It has been our experi ence that when developm ents have r equired sewerage facilities i n advance of the planned c o nstruction of the Dist rict, the develope r s have elected to con- strurit interim faci lit i es rather than de l ay their projects . For example, a pumping station on Sunflo wer Avenue was constructe d by the Pacific Investment Company at th e lower end of the So ut h Coast Plaza Subtrunk Extens i on to pump into the existing subtrunk sewer. This facility is currently being operated and maintained by the City of Santa Ana and will continue t o operate at no expense to th e Di strict unti l compl eti on of t he Sunflm.rer Interceptor Sewe r . There have a l so b een several i nsta~ce s within the Irvine Industrial Complex where the developers have absorb ed certain costs because District f aci li- ties were n ot immediate l y available . In an effort to expedite the sewer construction, the staff recom .. J. Segerstrom & Sons, Toups Engineering, have developed a preliminary study for construction of a sub-trunk sewer to serve approxi- mately 125 acres of future development north of Sunflower Avenue between Bear Street and Bristol Street. This is not the Raitt Street sub-trunk that is in your master µlan. The sewer as proposed would be constructed in Sunflower Avenue easterly from Bear Street to Plaza Drive, a new proposed north-south street between Bear Street and Bristol Street, thence north in Plaza Drive to MacArthur Boulevard, and would consist of about 3,000 feet of pipe ranging from 10-incli to 15-inch in size. The City of Santa Ana has no objection to this being a District 7 sub-trunk as long as it is under~tood that all frontage· along the sewer will be assessed. We believe the City of Santa Ana has sufficient District 7 funds to handle the project although an estimate of cost has not been developed as yet. NOW, THEREFORE, IT IS MUTUALLY AGREED as follows: 1. District at its option will undertake to contract for the engineering, construction and inspection of the sewerage facility known as the Plaza Drive Subtrunk Sewer, or purchase said sewerage facility. 2. City will pay District from District's funds impounded by City each and all of its direct costs, in- curred for the work described in Section 1 above, not to exceed the total sum of $ -€!K>'Si50 ,OOO Payments will be made by the City as the work progresses and upon written demand from the District if the District contracts for said facility. If District purchases said facility City will pay said purchase price upon written demand by the District. 3. The Plaza Drive Subtrunk Sewer is generally described as a fifteen and ten inch vitrified clay pipe sewer line with appurtenances to be constructed to District standards and specifications, and will extend northerly from ~) \30 Sunflower Street in Plaza Drive a distance of -3-rOOQ feet more or less. 4. The City agrees to provide such sewerage facilities as may be required by the area within its city limits that would have otherwise been served by the con- struction'of the subtrunk sewer in Bristol Street northerly 1,000 from Sunflower Street for a distance of 3(-900 ft., more or less, to the exten~that ~he facilities of the District do not meet the requirements for local sewerage in that area. IN WITNESS WHEREOF, the parties hereto have here- unto set their hands this __ day of BOARD OF DIRECTORS c ARenda Item No. 0a COUNTY SANITATION DISTRICT NO. 7 OF ORANGE COUNTY (March 16, 1971) · BRISTOL STREET SUBTRUNK SB/VER General History -Subtrunks In December 1961, the board of directors officially adopted the first master plan of subtrunk sewers to service District No. 7. The guiding premise in developing this subtrunk system was an instruction from the board of directors that individual subtrunks should be separated by a one-ha_lf mile minimum distance. The board recognized that there might be certain natural and man-made barriers as well as existing and future street patterns that would preclude a strict geometrical implementation of this pol icy. Therefore, the board also instructed the district manager and the engineer to deviate from the pol icy in those cases where it was necessary in order to meet the intent of the pol icy itself. This original subtrunk system for the most part was designed to handle flows in the northern half of the district where sewage needs were concentrated and where development was taking place. Five short portions of subtrunk beginning at the Gisler Trunk were also included in the 1961 Master Plan because of the impending construction of the San Diego Freeway parallel and northerly of the Gisler Trunk. The Fairview Subtrunk in the southerly portion of the district was also included because of a local need. Between 1961 and 1967, individual subtrunks were added to the system as the .need arose in any given area. In February 1967, the board formally amended the original master plan by adoption of a new expanded ma5ter. plan for subtrunks. BOYLE ENGINEERING ,, . Bristol Street Subtrunk Sewer Report March 161 1971 Page 2 The principal feature of the amended plan WOSJ the addition of new subtrunks to serve the southerly half of the district which at the time was beginning a transition from an agricultural to an urbanized area. It was then considered that this was the ultimate subtrunk system insofar as location WOSJ concerned to serve the then existing district boundaries. In October 1969 1 the board authorized the district engineer to prepare a com- prehensive master plan of trunk and subtrunk systems to serve the district based on full land use within the then existing district boundaries. This report was presented in May 1969 and was adopted by the board in June 1969. Plate 2 in the master plan report depicts the existing master plan as approved by the board. Existing and Proposed Master Pl an Fae i Ii ti es, Bear Street-Bristol Street Area At the present time, District No. 7 operates the Bear Street Subtrunk and the South Coast Plaza Subtrunk to serve the area under consideration. (See Exhibit 11 A 11 .) The master plan proposes the following additional subtrunks and trunk to serve the area: 1. Extension of the Bear Street Subtrunk to MacArthur Boulevard, a distance of approximately 1, 320 feet. 2. The Bristol Street Subtrunk beginning at Sunflower Avenue and extending northerly on Bristol Street 1,000 feet. 3. The Sunflower Interceptor on Sunflower Avenue between Bear and Bristol Streets to intercept the Bear and Bristol Subtrunks and other main sewers in the area at manhole locations. Operational date would be March 1972. (See Exhibit "A 11 .). The easterly boundary converges with Bristol Street iust north of MacArthur Boulevard due to the routing of the Santa Ana Delhi Channel. The channel acts as a barrier to those lands easterly of Bristol Street within the limits·of the half mile criteria and it was for this specific reason that the South Coast Plaza Subtrunk was extended to MacArthur Boulevard on the easterly side of the channel. Proposed Plaza Drive Sewer This facility v.uuld connect to the Bear Street Subtrunk at SunflowerAvenue, run easterly for approximately 730 feet along the north side of the street iust in BOYLE ENGINEERING Estimated Construction Cost $25,000 20,000 Bristol Street Subtrunk Sewer Report March 16, 1971 Page 4 back of the curb over to proposed Plaza Drive which is to be a dedicated street, then north on Plaza Drive approximately 2, 130 feet terminating at MacArthur Boulevard approximately 1,070 feet east of a prolongation of Bear Street. The sewer would vary in size from 15 inches down to 10 inches. It is proposed that the sewer would serve an area of approximately 110 acres north of Sunflower Avenue between Bear Street and Bristol Street extending to the district's northerly boundary of Al ton Avenue. The area encompasses approximately 63 acres of the original Bristol Street service area and approximately 47 acres of the original service area to the Bear Street Subtrunk. Excluded from this service area is the 16 acres on the northwest corner of Sunflower Avenue and Bristol Street. The proposed Plaza Drive Sewer has been correctly sized to handle the ultimate flows for its tributary areas. This sewer would relieve the Bear Street Subtrunk of about 47 acres of drainage area or 33 percent of its total 142 master-planned acreage and the Bristol Street Subtrunk of 63 acres of drainage area or 60 percent of its total 104 master-planned acreage. This has the effect of reducing the pipe one size in each case. Effect of M.oving Bristol Street Subtrunk to Proposed Plaza Drive Moving the Bristol Street Subtrunk westerly to Plaza Drive would deprive property on the east side of Bristol Street and the 16 acres on the northwest corner of Bristol Street and Sunflower Avenue from receiving district subtrunk service. Also, complications could arise in serving areas just westerly of Bristol Street and north to MacArthur Boulevard which are not owned by the South Coast Plaza Corporationo (See Exhibit 11 B11 .) The report did not set forth any specific area limitations for subtrunk sewers. In studying the report, it can be established that the engineers were attempting to place sub- trunks so each property would not have to extend sewers for a distance in excess of 1/2 mile to reach said subtrunks. The .Master Plan has from time to time been added to in line with developments. Likewise, there is no reason not to allow modification of the Plan in line with development of the District so long as the general intent and purport of the Master Plan is to provide subtrunk sewers that will reasonably serve the requirements of the District.
