(Separate agenda enclosed ) No . 4 -REVIEW OF 1 971-72 BUDGET : As indicat ed in the Di rector of Finance 's memo randum o f August 2 tra n smitting the staff 's budget recomm endations . for all Districts , Chairman Hyde has call ed a special meeting of the Bo a r d at the abov e hour, inuned i a t ely pre c edi n g t he Joint Board meeting, to review the District's preliminary budget. It wi ll be noted t h at the District, because of rapj_dly esca l atin g con- struct i on c osts a nd r evised sc h eduling based on increasing f l ows, wi ll not be able to carry on its ma ster plan construct i on wo rk after the pres e nt fiscal year if the tax r ate i s ma intai ned at the present l eve l or if alternate financing i s not res orted to. The staff wi ll be prepared to review t he bu dge t i n de tail. It is not proposed that the budg e t be adopted at this special meeting as i t is scheduled f or a doption at the r egul a r meeting imm ed i a te l y fo llowing (see It em No. 28 ). Joint Boards No s . 8 and 9 -REPORT OF THE EXECUTIVE AND BU ILDING COMMITTEES AND ACTIONS ON CO MMI TTEES ' RECOMMENDATIONS: The Committees met on July 27 with Directors Coen and Harpe r as guests . A report of the meeting , together with the recommend a tions to t h e Boards was mai l ed to the Di r ector s on August 2 . It em No. 9 is considerat i on of a ctions recommended by the Committees to the Joint Bo ards . No . 1 0 -CONSENT CALENDAR I TEMS : The foll owing a genda items fall into this c a tegory in ac cordanc e with the defi nition established by the Boards : (a) Addendum No . 1 to Job No . I -8 -Thi s project, the Interplant Influent Intercep tor, whose construction cost is estimated a t app roximate l y $7 .5 mi llion4 is now out for bids which wi ll be received on August 2 . At the July meet ing, following a discussion of this project, the staff was directed to prepare an addendum deferring the original bid date of July 20 to August 2 4 . Accord- ing l y, thi s addendum , a copy o f which is incl uded in the agenda materia l, estab lishes the new bid date and in addition, makes certaj.n technical changes in the p l ans and specifications which are deemed to be important by the staff and e n gin ee rs . The addendum also makes three changes which are de signed to shorten the construction p eriod considerably by : (1) allowing two headings on the project, (2) providing that the contractor may work a f ull working day provided he keeps t wo lanes o f traffic op e n at all times in each direction during the morning and afternoon ru sh hours, (3) a l lowing the contractor to work during the month of December provided the work i s not i n the vicinity of t h e two maj or shopping centers a l ong the route, those a t Garfie ld Avenue and Adams Avenue. These three changes should result in lower bids and shorten the construction period during which the· traveling public may be inconvenienced . These three c hanges in the contract provisions have been discussed with the Hunting ton Beach City Counci l a nd conditionally approved (Item No . 1 2 ). Authorization for Bids on P lant Job Nos . J-7-2 a nd J-12 - These jobs, providing fo r the cons truction of an addit ion to the administration bui lding and a v ehic l e maint e nance building , are now re ady fo r adve rtising for bids . The gene ral plans have been thoroughly revie1 .. rnd by the Building Committee at various times and approved . The Joint Boards a lso h ave approved preliminary plans. Bids wi l l be opened on September 21 with award s cheduled by District No . 1 on September 28. The construction cost of the administration bui lding addition is estimated by the a rchitect at $280,000 and $1 9 0,000 for the v e hic l e maintenance facility . A combined State and Federal grant on this project in the amount of 80% of project costs has been approved . Contracts for both this work and the Interp l ant Influent Interceptor (see Items No . lO(a ) and 12) must be awa rde d by approximately Novembe r 15 to remain eligible for grant assistance . Completion and Acceptance of Job No. J-10, Ocean Outfall No . 2 -The new outfall was satisfactorily completed and put into service on Ma rch 31 . However, the contract provid e s that the job wou ld not be finally accepted and the retained percentage releas ed until a ll cleanup work in the beach a re a is satisfactorily completed . This occur red on July 22 and we are therefore recomme nding tha t the Boards adopt the customa ry r esolut i on acceptin g the wo:rk as comp l e te and authori zin g filing of a Notice of Comp letion . ( d & e ) Completion and Ac e e tance o f Ne1·1 Laborator Bui ld ing (f & g ) (h) Job No . J -1 -After a considerable de l ay for a numbe r o r easons, our staff has determined that the required work was satisfactorily comp l eted on Au g u s t 6 . Dt;_ring the l atter stages of const ructi on, a number of changes i n the work had to be perf ormed by t he contractor a nd, accordingly, we are recommending that Chan ~e Orde r No . 4 (Item No . lO(d)), adding a total o f $4 ,2 70 to the contra ct, be adopted and the contractor a llowed an extension of time o f 241 days . The additiona l wor k and the r easons fo r t h e extended time a re detai l ed on the forma l change order included with the a ge nda ma t e ria l. Completion of Sl udge Dewa tering Facilities (Job No . Pl-l::i, P2-15 -These two jobs were pe rformed as one c ontract by the Hood Corpor ation and ·were satis - factorily comp l eted on Augus t 6 . The project is now op e r ational and we are in a position to dewater a ll digested sludge at both Pl ants without the use of open- air drying beds . Item No. 10 (f) is Chan ge Order No . 4 authorizing granting of an extension of time of 1 83 days fo r t he reasons stated on the forma l change order include d in the agen da mat erial. I t em No . 1 0 (g ) is the customary re so lution ac c epting the work as comp l ete and authorizing fi l ing of a Notice of Comp l etion. Award of Purchase of Eauioment -Bids for several vehicles and a skid -mounted engine and pump , budgeted for purchase this fiscal year , were opened on August 4 . No . 32 -DESIGN SERVICES FOR COAST HIGHWAY FORCE MAIN : In accordance with Boa rd a ction at t h e July 27 District No . 5 adj ourned meeting , we have sol icited a p roposal from Shuirman-Simpson for design services for the necessary pre liminary eng ine e ring work, preparation of con- struction drawings, etc ., for the new Coast Hi gh1.vay fo rc e mai n lying between Rocky Point and the Santa Ana River . The project consists of --J~ --., , • l - a 24-inch and 27-inch force main between these points at a total estimated project co s t of $755 ,000 . The District's eng inee r has previously reported that a facility of this size will be sufficient for the u l timate needs of that portion of District No . 6 tributary to the Coast Highway, and of District No . 5 with expec t ed fu ture annexations . Funds have been budgeted in both Dist ricts fo r the present fiscal year for this project with approximately 93% of the cost chargeab l e to Dis trict No . 5 and 7% to District No . 6 . The proposal of Shuirman -Simpson for this wo rk is included in the agenda mate ri al and it is rec ommended that it be accepted and the firm direct ed to proceed with the design. Construc t ion of the project is not expected to get under way until mid-1972 . District No . 7 ~ • No . 46 -APPROVAL OF PLANS AND SPECIFICATIONS FOR CONTRACT NO . 7 -6 -3 : Th e next construction project in the Dist rict's bond issue wo rk is the balance of the Sunflowe r Interceptor and a portion of the Red Hi l l Int e r ceptor . The contract wo r k wi ll extend from Main Street and Sunflower Avenue to McGaw and Red Hill Avenues . The l ower portion of the project will consist of 66 -inch, 63 -inch, and 51-inch r einforced cc;mcrete pipe with two vitrified clay pipe branches to intercept the flows from the existing McGaw Avenue and Lane Road Pumping Stations and divert them to the ~ew inte rc eptor . The tota l length of the p roj ect is approximately 8 ,500 feet, with an estimated c onst r uction cost of $996 ,ooo . Bids will be opened on September 21, with award to be made at an adjourned meeting of the Dist rict 's Board on Septembe r 28 . This project is schedu l ed to be followed inmediat e ly by Contract No . 7 -6 -4, which will carry the Red Hill Interceptor to a point 1,320 feet south of Va l encia Avenue, upon completion of which, permanent relief of the existing District No . 7 fac ilities and those of Dist rict No . l, which are being used t emporari ly, wi ll be obtained . . . No . 47 -SU BS IDENCE PROBLEM ON RED HILL AVENUE: This s ub sidence has developed during the past two or three weeks . A memorandum on the physic al aspects of the problem by the Deputy Chief Engineer is included in the agenda material . The staff has h ad seve ral discussions with representatj.ves of the City of 1ustin where the subsidence is occurring in a 600-foot stretch of Red Hill Avenue bet·w een Bryan Avenue a:pd First Street . It is my recommend a tion that the Board consider two alternates with respect to the nec essary repair work caused by this subsidence : (1 ) De ny r esp onsibility for the problem on the basis that the b ackfill compaction was under the supervis ion of the County Road Department at the time the sewer was installed and that the District complied i.·1i th the Department 's compaction regulations as evidenced by meeting compaction tests made by the Department (2) Accept responsibility I t for the subsidence and authorize the City to make the necessary r epairs by use of connection funds collected by the City and held in a special City fund known as the County Sanitation ·District No . 7 Main Trunk Fund. The City has been asked to submit a l etter presenting cost estimates of the repair work but, at the time of this writing, this lett er has not been recei ve d . Mr. Harper addressed Council and spoke regarding the possible loss of the Federal Grant to be received in connection with this project. One interest i ng observation was the fact that in all t ests over t h e sewer trench the sampl i ng tube was driven more th a n th e n ecessary 18 " for sa1.1pling by one b l ow of the standard 140 p ound hammer , wh i le in a similar location on the opposite side o f the median i s l and in an areil not over your t rench , it required 17 b l ows per foot , us i ng the same hanuner to penetrate the native soils w it ~ the samp l ing tube . On the afternoon of August 2nd, we met with Mr. James E. Lenihan who is familiar with the procedures of pressure grouting and reviewed the problems and various methods of 'resolving them with him. Attached is a letter dated August 3, 1971, from our soil consultant indicating the proposal made by Mr. Lenihan for performing his portion of the work under the two methods outlined above. Although at the time of ou~ meeting, he estimated the cost of pressure grouting the entire trench would be approximately $l,SOO, upon reviewing the test results and seeing how soft the material . a·ctually was, he felt that it was possible that the materials and time to obtain adequate compaction might be nearly twice as much .as originally estimated. Therefore, his estimate for the pressure grouting method which would be done on a time and materials basis contains a minimum estimate of $3,500 and a maximum of $7,000. He has ·also estimated the cost for the grout curtain ¥alls .at each end of the project ·and the section under the street betweenjthe two. islands at a minimum of. $2,000 and a maximum of $3,000. We estimate that in addition to the curtain wall work by Mr. Lenihan, t)le cost of removal and replacement of street structural section and curbing. would run approximately $4,500. Total cost for the repair work under either method should not exce~d $8,000. Our soil consultant has indicated that the amount of water needed to adequately flood and jet the trench would be approximately one-third _of the volume of the trench section, or roughly 60,000 gallons of water. Frankly, we are rather leary of putting this~ ·volume of water into the sub-base of Red Hill Avenue in that we feel it carries with it a significant chance of resulting in a major structural failure of the street or of other utility trenches and of creating a problem of infinitely greater.magnitude than we face at the present time. Under these circumstances, we feel that t~e pressure grouting method is by far the more preferable from the City's standpoint in that it involves considerably less risk of damage to other facilities and to other sections of the street itself as well as avoiding the time and delay problems and the public relations problems associated with flooding and jetting and the removal and replacement of the street cross sections and newly constrqcted curb sections. Harper 8/6/71 work and even if funds from the County Sanitation District #7's Main Trunk Fund held by the City were utilized for this work. ·Therefore, under these circumstances, we feel that under the provision~ of Section 2 of the Agreement dated July 18, 1962, between our agencies, the City must request that District 7 adequately maintain, repair and compact the backfill on its sewer line in this section of Red Hill Avenue. The method of repair shall, of course, be at the District's option; however, if flooding is utilized, the District must be-prepared to·accept the responsibilities of any failures or damage to other facilities in the area due to use of this method.
