(Separate agenda enc losed) No . 4 -REVI EW OF 1971-72 BUDGET : As indicated in the Director o f Finance 's memorandum of August 2 transmitting the staff 's budge t re commendations for all Dist ric ts, Chairman Hyde has ca lled a special me eting of the Boar d at the above hour, immediately p r eceding the Joint Board meeting, to review the District 1 s preliminary budget . It wi l l be noted that the District, because of rapidly escalating con-· struction costs and revised scheduling ba sed on increasin g flows , will not be able to carry on its master plan construction work after the present fiscal year if the tax rate is maintained at the present leve l or if a lternate financing is not resorted to . The staff will be prepared to revi ew the budget in detail . It is not prop osed that the budget be adopted at this special meeting as it is scheduled for adoption at the regular meeting immediately following (see Item No . 28). Joint Boards Nos. 8 and 9 -REPORT OF THE EXECUTIVE AND BUILDING COMMITTEES AND ACTIONS ON CO MMITTEES 1 RECOMMENDATIONS : The Co mmit tees met on J u l y 27 with Directors Coen and Harper as gues ts. A report of the meeting, toge ther with the recommendat ions to the Boards was mailed to the Directors on August 2 . Item No . 9 is considerat ion of actions r ecommended by the Committees to the Joint Boa rds. II I I i ... No . 10 -CONSE NT CAL ENDAR ITEMS : The fo llowing agenda items f a ll into thi s category in accordance with the definition established by the Boards : (a) Addendum No . 1 to Job No . I-8 -This project, the Interplant Influent Int e rceptor, wh ose construction cost i s estima ted a t approxima tely $7 .5 m illion ~ i s now out for bids which will b e received on Au g us t 24. At the July me e tingJ following a discuss i on of this project, the staff wa s directed to prepare a n addendum deferring the orig ina l b id date o f July 20 to August 24 . Accord- i nglyJ this a ddendum, a copy o f which is included in t h e agenda ma t e r ial, establishe s the n ew bid date. and in addition , ma ke s certa in technical chang es in the p l a ns and speci f ic a tions which are de e med to be important by the st aff a nd eng ineers . The addendum a l so makes three change s which are desi gned to shorten the construction period consid e rab l y by : (1) a llowing two h e adings on the projectJ (2) providing that the contra ctor may work a full work ing d a y pro v ided he k eep s two l a nes o f traf f ic open a t all times in each directi o n during the morning and a ft e rn o on rush hour s , (3) allowing th e cont r actor to work during the mon t h o f De cemb e r p rov id ed the work is not in the vicinity of the tNo ma jor shop ping centers along the routeJ those at Garfield Aven u e a nd Adams Avenue . The s e three cha ng es should result in l ower bid s and short en the construction p eriod during which the tra v e ling pub l ic may be incon v e ni e nce d . These thre e cha n g e s in the contract provisions h ave b een discussed with the Hw1tin gton Beach City Council and conditi onally appr o ved (Item No . 12). Howeve r, t h e contra ct provi des t hat the j ob wou ld not be f inally accept ed and t he retai ned perc e n tag e r e l eased unt i l a l l clea n up wo r k in the b eac h a rea i s s a t i sfactorily comp l eted . Thi s .. .. l" ... i - occurred on July 22 and we are therefore recommending that the Boards adopt the customary resolution accepting the work as complete and authorizing filing of a Notice o f Comp letion . (d & e) Com letion and Ac e e tance of New Laborator Building Job No . J -1 -After a considerable delay fo r a numbe r o reasons, our staff has determined that the required work was satisfactorily comp leted on August 6 . Du r ing the latter stages of construction, a number of changes in the work had to be perfor med by the contractor and , accordingly, we are recommending that Chan~e Order No . 4 (Item No. lO(d)), adding a total of $4 ,270 to the contract, be adopted and the contractor allowed an extension of time o f 2La days . The additional wo rk and the reasons for the extended time a r e detailed on the formal change order included with the agenda material . (f & g) ~letion of Sludge Dewatering Facilities (Job No . Pl-1?, ?2 -1 5 -Th e se two jobs i·rere performed as one contract by the Hood Corporation and were satis- factorily completed on Augu st 6. The project is now operatioria l and we are in a position to dewate r all digested s ludge at both Pl a nts without the use of open- air drying beds. Item No . 10 (f) is Change Or der No . 4 authorizing granting of an e xtension of time of 183 days for the reasons stated on the forma l change order included in the agenda material. Item No . 10 (g) is the customary resolution accepting the work as complete and authorizing fi ling of a Notice of Completion . Award o f Purchase of Equipment -Bids for several vehicles and a skid-mounted engine and pump, budgeted for purchase this fiscal year, were opened on August 4 . • A bid tabulation and recommendation for a1·1ard for each . is enclosed with the a g enda material and it is recommended that the award of purchase be made as fo llows : Two, 6 -yard dump trucks (replacements) to .f\.naheim Dodge at $12,734 .97 Five, 4 -whee l e lectric cars (replacements) to rraylor-Dunn Manufacturing Co ., Anaheim, at $8 ,274.oo One industrial-type-wheel tractor with loader and three -point hitch (replacement) to T & H Equipment Co., Inc ., Santa Ana , at $5,6 00 One, skid-mounted engine and pump (to be used in the ne\·1ly developed process for emptying and cleaning digesters) to Waukesha Scrvicenter , Compton, at $7 ,945 .35. I Attendance of Dist rict s ' Emp loyee at Woodward Governor Con ference -It is recommended that the General Manage r be a uthorized to designate an emp l oye·e of the Mechanical Maint enance Department to a tt end a Woodward Governor Compa n y 's Pr ime Move r Control con ference at Ft . Collins, Colorado, August 17 throug h 20 . Be c a use o f our use at the treat men t plant s o f a large n umbe r of diges ter gas engines whi c h require efficient maintenance, we believe attend ~nce at this conference i s . desirable from a t raining standpoint . Funds f or this trip h ave been included in this year's budget . No . 1 2 -COMMUNICATIONS FROM CITY OF HUNTINGTON BEA CH REGARD I NG THE ROUTING OF INTER PLAHT INFLUENT INTERCEP'rOR : At the August 2 meeting of the Huntington Beach City Co unci l certain ac ti ons were taken con- c erning the routing and special construction c ond itions fo r this p r oject . Included with the agenda mate rial is a l etter dated August 3 f r om the City Adm in istrator and an official excerpt of the minutes o f the Counc il meeting , both o f which a r e se l f -exp l anat ory . Nos . 17, 23, 28, 33 , 37 , 41 and 45 -ADOPTION OF INDIVIDUAL DISTRICT • BUDGETS : Although these items must be considered separate ly under the ind i vidual District 's business, t h e Directors ' attention is called tc:i the mem orandum, dated August 2, from the Di r ect or of Fina nc e on this s u b j ect . These pre l iminary budgets h ave been reviewed previou s ly with the Boards of Dis tricts Nos . 2 , 5 , and 11 and District No . 3 will, as noted above, review its budget requirements at the 6 :30 p .m. sp e cial meeting . The staff will be prepared to go into further detai l on any of the individual proposed budgets at the mee ting , if desired . District No . 1 • No .. 18 -AHARD OF CONTRACT NO. 1-12 : Bids for this project, the Main - Dy e r Interceptor, will be opened on Monday , Aug ust 9, and it is expected that a recommendat ion for award will be avai lable by the time of the Board meeting . This project "Was described in the Agenda Report for the July meeting and is urgently needed to r elieve a n overloaded cond ition in the existing District No . 1 trunk sewer in Dye r Road . No . 19 -AGREEMENT WITH SOUTHERN PACIFIC TRANSPORTATION COMPANY : Contrac t No. 1 -12 (Item No . 1 8) will cross under the Southern Pacific rig ht of way in Dyer Road. The r ai lroad comp any requires the exe cution of a fo rm a l a g reement f or the crossing and i t i s recommended that the a greement be approved for e x ecution. Di stricts Nos . 5 and 6 No . 32 -DESIGN SERVICES FOR COAST HIGID ·lAY FORCE MAIN : In accordance with Board action at the J u ly 27 District No. 5 adjourned meeting, we h ave solicited a proposal from Shuirman -S i mpson for design services for the necessary preliminary engi neering work, preparation of c on- struction drawings , etc., for the new Coast Hi ghway force main lying b etween Rocky Point and the Santa Ana River . 'rhe project consist s of .. • .. ,I a 24-inc h and 27 -inch iorce main between these points at a total e stimated project cost of $755,000 . The District 's enginee r has previously reported that a facility of this size will be sufficient f or the ultimate needs of tha t portion of District No . 6 tributary t o the Coast Highway, and of District No . 5 with expected future annexations . Funds have been budgeted in both Districts for the p r esent fiscal year for this project with approximately 93% of the c ost chargeable to Di strict No . 5 and 7 % to District No . 6 . The p roposal of Shuirman-Simpson fo r this work is included in the agenda material and it is recomm ende d that it be accepted and t h e fi rm directed to proceed with the design . Construction of the project is not expected to ge t under way unti l mid-1972 . District No . 7 No . 46 -APPROVAL OF PLANS AND SPECIFICATIONS FOR CONTRACT NO . 7 -6 -3 : The next construction project in the District 's bond issue work is the ba l a nce of the. Su..r1f lower Inte rc eptor a nd a portion of the Red Hil l I nterceptor . The contract work wi ll extend from Mai n Street and Sun f lower Avenue to !ilcGaw and Red Hill Avenues. Th e l ower portion o f the p roject will consist of 66-inch, 63-inch, and 5 1 -inch reinf orced concrete pipe with two v itrified clay pipe branches to intercept the flows from the existing McGaw Avenue and La ne Road Pwnp ing Stations and divert them to the new intercept or . The total leng th of the project i s approximately 8,500 feet, with an estimated construction c os t of $996,ooo . Bids wi l l be opened on Sep t embe r 21, with avmrd to be made at an adjourned meet ing of the District 's Bo a rd on Septembe r 28 . Th is proj ec t is scheduled to be foll owed immed i a t e ly by Contract No . 7 -6 -4, which wi l l carry t he Red Hill Intercep tor to a point 1,320 feet south of Valencia Avenue, upon completion of which, permanent relief of the existing District No . 7 facilities and those of District No . 1, which are being used tenporarily, will be obtained . " No . 47 -SUBSIDENCE PROBLEM ON RED HILL AVE l'WE : This subsidence has t developed during the past two or thre e weeks . A memorandwn on the phys ical aspects o f the problem by the Deputy Chief Engineer is include d i n the agenda material. The staff has had several discussi ons with re p r e s entatives of the City of Tustin where the subsidence is occurring in a 600-foot st r etch of Red Hill Avenue between Bry an Av enue a n d Firs t Street . It is my recommendati on that the Board consider two a l te r nates wi t h re spe ct to the necessary r epai r work caused by this subsidence : (1) De ny r esponsibility fo r the pro bl em on the bas i s that the back fill compaction was under the supervision o f the County Road Department at the time the sewe r was installed and that the District complied with the Department 's c ompaction re g ulations as evidenced by meeting compaction test s made by the Department (2 ) Accept r espons i b ility ... to- for the subsidence and a uthori ze the City to make the n ecessary r e pairs by use of c onnec tion funds collected by the City and he ld in a special City fund known as th e County Sanitation Di stri ct No. 7 1 Main Trunk Fund . The City has been asked to submit a letter p r esenting cost estimates of the repair work but , at the t ime of this wri ting , this letter has not been rece i ved .
