This certificate has been issued by the California
Department of Public Health, Bureau of Sanitary
Engineering and the American Water Works Association,
California Section.
Lee, who is an Operator at Plant No. 2, also holds
a Grade II Operator certification issued by the
California Water Pollution Control Association.
Lee came to the Districts from Missouri where he
graduat2d from the Water and Wastewater Technice?-1.
School in 1967.
He is currently enrolled in a 27-unit course for
Water Utilities Science which will be his major
for his A.A. Degree.
He has also been licensed by the County as a Certified
Backflow Prevention Device Tester.
It has been called to our attention that the National
League of C:i_ties r meeting wj_Jl be hc:lcl in Atla,nta du:ring
the week of Dcccnilier 7th. Perhaps the Directors should be
polled to see if they would rather have the December Joint

PLEASE NOTE THE ABOVE CHANGE IN DATE AND TIME OF MEETING: Since the
regular meeting date, Wednesday, November 11, falls on a legal
holiday, the Directors agreed at the last meeting that the joint
meeting in November should be held in the late afternoon of Thursday,
November 12. Therefore this meeting is technically an adjourned
meeting of the October 14 Joint Board meeting.

The following is a brief explanation of the more important non-
routine items which appear on the enclosed agenda and which are not
otherwise self-explanatory. Warrant lists are not attached to the
agenda since they are made up immediately preceding the meeting but
will appear in the complete agenda available at the meeting.

Joint Boards
Nos. 15 and 16 -REPORT OF EXECUTIVE COMMITTEE AND ACTIONS ON
COMMITTEE'S RECOMMENDATIONS: The Committee met on the evening of
October 29 with Directors Gibbs and Baum as guests . A report of the
meeting, together with the recommendations of the Committee to the
Joint Boards is enclosed with this mailing. Item No. 16 is considera-
tion of action on the recommendations of the Committee.
No. 17 -CHANGE ORDER NO. 6 , JOB NO. J-10: This contract for the
construction of our new ocean outfall is rapidly nearing completion
with a scheduled operational date of approximately January 1. In
accordance with our regular procedures, informally approved extensions
of time are accumulated and formal change orders g ranting extensions
are issued thereafter. Recommended Change Order No. 6 grants an
extension of time of four days to the contract as recommended by the
engineers and for the reasons listed in the formal change order
included with the agenda material. The above anticipated completion
date will be well with in the contract period, plus previously approved
extensions of time.
No. 18 -CHANGE ORDER NO. 4 , JOB NO. P2-16: This project, the con-
struction of a sedimentation basin and digester at Plant No. 2, is
also nearing completion. During design conferences between our staff
and John Carollo Engineers regarding construction of an adjacent
digester and basin to be started later this fiscal year, it became
obvious that because of the present ease of construction it would be
more economical to make certain changes in the present contract work
than to incorporate it into the next contract. Accordingly, the
engineers and staff are recommending that the work described in the
formal change order attached to the agenda be accomplished by the
present contractor at a negotiated price of $7,319. The change order
also includes a smaller extra work item involving revisions of sludge
piping as recommended by our operating staff and engineers.
No. 19 -INCREASE IN MAXIMUM ENGINEERING FEE FOR REHABILITATION OF
EXISTING PLANT UNITS: Included with the agenda material is a letter
from John Carollo Engineers requesting approval of an increase from
$12,500 to $18,000 of the maximum fee for engineering design work in
connection with preparation of plans and specifications for the forth-
coming Plant jobs described in the letter. We believe the letter
clearly sets forth the reason for the increase in maximum fee and the
staff recommends its approval. One reason, not mentioned in the
letter, for the increase in the scope of the project is a decision by
the engineers and staff to incorporate in these jobs work which had
been planned to be done later.
No. 20 -ADDENDUM NO. 1 TO JOB NO. P2-18: Bids on this project (see
Item No. 36) will be taken next Monday, November 9. As previously
described, the project consists of the installation of a traveling
water screen to improve the quality of Plant No. 1 final effluent.
During the course of the bidding, equipment suppliers broug ht up
several questions concerning technical details of the equipment to
be supplied. Accordingly, it was felt advisable to issue an addendum
to the specifications to clarify these points. We recommend approval
of the addendum.
No. 21 -ACTUARIAL STUDY BY PUBLIC EMPLOYEES' RETIREMENT SYSTEM:
Several changes were made in the law governing the Public Employees'
Retirement System during the last session of the Legislature. In
order to determine the cost of these changes if incorporated in the
Districts' contract with the Retirement System, the latter require s
an actuarial study at a nominal charg e. The Retirement System
requires a formal agreement with the Districts before proceeding with
these studies and we recommend its approval in an amount not to
exceed $500.
No. 22 -EMERGENCY PURCHASE OF GEAR BOX PARTS: Recently a seven y e ar
old right-angle gear unit driving one of our main influent pumps at
Plant No. 2 failed, requiring replacement of most of the moving parts
of the unit. Be cause of the critical need for this unit I autho-
rized the purchase of the needed parts on an emergency basis , after
discussing the problem with Chairman Culver. Since the total price
of these parts ($5,103) exce e ds the amount sp e cified in our reg u-
lations for purchas es, it is necess a ry that t he Bo ar ds ratify t he
action taken.

No. 23 -ATTENDANCE OF EMPLOYEE AT BIOASSAY POLLUTION ANALYSIS AND
CONTROL SCHOOL: The Federal Water Quality Administration regularly
conducts courses of study for scientists and engineers in the waste-
wa ter field at its Cincinnati laboratory. A course in bioassay
methods is scheduled for November 16 through 20. Because of our
planned program to conduct bioassay determinations in our new
laboratory, we believe it highly desirable for the employee who will
be doing this work to attend this school.
No. 24 -ATTENDANCE OF GENERAL COUNSEL AT ATTORNEYS' COMMITTEE
MEETING, CALIFORNIA SANITARY AND SANITATION DISTRICTS ASSOCIATION:
This Association, whose activities have been described from time to
time at past Board meetings, has called a meeting in Sacramento of
attorneys representing its members for the purpose of coordinating
their work with the Association's legislative advocate. We recommend
that Mr. Nisson be authorized to attend.
No. 25 -ANNUAL FINANCIAL REPORT: Our independent auditors, Hanson,
Peterson, Cowles and Sylvester, Certified Public Accountants, have
advised that they are mailing directly to the Board members two
separate documents (Resume of District Activities and Audit Report)
for the fiscal year ending June 30, 1970. The staff will be prepared
to answer any questions the Directors may have concerning the material
in these two reports.
Districts Nos. 1 and 7
No. 29 -APPLICATION FOR STATE CONSTRUCTION GRANTS UNDER CLEAN WATER
BOND LAW, 1970: The California Clean Water Bond measure which was
approved last Tuesday sets up a $250 million fund for grants to
sewering agencies for construction of sewage treatment works and
interceptor sewers. These grants (25% of construction cost) will be
made for projects approved for Federal grants (Public Law 84-660).
Under the provisions of the Federal law, if a State will contribute
25% to a project, the Federal grant will be increased to 55 %, thus
making 80 % of the project cost available from State and Federal
sources.
The Districts have previously applied for and have received
State priority for a Federal grant on a portion of the Sunflower
Interceptor Trunk in the amount of $890,000. If the State grant is
approved, the total assistance available will increase to approxi-
mately $2. 35 million. Included with the agenda material are the
necessary resolutions authorizing application for the State grants
for both Districts.
District No. 1
Nos. 36 and 37 -AWARD OF PLANT CONTRACTS: On November 9 bids will
be opened for two Plant projects and if satisfactory, recomm e ndat i ons
for award will be ma de at the meeting.
For the information of the newer Directors, District No. 1 acts

as contracting agent for such projects under our basic Joint Owner-
ship, Operation and Construction Agreement and therefore is the
awarding body. The two projects to be considered for award are
Effluent Screening Facilities at Plant No. 2, Job No. P2-18 (Item No.
36) and the purchase of a 750 KVA Transformer for Plant No. 2 (Item
No. 37). Both of these projects were described in detail in the
agenda report for the October meeting and the effluent screening
facilities project was discussed under Item No. 20 of this report.
District No. 2
Nos. 41 and 42 -EMERGENCY PROTECTION OF ORANGE SUBTRUNK SEWER, SANTA
ANA RIVER CROSSING: Shortly after the October Board meeting, we
received a memorandum from the Orange County Flood Control District
(copy in agenda material) advising that this sewer crossing is in
serious danger if substantial river runoff occurs. After consultation
with Chairman Just, the District engineers were instructed to prepare
emergency plans and specifications for a grouted riprap protection
dike downstream of the sewer crossing, and to solicit bids for its
immediate installation from three contractors specializing in this
type of work.
A summary of the engineer's actions and recommendations on this
matter is contained in their letter of October 27, included with the
agenda material.
On October 28, with Mr. Just's approval, a purchase order con-
tract was issued to Paul Hubbs Construction Company in the amount of
$9,545 for the work, which was satisfactorily completed on Thursday,
November 5. Since this project was undertaken on an emergency basis ,
it will be necessary for the Board to ratify this action (Item No. 41).
Item No. 42 is the customary resolution accepting the work as complete
and authorizing execution of a Notice of Completion.
Nos. 43 and 46 -CAPACITY OF RIVERSIDE COUNTY FLOOD CONTROL DISTRICT
IN PROPOSED SANTA ANA RIVER INTERCEPTOR: The May 13, 1970 agre ement
between the Riverside District and District No. 2 provides that the
Riverside District has the option of choosing a capacity of between
30 and 50 million gallons per day (m gd) in this facility. Included
in the agenda material is a letter from the Riverside District
choosing the maximum capacity of 50 mgd. Lowry and Associates, the
District's engineers, are preparing a master plan of facilities for
District No. 2 as well as doing preliminary design work on the Santa
Ana Interceptor. The above-described decision of the Riverside
District is, of course, of great importance in bringing the engineer's
studies to a conclusion. However, several other questions involving
policy matters need to be resolved before the master plan report can
be finalized and the final design of the interceptor undertaken. At
a recent meeting with Chairman Just and the engineers, Mr. Just
suggested that the Board consider adjourning to 5 :30 p.m. on Wednesday,
November 18 , to hear a progress report from the engineers and discuss
basic policy matters. It is therefore recommended that the Board
consider adjourning to this hour and date for this purpose (Item No.
46).

District No. 3
Items Nos. 47 and 48 -CHANGE ORDERS FOR CURRENT CONSTRUCTION
PROJECTS: The t\.10 formal change orders included with the. ·agenda
material are recommended for adoption.
District No. 5
Nos. 52 and 53 -AWARD OF CONTRACT NO. 5-18, UPPER NEWPORT BAY
CROSSING: Bids for this project will be opened on Monday, November 9 ..
During the bidding period a typographical omission in the specifi-
cations was discovered and it was necessary to issue an addendum,
which requires Board approval (Item No. 52).
If the bids received are satisfactory, a recommendation for
award will be made at the meeting. However, immediate award will be
delayed because of complications arising from new water pollution
control regulations. Accordingly, the resolution included with the
agenda attachments makes the award contingent upon receiving the
necessary State and Federal approval.
No. 54 -CONSIDERATION OF ORDINANCE NO. 506: As directed at the
September 29 adjourned meeting, the General Counsel has prepared an
amendment to Ordinance No. 505 (Establishing Rules and Regulations
Relating to Connection To and Use of District's Sewerage Facilities)
to provide for the continuation of the existing connection charges
and the escalation thereof, effective January 1, 1971. Under the
existing connection charge ordinance, these charges would have been
increased, by resolution of the Board, to $150 per dwelling unit with
a corresponding increase for commercial buildings , etc. A copy of the
amendment is included with the agenda material.
No. 55 -AGREEMENT WITH BAYSIDE VILLAGE FOR USE OF LAND FOR CON-
STRUCTION OF CONTRACT NO. 5-18: The General Counsel is also preparing
an agreement which will provide that the District make payment
directly to Bayside Village for the use of land necessary in the
construction of the Upper Newport Bay Crossing. The amounts paid to
Bayside Village under this agreement will be deducted from payments
to the contractor, thus providing an incentive for early completion
of the job.
If this agreement is not ready in time for mailing with the
agenda, it will be included in the agenda material at the meeting.
District No. 7
No. 59 -STAFF PROGRESS REPORT ON INCREASE IN DISTRICT'S CONNECTION
CHARGES: Included with the agenda material is a written report on
this subject which will be amplified verbally at the meeting, if
desired.
No. 60 -CONSIDERATION OF ORDINANCE NO. 713, AMENDING CONNECTION
CHARGES: Ordinance No. 712 was adopted last summer and provided for

increased connection charges and their future escalation. These
increases do not become effective until January 1, 1971, and property
owners have been encouraged to pay the charges under the present
schedule prior to the first of the year. As described in the progress
report on this subject (Item No. 59), many property owners have been
in to discuss this matter with our permit division. In reviewing the
proposed future direct connection charges for residential develop-
ments, it became evident that the ordinance was written in such a way
as to be inequitable. Therefore, I have asked the General Counsel
to prepare an amendment to correct this situation. This amendment
will be found in the agenda material and it is recommended for
adoption.
No. 61 -REQUEST FOR EXTENSION OF REIMBURSEMENT AGREEMENT: A letter
from Jennings, Halderman and Hood, requesting an extension of time
for expiration of an existing reimbursement agreement is included in
the agenda material. It is recommended that this letter be received
and filed and taken under advisement.
No. 64 -CON$IDERATION OF ADJOUR~1MENT TO 4:30 P.M., NOVEMBER 18:
Chairman Miller has suggested that the Board adjourn to the above
hour and date (immediately preceding a proposed adjourned meeting of
District No. 2) to take up several matters which may require consider-
able time, including a progress report from the engineers relative
to the Bond Construction Program.

Your letter of March 12, 1970 authorized us to furnish engineering
services for design of the three projects indicated in the above subject.
Briefly the projects consisted oJ furnishing and installing new drives, new
weirs and scum baffels and repainting sedimentation basins 3 and 4 at
Plant No. I; furnishing and installing new sludge pumps, new scu..¥JJ. ccllccticn
equipment, new weirs and repainting equipment for sedimentation basins A, B,
and Cat Plant No. 2; repairing of concrete and repainting influent and dis-
charge channels and grit chambers of Headworks "B" at Plant No •. z. The
-estimated construction cost at the time we submitted our original proposal
was $81, 000 on the above three modernl.za:tion projects.
During design, the basin projects were increased in scope by request
of the District Staff in order to expedite the modernization of both plants, and
to realize economies resulting from doing several smaller jobs as one large
project. The following items were added t.o the scope of the basin jobs:
I. Furnish and install new raw slqdge ,pumps. for Basins 3 and 4;
2. Add platforms over scum boxes for Basins 3 and 4;
3. Add new raw sludge pump station for Basins A, B, and C;
4. Rec1ove roof and alter inlet channel for Basins· A, B 1 and C.
This added scope increases the estimated construction cost of treat-
ment plant modernization projects Pl-lR-1 and PZ-lR-1 to $180, 000. The
low bid on Job P2-SR-1 was $33, 200.

Our proposal, based on the original scope of ·work, estimatec! a fee
of $12,, 500 to provide the required engineering services. Increasing the
scope of work has increased the estimated cost of required engineering
services by $5, 200 •
. In addition to the above, the Headworks "B" job was revised follo·wing
the Districts' decision to rebid this job. The added engineering costs fo!"
this work are to be reimbursed to the Districts by the original low bidder.
The cost of engineering required for this rebid was $291. 55 as \vas .shown on
our July invoice.
We estimate the total fee for all engineering services to complete the
above referenced jobs, including the revised· scope and including time during
the construction stages for shop drawing review and advice when requested
by your inspection staff, to be as follows:

The termination structure shall be covered with redwood lumber
decking over all of the most northerly 32 feet of the structure and the
entire overflow channel on the eastern side. Where no steel beams
have been shown over the overflow channel, 6 11 x 611 redwood beams
shall be installe'd at a spacing to match existing beams. The exist-
ing longitudinal beam shall be used to support the new beams.

WHEREAS, the Cali_fornia State Legislature has recently·
enacted legislation providingfor increased benefits under the
Public Employees' Retirement Law; and,
WHEREAS, in order to determine the cost of incorporating
said increased benefits into the contract between Public
Employees' Retirement System and County Sanitation Districts
of Orange County,
NOW THEREFORE, the Boards of Directors of County Sanitation
Districts Nos. 1, 2, 3, 5, 6, 7, and 11, of Orange County,
California, do hereby resolve, determine and order:
Section 1. That the Public Employees' Retirement System
be authorized to conduct an actuarial study to determine the
cost to the Districts of incorporating increased benefits provided
for by the 1970 legislature into the Districts' contract with
Public Employees' Retirement System; and,
Section 2. That the General Manager and Secretary be
authorized to enter into an agreement with Public Employees
Retirement System to conduct said actuarial study for a total
amount not to exceed $500.00.

GRANT UNDER STATE CLEAN WATER BOND LAW OF 1970
WHEHEAS, the State Clean Water Bond Law of 1970, which was .
approved by the electorate on November 3, 1970, authorizes the State
Water Resources Control Board to enter into contracts with public
agencies for State grants for construction of sewage treatment works
in the amount of twenty-five percent (25%) of the estimated eligible
total project cost, and
WHEREAS, this Board of Directors has previously, by means of
Resolution No. 70-30-1, authorized an application for a Federal
grant under 33 use 466 et seq. for a project generally described as:

WHEREAS, said application has been filed and assigned a
priority by the State, and
WHEREAS, this Board of Directors by means of said Resolution

In accordance with the memorandum from the Orznge County Flood Con-
trol District dated October 13, 1970, we have examined the Orange sub-
trunk crossing of the Santa Ana River northerly of the Garden Grove
Freeway and have found. the sewer to be in a ver·y uns.'lf e cor.d i ti.on. The
top of the concrete encasement is exposed along the full width of the
river. Flows of storm runoff in the river could undermine and collapse
the sewer.
We recommend that grouted riprap be placed on the downstream side
of the sewer to prevent erosion around the concrete enca.ser,1e11t. A pla11
has been prepared for the proposed work, which has been reviewed with
Mr. Schooley, Maintenance Superintendent of the Flood Control District.
Informal bids were requested from three contractors who in the opinion
of the Flood Control District are quali~ied and may be 'available to ·do
the proposed work. One bid of Paul Hubbs Constructiq.n Co. in the amount.
of $9,545.00 was obtained. The other two contractors, Silberberger Con-
structors, inc. and Sully-Miller Co. indicated by telephone that they
were not able to submit bids.
Paul Hubbs Company is currently doing this type of work for the
Flood Control District in the river in the vicinity of the proposed work,
and apparently is well qualified to install.the d~sired improvements.
The bid of $9, 545. 00 i.s in our opinion reasonabie. Th'is work is of an
emergency nature, and it is recommended trrat Paul Hubbs Construction Co.
be authorized to proceed with the work as soon as possible and complete
the work within 15 days from the date of authorization fo proceed.

{a) Due to the reconstruction of the· Pflanz Headworks
at Plant No. 2 the contractor has experienced
daily backup in the this trunk sewer as far up-
stream as manhole #15. This has caused the con-
tractor to spend part of his workday to clean and
air the manhoJes which he is working on prior to
doing any 1·1ork.
(b) The contractor l:lcs modified the method of repair on
,.,,, these manholes so that the District is recelving a
far superior job than that specified at no extra
cost to the District. This has necessitated that
he spend more time on each manhole than originally
thought necessary to accomplish the work .

ARTICLE l

Article 2 of Ordinance No. 505 is· hereby amended
by addlng thereto the following sections:
I '
(o) Connection Manhole. Shall mean a manhole
constructed in the main line of a District trunk or sub-
trunk sewer not as a part of the original construction, or
a manhole built adjacent thereto, for the purpose 6f per-
mitting sewage to flow into a District sewer.
(p) District Connection Charge. Is a connection
charge imposed by District No. 5 as a charge Eor the use
of District's sewerage facilities whether such connection
is made directly to a District sewerage facility or to a
sewer which ultimately discharges into a District sewerage
facility.
(q) District Sewerage Facility. Shall mean any property
belonging to County Sanitation District No. 5 used in the
treatment, transportation or· disposal of sewage or indus-
trial wastes.
(r) Domestic ~ewag_~· Shall mean the waterborne
wastes derived from the ordinary living processes which
are of such volume 2~d character as to permit satisfactory
disposal into a public sewer.

(s) Plumbing Fixture Unit. A plumbing fixture
unit as used ·in this Ordinance is defined as being the
same as set forth in the International Association of
Plumbing and Mechanical Officials Uniform Plumbing Code,
1967 Edition, as adopted by the City of Newport Beach,
on October 28, 1968, a copy 0£ which is on file in the
office of the Secr~tary_of the District.
(t) . Sewerage Facilities. ·Are any facilities used
in the collection, transportation, treatment or dispos~l
of sewage and industrial wastes.
{u) Single Family Dwelling. A single family·
dwelling is defined as a building cont.aining only one
kitchen designed for or used to house not more than one
family including all necessary employees of such family.
ARTICLE 2
(a) Section (a) of Article 6 of Ordinance
No. 505 is amended to read as follows:
"(a) District Connection Charges. Before
any connection permit shail be issued the applicant
shall pay to the District or its agent, the charges
specified herein.
{i) Connection Charge for New Construction,
Single Dwelling Buildings. For each new
single dwelling buildi!1.g constructed, the

connection charge shall be $150.00. If on

or before December 1, 1971, and on or before·
each succeeding December 1, the Directors of
the District by resolution duly adopted resolve
and direct, the aforesaid connection charge
shall be increased effective the next succeeding
January 1 by adding thereto the sum of $5.00.

(ii) Connection Charge for New Construction,
Multiple Dwelling Buildin~. For each
new multiple dwelling building constructed,
the connection charge shall be $150.00 for
each dwelling ~nit or $7.50 for each
plumbing fixture unit contained within such
construction, whichever sum is less. If
on or before December 1, 1971, and on or
before each succeeding December 1, the
Directors of the District by resolution
duly adopted resolve and direct, effective
the next succeeding January 1, the aforesaid
connection charge shall be increased by
adding thereto the sum of $5.00 and the
~ charge for each plumbing fixture unit

Section (b) of Article 6 of Ordinance No. 505 is

(3) When an excess capacity connection charge
is payable by a user, as hereinabove provided, a credit
equal to the connection charge paid by the user, if any,

charge.

is hereby authorized to be made to Bayside Village in the amount
set forth in the agreement for parcels of property actually used
in the construction of said Contract No. 5-18; and,
Section 3. That the Chairman and Secretary of the District
be authorized and directed to execute said agreement on behalf of

Subject: Progress Report on Sanitation District No. 7 Connection
Charge Increase
Pursuant to the adoption of Ordinance 712, the Industrial and
Permit Division has undertaken a concentrated effort to acquaint
the residents and contracting agencies within County Sanitation
District No. 7 with the forthcoming connection charge increase.
On the 29th of September a meeting was held at the Sanitation
Districts' Office for employees of all sewering agencies within
District No. 7. At that time Ordinance 712 was explained in
detail with discussion following regarding both typical and unusual
situations which might occur. Employees of these agencies were
given copies of all pertinent ordinances effecting Di.strict No. 7
and were encouraged to communicate with District personnel regard-
ing any questions or special situations which might arise. Since
that meeting, the representatives of the cities of Santa Ana,
Orange, Tustin and the Costa Mesa Sanitary District have been
continually informed regarding the efforts of the District staff
to notify District residents of the forthcoming connection charge
increase.
Public notices have been published in newspapers serving the areas
involved with the connection charge increase. These notices (copy
attached) have appeared in the Tustin News, twice in September and
twice in October; in the Santa Ana Register once in September and
once in October; in the Orange City News once in October; and in
the Los Angeles Times once in October. In addition, news articles
(copies attached) have appeared in the Tustin News and in the
Santa Ana Register during the month of October.
As a result of these publications, our Industrial and Permit Division
has received inquiries from approximately 200 citizens, all of which
have been individually investigated. In every case, residents with-
in District 7 expressed sincere appreciation to the District for
informing them of the scheduled increase and allowing them to acquire
their permits at the existing rate. Additional efforts have included
copies of an information sheet (copy attached) distributed to the
Chambers of Commerce and City Halls in the cities of Tustin, Santa
Ana and Orange. Information sheets have been left with six financial
institutions in the Tustin area, as well as two commercial establish-
ments so they may be available to customers. Notices have been
posted in four major shopping centers in the City of Orange, three
shopping centers in the Santa Ana -North Tustin area, and two
shopping centers within the Tustin area.
Future plans to advise the residents of Sanitation District No. 7
or the upcoming increase include more publications of the Public
Notice in the aforementioned newspapers, as well as an effort to
obtain addittonal news coverage. Further, the remaining shopping
centers in the Tustin area will be covered as to posting of notices.
A third item planned is to contact local organizations with the
possibility of sending copies of the information sheet to their
memberships with one of their monthly mailings.
It is our hope that every avenue of communication between the
District and the residents within Sanitation District No. 7 has
been considered.

As indicated py the Public Notices which have been appearing in
local papers in recent weeks, charges for connection to a District 7
._.,, sanitary sewer are increasing as of January 1, 1971. During the recent
County Sanitation Districts of Orange County District 7 no tax increase
sewer bond election campaign, citizens were informed through the mails
and the news media tnat a one-time connection charge increase would be
forthcoming and that adequate notification would precede the increase.
This notification is being provided by the Districts through news releases,
advertising in local papers, and copies of this notice distributed through-
out District 7.
All persons owning improved property, or unimproved property with a
current building permit, within the boundaries of Sanitation District 7,
not presently connected to a sanitary sewer, have the opportunity between
now and December 31, 1970, to obtain a connection permit based on the cur-
rent fee schedule. Permits acquired at this time may be held indefinitely
and do not necessitate immediate connection to the sewer system, in fact,
these connections are presently discouraged due to limited capacity in the
sewer lines.
Persons wishing further information, or desiring to check on a par-

AN ORDINANCE AMENDING ORDINANCE N0.·712
The Board of Directors of County Sanitation District
No. 7, of Orange County, California, does ordain as follows:
ARTICLE 1
Article 2, Section (a), Paragraph (3), of Ordinance
No. 712, is hereby amended to read as follows:
(3) Trunk Connection Charge, Residential Buildings
(i) $6 per front foot for the real property
fronting on and connecting to a trunk
sewer, provided that no such charge shall
be less than $400.
(ii) In addition to said front footage charge
there shall be a charge equal to $100 for
each dwelling unit with kitchen facilities
and $50 for each dwelling unit without
kitchen facilities situated on said real
property. Commencing July 1, 1971, said
charges for each dwelling unit will be
increased to $150 for dwelling units with
kitchen facilities and $75 for dwelling
units without kitchen facilities and
annually on July 1 for the next succeeding
four years, said charges shall be increased
by the sum of $25 and $12. 50 respectively·.
ARTICLE 2
Except as herein amended, Ordinance No. 712 is ratified,
reaffirmed and is to becc~e effective Ja~uQry 1, 1971, as amended
by this Ordinance.
