#23 -Report of General Manager on Chino Basin participation
awaiting report of t he ir engineers on feasability of participation -
stated that they are very interested in project and would like
thing to move along as quickly as possible -Parsons -What
is the water quality board doing about Riverside participation?
Green -read article in Riverside paper about pollution of Santa
Ana River -MIDLX are upstream agencies ~~Nl1i~ dumping untreated
sewage into River and polluting Orange County 's water?
Smith -Does Chino Basin have money avail a ble to use in
participation with us on construction of line?
GM -They have $500 ,000 this year and $5 million in unsold
~ f bonds that their bond attorney's advise them can be used to
finance their share of construction of this line .

and then directed to BOS , it can then be prepented to BOS

with participation with our GM and GM of Oran ge County Water District -
with staff following through to check facts and see if this
newspaper article true instruct staff to get true information
and take steps to notify BOS , WD and WQCB -whatever steps are
necess a ry upon investigation -resolution ~ drawn up if facts
deem it necessary

tract -drew sketch of acreage proposed to be annexed -in
Mas ter Plan considered a R-1 development -property divided
into two sections -one section drain southerly the other
westerly -by letting 10 acre section drain ~ southerly
instead of westerl y, mi ght jepardize commitments to properti es
~ currentl y in District -current plans call for relieve line
to be built in five years -might be needed sooner if annexations
of this type overload line
Evans -total of 37 acres -submitted tentat i ve design and received
tentative approval -as condition had to purchase access (condition
for cou.ilty zoning) -Contractor would have no objection into going
into line filfXIDUq~ in Chapman being built by City of Orange but
does not want to annex to City of Orange as a condition for using
line therefore would like to take sewer out to the west.

estate -this estate must close quickly as possible
Miller -Does not know what commitments were made to developer -
staff does not have authority to make commitments -does not
fee l that we shoul d let thlfiln annex since density is so much
more than anticipated in master plan
Smith -XKXX:Xfil{~X City of Orange is interested in serving
development -the newline being put in can be used by only a
limited amount of property -this is one area that can be
served by this line -feels that any property that can logically
and efficiently be li.XK served by this line should be done so -
shouldn 't over tax other systems since capacity is available
elsewhere -City of Orange engineers and Districts engineers
state that this aretshould be served by Chapman line and
feels that we should abide by decision of engineers
Miller -Big issue here is what kind of capacity, in density,
the Di strict should allow to annex -under master plan XM~KIDC
does not include this type of density development
Griset -How many acres in this general area are not in District
now -probably hundreds -in order for them to come in is it l-
poss i b l e for us to make this type of deal l ike we did with
Riverside where they pay for their share of capacity in line?
Hohener -Explained how master plan was based on land usage
according to Cities and County plans -some medium density and
commerical property mostly R-1 -master plan trunk lines were
based on these flows without upgrading -if entire area were
give R-4 zoning are master p l an facilities would not be adequate .
If onl y some areas go R-4 possibly by making adjustments to
proposed master plan facilit i es, the load could be aandled .
Lew i s -Staff looking for guidance and direction as to policy
with ~MX~M regard to not only this annexation ~X but future
ones of this type as well
Mil l er -Must get to basic problem -increase of dens i ty -wh at
does Di strict propose to do about this?
Smith -Position of City that engineers recommendation must be
followed
Evans -Talked to City Engineers, City Manager, etc. -they (the
contractor ) sti ll objects to annexation to the City of Orange at
this time
Miller -Moved that this matter be contined until District
, ~ letter from Ci ty of Orange as to their position on density
·in areas currently not in the District -if City of Orange
does not object to high density and allows it to go through
on these areas feels tha t the Distri ct must make plans

and approved in February this year -feels that the District

property -timing of this does not allow for annexing to
City of Orange

he is concerned and is sure rest of board wou l d approved R-1

R-4 annexation makes value of land and estate approx . triple -
XHaXXK that is what estate wants
Nisson -possibility of start bui lding in County with R-4 zonging
and indicate that they will annex to city of Orange later date -
can still have zoning is building has started
Griset -on annexations, do you accept existing county zoning ?
Smith -if building is under way, yes
Evans -Offer to annex 1 0 acres after building starts but
will not offer to annex the other 27 acres
Smith -then you will probably not get the 1 0 acre annexation
Wedaa -Would like to request that when this subject is brought
up again it be brought before the joint boards -feels this type
of problem can come up in any district and s h ould be heard by all -

The Joint Chairman recognized Director Hemeon who commented
on the book entitled "Earth Abides" which emphasis accomplishments
of providing vital public services for whi c·h the public is
generally unaware and urged that all Directors read the book.
#7 -The General Counse l reported on litigation with the
City of Huntington Beach in connection with routing of Interplant
Influent Interceptor, Job No. I-8 and advised that the court
had issued a writ of mandate ordering the City to issue an
excavation permit for the Brookhurst alignment.
#10 -Following a report by the General Manager in connection
with preparation of Environmental Impact Statements required
state and federal grant applications, it was moved , seconded
and MI:j duly carried : That the Joint Chairman be authorized
to ~~!M.XX:X~ appoint a special committee to interview firms
experienced in the prepartion of Water Quality Control Environmental
Impact statements;and,XM~XX~X~IDiX ...
~XXXM6!
FURTHER MOVED : That said committee be authorized to award
contract for ~X prepartion of environmental impact statements
on 1971-72 treatment plant improvements projects in an amount
not to exceed $6,000. Joint Chairman Just then appointed
the following Directors to said committee : Henry Wed aa, Chairman,
Lindsley Parsons and Norman Culver
#23 -The General Manage r reported on the proposed participation
in the Santa Ana River Interceptor project by the Chino Bas:lil.n
Municipal Water District.
Following a lengthy discussion concerning the quality of water being
discharged into the Santa Ana River by up stream agencies, it was
moved, seconded and duly carried: That the staff be directed to
study the matter and draft a resolution for the Boards conaideration
in connection with control of said water quality, if appropriate.

SUBJECT: UHF Two-Way Radio System·
.The purpose of this memorandum is to present all the basic facts
regarding the Districts' need, plans, and uses for a two-way mobile
radio system.
--
As you know, at present we are leasing mobile.radio telephone service ..
We have seven units which cost the Districts $300. per month on this
lease basis. This totals $3,600. a year. The cost of the system
~ that is proposed for the Districts will include 13 mobile units at
an estimated $20,000. In am~rtizing this new system on an equal basis
of units, it will pay out in three years. The present
.lea~ed system has some faults; those being, very busy air time and
long waits and not enough units available for the complete crew's usage.
The proposed system has been evaluated in consultation with Max Elliott
and Paul Moses of the Orange County Communication Center. The County
of Orange has done much testing on this type of system. It is felt
that the.UHF system which is proposed is necessary to give the coverage
required by the Districts. The proposed system will allow communica-
tion with field crews·whic~ will enable faster response in the event
of problems auch as line stoppages, subsidences, power outages at
pumping stations, the scheduling of field inspectors, and will aid in
the routine duties of field crews. This system wil.l give direct feed-
back from field personnel to supervisory personnel; on-the-spot reports
of. situations as they occur. Many of the situations now require a
direct visit by the department supervisor or department head or a visit
and return report by field personnel. It is felt that with this radio
·system, sufficient inform~tion will be available to facilitate decisions
being mad~ in a large percentage of these instances .
. A full field test was run using this type of ~quipment. The test was
conducted by our Electric.al Supervisor; Mr •. Roy Pendergraft. A crane
~with a 110 foot boom was rented an~ erected -in our yard. A: field test
·.covering all o~ Orang~ County that is under our jurisdiction was

RESOLVE AS FOLLOWS:
WHEREAS, certain jo~ntly-owned capital improvements during
the course of expansion of treatment and disposal facilities, are
from time to time abandoned or demolished and are no longer required
for the purposes of the Districts; and,
WHEREAS, conformance to generally accepted accounting principals
and procedures re~uire that assets disposed of be removed from the
accounting records,
-.NOW, THEREFORE, IT IS HEREBY RESOLVED AND ORDERED THAT:
The certain jointly-owned structures and equipment set forth
and summarized on Exhibit "A" attached hereto and made a part of this
resolution, are hereby formally abandoned and the value thereof is
hereby ordered removed from the Districts' Books of Account effective
June 30, . 1971.

INTRooocrrION --The California Environmental Quality Act o.f
_1970 requires that state governmental agencies at all levels
develop s~andards and·procedures necessary to protect environ~
mental quality. Spe~ifically, state policy requires an environ-
mental impact study be undertaken before:state 6r federal funds
are allocated to any local agency. Furthermore the Resources
\
Agency has developed and published on 21 June 1971 the "Proposed
Guidelines fo~ the Preparation and Evaluation of Environmental
Impact Statements Under the California Environmental .Quality Act
of 1970." The Environment Impact section of the Pr~~ect Report
Guideline prepared and published by the State Water Resources
Control Board in July of 1971, follows the Resources Agency
guidelines (section 9, Content of Environmental Statement) very ..
closely.
This proposal to prepare an Environmental Impact Statement (EIS)
for the 1971-72 Treatment Plants improvements will be implemented
in accordance with the Environmental Impact ·Section of the .. Project
Report Guidelines and the Resources Agency guidelines.

In implementing this task (analysis of impact on existing envir~
onment from proposed modifications) we will accomplish the!
following subtasks:
1. Documentation of the existing ocean, air, noise, and
aesthetic environment for the area of influence. The
documentation will be in terms of the environmental
characteristics itemized in figure 2.
2. De£ine the planned project ocean·, air, and noise dis-
'..I charges, and aesthetic. modifications.
3. Conduct trade-.off analysis of the existing env.i:ronment
vs the"projec~·modifications with respect to each i~
p.act area identified in task 1 {earth, water, atmos-
phere, vegetation, animal life, land use, water use,
aesthetics).
t. ~Prepare Environmental Impact Statement for the seven
·(7) impact considerations identified in t~e Project
·Report Guidelipe in terms of the results of the trade-
·Off analysis conducted in subtask 3.

contract and/or contract work are hereby authorized and as compensation
therefor, the following additions to or deductions from the contract price
are hereby approved. ·
REFERENCE: Contractor's letter to District dated July 28, 1971•
Due to the discovery of an 8" oil line and a 2" oil line at the
center of the jacking pit at Station 42+24 to 42+44, the
Contractor was directed to move his operation to the.east approxi-
mately 10 feet and to tunnel under these lines. Tunneling is
required due to proximity of these lines to the edge of the pit.
All work involved including the delay caused by the work on the
first boring pit is to be done for the quoted price of $1,148.23.

We have reviewed the District's request to update
the estimated cost of the facilities required to serve the
portion of the Coastal Slope area easterly of the present
pistrict bGundary that might be annexed in the future.
The Irvine Company is currently updating land use
plans, population densities, and. utility systems for the entire
area. The results of these studies will be available in .about
45 days.
Any updating of our previous master plan would be
meaningless if it did not reflect the latest land use plans of
The Irvine Company. It is therefore recommended ·that our study
be delayed until the new information is available from The
:Crvine Company. ·
Our. fee for the work would ·be based on the following·
hourly rate schedule:
Principal ------------------------$30.00 per hour
·Engineers --------~-------$18.00-$22.00 per hour
Designers and Draftsmen --$13.00-$17.50 per hour
Typist---------------------------$ 8.75 per hour
The maximum fee on the above pasis would be $1500.·
Our study w.ill be completed within 30 days after the
required information is available from The Irvine Company.

The Board of Directors of County Sanitation District No. 11,
of Orange County, California,
. DOES HEREBY RESOLVE, DETERMINE AND ORDER:
That an application for annexation of territory to itself
be made to the Local Agency Formation Commission as fo1lows:
Section 1. That this proposal is made pursuant to Division
1. {District Reorganization Act of 1965) of Title 6 qf the Government
Code of the State of California; and,
Section 2. That this application is for the purpose of
adjusting the District's boundary by annexing 348.36 acres of real
property to provide public sanitary sewer service to said territory,
as requested by the majority property owner; and
Section 3. That the territory to be annexed is uninhabited;
and,
Section 4. That the designation assigned said annexation
is "Signal Balsa #1 Annexation -Annexation No. 15", the boundaries
of which are more particularly described and delineated on Exhibit
"A" and Exhibit 11 B11 , attached hereto and by reference made a part
of this resolution; and,
Section 5. That provisions for fees required to be paid
as a condition of the annexation must·be satisfied prior to com-
pletion of annexation proceedings; and,
Section 6. That request is hereby made that such proceedings :
as required by. law be taken to complete this annexation.

Approval of P_;Lans and S:eecifications for Job No. Pl-3-1 -
This pro·j ect, known as Odor Control and Improved Influent
Screening Facilities at Reclamation Plant No. 1 , has a high
priority in our scheduling of 1971-72 projects, principally
because of severe deterioration of our influent bar screens
at Plant No . 1, which were installed in 1958. Under this
job, the contractor will replace the screens, construct a
bypass channe l , screening walls for odor control and
esthetlc improvement, and upgrade our existing pre -
chlorination facilities for odor control. Our design
engineers have completed plans and specifications and we
are recomm ending that t he job be authorized for bids to be
received on October 5. The estimate for this projec t is
$115,000. 'rhe project is eligible for a grant of 80 % of
total cost from the State and Federal governments after
our final application is approved.
Addendwn No. 2 to Plant Job No. I-8 -Bids for this project,
the Interpla.nt Influent Interceptor, were received on
August 24-(see Item No. 11). During the latter part of the
biddj_ng period our engineers n~commended the issuance of
Addendum No. 2, which makes certain technical changes in
the specifications (see copy of addendum included in
agenda material).

Addendum No. 1 to Plant Job No. P2-ll-l -Headworks '.'c 11
Expansion at Plant No. 2 bids were received on September 1
(see bid tabula tion includ ed in the a g enda material) and
it i s planne d that Dis trict No~ 1 wi ll award a contract
for this project later in the month . The addendum, a copy
of which is included in the agenda materi a l, i s strict l y
t ec hnic a l in n ature to clarify quest ions r a ised by
contractors and s uppli ers during the bidding period.
Purchase of Radio ~ommunication System -For several years
we have budgeted funds for p u rchase of a base b roadc as t
station and mobile radio .equipment . However, becau se of
the unavailability of tran smis sion equipment which could
produce a satisfactory sig nal in outlying areas of the
District, we have relied on commercial radiotelephone
s ervic e which oft en has been very unsatisfact ory during
emergencies. Recent developments in the technol ogy of
ultra-high frequency transmission equipment now makes it
pos s.i ble to have a much more economical and satisfactory
connnunication system. Therefore, the staff has s olici ted
bids for purchase and ins tallation of a base station to be
located in the Control Center and ten mobile t wo -way units
to be installed in the Districts' ma intenanc e vehic l es.
Bids were opened on August 30 and it is recommended that
the award be made to Motor o la. C & E, Inc., at the total
price of $1'7, 563 . 35. The bidding spec ifications provide
that the Districts have the option of purchasing five
additional mobile units within 120 days at the same unit
price originally b i d. A bid tabulation for this project
is included in the agenda material, as is a memorandum
on this subject and recommendation for award from our
Maintenance Superintendent. It is anticipated that
acquisition o f this equipment will result in considerable
savings to the Districts through elirnination of the
existing radiotelephone costs and increased efficiency of
communication since more vehicles will be provided with
radio communication equipme nt and will be able to coITu--nuni-
c ate with each other directly as well as with t he Co ntrol
Center.
Ch ange Order No. 2 to Pl ant Job No. P2-19--This contrac t
for two new sedimentation basins a..'1d digesters at Pl ant
No. 2 is well under way. During excavation for the digester
foundations, the e n gineers deemed ma terial discovered to
b e unsuitable for support of the structures and 1 ,484 cubic
yards of material not orig inally anticipated t o be exca-
vat ed were ordered removed and r eplaced with compacted
gravel. The contract provides for a f i x ed price of $7 .50
for such unanticipated work. Accordi ng l y, the sum of
$11 ,130 must be added to the contract for this additional
excavation and gravel replacement. The formal change
order, included with the agenda material, a l s o include s
an extra -item for $946 for additional excavation and
piping at a drain valve manhole.

Emer genc y _Pu rchase for Repair of Sewag e Pump at Pla nt No . 1 -
Th e large No . l PUriip at the r ecirculation pump station fo r
our secondary treatme nt faciliti e s at Plant No. 1 r e c e ntly
showed evidence o f f a iling . It was t aken out o f service,
di smant l ed, and the movin g p a rts found to be badly deterio-
rat ed . The p um p was orig inally f urnished by John s t on Pump
Company of Pasadena; a ccordingly, the pump was shipped to
the Comp any 's plant and a quotat ion for r epair was r equested.
Upon receipt of the quotation, whi ch exceeded our staff
purc hasing authority o f $2 000, Ch a irman Just was c onsulte d
and be c ause of the emergency c reate d by t he l ack o f the
p ump , verbally authorized the staff, as provided in our
purchas i ng resolution, to issue imme di a t ely a p urc hase
order f or the ne ce ssary repair in the amount of $3100 ,
p lus tax and fre i ght. This price includes providing a
s t a i nless steel impe ller in lieu of the original bronze
and it is believed that tlle repaired pump will h ave a
d efinitely longer s e rvice life t han the origin al instal-
l at:i,on.
Att endance at National Mee ting of Wate r Poll uti o n Control
Federation in San F'rancisco -In the ye a rs past, it has
be en customary to authorize one or two employees to a ttend
the Annual Meet in·g of this organization . whic h rep r esents
a l l aspe c ts of the waste treatment and water p o llution
control fie l ds in this count r y and several forei g n countries.
Generall y, the Annual Mee tings are held on the east coast
or in t h e midwest . Fortunate ly, thi s year the Conference
will be held in San Francisco.
I b e lieve it is extremely important to the Districts to
have as many of our department heads and top supervisors
at t end some of the sessions and more particular ly visit
the Waste Water Eq uipme nt Man u fac turer s ' exhibits whi ch
di sp l ay the latest water pollution control equipment a nd
processes avai l ab le today. Although the Conference 1asts
an entire week, I do not believe it would be n ecessary
for a n y employee to be gone longer than three days as
the sessions are structured t o c oncen trate on particular
areas of interest on certain days. Therefore, we can
schedule times and lengths of attendance to minimize the
reduct ion of our work force . I am recommending that I be
authoriz ed to d esignate ten employees to attend the
Conferenc e during the wee k of October 3, not to exceed
three working days for any employee so designated.

No . 1 0 -PROPOSAL FOR PREPARATION OF ENVIRONMENTAL IMPACT STA Tm.mNT :
Th e n ew State regulations for processing grant app l ications for
treatment works re quire that a detailed project repo r t be fi l ed prior
to December 1 for our 1971 -72 projects f oi~ which Federal a nd State
grants will be r equested. The California . Environmental Qu~lity Ac t
o f 1970 requires that all gove rnmental agenci es unde rtake an environ-
mental imp a ct study and submi.t a report thereon before State or Fede ral
funds are a llocated . In the case of grants administe red by the State
Wa ter Resources Control Board this Environmental Impact Statement mu st
be included in the p roject report and must cover the subject in c onsi -
der a ble depth. The State has made it clear that this Envi ronmental
Impact Statement is s ubject to the review and approval of several
State agencies.
John Ca rollo Engine ers are preparing the eng ine ering portion of
t he project rep ort but t h e y r ecomm e n d that the se rvices of an outside
f i rm experienced 1·li th this type of report should be retained to
prepare the Environmental Impact Statement. The staff has had s eve ral
interviews ·wi tr~ Ocean Science a.rid Engineering of Long Beach, a firm
with consj.derab l e expe rience in the envj _ronmental field and has asked
for a p r oposa l for an Environmental Impact Statement and Report for
our 1971-72 Plant imp rovement p roj ects (see proposal included in the
agenda mate rial). We r ecommend that they be retained in a ccordance
with their' prop osal o f Aug us't 2 3. It will be noted that the fixed fee
of $6000 i s payabl e in t wo increme nts , $2000 on s ubmittal of repor t and
the b a lance upon final app roval by the Dis tricts.

The Ge n e:r-a l Counsel was authoriz e-d , at the J u1y Joint Boara meeting,
to take app1 opriate legal steps to establish the route of the Interp l a.nt
Influent Interceptor a long Brookhurst Ave nue in Hun tington Be ach. Th e
Dl st~icts ' recent Court acti on in this r egard was successful. The
Ge nera l Counsel will report on this matter in more d etai l at the
me eting .
During the course of the Gen eral Coun.sel 1 s prepa~ation of the
Districts 1 ap plic a t ~Lon for a Wr it o f Mandate in this matter~ I
suggested that he may desi r e a~sis tanc e bec a u se of the unique circ um -
stance s o f the cas e and the importance of the outcome to the Districts.
Following my suggestion, he d:Ld ask Clark Miller, Attorney-at-Law> to
sit in and r evi e w the matter of ov:c aDD lication for a Writ of Mandate .

No. 13 -AUTHORIZING AWARD OF JOB NO ... J-·8: As ment ione d previous l y,
b:Lds for this con tract, the second l a r ge st ever to be awarded by the
Di stricts, were ope11cd on Aug ust 24 with e xcellent bidding competi tion
and the low bid $1. J. mil l ion under the enginee r's estimate. The
s ucc essful bidde r i s a joint venture of two we ll qualified f i rms i n
this field who h a.vc h ad other contrac.ts with the Dis trict s i n -t he
past . We believe the y will construct the p-coject with a minimum of
me s s and confusion and will cooperate fu11y with the loca.l merchants
and r esidents a l cng the route to minimize traffic problems and in-
con veniences .
Since the ma tter of the routing of thi s proj e ct is tied in with
the litigat ion described in the p r evi ou s item, we are re c ommending
that District No. 1 be author ized to a ward the cont r act t o the low
bid d er , Kordick and Rados, afte r receipt of a favorab l e rec ommendation
from the General Counse l.
District No. 1
No. 1 8 -AUTHORIZING PAYMENT FOR RELOCATION OF WATER LINES ( COtrl'RACT
NO. 1-12): The recently awarded contract for the Main-Dyer Intercept or
r equires the District to provide for the relocation of City of Santa
Ana water mains in two separate locations along the route. The City
has quoted a maxj_mum cost of $5200 to do the required relocations
with Water Department forces and we recommend that a purchase order
i n an a.mount not to exceed $5200 be issued to accomplish the required
work.
No. 21 -CONSIDERATION OF' MOTION TO ADJOURN TO LATER IN MON'11H: The
sta f f recommends that the Dire ctors adjourn to a mutually agreeable
dat e, after September 21 for consideration of award of the following
Pl ant contracts: ( 1) I-~, Interplant Influent Interceptor (Item No .
11), (2) P2-ll-l, Headworks 11 c 11 Expansion at Plant No . 2 (Item No .
8(c)), (3) J-7-2, Administration-Engineering Building Addition, and
(4) J-12, Vehicle Ma intenance Faci l ities .
District No. 3 •
No. 26 -CHANGE ORDER NO. 1, CONTRACT NO. 3-16: we· recommend the
adoption of a change order in the a.mount of $1,148 .23 for addi ti onal
work required by the clisco.very of unknmm oil lines in the working
area of' two jacking pits. 1rhis contract is for the Beach Relief
Trunk Sewer, Reaches 17, 18, and 19, in the Buena Park area . Further
details on the requJred extra work will be found on the formal change
order included with the age nda material .

No. 30 -ENGINEERING SERVICES FOR UPDATING COST INFOR.Ml1.TION F'OR
SEWERAGE FACILITIES: The Directors will recall that Shuj_rman-Simpson
was directed at the July 27 adjourned Board meeting to prepare a
r eport updating to 1971 levels cost extimates for sewerage facilities
required to serve the ult:i.mate needs of the Dist r·ict. Since the
District does not have a current agreement with this firm for per-
formance of this type of service, the staff h as requested the eng ineers
to submit a proposal for this work. This proposal, dated September 1 ,
is included in the agenda material and we rec omme nd that it be accepted
and the engineers author·ized to proceed with the work outlined for
a total amount not to exceed $1500.

No . 37 -INITIATION OF· ANNEXATION PROCEEDINGS, ANNEXATION NO. 1 5: At
the August 1 1 Board meeting a petition from Signal Properties, Inc.,
to annex 348.36 acres to the District was receiv e d and filed and
referred to the staff. The petition appears to be in order and we
recommend adoption of the resolution included with the agenda material
initiating formal annexation p roceedin g s for this parcel.

The next construct i on pro ject j_n t h e District 's bond i ssue work is a
portion of the Red Hi l l Interceptor to carry it from McGaw and Red
Hill Av enues, the terminus of Cont r act No . 7 -6 -3 (to be awarde d
Sept ember 30) t o a point 1320 feet south of Valenc i a Avenue where j_ t

chang e order, adding $2,142 to the c ontrac t price for the Sunfl ower
Int erc eptor, Reach 2, was negotiated by the staff with the con tractor
t o c onnect the interceptor with the existing recently constructed
Pl aza Drive Sewer. Adding this work to the contract 'Hill avoid
hi ghe r cost and future traffic disruptions if the street is torn up
l ater for this connection after t h e interceptor is.in service.
No . 4 3 -PETITION :B~OR ANNEXATION OF TE NTATIVE TH.ACT NO, 7389: A
r equest for annexation of 10.201 acres (Tract No. 7389) was deferred
from the .1\.ugust 1 1 meeting to Septembet 8. On August 2Lt-, the Petitj_on
f or Annexation was amended to include an adclit:Lonal 27.003 acres,
making the total acreage involved 37.204 ac:rcs. At the present time,
the staff is still investigating the effect on the existing sewer
system of the incre ased flows to be generated b;>r the County zoning
densities approved i'or these properties.
No. l.t-7 -CONSIDEIV\TION OF MOTION TO ADJOURN TO SEPTEMBER 30: As
mentioned under Item No. La, awa:rd of Contract No. 7-6-3, Sunflower
Interc eptor, Reach 3 and Hed Hill Interceptor, Reaches 4 and 5, is
scheduled to be awarded on September 30 a1t an adjourned meeting.
Accordingly it will be necessary for the Board to adjourn to this
date, which is the tentative re-scheduled meeting date of the
Exec ut ive Committee, in order to award this contract, or to another
mu tually agreeable date, after receipt of bids on September 21 .
