i n more detail, is included with the agenda
material and we rec ormnend i ts a cceptance in order that the construction
work can be a ccomp lishe d dur ing the dry season this year.

No. 38 -RE QUES T FOR ANNEXATIO N OF TRACT 6232: Included with the
agenda material is a re quest from the Klug Deve lopment Company, Inc.,
for an a nnexat ion of approximate l y 22 .25 ac r es f ronting on Meads
Avenue between Santiago Canyon Road and Randall St reet i n t he Orange
Park Ac r es area . We rec omme nd that the re q ue st be referred to the
staff f or r eport with possible action initi at ing annexation p roceedings
~t the next regular meeting.·
No. 39 -REPORT ON ROUTING OF ORANGE PARK ACRES SEWER : The Board
members will recall that in February the City of Or ang e requested that
the Board consider establishing an alig nment of this facility which
would deviate from the Dis trict's 19 69 Maste r Pl an alig nment . This
facility is s h own in the Master Plan Report as the u p per r e aches of
the Tustin-Orang e Trunk. It is n e cessary that the Bo a rd appro v e the
realig nment befor e t he sewer can be constructe d by the Cit y of Orange,
with reimbur sement by the Dist rict. · In the interval since the City's
request. was r eceived, our s t aff and the Distr.ict ·' s ·eng inee r h a ve had
numerous meeting s with the staff of the City of Orang e to wo r k out an.
alignment satisfactory to all concerned. By the time of the Board
meeting it is expe cted that a definite a lignment can be recomme nded
for possible adoption b y the Bo a r d .
Nos. 40 throug h 43 -COMPLETION OF CONTRACT NO . 7-6-4: This c ontract ,
for the constr uc t ion of the Red Hi ll Interceptor, Re aches 6, 7 and 8,
was satisfactorily completed by the contractor on Ma y 31. The facility
construct ed is the most northern portion of the const ructi on work
authorized and f inanc e d by the 1970 bond issue. The last segme nt of
this work to be completed is Con tra ct No . 7-6-3, which is i n the fi n a l
stages o f constructi on. Its completion wi ll a f f ord p e rma nent r e lief
to the exi sting overloaded Red Hi ll and Gisler system . In orde r to
clos e out Contr a ct No . 7-6-4, we recommend the adoption of thr e e c hange
orders (Items Nos. 40 , 41 and 42), copies of whic h ar e inc l uded in the
agenda material and whi ch are s e l f -exp l a natory. I t e m No . 4 3 is the
customary resolution acceptin g the contract as complete on May 31 and
authorizing fi l ing of a No tice of Completion.

No. 44 -ENGINEERING SERVICE FOR JAMBOREE ROAD SUBTRUNK NO. 1: The
Board members wi ll recall that the construction of this facility by
the Irvine Industrial Complex has been approyed on a master plan
reimbursable bas is. In accorda._nce with the customary procedures for
this type of project, the District's engin~er will prepare plans and
specifications for construction by the Irvine Industrial Complex.
Accprding ly, we have asked Boyle Eng ineering to submit a proposal for
these services, a copy of which is included .in the agenda material.
We reconnnend its acceptance.
No. 45 -RECEIVE AND FILE AND REJECT CLAIM FOR DAMAGES: This small
claim ($42.47 ) h a s b een filed with the District for a:lleged damage to .
an automobile during t he c onstruc tion of Contract No. 7-6-3.. If there
is liability i nvolv e d , it b elongs with the contractor and we understand
he has taken s teps to sett le the matter. However, as a matter of
record, the Board should receive and file and reject the claim.

No. 49 -REPORT OF SPECIAL COMMITTEE ON ANNEXATION FEES AND CONNECTION
CHARGES: S ince the May 24 adjou rned Board meeting, at which the
Connnitte e reported on its deliberations to date, the Committee held
a further meeting on June 8 which will be reported on at this meeting.
No. 50 -DEFERlvlENT OF PAYMENT OF ANNEXATION FEES BY ANAHED1 HILLS,
INC., FOR ANNEXATION NO. 6: Although the Special Committee on Annexa-
tion Fees and Connection Charges was not charged with the consideration
of the request of 'Anaheim Hills, Inc., for deferred· payment of annexa-
tion fees, the Committee did review the matter. No conclusion wa s
re ach ed concerning whethe r or not the proponent should be permitted
to de fe r the annexation fee payment over a five-year period; however,
it was the consensus of the Committee members that if the Board does
permit the deferment o f payment of annexation fees as requested, that
any unp aid deferred balance should be subject to a .6% interest cha r ge .
No. 51 -JJ~ITIATION OF PROCEEDINGS FOR ANNEXATION NO. 6: At the May
24 adjourned meeting of the Boa rd, the General Counsel was directed to
prepare a r esolution initiating annexation proceeding s subject to the
following conditions: ( 1) That the annexation fe.es shall be those
established following conclusion of the studies of the Spec i a l Com-
mitte e (Item No . 49) (2) That the maximum flow acceptable until the
District's relief fac ilities are constructed wi ll be ·3 5 0,000 gallons
per day to be discharged duririg low flow periods (3) That the City of
Anaheim be requested to explore the feasibility of requiring low vo lume
plumbing fixtures be installed in the area to be annexed and ·(4) That
temporary facilities required to serve the area until permanent faci li-
ties can be constructed be installed ·and maintained at no cost to the
District. This re~o lution has been prepared and is included in the
agenda material. ·
Nos. 52 and 53 -ENGINEERING PROPOSALS: Also, at the May 24 adjourned
meeting, the staff was directed to request a proposal from Lowry and
Associates for the following work: (1) Design of Santa Ana Rive r
Interceptor from Ka t e lla Avenue to Rive rs ide Freeway _ and the Robert F.
Finnell River Crossing and (2) Services for preliminary desi g n studies
and routing of the Yorba Linda Pump Station a nd Fo rce Main, Kraemer

Interceptor, Palm Drive Interceptor and Carbon Canyon Interceptor. The
two prop osals requested are includ ed in the agenda material and are
r ecomm ende d for acceptance. The proposal for desig n of the Santa Ana
River Int e rceptor specifie s a l ump sum fee of $107,92 0 which the staff
believe s to be reasona ble f o r t h e amount of work involved. I t also
propos es a maximum fee of $8500 · on a per diem basis for prep a ration of
the r equired project repor t. The s econd proposal specifies that the
work be done on a per di em basis f or an amount not to exceed $50,000,
a good portion of wh i ch will be f or aerial photography mapping . The
fee for this wo rk will be c r edited to future design fees for construction
of the facil i t i e s under stu dy .

Influent Interceptor Sewer (Job No. 1-8)
The Master Plans of faci Ii ties for both DistTicts NoS. 3 and 11, prior to the decision
of the Districts to construct the lnterplont Influent Interceptor, incllJded a jointly-
owned 96-inch trunk sewer (Knott lntercepf·or) either to Plant No. l or Plant No. 2,
depending on capacity considerations af· each plant to handle the flow generated in
the service area.
After the decision was made to construct th_e lnterplant Influent Interceptor, it was
necessary for Districts Nos. 3 and 11 to construct trunk sewe:r foci Ii ti es only to the
intersection of Brookhurst Street and F.llis Avenue thus eliminating the necessity of
carrying the Knott Interceptor into either plant. Accordingly, your staff is
recommending that the two districts participate in the cost of the lnterplant Influent
·interceptor to the extent of the cosi of a 96-inch trunk sewer from ~rookhurst Street
and Ellis Avenue to Piont No. 1, in addition to their regular share of the cost of this
Joint Di~tricts' facility. The attached sketch is intended_ to help yisualize this
concept.
In order to determine 1·he amount of participation of Districts Nos. 3 and 11, the
staff has asked our three firms for a joint estimate of the cost of construction of a
96-inch trunk sewer from Brookhurst Street and Ellis Avenue to Plant No. 1 in order
that a reimbu1-sement agreement may be drawn up.-It is our considered and joint
opinion that this construction cost would approximate $1 ,300,000. In arriving at

this figure, a review and analysis was made of bids and cost data received for the
lnterplant Influent Interceptor and for the Knott Interceptor, Contract No. 3-17,
together wif·h independent estimates for the extension of the Knott Interceptor from
El I is Avenue and Brookhurst Street to Treatment Pl ant No. 1 • Also, an allowance
to cover engineering, inspection, surveying, administration, legal, and incidental
costs shou Id be added to the construction cost. We recommend 6 percent of construction
cost, which recent experience on projects of this size has shown to be an equitable
percentage. Therefore, the total estimated project cost is $1,378,000.
We collectively recommend that the $1, 378, 000 figure be approved by the Jo int
Boards, County Sanitation District No. 3, and County Sanitation District No. 11.

from July 1, 1972 to June 30, 1973, is hereby approved and accepted;
and,
Section 2. That the Chairman and the Secretary of County
Sanitation District No. 1, acting as agent for itself and County
Sanitation Districts Nos. 2, 3, 5, 6, 7, and 11, of Orange County,
California, be authorized and directed to execute said amendment.

8. CHAIRMAN AND VICE CHAIRMAN OF THE JOINT ADMINISTRATIVE
ORGANIZATION - A Chairman and Vice Chairm~n of the Joint Administra-
tive Organization shall be elected by a majority vote of the Districts
at the regular meeting in July of each year. The Chairman and Vice
Chairman shall serve at the pleasure of the majority of the Districts.
The nominations for Joint Chairman shall be made at the
regular Board meeting in June each year, and the nominees may prepare
a statement of not more than 100 words stating their qualifications
for the office of Chairman. These statements shall be mailed to the
members of the Joint Boards of Directors with the agenda and other
meeting material for the July regular meeting.

DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the general prevailing wage rate and the
general prevailing rate for holiday and overtime work within the
territory of the Districts for each of the crafts, classi-
fications or type·s of workmen as set forth on SCHEDULES "A" and "B",
attached hereto and made a part of this reso~ution as though fully
set forth herein, is hereby approved and adopted; and,
Section 2. That Resolution No. 71-88, adopted by the
Boards of Directors of the. County Sanitation Districts on July. 14,
1971, establishing the general hourly prevailing wage rate and the
general prevailing rate for holiday and overtime work, is hereby
repealed and rescinded and made of no further effect; and,
Section 3. That all other resolutions or motions or portions
thereof in conflict herewith, are hereby rescinded.

Subject: Pt.Lmping Capacity Sunflower Interceptor
Interim PlL~ping Station
This facility will pun1p the flows from the Sunflower
Interceptor until the completion of the Plarit No. 1
diversion and metering structure which is not·yet.under
construction due to delays in receiving a Federal Grant
of:fer. The facility was constructed with two pumps and
space for a third, to be purchased apd installed as the
flows required •. The flo~s have now reached a point that
this pump should be installed. The estimated cost of
this third pump and its installation is $16~500 including
the electrical, with delivery being 12 to 14 weeks. The
use of this pump will be required for 12 to 18 months de-
pending upon completion of the aforementioned diversion
structure.
As an al terna ti ve to purchasing a ne·w third pmnp, we could
install a vertical wet pit 14-inch pump which is in our -
surplus yard. The pump is in good condition and should
handle approximately 6,ooo gallons per minute (8.6mgd).
The cost to install this unit by Districts' forces is
estimated to be $5,500; $4,ooo for the electrical and
$1_,500 for the pump installation. This .work can be done
in 10 to 12 working days. It is further proposed that one
existing pwnp be exchanged with a new, larger, 14-inch model
5720 Fairbanks Morse at a cost of $3,500 •. This includes a
trade-in of existing pwnp of $2,000 as quoted by the John
Stang Company of Orange, California. The total cost to
handle the flows from the interceptor will be $9., 000 as
opposed to the.cost of an·entire new unit· of $16,500. This
represents a saving of $7,500 to the Districts. It is there-
fore recommended that (1) the staff be directed to proceed.
with the procurement and installation of a 14-inch Fairbanks
Morse model 5720 pump and appurtenances aS' quoted by John
Stang Corporation at a trade-in price not to exceed $3,500
plus tax and freight and that (2) the staff be directed to
install a District-owned 14-inch modified wet pit pwnp in
lieu of purchasing and installing a new pwnp for $16,500.

The existing siphon has an approximate capacity of 8. 0 mgd, which represents about
76 percent of the 10.5 mgd gravity capacity of the trunk sewer both upstream and
downstream of the siphon. Upstream backwatering, which has occurred in the past,
is the result of insufficient available head at the siphon for conveying flows in excess
of 8.0 mgd. Since the system will hydraulically try to compensate for the deficiency,
trunk capacity is nature lly reduced because of the backwateri ng. Also, because of
the flat grade in this area, backwatering effects could extend several miles upstream
in the trunk.
In order for the system to operate at near maximum gravify capacity, remedial work
will hove to be performed on the siphon. It appears at this time that probably a single-
barrel siphon, 20 or 33 inches in diameter, will cause the least head loss while still
maintaining minimum velocities at low flow and at the same time bring the system up
to near maximum gravity capacity.
The construction cost estimate of the remedial work is $25,000. We will prepare
plans and specifications and provide the usual engineering services for this project
at a lump sum fee of $2, 350. Field :;urveying for design and construction wi 11 be at
the hourly rates of $51 per hour for et three-man survey party, $41 per hour for a two-
man survey party, and $21 per hour for a licensed .surveyor.

In response to your request, we submit the fol lowing proposal for engineering
services to prepare plans and specifications and to provide construction staking
for subiect master plan foci I ity.
The project will begin at Main Street and Jamboree Boulevard and extend approxi-
mately l, 250 feet northeasterly in Jamboree Boulevard. Estimated construction cost
is $36,000. Design of the subtrunk vti 11 cor.form to the district's standards. The
Irvine Industrial Complex will be the contracting agency and will let the contract
to the lowest responsible bidder through public bidding procedures. Specification
format wi II conform to Irvine I ndushia I Complex standards.
Our fee for preparing plans and specifications will be a lump sum amount of $1 ,400.
Field surveys wi 11 be required in order to prepare the plans and specifications.
These surveys include taking topogrcph}' and culture within the project limits. We
propose that all field surveys for design, as well as.construction staking, be performed
On a per di em basis Ot $51 per hour for 0 3-man Survey CreW I $41 per hour for a 2-man
survey crew, and $21 per hour for o Ii censed surveyor.

Gentlemen:
On behalf of Anaheim Hills Inc., and Texaco Ventures, Inc., I respectfully
submit to you this request for annexation into Sanitation ·District Nu~ber
Two for 1024.89 acres of land as described in the map and legal description
attached. Also, enclosed is a check in the amount of $325 to cover the orig-
inal application fee. Anaheim Hills is presently developing on part of the
former Nohl Ranch. During this first phase of annexation, we are requesting
annexation into the district for that portion of the Anaheim Hills project
for which more specific plans of development are now being prepared. I would
like to draw your attention to the fact that within the annexation area there
presently exists three easements which prevent any development from occurring
on these three areas. We therefore, request that the acre fee for these un-
developable easements be waived although they will be enclosed in the total
annexation area. These easements are as follows: Four Corners Pipeline, Me-
tropolitan Water District and Southern California Edison. This amounts to a
total of 19.15 acres.
We understand that the present annexation fee per acre into Sanitation District
Number Two is $369. Because of the large area of land requested in th.is annex-
ation, we respectfully request another payment method of these fees. We have
discussed this matter with members of your staff and have.been advised that we
may proceed by placing our total a~ount of fees on our taxes and prorate them
over a five year period of ti~e in five equal encrements.

Into Sanitation District
Included in this filing for annexation is a request that aIU?-exation
fees for 1,024.89 acres of the annexation area be paid in five equal
annual installments on the tax bill.
The directors might possibly be concerned as to how these tax payments
will be made in lieu of the fact that over the next five years much of
the property will be sold tu building .companies and in turn to indivi.dual
home owners.
·As you know, property taxes, as they becone due, must be paid by the in-
dividual owners of the property. When we as land owners sell our property,
full notice of all taxes and/or assessnents against the land must be made
· publicly. In turn, any builder who acquires land from Anaheim Hills must
make a public disclosure to any potential buyers of the same taxes and/or
assessments to be assumed.
Using this method, required by law, all buyers are completely advised of
the condition of the land under purchase and all encumbrances thereon.

WHEREAS, Anaheim Hills, Inc. and Texaco Ventures, Inc. have
requested annexation of approximately 1,024.89 acres of territory
to County Sanitation District No. 2 by means of a letter dated
April 3, 1972, received and filed by the Board of.Directors on
April 12, 1972; and,
WHEREAS, on May 24, 1972 the Board of Directors of County
Sanitation District No. 2 passed a motion declaring its intent to
adopt a resolution to initiate proceedings to annex said
territor~ subject to certain conditions.
NOW, THEREFORE, the Board of Directors of County Sanitation
District No. 2, of Orange County, California
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
That an application for annexation of territory to itself be
made to the Local Agency Formation Commission as follows:
Section 1. That this proposal is made pursuant to Division 1
(District Reorganization Act of 1965) of Title 6 of the Government
Code of the State of California; and,
Section 2. That this application is for the purpose of annexing
1,337.24 acres a.s requested by the owners of said property; and,
Section·3. That the territory to be annexed is uninhabited;
and,

Section 4. That so.id territory requested t") be annexed by
the City of Anaheim and Anaheim Hills, Inc., and Texaco Ventures, Inc.
can be most e~peditiously annexed by combining into one proceeding to

boundaries of which are more particularly described and delineated
on Exhibit "A" and Exhibit "B", attached hereto and by reference made
a part of this resolution; and,
Section 5. That said annexation shall be -subject to the
following:
(1) That the fees to be paid for said annexation shall be
as .established by the Board of Directors pursuant upon
completion of the study by the Special Committee for
studying Annexation and Connection Fee Policies; and,
( 2) ·That the maximum flow acceptable from the area proposed
to be annexed shall not exceed 350,000 gallons per day to
be discharged during daily low flow periods as determined
by the Districts' engineers until such time as facilities
are .constructed to relieve the system; and;
(3) That temporary facilities required to serve the area
proposed to be annexed shall be installed and maintained
at no cost to the District; and,
Section 6. That the City of Anaheim be urged to explore the
feasibility of requiring installation of low volume plumbing fixtures
in the area proposed to be annexed; and,
Section 7. That request is hereby made that such proceedings
as required by· law be taken to complete this annexation.

Dear Mr. Harper:
In accordance with Mr. Harper's request, we are pleased to submit this
proposal for .furnishing engineering servic~s for the preparation of the
plans and specifications for the Santa Ana River Interceptor Sewer from
Katella Avenue to the Riverside Freeway. Included with the project is
a tie-in with the City of Anaheim sewer at Jefferson St. (Robert Finnell
River Crossing).
The project is an important element in the District's Master Plan of trunk
sewers because it will i~tercept and divert flows away from the district's
existing Newhope Placentia trunk sewer system, which is rapidly reaching its
design capacity. This is the second reach of the project and will extend
the sewer upstream from Katella Avenue to the vicinity of the Riverside
Freeway. At this point, other major sewer projects will tie into the inter-
ceptor sew~r, thereby relieving the existing system.
Sufficient capacity will be provided in the interceptor for the needs of
the District; and, in addition, 30 mgd c3pacity will be provided for the
upper basin if the Chino Basin Municipal i·7ater District elects to proceed
with basin-wide interceptor sewer project. As now planned, the project
will consist of approximately four miles of 54-inch dia~eter reinforced
concrete pipe. If the District elects to construct a larger capacity from
Plant 1 to Katella Avenue (Contract 2-14-1), then two alternate pipe sizes
can be included in this contract in order to conform to the downstream
project. Included with the project is a 21-inch river crossing at Jeffer-
son Street that will connect the existing Santa Ana Canyon trunk sewer in
the City of Anaheim to the interceptor sewer. This diversion will relieve
the District's Olive sub-trunk sewer. The total estimated cost, including
construction, engineering, and other incidental costs, is $3,200,000.
As now planned, $1,200,000. of the total cost would be paid by the Chino
Basin Municipa1 Wa~er District.
We will perform the following profession~l engineering services for the
project in accordance with the following:

(2) Assist in the preparation of the documents and reports for
federal and state grants. 'Th~ preparation of a project report
in accordance with the State Water Resources Control Board
guidelines will be done as a separate work item.
(3) Make arrangements for and coordination of field surveys, soils
investigations, and related work.
(4) Prepare preliminary design. studies for review and approval.
(5) Assist in obtaining permits from the Orange County Flood Control
District, the.Orange County Water Dist~ict, the California State
Division of Highways, and other affected agencies.
(6) Prepare construction plans and specifications.
(7) Prepare estimates of quantities and cost estimates.
(8) Deliver the original plans and specifications to the District
for reproduction by the District.
(9) Prepare legal descriptions and maps for right. of way acquisition
as required.
(10) Work with appraiser and attorney in right of way matters.
(11) Assist the District in securing and tabulating bids, analyzing
bid results, and awarding contract.
(12) Check shop and working drawings as may be submitted by the
contractor.
(13) Furnish consultation and advice to the District during construction.
(14) Make a final inspec~ion and prepare a report on the completed pro-
ject.
(15) Prepare "As built" drawings of the completed work and file the
original drawings with the District.
We propose to provide the services in Items 1 through 15 for a basic fee of
$107,920. In addition, a Project Report in accordance with the guidelines
of the State Water Resources Control Board will be needed. We propose to
prepare this report on a per diem basis at a cost not to exceed $8,500, in
accordance with our current rates as shCY.':'n in the attDched schedule. It is
suggested that pay~ent be monthly o~ a percentage-co~pleted basis up to
90 percent at tiIBe of delivery cf the plans and specifications, and 100 per-
cent payment when the work is cor:1pleted and accepted by the District.
Field stirveys will be required to prepare the plans and specifications and
also for construction staking. ~fapping by aerial photography r.1ay also be
utilized. In addition, soils i~~estigati~ns ~ill be ~ceded along the route
of the project. We propose thcit all field surveys be perfonr.ed on a per diem

at our actual cost upon prior approval by District staff. Payment is to
be monthly as invoiced.
In the event the District requires daily inspection s~rvices, we propose
to provide this service, upon written request by the District, at an hourly
rate of $12.00.
We propose that all outside services required and approved by the District,
such as plant inspection for quality control for materials used on project
construction, will be paid directly by the District upon presentation of a
statement of such outside services with the engineer's ceFti~ication.
If we are authorized to proceed with this work at the June 14th board
meeting, we plan to have the project report co~pleted by Septe~ber 1, 1972
and the Plans and ,Specifications corr:pleted by l.farch 1, 1973. rnis schedule
will provide for sufficient ti~e to co~plete construction in accordance with
the schedule previously discussed with the board.

In accordance with Hr. Harper's request, we are pleased to submit this
proposal for providing engineering services for the preliminary design
of the Yorba Linda Pump Station and Force !:iain, the Kraemer Interceptor,
the Palm Drive Interceptor, and the Cc:rbcn Canyon Interceptor. These
projects are needed to relieve the existing trunk sewer sy~tem in the
northerly portion of the District, and the timing of their construction
should be coordinated with the construction of the Santa Ana River Inter-
ceptor.
The projects are outlined in the Districts, "Interim Five Year Master Plan
of Waste Water Facilities; ~farch, 19 71." In that report it was shown that
the existing system is not adequate to handle the a~ticipated flows in the
area. Recent flow measurements taken in the district's system confirm
that the system is now flowing at near capacity, and that it is essential
to proceed with the detailed planning for these projects.
It is proposed to re-calculate the design capacities of these projects
based on.the latest master plans of the cities and the county, map the
routes .of the projects, prepare prelfmir.ary plans_, prepare construction
cost estimates, explore the possibilities of federal and state grant assist-
ance, and if favorable prepare the necessary documents to apply for such
grants. The preliminary total cost estimate of these projects is $2,990,000.
It is proposed that the preliminary design work as described above be accom-
plished on a time and expense basis in accordance with our standard rates,
a copy of which is attached. The largest single expense will be the mapping
of the routes, which can most economicci.lly be accomplished by aerial photo-
graphy mapping methods. It is proposed that this cost be billed to the
district at our actual cost, subject to prior 2pproval of the district staff.
It is further proposed that a maximum cos~ ·of $50,000 be authorized, includ-
ing preliminary engineering anq mapping. Th~ cost of our preli~inary engi-
neering work would be deducted from the final design fees upon i~plerr.entation
of final design.

Request from City of Orange regarding Trunk Sewer Services
for Orange Park Acres
On February 1Stl1, Mr. John Fonley, the Director of Public Works of the
City of Orange transmitted three route studies for proposed sewer
facilities in the Orange Park Acres for the District's consideration.
Included in the city's request to provide sewerage facilities to two
areas witl1in the city limits of the City of Orange was the Handy Creek
alignment which is the alignment as shown in the .Master Plan of· Trunk
Sewer Facilities as adopted by the Board of Directors of District No. 7
in 1969. The city proposed two alternate routes to the Handy Creek
alignment that they felt could be built in public right of ways, thus
avoiding acquisition of sanitary sewer casements along the llandy Creek
alignment. The city inquired also whether an alternate route woulc.1
meet the parameters of the District and the qualifications for a re-
imbursement as a trunk sewer facility at some time in the future.
BACKGROUND
At the adjourned regular meeting of District !fo. 7 on March 21, 1972,
the staff presented the three alternate alignments proposed by the
City of Orange for the construction of ~wer facilities to serve
portions within the Orange Park Acres area within the City of Orange.
After a brief discussion with the directors, the staff was instructed
to ·work closely with the Orange County Planning Department and the
city staff of the City of Orange to recommend an alignment that would
best serve the area and qualify for a District trunk facility.
Concurrently with the city's request, the County Planning Department,
under the direction of the Board of Supervisors, conducted a study of
the public works improvements necessary in the Orange Park Acres aloIJg
with the zoning in the area. Hr. Forrest Dickason met with repre-
sentatives of the Flood Control District, the Health Department, the
Road Departrnent and with the Sanitation District and requested a
report from each department regarding public facilities in the area.

with the report of the public facilities, the Board of Supervisors
considered a Division of Land (Division of Land No. 1232-Revised -
Brock) of a ten-acre site in the Orange Park Acres area and requested
a report from the Health Department regarding sewerage disposal in the
area. The Health Department along with the Building Department has
denied any building permits in the area pending the installation of
a sanitary sewer system. Basically, the report from the Health
Department recommended that no development be granted until such time
as sanitary sewers are in t11e area. An alternate solution was offered
whereby development could proceed on one-acre sites with private
clisposal systems that were properly engineered and providing a 100%
additional capacity plus the assurance of proper maintenance through
a septic tank maintenance district. Copy of the health officer's
recommendations are attached herewith.
TRUNK SEWER AL I GN~lENT STUD I ES
On May 18th, I requested a meeting of the Planning Department, members
from the Engineering Department of the City of Orange, representatives
of potential developers in ti1e area and members from the Orange Park
Acres Homeowners Association. It was concluded at this meeting that
the Sanitation District staff would recommend to the Board of Directors
an alignment that would fulfill the parameters of a trunk sewer facility
and which would also answer the request of the City of Orange regarding
sewer facilities in the area. It is my personal opinion that this
meeting was very successful because all parties agreed to consider only
the sanitary sewer needs in the area and <livorce any decision from the
land use question. The staff has diligently attempted to keep all
parties informed of the progress of the studies being conducted.
After several meetings with the engineering staff of t11e City of Orange,
the District's consulting engineers an<l tl1e engineering staff, it is
felt that the alignment as shown on the attached map would best meet
the immediate needs of the area. This alignment <loes not coincide with
the Handy Creek alignment as shown on the Master Plan, but it is felt
that the District's plans are still mai11tained in the recommen<lcd
revised alignment and this alignment can be implemented to serve the
immediate needs in the area. It should be noted that there has been
~ formal petition filed with the Hoard of Supervisors by over 100
property owners in the unincorporated area (also outside of District
No. 7 boundaries) requesting their need for sanitary sewers. A

(39) Request of City of Orange . A study be i ng conducted for
development in the area . There are 4 alignments: blue -
Handy Creek alignment to Amapodle alignment . Green goes to
Santiago . Yellow through Santiago to Orarg e Park. Cost:
Route 4 -$250,000 -best on the cost estimates . Master plan
route. The green or #1 -comparable, around $250,000 about the
same . Others $300,000 -$315,000 & $390,000 . Recommended that
the Green alignment be considered as an alternate alignment from
the master plan. The staff has met with the Planning Department,
Road Department City staff, home owners . Perhaps alternate may
not prove to be the moset desirable due to the green belt
coordination and equestrian trails . Thi s will implement a need
for the areas that are asking annexation to the districts.
Questions : Could you define the committee issues? Basic
consideration in this portion of Handy Creek is the right of
way. Green areas . To clear the area would be a long and lengthy
task at this time. Green belt would be less detrimental to the
area . Green is recommended as an alternate route . Can be done with
minimum of difficulty with right of way . Flood control?
Coordinate with flood control to save tax dollars? They have
plans in the area and do not anticipate county funds for the
improvements within 20 -25 years .
The Handy Creek area will need a local sewer in this area . Should
you have an environmental impact study in this are for Handy
Creek . Has an environmental impact study been done? Not yet.

No federal money . The staff report is in answer to the City of
Orange . Request for consideration of reimbursement for alternate
alignment .
Chairman of Orange Park Acres Planning Committee -wish to point
out that we in the committee have looked i nto Handy Creek .
Economically it would be the best way to go = green belt and
equestrian trails. Feel should expedite flood control plan.
Feel a little more study should be required as tothe cost, maybe
30 -90 days . Feel bot.h should be done together to save money .
Feel a closer coordination betwemflood control and sewer line .
Should look for the least cost to the citizens. Carl Nelson,
20 -25 year delay for flood control in that area . Statement was
that if this was to be built by flood control, it has such a low
priority that it would not be constructed before 20 -25 years .
Sewers still need to be constructed for area . The entire area
is out of the area at the present time.
