The following is a brief explanation of the more important non-
routine items which appear on the enclosed agenda and which are not
otherwise self-explanatory.
District No. 1
No. 5 - APPROVAL OF ADDENDUM NO. 1 TO PLANT JOB NO. P2-17: During
the bidding period for this job (Sedimentation Basin "K" and Digester
"K" at Plant No. 2) , a contract for which will be awarded under
Item No. 6, a number of technical questions arose from bidders which
required changes in the plans and specifications . Consequently,
Addendum No. 1 was issued and should be approved before awarding the
contract. The changes made by the addendum are not of a major nature
but are mostly clarifications . A copy of the addendum is attached
to the agenda.
No. 6 - AWARD OF CONTRACT FOR PLANT JOB NO. P2-17: Bids for this
facility, which was described in some detail previously, were opened
on February 17 with a total of eight bids being received. We recom-
mend award to J. Putnam Henck, San Bernardino, the low bidder, who
has done several projects for us in the past and is a very competent
contractor. It will be noted that the low bid was somewhat below
the engineer ' s estimate and the bid prices were very well grouped.
A copy of the bid tabulation is attached to the agenda material.
District No. 7
No. 8 - APPROVAL OF ADDENDUM NO. 1 TO CONTRACT NO. 7-6-1: Addendum
No. 1 to this job (Sunflower Interceptor, From Treatment Plant No. 1
to Bear Street) was issued after some questions were raised by the
bidders . The changes are mostly technical in nature and do not
involve any major change with the exception of advising bidders that
there is a traffic signal at Fairview Street and Sunflower Avenue
which was installed after the plans were dralan. A copy of the
addendum is attached to the agenda and should be approved prior to
award of the contract.
No. 9 - AWARD OF CONTRACT NO. 7-6-1: We app
arently could not have
chosen a better time to take bids on this contract, which was opened
also on February 17. .A total of 16 bids were received which, for a
major construction project (estimated at $3.1 million) , is a record
number for us. It will be noted from the bid tabulation attached
to the agenda that the low bid was $2.29 million, which is 26.5%
below the engineer' s estimate and that 13 of the bids were below the
estimate. The District 's engineers and staff are recommending that
the contract be awarded to the low bidder, Sully Miller. Contracting
Company of Long Beach.

A. DETAILED SPECIFICATIONS
I. Page DS-148, Section 32-2; AIR FLOCCULATION BLOWER.
Add the following sentence to the second paragraph of sub-
section (b) _Blower Housing.
"Fiber reinforced felt shaft seals may be used in
lieu of the specified carbon ring where the blower
shaft passes through the heads. "
In subsection (r) Service of Representative, change the second
sentence of the first paragraph to read:
"After installation of the blowers and motors the factory-
trained mechanic shall personally align the blowers and
motors and he shall then drill and dowel each motor and
blower to their common base. "
II. Page DS-189, Section 32-14; SUMP PUMP
Delete Sump Pump from job. Includes deleting sump pump
discharge piping to sump pump at Digester Control Building
for I, J and K.

B. PLANS
I. Drawing No. S-1, REMOVAL OF BULKHEAD FROM JUNCTION
BOX B.
For details of Junction Box B the contractor may inspect the
plans on file at the Districts' offices.
The contractor shall give the Districts at least 7-days notice
prior to removing the bulkhead. The Districts shall have the
right to change this scheduled time due to operational problems.
The contractor will have to lower the water level in the effluent
piping to at least elevation 1. 20 in order to do the work. The
Districts can lower the water surface to elevation 4. 00 by
pumping at the outfall booster pump station. The contractor can
bulkhead the pipeline at either of two places to accomplish the
dewatering of the effluent piping. One place is at the termination
channel at the Effluent Booster Pump Complex; the other is at
the large junction box at the east end of the 108-inch effluent
pipe coming from the Sedimentation Basins.
Plans for both of these structures are on file at the Districts'
offices.
II. Drawing No. S-5, Detail A,. PLAN - SCUM BOX PLATFORM.
The aluminum channel framing to form the scum box platform
shall be an all-welded structure, except where shown other-
wise on the plans.
III. Drawing No. D-9, Detail X, FOUNDATION PLAN.
Add a 6-inch mechanical joint cast iron drainpipe, thickness
Class 23, starting at the west edge of the sump. Core drill
through Class III RCP sump pipe and grout in pipe at invert
elevation -2. 94. Twelve inches away from sump install a 6-inch
mechanical joint long sleeve. Run pipe due west on south
coordinate 1253. 42 to west coordinate 810. 0, ending at invert
elevation -3. 95. End the pipe with a plain end. Cap the end
of the pipe with a 6-inch mechanical joint cap.
IV. Drawing No. D-13, Section B.
Delete the Sump Pump and discharge piping.

In the 6-inch BSP hot water piping, change the two 6 x 6 x 3
tees and 3-inch piping stubs to 6 x 6 x 4 tees and 4-inch piping
stubs with blind flanges.
IX. Drawing No. P-5, Isometric BB, LINDSTROM AND KINNISON
TUNNEL INTERSECTION.
Run the 2-1/2-inch city water south on the east side of the
Kinnison Tunnel and connect it with the existing 2-inch city water
pipe on the south wall of the Lindstrom Tunnel. Install a
2-1/2-inch screwed gate valve near the intersection of the
-2-1/2-inch and existing 2-inch pipes.
X. Drawing No. H-6
Delete the 6-inch check valve in the 6-inch BSP hot water piping
where it turns into the Digester Control Building at Digesters
E & H. Install 6 x 6 x 3 tees with 6-inch blind flanges for
future extension of 6-inch BSP south down Scott Tunnel.

District ' s engineers, and concurred in by the District ' s Chief

SPECIFICATIONS
1 . Section 119, Paragraph 119-3. 3, page 11 , change the last sentence of the para-
graph to read: "Tapping sleeves shall be either calk type or mechanical joint."
2. Section 122, Paragraph 122-1 , page 12, in the sentence which reads : "Temporary
handling of sewage shall be conducted in accordance with Section 25 of the
standard specifications," change Section 25 to Section 27.
3. Section 125, Paragraph 125-5, page 13, in the sentence which reads : "The Con-
tractor shall remove and. . . . . in accordance with Section 31 ," change Section 31
to Section 32 of the standard specifications.
4. Section 127, Paragraph 127-1 , page 16
(a) Add the following sentence after the first sentence of the second paragraph:
"The Contractor shall 'skeletonize ' the tracks , meaning remove the pavement
and bedding from between the tracks before the tracks are removed ."

coordinate the work through the track section , the Contractor should notify
the Southern Pacific Transportation Company z,s soon as the section of
Sunflower Avenue between Harbor Boulevard and Fairvie-.,r Street is closed to
through traffic. This will allow Southern Pacific Transportation Company
to remove the railroad signal in advance of the Contractor 's crews."

added to the Fairview Street and Sunflower Avenue intersection detail . This equip-
ment and wiring have recently been installed by the city of Costa Mesa. The Con-
tractor shall take the new work into account in his bid. The work and payment for
such work for protection and/or removal and replacement shall be in accordance with
Addendum No. 1

Section 35 of the standard specifications and Section 130 of the detailed specifi-
cations. At this intersection, traffic detection is performed through tti-.o methods .
One method is the "Traffic Control Inductive Wire Loop Detectors" which is covered
in Subsection 130-3 of the detailed specifications . The other method which has also
been installed at the intersection is "Magnetometer Detectors ." The magnetometer
detectors shall meet the requirements and be installed as stated in the State Speci -
fications , Subsection 86-4.05C and the "City of Costa Mesa, Standard Drawings for
Streets and Highways," Standard Drawing No. 703, a copy of which is enclosed. Also
enclosed for use in bidding and construction is the revised Sheet 18 showing the
signalization work.
3. Sheet No. 23 - in the Pipe Strength Table, the length corresponding to
Stations 71+19.00 to 71+94.00 should be changed from 65.00 to 75 .00, and the
length corresponding to Stations 71+94.00 to 84+00.00 should be changed from
1210.00 to 1206.00.
4. Sheet No. 24 - in the Manhole Schedule, change the last line station from
143+96. 14 to 143+92. 14 and the size from 6 'x 12 ' to 6 ' x 11 ' .

Section 2. That said contract for Contract No. 7-6-1, be
awarded to Sully Miller Contracting Company, Contractor, in the
total amount of $2,290,481.00 in accordance with terms of its
bid and the prices contained therein; and,
Section 3. That the Chairman and Secretary are hereby
authorized and directed to enter into and sign a contract with
contractor for said work pursuant to the specifications and
contract documents therefor; and,
Section 4. That all other bids received for said work
are hereby rejected, and that all bid bonds be returned to the
unsuccessful bidders .
