Nos . 5 and 6 -REPO RT OF FINANCING CONSULTANTS AND RE SOLUTI ON CALLI NG FOR SALE OF BONDS : The staff has been in almost · daily contac t with Bartle Wells Associates , the District 's financ i ng consu ltant s, r egarding the terms of this bond sal e . In view o f the recent deteriorating condition of the bond marke t, the c onsultants have been c onside ring shortening the maturity date of the issue from twenty y ears as last pr oposed . How eve r, the staff, after consultations with Chairman Mj _ller and a t e l ephone di sc ussion with Mr . Harper i n t he east on this matte r, is rec om - mending that the maturity rema i n at twenty years in o rd e r that a n increase in taxes wi l l not b e necessary, as would be the c ase with a shorter ma turi t y s c hedul e . It is Chairman Miller 's and the staff 's opinion that if no bids a re re ce ived with the twenty-year maturity schedule at t he seven p e rcent i nterest ce iling, the Board shoul d imm ediately seek l egis l at i on permitting sa l e at a higher interest . In the mean- time , it appears t hat enginee ring costs now being i ncurre d can b e paid for out of current revenues and r eserves until such t ime a s a b on d sale is made . Hop e fully, and assuming that no bids are received on July 28th, th e ma rke t may i mprove betwe e n n ow and n e xt fall . Resolution No . 70-106-7 is a formal document prepared by the bond counsel establishing c oup on rat es , mat uri ty schedules, and calling f or bids for the $3 .5 million bond sal e o n July 28th . No . 7 -HEARING ON ORDINANCE INCREASING CONNECTION CHARGES : The Directors have r eceived. a c opy of Chai r man Mill er 's letter dated Jun e 17, to al l c i ties, t he Costa Mesa Sani tary District , and others, regarding the proposed increase in connection charges, etc . Th i s letter was written by order of the Board at the June 10th Board meeting . Since it was necessary to state i n the l etter a date for the h earing and adoption of the new connection charges, -Mr. Miller's letter stated that this hearing and adoption would be held on July 14; at 4:00 p.m., in the Districts' offices. Confirmation by the Board of this date for an adjourned meeting is desirable since, if it is not convenient for the other members, another date must be selected and the recipients of the letter so notified.
