Re: Trunk Sewer Line Relocation
Big Canyon
Gentlemen:
We hereby request permission to relocate a portion of the Big Canyon
trunk sewer within Sanitation District No. 5 north and easterly of
Jamboree Road between Manhole 17 and Manhole 23. The construction of
the residential area on the southerly side of Big Canyon Drive
required the placement of a fill of approximately 29 feet in depth
over the District line whoch would place the existing sewer line under
approximately 70 feet of fill, and this exceeds the structural strength
of the existing sewer line.
We propose to replace the line between Manhole 17 and Manhole 23 with
a new 12" line at a much shallower depth. Our engineers have been in
contact with your staff and engineer, and have designed this revision
to their satisfaction. We would appreciate your cooperation in this matter.

Gentle men:
The plans for the relocation of a portion of the
Big . Canyon Trunk Sewe r through Tract 7223 have been reviewed .
The relocation is required because the g rading of
the proposed Tract w i ll r esult i n the depth of this section of
sewer bein g in excess of SO feet. The original agreement s peci-
fied that any future grading could no t result in a depth over
the sewer in excess of SO f ee t.
The proposed r e locati on will i mprove t he present
alignment and the depth of the new sewer wi ll be a maximum of
30 feet, whereas port ions of t he existing sewer are approx i mately
40 f ee t. A p or t ion of the r ealigned sewe r will still be with-
in t h e golf cou rs e and the r emainder will be located i n a perman -
en t park.
It is recommende d that the proposed r e locat i on be
approved s in ce the n ew sewer wi ll be an improvement compared
t o the existing facility.

The Board of Directors of County Sanitation District No. 5,
of .Orange County, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the certain agreement dated --------
between the District and Richard B. Smith; Inc., providing for an
exchange of easement, relocation of the Big Canyon Sewer, and
payment by Richard B. Smith, Inc., of all construction, engineering,
and incidental costs in connection with the relocation, be
approved; and,
Section 2. That the Chairman and Secretary of the Board
of Directors be authorized and directed to execute said agreement
on behalf of the District, in form acceptable to the General Counsel.
PASSED AND ADOPTED at an adjourned regular meeting held
November 24, 1970.

Bids were received and opened on November 9, 1970 for
Contract No. 5-18, the Upper Bay Crossing. The seven bids
received were as follows:

The low bid of $336,400 is $86,400 or 34.5% in excess of
the E~gineer's estimate of $250,000.
In 1965 the lowest bid for the same project was $194,069.
The Engineer's estimate was based on this bid increased by 30% to
reflect the change in the Engineering News Record (ENR)
Construction Cost Index.
It appears that the higher cost is due to a change in
conditions. In 1965, the Irvine Company made Linda Isle available
as a stockpile area for dredge material. No similar close-by area
is now available. In addition, a new Federal law has recently
become effective requiring certification by the State Water Quality
Control Board of the Contractor's construction methods within the
water area. No standards have been established by the Water
Quality Control Board and as a result the Contractors were forced
to assume risks which are reflected in the bids.

There does not appear to be any way to redesign the
project and reduce the cost. The public concern with. the
environment will probably make this type project more costly
if not impossible in the future. For these reasons, it is
recommended that the contract be awarded to Zurn Engineers of
Upland, California in the amount of $336,400. The· bid should
be awarded conditionally pending receipt of a permit from the
U.S. Corps of Engineers. ·

The Board of Directors of County Sanitation District No. 5,
of O:r:ange County, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day submitted
to the Board of Directors by Shuirman-Simpson, District's engineers,
and concurred in by the District's Chief Engineer, that award of
contract be made to Zurn Engineers, Contractor for SEWER TRUNK 11 B11
UNIT 7, UPPER NEWPORT BAY CROSSING, CONTRACT NO. 5-18, and the
bid tabulation and proposal submitted for said work, are hereby
received and ordered filed; and,
Section 2. That the contract for said Contract No. 5-18, be
awarded to Zurn Engineers, Contractor, in the total amount of $336,400,
in accordance with the terms of their bid and the prices contained
therein; and,
Section 3. That the Chairman and the Secretary of the District
are hereby authorized and directed to enter into and sign a contract
with said contractor for said work pursuant to the specificati.ons
and contract documents therefor.; and,
Section 4. That all other bids received for said work are
hereby rejected, and that all bid bonds be returned to the unsuccessful·
bidders.
