The following is a brief explanation of the more important non-
routine items which appear on the enclosed agenda and which are not
otherwise self-explanatory.
No. 5 - REPORT OF STAFF ON FEDERAL AND STATE GRANTS FOR SANTA ANA
RIVER INTERCEPTOR: Since the January o' adjourned meeting, Mr. Broian
and I have attended a number of meetings and conferences pertinent to
this subject . It appears now that a portion of the Santa Ana River
Interceptor, from Plant No. 1 to Katella Avenue, has a very favorable
chance of receiving Federal and State funding provided that application
is made after March 1 ( Item No. 7) and complete plans and specifi-
cations are submitted to the funding agencies by May 1, 1971. It
will be recalled that the Board took action to expedite preparation
of plans and specifications at the February 10 Board meeting.
The staff will go into much greater detail on this matter at
the meeting.
No. 6 - REQUEST FOR EXTENSION OF TIME BY THE RIVERSIDE COUNTY FLOOD
CONTROL AND WATER CONSERVATION DISTRICT FOR FINANCING ITS SHARE OF
SANTA ANA RIVER INTERCEPTOR AND PURCHASE OF PLANT CAPACITY•: Included
with the agenda material is a letter from the Riverside District on
this subject and we recommend that the financing deadline be extended
to May 15. The staff will be prepared to report in more detail on
this subject, if desired.
No. 7 - AUTHORIZING FILING FOR FEDERAL AND STATE GRANTS FOR SANTA
ANA RIVER INTERCEPTOR: This item is the approval of the necessary
Board resolution before State and Federal grants can be applied for.
It will be noted that there are two resolutions recommended for

adoption, the first is an application jointly with Riverside County
and the second an application solely by District No. 2. We recommend
that both resolutions be adopted in order that the necessary flexi-
bility will be provided for filing an application either way. The
reason for this flexibility will be explained under the staff report
( Item No. 5) .

The Water Quality Office of the Federal Environmental
Protection Agency has notified us that F.Y. 1971 (fiscal
year ending June 30, 1971) federal grant funds allocated
to California for construction of waste treatment works
not obligated by June 30, 1971, will revert and be
reallocated to other states that have a backlog of
certified potentially reimbursable projects . Nationwide,
this backlog (in terms of the federal grant share) is
.r estimated at about $1 billion. Obviously, therefore,
demand for federal grants far exceeds supply.
As you know, state certification must precede obligating
of federal funds and although projects being processed
by this office could use up the entire federal allotment,
such will not be the case unless all necessary documents,
including plans and specifications, are submitted in time.
Allowing only minimum lead time for state and federal
processing dictates that all documents necessary for
certification be submitted not later than May 1, 1971 .
If you anticipate that your project(s) can meet this
deadline, please notify this office before March 15, 1971.

ORANGE COUNTY, CALIFORNIA, APPROVING

The Board of Directors of County Sanitation District No. 2,
of Orange County, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1 . That the certain Second Amendment to Waste
Water Interceptor Capacity Agreement with Riverside County
Flood Control and Water Conservation District, providing an
extension of time to May 15, 1-971, for "Financing by Riverside
District" , is hereby approved and accepted; and,
Section 2. That the Chairman and the Secretary of the
District be authorized and directed to execute said amendment
on behalf of the District.
PASSED AND ADOPTED at an adjourned regular meeting held

A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO. 2, OF ORANGE COUNTY,
CALIFORNIA, AUTHORIZING AND DIRECTING EXECUTION
AND FILING OF DOCUMENTS NECESSARY FOR FEDERAL
GRANT UNDER 33 USC, 466 ET SEQ AND STATE GRANT
UNDER CLEAN WATER BOND LAW OF 1970
The Board of Directors of County Sanitation District No. 2,
of Orange County, California.
DOES HEREBY RESOLVE, DETERMINE AND ORDER THAT:
Section 1. An act of Congress known as the Federal Water
Pollution Control Act, as amended (33 USC, 466 et seq. ) provides
for Federal grants for construction of sewage treatment works .
Section 2. The State Clean Water Bond Law of 1970 authorizes
the State Water Resources Control Board to enter into contracts
with public agencies for State grants for construction of sewage
treatment works in the amount of twenty-five percent (25%) of the
estimated eligible total project cost.
Section 3. County Sanitation District No. 2, of Orange
County, is a separate and distinct agency organized under Chapter
3, Part 3, Division 5 of the Health and Safety Code, State of
California, for the purpose of constructing, operating and
maintaining a. major trunk sewer system for the collection of
sewage from the cities and other local collection sewering
agencies .
Section 4. County Sanitation District No. 2, of Orange County,
has heretofore entered into an agreement with Riverside County
Flood Control and Water Conservation District•, whereby the two
said Districts will share in the cost of the construction of
certain joint interceptor facilities as said facilities and cost
shares are set forth in said agreement. Said agreement also
provides that this District will construct and operate said
facilities and thereby is deemed to be the "Central Agency" for
said grant applications as set forth in Title 23 of the
California. Administrative Code.

Section 5. By means of Resolution No. 820, of the
Riverside County Flood Control and Water Conservation District
and this resolution, authorization is granted for the filing
of applications for grants under said Act of Congress and said
Clean Water Bond Law of 1970 for the construction of the Santa
Ana, River Interceptor in the reach between Treatment Plant
No. 1 of the County Sanitation Districts, of Orange County,
and Ka.tella Avenue.
Section 6. The General Manager is hereby authorized to
prepare, sign and submit, in behalf of County Sanitation District
No. 2, and the Riverside County Flood Control and Water
Conservation District, all documents necessary to apply for
and accept a. construction grant under said Act of Congress
and said Clean Water Bond Law of 1970 for a joint project
generally described as:
