DISTRICT NO . 3 (Special meeting -6 :3 0 p .m.) (Separate agenda enclosed )
No . 4 -REVIEW OF 1 971-72 BUDGET : As indicat ed in the Di rector of
Finance 's memo randum o f August 2 tra n smitting the staff 's budget
recomm endations . for all Districts , Chairman Hyde has call ed a special
meeting of the Bo a r d at the abov e hour, inuned i a t ely pre c edi n g t he
Joint Board meeting, to review the District's preliminary budget. It
wi ll be noted t h at the District, because of rapj_dly esca l atin g con-
struct i on c osts a nd r evised sc h eduling based on increasing f l ows, wi ll
not be able to carry on its ma ster plan construct i on wo rk after the
pres e nt fiscal year if the tax r ate i s ma intai ned at the present l eve l
or if alternate financing i s not res orted to. The staff wi ll be
prepared to review t he bu dge t i n de tail. It is not proposed that the
budg e t be adopted at this special meeting as i t is scheduled f or
a doption at the r egul a r meeting imm ed i a te l y fo llowing (see It em No. 28 ).
Joint Boards
No s . 8 and 9 -REPORT OF THE EXECUTIVE AND BU ILDING COMMITTEES AND
ACTIONS ON CO MMI TTEES ' RECOMMENDATIONS: The Committees met on July 27
with Directors Coen and Harpe r as guests . A report of the meeting ,
together with the recommend a tions to t h e Boards was mai l ed to the
Di r ector s on August 2 . It em No. 9 is considerat i on of a ctions
recommended by the Committees to the Joint Bo ards .
No . 1 0 -CONSENT CALENDAR I TEMS : The foll owing a genda items fall into
this c a tegory in ac cordanc e with the defi nition established by the
Boards :
(a) Addendum No . 1 to Job No . I -8 -Thi s project, the
Interplant Influent Intercep tor, whose construction
cost is estimated a t app roximate l y $7 .5 mi llion4 is now
out for bids which wi ll be received on August 2 . At
the July meet ing, following a discussion of this project,
the staff was directed to prepare an addendum deferring
the original bid date of July 20 to August 2 4 . Accord-
ing l y, thi s addendum , a copy o f which is incl uded in the
agenda materia l, estab lishes the new bid date and in
addition, makes certaj.n technical changes in the p l ans
and specifications which are deemed to be important by
the staff and e n gin ee rs . The addendum also makes three
changes which are de signed to shorten the construction
p eriod considerably by : (1) allowing two headings on
the project, (2) providing that the contractor may work
a f ull working day provided he keeps t wo lanes o f traffic
op e n at all times in each direction during the morning
and afternoon ru sh hours, (3) a l lowing the contractor
to work during the month of December provided the work
i s not i n the vicinity of t h e two maj or shopping centers
a l ong the route, those a t Garfie ld Avenue and Adams
Avenue. These three changes should result in lower
bids and shorten the construction period during which
the· traveling public may be inconvenienced . These three
c hanges in the contract provisions have been discussed
with the Hunting ton Beach City Counci l a nd conditionally
approved (Item No . 1 2 ).
Authorization for Bids on P lant Job Nos . J-7-2 a nd J-12 -
These jobs, providing fo r the cons truction of an addit ion
to the administration bui lding and a v ehic l e maint e nance
building , are now re ady fo r adve rtising for bids . The
gene ral plans have been thoroughly revie1 .. rnd by the
Building Committee at various times and approved . The
Joint Boards a lso h ave approved preliminary plans.
Bids wi l l be opened on September 21 with award s cheduled
by District No . 1 on September 28. The construction cost
of the administration bui lding addition is estimated by
the a rchitect at $280,000 and $1 9 0,000 for the v e hic l e
maintenance facility . A combined State and Federal
grant on this project in the amount of 80% of project
costs has been approved . Contracts for both this work
and the Interp l ant Influent Interceptor (see Items No .
lO(a ) and 12) must be awa rde d by approximately Novembe r
15 to remain eligible for grant assistance .
Completion and Acceptance of Job No. J-10, Ocean Outfall
No . 2 -The new outfall was satisfactorily completed and
put into service on Ma rch 31 . However, the contract
provid e s that the job wou ld not be finally accepted and
the retained percentage releas ed until a ll cleanup work
in the beach a re a is satisfactorily completed . This
occur red on July 22 and we are therefore recomme nding
tha t the Boards adopt the customa ry r esolut i on acceptin g
the wo:rk as comp l e te and authori zin g filing of a Notice
of Comp letion .

Job No . J -1 -After a considerable de l ay for a numbe r
o r easons, our staff has determined that the required
work was satisfactorily comp l eted on Au g u s t 6 . Dt;_ring
the l atter stages of const ructi on, a number of changes
i n the work had to be perf ormed by t he contractor a nd,
accordingly, we are recommending that Chan ~e Orde r
No . 4 (Item No . lO(d)), adding a total o f $4 ,2 70 to the
contra ct, be adopted and the contractor a llowed an
extension of time o f 241 days . The additiona l wor k and
the r easons fo r t h e extended time a re detai l ed on the
forma l change order included with the a ge nda ma t e ria l.
Completion of Sl udge Dewa tering Facilities (Job No .
Pl-l::i, P2-15 -These two jobs were pe rformed as one
c ontract by the Hood Corpor ation and ·were satis -
factorily comp l eted on Augus t 6 . The project is now
op e r ational and we are in a position to dewater a ll
digested sludge at both Pl ants without the use of open-
air drying beds . Item No. 10 (f) is Chan ge Order No . 4
authorizing granting of an extension of time of 1 83 days

No . 32 -DESIGN SERVICES FOR COAST HIGHWAY FORCE MAIN : In accordance
with Boa rd a ction at t h e July 27 District No . 5 adj ourned meeting , we
have sol icited a p roposal from Shuirman-Simpson for design services
for the necessary pre liminary eng ine e ring work, preparation of con-
struction drawings, etc ., for the new Coast Hi gh1.vay fo rc e mai n lying
between Rocky Point and the Santa Ana River . The project consists of

a 24-inch and 27-inch force main between these points at a total
estimated project co s t of $755 ,000 . The District's eng inee r has
previously reported that a facility of this size will be sufficient
for the u l timate needs of that portion of District No . 6 tributary
to the Coast Highway, and of District No . 5 with expec t ed fu ture
annexations . Funds have been budgeted in both Dist ricts fo r the
present fiscal year for this project with approximately 93% of the
cost chargeab l e to Dis trict No . 5 and 7% to District No . 6 .
The proposal of Shuirman -Simpson for this wo rk is included in
the agenda mate ri al and it is rec ommended that it be accepted and the
firm direct ed to proceed with the design. Construc t ion of the project
is not expected to get under way until mid-1972 .

No . 46 -APPROVAL OF PLANS AND SPECIFICATIONS FOR CONTRACT NO . 7 -6 -3 :
Th e next construction project in the Dist rict's bond issue wo rk is the
balance of the Sunflowe r Interceptor and a portion of the Red Hi l l
Int e r ceptor . The contract wo r k wi ll extend from Main Street and
Sunflower Avenue to McGaw and Red Hill Avenues . The l ower portion
of the project will consist of 66 -inch, 63 -inch, and 51-inch r einforced
cc;mcrete pipe with two vitrified clay pipe branches to intercept the
flows from the existing McGaw Avenue and Lane Road Pumping Stations and
divert them to the ~ew inte rc eptor . The tota l length of the p roj ect
is approximately 8 ,500 feet, with an estimated c onst r uction cost of
$996 ,ooo .
Bids will be opened on September 21, with award to be made at an
adjourned meeting of the Dist rict 's Board on Septembe r 28 . This
project is schedu l ed to be followed inmediat e ly by Contract No . 7 -6 -4,
which will carry the Red Hill Interceptor to a point 1,320 feet south
of Va l encia Avenue, upon completion of which, permanent relief of the
existing District No . 7 fac ilities and those of Dist rict No . l, which
are being used t emporari ly, wi ll be obtained .

No . 47 -SU BS IDENCE PROBLEM ON RED HILL AVENUE: This s ub sidence has
developed during the past two or three weeks . A memorandum on the
physic al aspects of the problem by the Deputy Chief Engineer is included
in the agenda material .
The staff has h ad seve ral discussions with representatj.ves of
the City of 1ustin where the subsidence is occurring in a 600-foot
stretch of Red Hill Avenue bet·w een Bryan Avenue a:pd First Street .
It is my recommend a tion that the Board consider two alternates
with respect to the nec essary repair work caused by this subsidence :
(1 ) De ny r esp onsibility for the problem on the basis that the b ackfill
compaction was under the supervis ion of the County Road Department at
the time the sewer was installed and that the District complied i.·1i th
the Department 's compaction regulations as evidenced by meeting
compaction tests made by the Department (2) Accept responsibility

for the subsidence and authorize the City to make the necessary
r epairs by use of connection funds collected by the City and held in
a special City fund known as the County Sanitation ·District No . 7
Main Trunk Fund. The City has been asked to submit a l etter presenting
cost estimates of the repair work but, at the time of this writing,
this lett er has not been recei ve d . If received before the Board
meeting , it wi ll be included with the complete a genda availab le at

19-9 EXTRA PVC STRIPS.

. In addition .to the liner plate cast into the concrete pipe on
the upper 240° circumferential angle, the Contractor shall install
additional strips welded to the pipe liner at the pipe joints on the
inside of the curves as designated below. The strips shall be four
inches wide .and 1 /8-inch thick, and centered over the pipe joint.
For hobizontal curves, the strips shall be welded vertically through
the 120. angle from the bottom of the pipe liner plate on the inside
of the curve to the top of the pi2e. For vertical curves, the strips
shall be welded through the 120° angle, 60° on each side of the top
vertical axis on the inside of the pipe curve. Each edge of the four
~nch strip$ shall, in -addition, be secured to the pipe liner plate by
. a one inch wide by 1 /8-inch thick weld strip. Extra PVC strips
· : sha.11 be. applied to the inside portion of all pipe curves, both hori-

section with a wall thickness equivalent to the wall thickness
of the circular manhole shafts indicated on the Plans. If
rectangular or square manhole shafts are used, the· clear

detailed on the Plans. Rectangular or square manhole shafts

On paragraph (c) Flat Slab Top, delete the first sentence and
insert the following in its place: .
"The flat slab top shall be an eccentric flat stab as de-
tailed on the Plans, or at the Contractor's option may be an
eccentric flat slab with outer dimensions either square or
rectangu_lar to fit the square or rectangular inanhole shafts.
Minimum thickness of the rectangular or square flat slab
shall be twelve inches. Reinforcement shall be equal to that
required for the circular slab detailed on the Plans. 11
Ill. Page 21-1, Section_ 21-2, TUNNEL LINER PLATES
(a) After the second sentence of the first paragraph, delete the
rem~inder of the paragr~ph in its entirety and insert the
following:

"The tunnel liner plates may be either a 2-flange lap type
or a 4-flange type Armco, Conunercial Shearing and Sta1nping
Company I Republic, or approved equal. The liner plate for the
96-inch pipe shall have a section modulus of not less than O. 0565
inches cubed per inch about the neutral axis, and a minimum
thickness of O. 1345 inches. The liner plate for the 48-inch pipe
shall have a section modulus of not less than 0. 0452 inches cubed
per inch about the neutral axis, and a minimum thickness of O. 1046
inches. The above-referred section moduli are based on the
average of oi1e ring of plates. 11

Pipe, delete the third paragraph and insert the follov~ing paragraph

11 The sections of pipe shall be joined together in the yard in a
: horizontal position, with the axis of both sections level and along the
same line. Vertical support for each section shall be provided so
that no support exists directly under the joint, and the reaction of
·the spigot on the bell is equivalent to not less than one~fourth the
weight of one pipe section. The pipe sections shall be joined to-
... gethcr to produce a gap concentrically around the pipe of one inch
· greater 'than normal closure. The joint shall then be subjected to
an internal pressure by a method approved by the Engineer. The
internal pres sure shall not be lcs s than 30 .feet of water. Internal
pressure shall be deternuned at the centerline of the pipe. The
pressure shall be maintained ~or a period of four hours •. At the end
of that tinie, the leakage through the rubber ·gasket or gaskets shall

then be repeated with the end of one pipe lowered, to produce a gap

The Contractor shall confine all major construction including de-
watering, sheeting as required, excavation, pipe placement, testing,
·back.fill, and median curb construction and paving to a maximum of
two (2) headings, except as hereinafter specified for work to be.
completed prior to arrival of the inain headings, unless approved
otherwise by the Engineer. The point of beginning for one main
·· ·heading shall conunence south of Sta. 5 + 00 (near Plant·No. 2).
The point of beginning of the optional second heading shall commence
north of Adams Avenue at a location approved by the ~ngineer. The
·Contractor shall begin either or both major pipe laying headings
upon delivery on the job site of pipe designated for that particular
portion of the work.
(b) Page 12-5, paragraph {d), Working Hours Schedule I and II, is
revised as follows:
The Contractor may schedule his operation for a normal working
day, but because of the heavy traffic count on Brookhurst Street, .
·the Contractor shall maintain a minimum of four lanes of traffic,
~ two lanes in each direction, during non-working hours and during
working hours prior to 9:00 AM and after 3:30 PM. The Contractor
shall schedule his work such that all rcqui1~ed detouring, signing,
barricading, etc., for the day's operation is completed prior to
the start of work~ except tra.ffic delineation \Vhich shall be modified
at 9:00 Ai.Vi and 3:30 PM as outlined herein. A:ny major construction
or .use of heavy cquipm.cnt shall be restricted to the lesser working
·area prior to 9:00 A1vf and after 3:30 PM as outlined above, and any
deviation from said schedule shall be just cause for the Engineer to
shut down the operation of the equipment W1.til the specified con-
. ditions are adhered to. Any cost incurred shall be borne by the Con-
tractor at no additional cost to the Districts. · ·
-(c) Page 12-5, the two paragraphs under (e) Special Time Limitation -
Schedule I, shall be deleted and the following shall be inserted:
All work commensurate with the Contractor's main construction
(main heading or tnnncling) shall cease from. Oecember 1 to
December 31 of any year, if such construction is within 1500 feet
north or south of the Adams Avenue or Ga:rfield Avenue intersections.
This is to nunimiz~ traffic congestion in the streets adjacent to
. cominercial areas during the Christmas season.

to Sta. 131 + 23. 17. The excavation pit and working area shall be
located on the south side of the intersection. Prior to excavating
for the hmnel construction, the Contractor shall construct new
structural section between the existing edge of pavement and the
future edge of gutter at 46 feet east of the st_reet centerline between
Sta. 121 + 00 and Sta. 127 + 90. The structural section shall be
. ·4 inches asphalt concrete with seal coat over 15 inches aggregate
base inaterial with prime coat. ·

ea.st of centerline including excavation, subgradc preparation, and
placing the section, and constructing the additional median curbs in

as outlined above (and sho'\vn on Sht:ets 11, 12J and 13 of the revised
_Plans enclosed) shall be included in Bid Item No. 3, and no additional
compensation will b_e allowed therefor.
II. Traffic control and ·striping shown on sheet 41 shall be modified at
intersection of Ada1ns Avenue and Brook.hurst Street to suit the re-
vised location for tunnel bore pit. Layout for traffic control shall be
siinilar to that indicated on the Plans. Exact layout for striping shall
b~ subject to the Engineer's approval.

DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the contractor, Hood Corporation, has
completed the construction in accordance ·with the terms of.
the contract for Digester Solids Dewatering Facilities at
Plant No. 1, Phase III, Job No. Pl-15, and Digester Solids
Dewatering"Facilities at Plant No. 2, Phase II, Job No. P2-15,
on the 6th day of A~gust, 1971; and,
Section 2. That by letter Districts' engineers have
recommended acceptance of said work as having been completed
in accordance with the terms of the contract; and,
Section 3o That the Chief Engineer of the Di~trict has
concurred in said engineers' recommendation, which said
recommendation is hereby received and ordered filed; and,
= Section 4. That the Boards her~by accept as complete,
in accordance with the terms of .the contract therefor dated
April_. 23, 1970,. Digester Solids Dewatering Facilities at Plant

At the August 2 meeting of the Huntington Beach City Council
the Sanitation District's request for approval to proceed
with the construction of an interpla.nt interceptor was denied.
The City Council has taken a posiiion that they would co-
operate fully with the Sanitation District on some· route other
than Brookhurst Street. As you know, there has been great
concern in the business community as well as homeowners
organizations in the proximity of Brookhurst Street.
The Couneil wishes to make it clear ihat they are not opposed
to the interplant interceptor being located in our city on an
alignment other than Brookhurst Street.

BROOKHURST STREET CONS'l'RUCTION PROJEC'I'
The Clerk informed Council that Mr. Fred Harper, ·aeneral Manager of
the Orange County Sanitation Districts was present to discuss the
·Brookhu_rst Street Sewer Construction Project.
Councilman Matney, Chai·rman .of the Council Committee on the Brook-·
h~rst Street.Sewer Project informed Council of the Committee's
recommendation that the application for excavation permit be denied
due to the lack of consfderation by the Sanitation District of
alternate routes including the Talbert Drainage Channel. He
further stated that the Committee believed the proposed route
would have an adverse effect on business and property owners on
Brookhurst Street which could not be offset or 'justified by the
economic advantages of the route .
. Mr. Harper addressed Council and spoke regarding the possible loss
of the Federal Grant to be received in connection with this project.
' Considerable discussion was held by Council regarding this matter.
·A motion was made by Councilman Shipley to deny the application for
an excavation permit submitted by the County Sanitation District in
connection with the Brookhtirst Street Sewer Proje.ct. The motion
was passed by the following vote:·

Tustin Median Island Construction -Job No. 7-3

Conrad Hohener and myself met with Orville Myers, City Engineer of
the City of Tustin, to make a field fnvestigation of an apparent
sewer trench failure caused by the City constructing median islands
. on Red Hill Avenue between Bryan Avenue and 1st Street, a distance
of approximately 600 feet. See attached for the findings as ob-
served in field and from the District's records of construction of
Job No. 7-3. F-rom the District's records, .the follm·1ing are some or the pertinent facts regarding this section of this tr:unk s~\a1er:
~. District 7 authorized preparation of plans and speci-
fications in October, 1961.
2. Plans and specifications were.prepared by Boyle
Engineering and presented to the Board for approval
March, 1962.
3. Bids were received on ·April 25, 1962.
4. The ·1ow bid in the amount of $216,871.00 submitted by
Stalerl Inc. w~s 19% under the Engineer's estimate
arid $14,000.00 lower than the second low bidder.
5. This particular section was completed approximately
October, 1962, and the project was accepted as complete
o~ June 3, 1963.
6. The roadway was in unincorporated territory at the time
of construction and all street re.surfacing and trench
compaction requirements were under.the jurisdiction of
the County Road.Depar~ment. ·

7. Subsequent to the completion and acceptance.by the
Board .the roadway was annexed by the City of Tustin.
Annexation was completed on January 7, 1965. ·
8. To my knm·1ledge, the sewer trench has satisfactorily
sustained traffic loads. without any reported failure.

There appears to be a basic question which not only District 7 but
all our Districts should formulate some guidelines for staff, "If
we construct the backfill in accordance with the jurisdictional
agency's :requirements, and they accept the work as. complete, and the
trench has served satisfactorily for an extended period of time, is
the District responsible for trench failures when the agency {or a
new jurisdictional agency) change conditions which affect the stability
of the trench?" . . · ..
As long as the District has no authority, or as in most cases, no notifi-.
cation when conditions are altered, I do not feel the District should
be responsible for this type of failure. If the District is to have
perpetual liability of any .sewer trench, then we should have the right
to.establish our own backfill requirements and have the right to be
notified when the original conditions are altered •

Dear Mr . Harper :
As y ou know , the City of Tustin 's ioil consultant and I have been
di scussing with you and your staff certain settlement problP.~S
whi c h h ave occurred in Red Hill Avenue between Bryan and F i rst
S treets in the Ci ty of Tustin . This settlemen t took p l ace over
y our 18" trunk se\·ter main and was first ob served during the City 's
work on the construction of median islands in Red Hill Avenue .
At our meeting of August 2 , 1971 , we presented the results of
the tests made by the City 's soil consult a nt for thi s project
wh i c h indicated tha t the backfill material within the se\·1e r trench
w as extremely soft when tested at depths of 5 and 10 feet beneath
th e surface . One interest i ng observation was the fact that in
all t ests over t h e sewer trench the sampl i ng tube was driven more
th a n th e n ecessary 18 " for sa1.1pling by one b l ow of the standard
140 p ound hammer , wh i le in a similar location on the opposite side
o f the median i s l and in an areil not over your t rench , it required
17 b l ows per foot , us i ng the same hanuner to penetrate the native
soils w it ~ the samp l ing tube .
As yo u will reca ll , we d i scussed several methods of correcting
the prob l em and Mr . Conrad Hohener of Boy l e Engineering fe l t that
the best answer was to establish a pressure grout curtain th r ough -
ou t t he depth of the sewer trench a t the upper and lower limits
o f t he medi an island construction , flood the s ewer trench for
s e t t l ement , remove a portion of the street structural section
o ver the sewer trench _, and with a vibratory roller , recornpact
the s6ils wi thin the upper limits of the trench area . F ollowing
thi s , the str uctural section would be repl a ced and a new median
cu rb wou l d be cons t ructed to replace the existing one which would
h a v e to b e removed in this process .
A seco nd metho d was also ·discussed whereby within the approximate
limit s of the median isl and construction , press ure grouting would
be introduced in to th e so il at a number of locution s in order to
mechanica l ly compact th e soft soils within the tre nch area
b y the injection of the grout ma teri a l un de r ·high pressures .·

curb and might even return the settled portions of the curbing
to their proper grade without any replacement of curb whatsoever.
On the afternoon of August 2nd, we met with Mr. James E. Lenihan
who is familiar with the procedures of pressure grouting and
reviewed the problems and various methods of 'resolving them with
him.
Attached is a letter dated August 3, 1971, from our soil consultant
indicating the proposal made by Mr. Lenihan for performing his
portion of the work under the two methods outlined above. Although
at the time of ou~ meeting, he estimated the cost of pressure
grouting the entire trench would be approximately $l,SOO, upon
reviewing the test results and seeing how soft the material
. a·ctually was, he felt that it was possible that the materials and
time to obtain adequate compaction might be nearly twice as much
.as originally estimated. Therefore, his estimate for the pressure
grouting method which would be done on a time and materials basis
contains a minimum estimate of $3,500 and a maximum of $7,000.
He has ·also estimated the cost for the grout curtain ¥alls .at each
end of the project ·and the section under the street betweenjthe
two. islands at a minimum of. $2,000 and a maximum of $3,000. We
estimate that in addition to the curtain wall work by Mr. Lenihan,
t)le cost of removal and replacement of street structural section
and curbing. would run approximately $4,500. Total cost for the
repair work under either method should not exce~d $8,000.
Our soil consultant has indicated that the amount of water needed
to adequately flood and jet the trench would be approximately
one-third _of the volume of the trench section, or roughly 60,000
gallons of water. Frankly, we are rather leary of putting this~
·volume of water into the sub-base of Red Hill Avenue in that we
feel it carries with it a significant chance of resulting in a
major structural failure of the street or of other utility trenches
and of creating a problem of infinitely greater.magnitude than
we face at the present time. Under these circumstances, we feel
that t~e pressure grouting method is by far the more preferable
from the City's standpoint in that it involves considerably less
risk of damage to other facilities and to other sections of the
street itself as well as avoiding the time and delay problems
and the public relations problems associated with flooding and
jetting and the removal and replacement of the street cross
sections and newly constrqcted curb sections.

Attorney and he has indicated_ that it.is his feeling the.City
·cannot acqul.re the serv.ic~s. ·of M.i;. · Lenil').an on a .time and material
basis withqut resorting to co~petitive bidding inasmuch as his
work will be considerably greater than $2,500. He feels that
this would be an ·illegal pr~cedur~ even though 'it is maintenance

work and even if funds from the County Sanitation District #7's
Main Trunk Fund held by the City were utilized for this work.
·Therefore, under these circumstances, we feel that under the
provision~ of Section 2 of the Agreement dated July 18, 1962,
between our agencies, the City must request that District 7
adequately maintain, repair and compact the backfill on its
sewer line in this section of Red Hill Avenue. The method of
repair shall, of course, be at the District's option; however,
if flooding is utilized, the District must be-prepared to·accept
the responsibilities of any failures or damage to other facilities
in the area due to use of this method.
