The Irvine Ranch Water District has studied many plans for providing
sewer service to the coastal area between Newport Bay and Laguna
Beach and it has been determined that such service can be provided
to the entire area if an ocean outfall were to be constructed in the
vicinity of Crystal Cove. It has also been determined that service
to the coastal area from Newport Bay to the ridge easterly of Los
Trances Canyon, the suggested easterly boundary of the City of
Newport Beach, can be provided for less capital cost than transport-
ing the same sewage to Plant #2 of the Joint Sanitation Districts.
However, the additional charge for capital expenditures of the
Joint Districts pursuant to the fonnula makes the plan unfeasible as
long as District No. 5 remains under the formula. It is noted that
expenses of a smaller plant would be· much higher in the early years
and would probably be in the range of $75.00 to $100.00 per million
gallons per day.
Cost estimates have been prepared for two alternatives available to
serve the area east of Newport Bay with Plan A-Revised covering the
original area delineated in the Shuirman-Simpson report and Plan A-2
covering the same area but elimina_ting some of the area adjacent to
the Bay. In order to allow comparison with the Shuirman-Simpson
report, the same area designations and calculations were used. The
two plans are attached for your information.
Plan A-Revised -This plan uses the same data presented in the
Shuirman-Simpson Report revised to correct for some errors discovered
by them in the original report. The data presented for this study
includes only the area east of the Bay and assumes that the area west
of the Bay will be handled separately. In this plan, primary treat-
ment facilities and an ocean outfall system would be constructed.

to Crystal Cove.

Plan A-2 -This plan allows part of the sewage developed in the
easterly side of the Bay to be pumped westerly in order to use the
capacity remaining in the existing Coast Highway Force Main.
Sewage developed in the area north of Newport Center would be
pumped easterly from Jamboree and San Joaquin Hills Road and every-
thing east of Newport Center Drive would be transported to Crystal
Cove. The same method of treatment and disposal as· in Plan A-Revised
would be used, although the facilities could be somewhat smaller.
Additional data was prepared to determine if the area lying between
Cameo Shores and Laguna Beach could be served more economically
than by splitting the area, with the westerly portion going to the
Joint Districts and the easterly portion going either to Laguna
Beach or to a new facility in that area. Because of the ability
to use the water generated in this area for re-use under a reclam-
ation plan, it proved more feasible to consider it separately. In
order to meet the water quality requirements for re-use, it is
necessary that the collecting agency have complete control over the
type of pollutants allowed in the sewage and acceptance of the sew-
age from the presently developed area could cause additional prob-
lems.
The Board of Directors of Irvine Ranch Water District has deter-
mined that it is not in a position to make a p~oposal to Sanitation
District No. 5 to provide sewage disposal capacity for that area
presently within the City of Newp'ort Beach or other small adjoin-
ing areas naturally in that drainage area.

Sanitation District No. 5 to answer any questions they may have.

Re: Bayside Drive -21" Trunk Sewer Facility
Dear Mr. Harper:
·The Irvine Company hd.reby officially requests the Boards
investigation of the relocation and sizing of the district's
21" trunk sewer facility.located withln existing Bayside
Drive. ·
Th~ r~location is requested in ord~r to provide for a
residential marina project called Promontory Bay as shown
on the attached sketch (Exhibi ~~ "A") .
It is anticipated a new trunk facility could be constructed
within the right-of-way shown as relocated Bayside Drive.
Upon completion of the relocated facility the company would
seek abandonment of that portion of the district's facilities
shown within Parcel 1 on the attached Exhibit "B".
In answ~r to your question concerning the project schedule, we
anticipate construction of new Bayside Drive can s~art in
October of this year.
