Warrant lists are not attached to the agenda since they are made up immediately preceding the meeting but will appear in the complete agenda available at the meeting. * * * * * * * * * * * * * * Joint Boards No . 4 -SEATING OF NEW DIRECTOR: We have been advised that Mr. Robert Battin, newly elected Chairman of the Board of Sup erv isors, will serve as active Director on the Joint Boards. Nos. 18 through 23 -REPORT OF EXECUTIVE COMMITTEE AND ACTIO NS ON COMMITTEE'S RECOMMENDATIONS: The Committee met during the evening of December 22 with Directors Arbiso and Wedaa as guests. A report of the Committee meetingJ together with the recommendations to the Joint BoardsJ was mailed to the Directors on January 4. Agenda items 19 through 23 are consideration of the recommendations described in the Committee's report. No. 24 -AUTHORIZATION FOR EMERGENCY OVERTIME PAY: In the middle of December, the District No. 3 Westside Force Main developed a serious leak deep within the fill for the Valley View Street overcrossing of the Garden Grove and San Diego Freeways. This force main is a 20-inch steel pipe running approximately 3t miles easterly from the Westside Pumping Station in the north Seal Beach area adjacent to the San Diego Freeway to the City of Westminster. It handles approxi- mately 5 million gallons per day of sewage from the La Palma-Cypress- Los Al a mitos-Seal Beach area. With the approval of the State Division of Highways and the District's consulting engineers, a 900-foot long bypass was con- structed at ground surface under the Valley View Street bridge. This temporary bypass facility will be kept in operation until Contracts Nos. 3-11, 3-13, and 3-14 (Westside Interceptor Facilities) are completed in March. During this emergency, a number of our operating and maintenance employees were required to work overtime in amounts exceeding that for which they can be paid under our overtime pay regulations (24 hours). The staff feels it only just in this case where several of our employees were required to work long hours in very disagreeable wea ther that they be compensated at straight time pay without regard to the 24 hour limitation. Joint Board action is necessary since the employees involved are those employed by the Joint Administrative Organization. However, the cost of this additional overtime ($671) will be charged to District No. 3 under the work order set up for this emergency. The men involved did a commendable job and displayed a high level of skill and ingenuity. No. 25 -PURCHASE OF VEHICLES: On Monday, January 11, bids will be opened for the vehicles listed on the agenda and a recommendation for the award of their purchase will be made at the time of the meeting. 'J1:-~e a cquisition of these vehicles is included in our current budget nnd are replacements for existing units except a vehicle budgeted for the newly-created Industrial and Permit section in connection with enforcement of the 1971 Uniform Connection and Use Ordinance. No. 26 -APPROVAL OF PLANS AND SPECIFICATIONS, SEDIMENTATION BASIN 11K11 AN D DIGESTER 11K11 AT PLANT NO. 2, JOB NO. P2-17: ·Our 1970-71 Plant Capi t a l Outlay budget includes the construction of this major project which is unique in that it will provide for a wide range of experi- mentation on improving removal of solids and grease from the waste- wate r before discharge to the ocean. Its novel features include ability to experiment with chemical coagulation and chlorination and an improved type sludge collector with variable speed capability. Facilities for metering the flow to this basin will also be installed to provide more precise evaluation of experimental results. It should be pointed out that the project is not for experi- mentation only but will serve as a needed and functional Plant unit. The engineer's estimate for the construction contract amount for these facilities is $1,200,000. The Directors have previously autho- rized, and we have filed, applications for State and Federal grants on this project and a maximum of 80% of the total project cost from these sources could be realized. No. 27 -PARTICIPATION IN TRAINING PROGRAM WITH COAST COMMUNITY COLLEGE DISTRICT: Among the 1971 wastewater treatment training programs being sponsored by the Federal Water Quality Administration (FWQA) is a pilot project to train enlisted servicemen soon to be di scharged. The actual administration and classroom instruction will be conducted by the Orange Coast College staff, however, we have been requested by the FWQA to provide on-the-job work experience for a maximum of 12 men. This will be at no cost to the Districts and will actually be advantageous since the trainees will spend 20 hours per week working productively at our Plants. We r ecommend the cooperation of the Districts in this matter. -2- No. 28 -EXTENSION OF TIME FOR OCEAN OUTFALL NO . 2 (JOB NO. J -lO): It is our policy to ask the contractor on this job to apply for extensions of time as delays occur. He has requested, and the engi- neers have approved, an extension of six days for Novembe r 30, December 2, 3, 9, 21 and 22, 1970 because of rain storms, high winds and rough water. The action appearing under this item is accordingly recommended. Districts Nos. 1 and 7 No. 32 -APPROVAL OF PLANS AND SPECIFICATIONS FOR SUNFLOWER INTER- CEPTOR, REACH 1, CONTRACT NO. 7-6-1: Plans and specifications for this reach of the interceptor extending from Treatment Plant No . 1 to Bear Street have been submitted on schedule and are ready for advertising for bid. The plans for this project have been extensive l y reviewed by the staff and it is recommended that they be adopted. The engineer's estimate for construction contract amount is $3,112,000, Bids will be opened on February 17, with contract awa rd scheduled for an adjourned meeting on February 23. District No. 1 No. 33 -AWARD OF TWO 1000 KVA PAD MOUNTED SUBSTATIONS FOR PLANT NO. 1, JOB NO. Pl-6-lA: Advertising for bids for this equipment was authorized by the Joint Boards at the December 9 meeting. Bids were opened on January 5 and it is recommended that the award of purchase be made to the low bidder, General Electric Supply Co., at $61,472 .25. A bid tabulation is included with the agenda material. No. 36 -ADJOURNMENT TO JANUARY 28: Bids for a recent l y described and authorized Plant construction job (Remodel Sedimentation Basins 3 & 4, Plant No. 1, Job No. Pl-lR-1 and Sedimentation Basins A, B, and C, Plant No. 2, Job No. P2-1R-l) will be opened on January 20. Since an early start in construction of this project is necessary because of scheduling of other related construction jobs, we are recommending that a contract be awarded by District No . 1 at an adjourned meeting this month. The hour and date of the proposed adjourned meeting immediately precedes the next regularly scheduled Executive Committee meeting. District No. 8 No. 50 -ANNUAL FINANCIAL REPORTS: Our independent auditors, Hanson, Peterson, Cowles and Sylvester, Certified Pub lic Accountants, in November mailed directly to the Board members two separate documents (Resume of District Activities and Audit Report) for the fiscal year ending June 30, 1970. The staff will be prepared to answer any questions the Directors may have concerning the material in these two reports. These reports were accepted by the other Boards in November . Since the District No . 8 Board meets only quarterly, it will be necessary to take action at this time. -3- 0 istrict No. 3 No. 56 -EMERGENCY CAUSED BY FAILURE OF WESTSIDE FORCE MAIN: On Decembe r 18, 1970, we mailed to the District No. 3 Directors a memo- randum report on the failure of this force main. We are pleased to report that our crews were able to complete the bypass pipe, described in that report, on Christmas Eve (see Item No. 24). Consequently, the force main was put back into operation on that day and the dis- charge to the Flood Control Channel terminated. Due to close cooperation and assistance from the Flood Control District and our success in chlorinating and screening the discharge, health hazards and nuisances were prevented. The total expenditure for this emergency cannot be estimated with any accuracy at this time since further work remains to be done after the old force main is taken out of service in a few months and the cost of the pressure grouting (Item No. 56b) will not be known until that work is completed. Item No. 56a is the ratification of my action in purchasing the bypass pipe. Item No. 56b is authorizing employment of a pressure grouting firm to repair the void under the Valley View Avenue fill caused by the original failure of the force main. This work is required by the State Division of Highways and will be started as soon as quotations can be obtained and evaluated. Further details on this subject will be reported on verbally, if desired. Nos. 57, 58 and 59 -COMPLETION OF CONTRACT NO . 3-11, SEAL BEACH BOULEVARD INTERCEPTOR SEWER: This project, at a total cost of $604,320.43, was successfully completed within the contract time by the Zarubica Company. In order to close out the job, we are recom- mending two change orders. Change Order No. 2 (Item No . 57) is for extra work required of the contractor and is detailed on the formal change order included with the agenda materi al. We believe the small amount of this extra work (approximately $1,740), in view of the complexity and size of the job, is an indication of the excellent planning and design of this project by our staff and engineers. Item No. 58 is Change Order No. 3, which is the customary adjustment of contract price to reflect differences in amounts of unit quantities actually installed over those shown in the original contract. Item No. 59 is a routine r esolution accepting the job as com- plete and authorizing the filing of a Notice of Completion. No. 60 -ENGINEERING SERVICES FOR REHABILITATION OF WESTSIDE PUMP STATION AND CONVERSION TO LIFT STATION: This project must be planned and completed in the very near future in order that the new Westside Interceptor Facilities system can be put into final operation. We have asked the District's enginee r to submit a proposal for their services in this connection. A concise description of the project is included with the proposal, a copy of which is included in the agenda material. The staff recommend s acceptance of the proposal. -4- No. 61 -AUTHORIZING ADVERTISING FOR BIDS FOR VARIABLE-SPEED PlTh1P DRIVES: Included in the material needed for the project described under the preceding item, are two variable-speed pump drives necessary for proper functioning of the converted station. Since it is antici - pated that it will take considerable time to obtain delivery of this type of equipment, we are recommending that bids be taken immediately and I be authorized to award a purchase contract. No. 62 -PURCHASE OF TELEMETRY EQUIPMENT FOR LOS ALAMITOS PUMP STATIO~ This construction project is in its final stages and is a part of the over-all Westside Interceptor Facilities mentioned above. In order to tie this pump station into our supervisory control system at Plant No. 1, purchase and installation of telemetry equipment will be necessary . The only firm capable of supplying the necessary equipment compatible with that used in the existing 20 pump stations and in the Control Center, is Moore Associates Division. For this reason we are recommending its purchase, in an amount not to exceed $2,800, be authorized. No. 63 -LITIGATION CONCERNING RELOCATION OF SEWER: The General Counsel will report on the status of the lawsuit involving the City of Westminster, the Garden Grove Sanitary District and District No. 3. Bo~ 8127 Fountain Valley,· California 92708 Mr. William Hurst, the new General Manager of the Irvine Ranch Water District, and the undersigned would very much appreciate your arranging an opportunity for us to meet with your Board of Directors, or an appropriate committee of your Board, to ·discuss the possibility of establishing some mutually bene- ficial joint use of the Joinf Sanitation Districts' ocean · disposal facilities. During the past several months, the Irvine Ranch' Water District has made some major strides toward the esiablishment of clear- cut goals with respect to its Wat~r Management Program. The specific actions necessary to ci.chieve these goals have also become much clearer and better derined than they were when this District previously discussed cooperative possibilities with your agency. It may be of interest for your Board ~embers to know that the type of inter-agency cooperation which we wish to discuss with them does not involve any attempt at this late date to purchase capacity in the Sunflower Trunk Sewer. The approach we have in mind would also eliminate any need for the inland area of the Irvine Ranch to construct outfall capacity at Crystal Cove. In addition, our "Total Water Management Concept" places major emphasis on the reclamation and re-use of waste waters, whi1e at the same time recognizing the need for a limited amount of ~.: . FEDERAL-STATE GRANT PROGRAM FOR CONSTRUCTION OF WASTEWATER TREATMENT FACILITIES Article 1. General Provisions Section 2102. Definitions. The following definitions shall apply to this sub chapter: . (g) "Interceptor sewers" include the following: A Class A interceptor sewer permits abandonment of a significant existing municipal discharge and conveys treated or untreated wastes which are subject to existing requirements prescribed by a regional board to a system that more effectively meets pollution control needs. A Class B interceptor sewer conveys wastes from the lowest branch of a municipal sewage collection system directly to a treatment facility. Section 2121. Sewer Service Charges. Before a report (grant) will be approved, the applicant shall adopt or agree to adopt and implement, within a period of three years, a program for imposing charges on users of the sewerage system to pay operation and maintenance expenses of the project facilities. The General Manager reported that the staff had attended a meeting · in S'a.cramento concerning the proposed State regulations re: state and federal contruction grants . These X~«®mm.~:a regulations will be the basis of considering state and federal participation in construction projects under the recently approved Clean Water Bond Law. Mr . Harper expressed concern over two sections of the proposed regulations . The definition of interceptor sewer is inconsistent with that adopted by the federal government and if the State definition is adopted it wotlld be a. potential loss to the people of Ca.lif ornia. of up to 55% of f edera.l funding for eligible interceptor sewers . He further pointed out that the propos e d regulations as adopted would require that a sewer service charge be instituted for all recipients of state flinds . Again this provision is inconsistent with the federal guidelines in t h is regard_, which provides that a sewer service charge for industrial dischargers only be instituted . He pointed out that the Districts new uniform 2rn connection and use ordinance c urrently complies with this provision of the federal regulations . Adoption of this requirement would impose a. The current organizational chart of the County Sanitation Districts of Orange County, Joint Administrative Organiza- tion, designated Exhibit A and dated January, 1971, is attached hereto and made a part of this resolution. A. Said Exhibit A shall establish the departments and designate the authorized maximum number of positions in the Joint Administrative Organization and the maximum number of personnel assignab~e to fill said authorized positions. The term positions, as used in this section, is defined as the authorized maximum number of positions in each classificationo The term personnel, as used in this section, is defined as the maximum allowable personnel assignable to fill the authorized positions. D-6 B. Exhibit A shall indicate in each classification block the maximum number of allm·rable positions for the classifications ·in each organizational line. ·This number shall determine the maximum . number of personnel allowable in each classification, except as pro- vided hereafter in Section 6c. The organizational line for each department shall indicate the maximum number of authorized positions and the maximum number of personnel allowable to fill the authorized positions. Said maximum personnel shall be designa~ed by the encircled number. C. If, in the determination of the General Manager, qualified applicants and/or personnel are not available to fill an open position as established in Section 2 hereof, the General Manager shall have the authority to close said position and open an additional established position in the organizational line that is assigned a lower salary range until such time that qualified personnel are available. In no event shall this section be construed as to authorize the opening of an additional position that is assigned a higher salary range. D. If, in the determination of the General Manager, qualified applicants and/or personnel are not available to fill the Apprentice II positions of a given department, or if qualified applicants and/or personnel available exceed the authorized number of personnel for the position of Apprentice II, the General Manager shall have the authority to employ within each depart~ent personnel in either the Apprentice II position or its equivalent departmental position as established by th~ Apprenticeship II Program heretofore approved by the Boards of Directors on April 9, 1969; insofar as the total number of personnel employed in the respective positions do not exceed the total number of personnel authorized for the Apprentice II and its equivalent departmental position. Section 7. With respect to positions designated as Apprentices, .the General Manager shall exercise control and direction in accordance ·with_ the provisions outlined in the Apprenticeship programs, as developed pursuant to authorization.by the Boards of Directors on November 9, 1966, and April 9, 1969. D-7 Section 8. The General Manager is hereby authorized to employ and assign persons as needed to occupy the positions established in Section 2 hereof at salary rates as providej in Sections 11 and 12 hereof. Section 9. The General Manager is hereby authorized and directed to exercise supervision over all persons and to terminate, for cause, the employment of any person employed under the provisions of this resolution. Section 10. The General Manager, subject to approval by the Boards of Directors, is hereby authorized to employ a person to occupy the position of Assistant General Manager-Chief Engineer. Section 11. Except for employees reclassified in accordance ·with the provisions of Section 12 hereof, each employee employed before the effective date of this resolution and assigned to a full time monthly position established in Section 2 hereof, shall be assigned a salary no greater than that provided for by the step number to which such employee is entitled on the effective date of this resolution, under the provisions of, and the salary assignments authorized by prior resolutions, as amended. Each employee employed on or after the effective date of this resolution shall be assigned, insofar as practicable, a salary provided for by the first step rate hereinabove established for the p-0sition being filled; provided, however, that upon a determination by the General Manager that an individual being employed has unusual qualifications or that there is unusual difficulty in recruiting an employee for the position, the General Manager may assign to such an employee a salary not to exceed that provided for by the third full step rate for the position being filled at any time during the first ninety (90) days of employment. It is further provided, that on reco~mendation of the General Manager the Boards of Directors may, by motion, authorize the assignment to such an employee a salary exceeding that provided for by the third full step rate for the position being filled. D-8 Each employee employed in a part-time or hourly position established in Section 2 hereof shall, at the discretion of the General Manager, be assigned a salary equal to or less than the hourly rates specified in Section 2. Section 12. Upon the determination by the General Manager, with the advice and recommendation of the Personnel Review Committee, that a person already employed should be transferred or reclassified to a position with a different title or range number, the assignment of a new salary to such a person shall be made as follows: A. For an employee transferred to a position of substantially the same responsibility, the employee shall be assigned a salary corresponding to the same step number occupied under his former classification on the effective date of his reclassification. B. For an employee transferred to a position of higher responsibility, the employee shall be assigned a salary corresponding to the step number occupied under his former classification on the effective date of.his reclassification or, under un~sual circumstances and at the determination of the General Manager, to a salary corres- ponding to a lower step number, but in no event shall he receive less than a one-half step increase. C. For an employee transferred to a position of lesser responsibility or lower salary range, the employee shall be assigned a salary corresponding to that which he would receive as a new employee in the new classification as provided in Section 11 hereof. Section 13. If, in the determination of the General Manager, work of a higher paid classification is required by a Department Head or Departmental Supervisor of an employee on a temporary basis for a period of more than twenty-one (21) consecutive working days, the employee working temporarily in said higher classification shall be eligible to receive a temporary increase in pay rate for time worked in the higher paid classification beginning with the 22nd consecutive working day, provided (a) that it is established by the Department Head that said employee is, in fact, performing in the D-9 capacity of the higher position; (b) that the higher position classification is vacant by virtue of the incumbent having been promoted, terminated, or being on an extended leave; and (c) that written notification of the required work of a higher paid classi- fication has been properly filed with the Department Head within the first ten (10) consecutive days of said work. The increased compensation to be paid to an employee who meets the aforementioned criteria shall be equal to a one full step salary increase or the first step of the position classification for which said work is allegedly being performed, whichever is greater, provided that only the percentage of time actually devoted to performing work of the higher classification commencing with the 22nd consecutive work day shall be compensated at the higher rate of pay. Section 14. For each employee in the Joint Administrative Organization assigned to a position for which a salary or range number is established in Section 2 hereof, there shall be a salary anniversary date which, in the case of employees employed before the effective date of this resolution, shall be the date heretofore established; and shall, in the case of employees employed on or after the effective date of this resolution, shall be the first day of the month after such an employee completes the first six months of service, except as provided hereafter for those positions designated as Apprentices in Section 2 hereof. For each employee assigned to a position designated as Apprentice I, as established in Section 2 hereof, there shall be assigned four salary anniversary dates; the first of which shall be the first day of the month after such an employee completes the first calendar quarter of service; the subsequent of which shall be the first day of the month after such employee completes each successive calendar quarter of service. For each employee assigned to a position designated as Apprentice II, as established in Section 2 hereof, there shall be assigned two salary anniversary dates; the first of which shall be the first day of the month after such an employ.ee completes the first six calendar months of service as an Apprentice II; and D-10 t_he second of which shall be the first day of the month after such an employee completes each successive six calendar months of service as an Apprentice II. Up.on .completion of the Apprenticeship Program, the permanent salary a~niversary date of personnel who have comp~eted either the App~entice I or Apprentice II program shall be established as the first day of the month following the month in which the apprentice has successfully completed the program·. Section 15. Thirty (30) days prior to the salary anniversary date of each employee, the General Manager shall cause to be made a review of such employee's performance on the job. With the advice and recommendation of the employee's supervisor, the Personnel Review Committee and the Management Committee, the General Manager shall either (1) assign to each such employee a salary representing a higher step rate not to exceed one full step effective on the employee's anniversary date or (2) cause such assignment to be post- poned for a period up to the next anniversary date. The General Manager shall cause such postponement only for reason of sub-standard performance by the employee or to establish as much as possible within each position classification equal salary for equal ability and work performance with due consideration for training and seniority. In the case of employees employed in positio~s in which the Operator's Certificates issued by the California Water Pollution Control Association are applicable, due consideration shall be given by the General Manager in his assignments of salary increases to the diligence of such employees in preparing for and obtaining such Certificates. Section 16. When overtime service, as defined in Section 4 of Resolution No. 70-3, is performed, payment therefor will be made at the same rate at whlch the employee was employed during the month the overtime service was performed, but shall not exceed twenty-four (2~-) hours per month for any employee unless specifi- cally authorized by the Boards of Directors. After such payment is made, no further compensation, other than equivalent time off with D-11 pay, will be allowed for overtime service for the month for which such payment is made. Any overtime pay shall· be se~arately itemized and paid on the payroll for the month in which the overtime service is performed. Nothing in this section is to be construed as preventing an employee from taking equivalent ti:J.e off with pay, in lieu of pay for overtime service. Section 17. Personnel desig~ated as shift employees as provided in Section 3 of Resolution No. 70-3, who are required to work on shifts other than the regular dayt~me shift, shall receive shift differential pay as follows: The :lat SUTn of $2.25 per shift for each full shift worked after 4:00 p.m. and before midnight; and the flat sum of $2.75 for each full s~~ft wor~ed after midnight and before 8:00 a.m. Said sums shall Je in addition to the employee's regular salary and shall be paid o~ the last payroll of each calendar quarter. Said compensation is sep~rate and apart from overtime pay provided herein, and any employee not designated as entitled to shift ~ differential pay shall receive com0ensation for overtime as provided herein. ·~ Section 18. The General Man~ger may designate employees who are required to be immediately ava~lable for emergency maintenance and repair work during normal off-~uty hours. Such employees, when so designated, shall be continuously available for a period of one calendar week.beginning on Monday ~t 8:00 a.~., and shall be compen- sated for such additional service, in addition to overtime compensation, at the rate of $30 per calendar week for each week of such additional service. Insofar as practicable, ~o employee will be assigned such emergency duty availability for mo~e than ten weeks in any one year. Section 19. No supervisory employee who occupies a position that has a salary range exceeding ~hat of Range No. 50B, as herein- above established, shall be compensated under the provisions of Sect~ons 16, 17, and 18, of this resolution, except as provided in Section 5 .of Resolution No. 70-3. D-12 Section 20. Any and all prior resolutions or motions or portions thereof previously adopted and relating to positions and salarie~ are hereby rescinded and made of no further effect. . . This facility is located on Yellowtail Drive in the north Seal Beach area. At the present time the pumping station receives sew~ge from an 11,000-acre tributary area and pumps th is sewage through a 20-i nch force main 18, 000 feet long which parallels the San Diego-Garden Grove Freeway and discharges into the Mill er-I-I.of der Trunk at Seneca Drive o k a part of the master plan*' the force main will be taken out of service and the pumping station converted from a high pressure pumping station to a I ow pressure lift station. Sewage will be discharged into the new Seal Beach Boulevard Interceptor Sewer which is part of the Westside Interceptor Fae ii iti es currently under construction and scheduf ecl for compf etion by the end of March 1971 • The maior items of work consist of revising pump settings and interior discharge piping*' installing cf ectrical motors of much smc11l er horsepower / revamping the drive shaft steady bearing beam system, installation of a new stairway for access to the pump room, improvements to the interior of the strucf"ure for better maintenance control / and revamping exterior piping for discharging into the nevi interceptor.
