Box 5175 10844 ~llis Avenue Fountain Valley, Ca lif., 92708 Telephones: Areo Code 7 14 540-2910 962-2411 August 7, 1970 The following is a brief explanation of the more important non- routine items which appear on the enclosed agenda and which are not otherwise self-explanatory. Warrant lists are not attached to the agenda since they are made up immediately preceding the meeting but will appear in the complete agenda available at the meeting. * * * * * * * * * * * * * * Joint Boards No. 11 -REPORT OF JOINT CHAIRMAN: Under this item, it is planned that Dr. George Hlavka, Project Manager for the Southern California Coastal Water Research Project Authority, of which Director Parsons is a commissioner representing our Districts, will describe the project for the information of the Directors. Nos. 14 -and 15 -REPORT OF EXECUTIVE COMMITTEE AND ACTIONS ON COMMITTEE RECOMMENDATIONS: The Committee met on the evening of July 28 in a session to consider a number of items of concern to the Joint Boards. Directors Christie, Finnell and Hogard we r e gues ts of the Committee. A report of the meeting, together with the recommend ations of the Committee to the Joint Boards was mailed separ ately on July 31 because of the bulk of the budget material transmitted with it. Item No. 15 (a -c) is consideration of actions on the recommendations of the Committee. No. 16 -REPORT ON INDIVIDUAL DISTRICT BUDGETS: Under this item the Director of Finance will review the recommended individual District budgets for 1970·71 (with the exception of District No. 2 , which is expected to be adopted on Aug~st 11). Although formal consideration of adoption of the individual budgets will be found as later items on the agenda (Nos. 32, 43, 50, 55, 60 and 64), to expedite matters the staff will be prepared to go into greater detail or answer questions on any of the proposed budgets following the report o f the Director of Finance. Nos. 17 and 18 -COMPLETION OF PLANT JOB NO. Pl-14: Lomar Corpora- tion has successfully completed its contract for the construction of a new digester at Plant No. 1, which is now in operation. A number of difficulties were encountered in completing the job on time, principally because of strikes and unavailability of equipment to be installed. Accordingly, we are recommending an extension of time of 197 days (Item No. 17) for the reasons detailed on the formal change order included in the agenda material. Item No. 18 is the customary resolution accepting the job as complete on July 24 and authorizing filing of a Notice of Completion. Reimbursement of 33% of the final construction cost (approxi- mately $375,000) is expected from the Federal government under a Public Law 660 grant. No. 19 -CHANGE ORDER NO. 1, PLANT JOB NO. P2-8-7: This job, recently awarded to Sully-Miller Contracting Company, is for improve- ments to Brookhurst Street and entrance paving at Plant No. 2. After award of the contract it was discovered that previous information supplied by the City of Huntington Beach regarding the existing pavement in Brookhurst Street was erroneous to the extent that base material believed to be in existance under the outside last two feet of the existing pavement was not actually there. Accordingly, the contractor was asked for a quotation for removing this two-foot strip of paving, placing the required sub-base, and adding the area removed to his square footage of new asphalt paving. The price quoted, $2992, appears reasonable to the staff. We are recommending, by means of the change order included with the agenda material, that this amount be added to the contract price. No. 20 -PLANT PIPE INSPECTION: For many years the Districts have employed Osborne Laboratories, Inc., of Los Angeles, for testing and inspection of pipe in the manufacturing plants to insure compliance with specifications. Their services have always been very satis- factory. Recently the Company notified all of its clients that be- cause of unionization and a sharp increase in salaries for inspectors, its hourly fee for this service would increase from $9.50 to $12.50. Since this service is deemed indispensible by our design engineers, and there appears to be no other firm capable of providing this service, we are recommending that the Boards approve the new schedule of fees included with the agenda material. No. 21 -ANNUAL CONSTRUCTION WAGE RATE RESOLUTION: The State Government Code requires us to adopt a resolution determining the prevailing labor rates for public work construction contracts. Since this resolution is quite lengthy, it is not included in this mailing although it will be available for inspection at the meeting. It should be emphasized that this resolution does not establish wage rates for our employees but does so for employees-or contractors engaged in construction work for the Districts. -2- No. 22 -SALE OF SCRAP METAL: Considerable quantities of scrap ferrous and non-ferrous metals accumulate at the Joint Treatment Plants as a result of replacement of worn-out or obsolete equipment. When the accumulation warrants, the scrap is sold to the highest bidder and in accordance with our regulations, Board approval of the sale is required. Bids will be received on Monday, August 10, and the staff recommendation as to the successful bidder will appear with the final agenda for the meeting. No. 23 -PURCHASE OF HEAT EXCHANGERS: Our Pl ant design engineers, John Carollo Engineers, have been conducting a survey of the heat energy requirements of the two Pl ants, as authorized several months ago. One of the recommendations to appear in the forthcoming final report on this study will be that five heat exchangers be purchased , three of which will be installed at the Plant No . 1 headworks and twoatthe Plant No. 1 boiler . This equipment is to replace the present inadequate exchangers for the recovery of heat energy. We have taken bids for this equipment and are recommending that it be purchased from the Walter Perkins Company, as indicated in the motion under this item. No. 24 -EXTENSION OF EMPLOYMENT OF ECOLOGICAL CONSULTANTS: It will be recalled that Marine Biological Consultants, Inc., of Newport Beach, were retained by the Boards in 1969 to perform ecol ogical surveys required by the Regional Water Quality Control Board. This work has been performed satisfactorily by the firm during the past fiscal year and we are recommending that their employment be continued. No . 25 -SEAL COATING OF PLANT ASPHALT PAVING: There is now a total of over 18 acres of asphalt paving at both Plants, installed at various times over the past 15 years. To preserve and extend the l ife of this pavement, most of it is badly in need of seal c oating . Acc ording ly, it is recommended that I be authorized to receive bids and award a contract for this work which can be most conveniently a ccomplished over the 3-day Labor Day holiday. It is estimated that the total contract cost will not exceed $4,ooo. No . 26 -PURCHASE OF DIAZO PRINTER: Included in this year's budget is the purchas e of a plan printer to replace our present 7 -year old Bruning machine . We have taken bids and are recommending award of purchase to GAF Corporation, as indicated on the agenda . No. 27 (a) -ATTENDANCE OF DISTRICTS' EMPLOYEE AT WOODWARD GOVERNOR CONFERENCE: It is recommended that I be authorized to designate an employee of the Mechanical Maintenance Department to attend a Wood- ward Governor Company's Prime Mover Control conference at Ft. Collins, Colorado , August 31 through September 3 . Because of our use at the treatment plants of a large number of digester gas engines which require efficient maint e nance, we believe attendance at this con- ference is necessary from a training standpoint. Funds for this trip have been included in this year's budget. -3- (b) -ATTENDANCE OF DISTRICTS' EMPLOYEE AT WATER POLLUTION CO NTROL FEDERATION CONFERENCE: It has been customary for many years t o send one representative of the Districts' staff to this national conference, which will be held this year in Boston on October 4-9. This annual conference is attended by several thous and persons engaged in water pollution control activities and our participation has proved valuab l e to the Districts. I am therefore recommending that one employee be authorized to attend this year's conference. No. 28 (a-e) -PURCHASE OF VEHICLES: On Monday, August 10, bids will be opened for working vehicles included in this year's budget. It is believed that purchase at this time will result in better prices due to deal ers ' clearance of 1970 model inventories. Of the e ight vehicles to be purchase d, as described on the agenda, three are r e placements of existing worn-out equipment and the other five are r equir ed by our expanding activities in trunk maintenance , industrial waste inspection and construction inspection. Bid tabula tions and recommendations for award of purchase will be included with the final agenda for the meeting. District No. 1 No. 33 -COMPLETION OF LOWER MAIN STREET AND BROADWAY TRUNK SEWER: As the Directors are aware, the City of Santa Ana has contracted for the construction of this District trunk sewer project with funds supplied by the District. We h ave just received a l etter from the District's design e ngineer, who e x e rcised general superv ision over the project, authorizing accepta nce of the work by the City. This author ization is required under the terms of an agree ment between the City and the District. To make this a cceptance a part of the District 's records, the engineer 's l etter of Augu s t 5, as included with the agenda material, should b e r eceived and filed. District No. 2 Nos. 37 and 38 -COMP LETION OF TRA SK AVENUE INTERCEPTOR SE WER: Construction of thi s s ew e r was success fully completed on time by Steve Cappello and Sons Construction Company on July 21. As is noted in the agenda report f or the July me eting, n egotiation s were under way at that time regarding c e rt a in ext ra it ems of work required in connection with r e location of an incorrectly shown water line . We h a ve n ow r each ed ag r eement wi th the contractor for a total addition a l p ayme nt of $1,492.64 for thi s extra work which i s detailed in the f ormal rec ommende d change order included with the agen da mate r ial under Item No. 37. Item No . 38 is the customary resoluti on accept ing the job as complete on July 2 1 and author izing the fi ling of a Notice of Completion. No . 39 -NOTICE TO WITHHOLD: This is a r outine action in conn ection with a dispute betwee n the contrac t or and a subcontractor on the Trask Aven ue Int erceptor Sewe r (above). -4- District No. 3 No. 44 -CHANGE ORDER NO. 1, WESTMINSTER AVENUE INTERCEPTOR SEWER: The contractor on this recently awarded job, K.E.C. Company, has proposed that 60-inch reinforced concrete pipe be substituted for the 57-inch pipe originally specified at no additional cost. It appears that the substitution will be advantageous to him and since the District will obtain a larger facility for the same price, we are recommending that this change order, included with the agenda material, be approved. No. 45 -CHANGE ORDER NO. 2 TO MILLER-HOLDER TRUNK SEWER MANHOLE REPAIR: We are recommending that a time extension of 28 days for this contract be granted for the reasons detailed in the formal change order included with the agenda material. No. 46 -REIMBURSEMENT TO THE CITY OF WESTMINSTER FOR FLOOD CONTROL CHANNEL BRIDGE WORK: During the design of Contract No. 3-13, Westminster Avenue Force Main (First Unit), it was learned that the City of Westminster had awarded a contract to widen the existing bridge over the Bolsa-Chica Flood Control Channel. The District's design engineer, for reasons of over-all economy, requested that the City provide additional piling and pile caps to support the District's force main to be installed later on the bridge. The City agreed to this arrangement and has now billed us for the additional work involved in the total amount of $4,512.90. Boyle Engineering has recommended that this payment be made and has stated the District saved approximately $10,000. District No. 11 No. 51 -CHANGE ORDER NO. 2, SLATER-SPRINGDALE AND EDINGER RELIEF TRUNK SEWER: It will be recalled that the District entered into an agreement with the City of Huntington Beach to replace, under this contract, an existing 8-inch sewer lateral in Heil Avenue, with reimbursement of all costs to be made by the City. An attempt to do this work as originally specified failed because of extremely unstable soil conditions. Accordingly, the City recommended that a different method of installation be required and agreed to reimburse the District for its additional cost, $2,750. (See letter included in agenda material.) 'I'he staff recommends approval of the necessary change order to provide for the revised construction method. District No. 5 No. 56 -APPROVAL OF PLANS AND SPECIFICATIONS FOR UPPER NE WPORT BAY FORCE MAIN CROSSING: Mr. Donald C. Simpson, engineer for the District, advises us that plans and specifications for this work will be ready for approval at this Board meeting. However it appears that there will be some delay in getting the necessary permit from the Corps of Engineers because it is now necessary to refer all dredging opera- tions to the Regional _ Water Quality Control Board for approval. For -5- this r eason, a bid date cannot be e stab lished at this time and it will be noted that the resolution approving the plans and specifi- c a tions authorizes the General Manager to establish the date for bids to be receive d after the permit is received. Th e engineer's estimate for this job i s $250,000. No. 59 -ADJOURNMENT TO 4:30 P.M., AUGUST 25: It is recommended that the Board adjourn to this h o ur and date at the District's office. A r egula rly scheduled meeting of the Executive Committee will be held at 5:30 p.m. on the same day. The re are a number of items to b e taken up a t this proposed meeting , including possible act i on on a proposal to amend the existing loan agreement with the Irvine Company , esta- blishment of an annexation policy and amendment of the agreement with the City of Newport Be a ch for collection of connection fees for the Dist rict. District No. 7 No. 65 -ADJU STMENT OF ENGINEERING RATES: Included with the agenda ma t e ria l is a request from Boyle Engineering for an increase in per diem r a tes for eng ineering design, plan checking and inspection s e rvices in tra cts within the unincorporated areas of the District. The staff recommends approval of the r eque s t. No. 66 -ACCE PTANCE OF EASEMENT: This is a routine item to acquire an easement, a t no cost, for a sewer extension at Vinewood Avenue and Yorba Street . No. 69 -ADJOURNMENT TO 7:00 P.M., SEPrEMBER 3: It will be necessary for the Boar d to adjourn to the above-mentioned time and date to consider f ina lizing the assessments for Assessment District No . 8. -6- Fred A. That the detailed plans, specifications and contract docU11Ents this day submitted to the Board of Directors by Shuirman-Bimpson, District's engineers, for construction of SEWER TRUNK "B" -UNIT 7, UPPER NEWPORT BAY CROSSING, are hereby approved and adopted; and, Section 2. That the Secretary be authorized and directed to advertise for bids for said work pursuant to the provisions of the Health and Safety Code of the State of California; and, Section 3. That said bids will be publicly opened and read on a date and at a time to be determined by the General Manager upon receipt of necessary permits; and, Section 4. That the certain Grant of Easement dated July 23, 1970, wherein the Zorro Investment Company grants to County Sanitation District No. 7, a permanent easement for the Public Sewer Extension west from Vinewood Avepue at Yorba Street in Tustin, is hereby approved; and, -Section 2. That the real pr_operty over which said easement is granted is more particularly described and shown on Exhibits "A" and "B" attached hereto and made a part of this resolution; and, Section 3. That said Grant of Easement is granted at no cost to the District; and, Section 4. That the Secretary of the Board of Directors be authorized and directed to record said grant of easement in the Official Records of Orange County, California.
