Subject: Trask Avenue Interceptor Sewer
Gentlemen:
January 13, 1970
We have received plans for the installation of the Trask Avenue
interceptor sewer between Euclid Street and Newhope Street in the
City of Garden Grove. The plans were accompanied by a letter from
Mr. James J. Brennan of Lowry Engineering-Science stating it would
be necessary for us to relocate approximately 400' of our existing
2 11 diameter gas main to allow installation of your sewer line in
the location now occupied by our gas main.
Because of street improvement plans submitted to us by the City of
Garden Grove, we replaced a portion of our main in Trask Avenue in
August of 1969, moving to the location we now occupy. If we had
known of your plans at that time, we would have selected an alter-
nate location.
The City of Garden Grove informs us that all agencies were con-
tacted prior to their street improvement and information they re-
ceived was used as the basis of issuing us a permit to relocate
to our present location. Due to these circumstances, we feel it
equitable to request reimbursement for this relocation.
There are two sections of our main in your proposed location and
to move both to a new location, we estimate our costs to be $2500.
A purchase order from you is all we need to start processing orders
to .do the necessary relocation.

At the J anuary 14th meeting of the Board, Chairman Culver
appointed a special committee to consider the re quest of the
City of Fullerton to construct an additional trunk sewer facility
in Orangethorpe Avenue from Magnolia to Brookhurst. The engineers
for District No. 3 estimate that the requested facility will cost
$175,0bO.
Along with a copy of the Fullerton l etter and a Master Plan
map, we have included a minute order which was adopted by the
Districts Nos. 2 and 3 Boards on April 12, 1961 . This outlines
the current policy of the Districts regarding trunk sewer construction
or acquisi t:i.on. It would appear timely that the policy established
in 1961 be reviewed for possible changes or updating.
Since the matter involves Board policy, the staff does not
have a specific recommendation, however additional information and
some suggestions wi ll be submitted by the engineers and staff at
the Committee meeting.

Sewer
Sewer flows from a major industrial firm in the central part of
Fullerton have almost doubled in the past few years and are
expected to further increase to an ultimate flow of 14.2 cubic
feet per second by 1980. The firm installed a diversion pumping
system which pl~ces their peak flow into a trunk sewer line
which will be over capacity in the immediate future. As a
permanent solution to this problem, the City of Fullerton proposes
to construct a 27 inch sewer line in Brookhurst Road from Common-
wealth Avenue to a connection with the Sanitation District trunk
in Orangethorpe Avenue. Funds have been budgeted for this project,
and it is contemplated that the work will be done in April of 1970.
A meetin~ with the Sanitation District staff has disclosed that
sufficient total capacity is not available in the Sanitation
District's trunk lin9 in Orangethorpe. Since the new line being
constructed by Fullerton is the most economical and direct route
to the Sanitation District facilities, it is apparent that a
parallel trunk facility is needed in Orangethorpe Avenue from
Magnolia to the point of connection of the new City of Fullerton
trunk.
The County Sanitation District master plan does not contemplate
the construction of this needed facility. We understand that
this facility was not included in the master plan because:
1. At the time of the formulation of the master plan,
preliminary studies indicated that the flows from the subject
industrial area would reach the Sanitation District facilities
at Orangethorpe and Magnolia and not at Orangethorpe and Brook-
hurst.
2. Flow quantities obtained during the master plan study
were not of the magnitude now ~ontemplated, because increases
have resulted from processing method changes and plant expansions.

Had this data been available at the time of the master plan study,
we are certain that the additional trunk line would have been
included in your master plan. This has been verified by the
Sanitation District staff. In other words, the line needed to
gain the additional capacity meets all the requirements of a -
Sanitation District facility and would have been in the master
plan except for circumstances beyond our control.
The City of Fullerton respectfully requests that County Sanitation
District No. 3 supplement its facility in Orangethorpe with
additional capacity of sufficient magnitude to accept the flows
from the sewer line to be constructed by the City of Full2rton.
It is our understanding that there is temporarily some capacity
in the existing Orangethorpe trunk which could handle the flows
from our new facility through the year 1975. Thereafter, the
parallel trunk line would be needed.
May we have your answer at an early date, so that we may finalize
