The Board of Directors of County Sanitation District No. 1,

DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day sub-
mitted to the Board of Directors by the Districts ' Deputy Chief
Engineer, and concurred in by the Chief Engineer, that award of
contract be made to

Charge Schedule (Item No. • 7 of Enclosed
Agenda for November 25 Board Meeting)
Chairman Parsons has asked the staff to supply the Directors
with supplemental information to assist in arriving at a decision on
the above matter.
The District 's Ordinance No. 502 provides for specified annual
`.d escalation of the sewer connection charges established therein,
effective January 1, provided that the Board of Directors so resolve
and direct. The Directors will recall that the staff, prior to
adoption of the escalation clause, submitted a report on this subject,
dated August 29, 1968, a copy of which is attached.
The findings of the Interim Report of Shuirman-Simpson, also
to be considered at the November 25 Board meeting (Agenda Items Nos.
5 and 6) , will also have a bearing on the Board's decision on escalation
of charges for 1970.
In the event the Board wishes to increase the charges for 1970
as provided by the Ordinance, we have prepared an enabling resolution
in conformance with the provisions of the Ordinance. The Ordinance
provides that a decision on whether to adopt or reject the resolution
must be made prior to December 1.
FINANCIAL STATEMENTS
The Director of Finance has prepared two schedules to show the
October 31, 1969 status of the Facilities Revolving Fund into which
these connection charges are deposited and from which funds for
construction of major facilities are to be derived. The attached
Schedule "A" Balance Sheet-Facilities Revolvin; Fund and
Schedule "Br' Rica o�_ Fac:i li ties Revolving Fund. Receipts and Disburse-

present at the meeting to answer any questions the Directors may have.
It should be noted that in addition to the available balance in the
Facilities Revolving Fund shown on Schedule "B" ($299,023) , the
District 's Accumulated Capital Outlay Fund, at the end of fiscal year
1969-70, should have a reserve balance of approximately $440,000.
Therefore, the total construction funds available by July 1, 1970 will
be approximately $740,000, plus connection charges collected from
November 1, 1969 through June 30, 1970.
CONNECTION CHARGES FROM HIGH-RISE BUILDINGS
Data on this subject should be of interest to the Board. The
Irvine Towers office building complex, now nearing completion, will
have a floor area of 316,000 square feet. The gross amount of the
District 's sewer connection charges for this complex was $4,639•
In addition to these connection charges, the complex will
provide a significant annual ad valorem tax revenue to the District.
Tower No. 1, which is completed, has an assessed valuation for the
present fiscal year of approximately $1,100,000. If it is assumed that
Tower No. 2 will have a similar assessed valuation, upon completion,
the annual taxes collected by the District will be approximately
$5,800 at the present tax rate.
STAFF RECO1414ENDATI ON
Since we have not had an opportunity as yet to review the
findings of the Shuirman-Sirapson Interim Report, the staff cannot
comment on it at this time. However, based on our report of August,
1968, we believe that the connection charges should be escalated for
1970 as provided in the resolution attached to the agenda.

This amount is presently contingent upon verification from Irvine
Company that connection fees collected in the designated area
exceed the repayment commencement provision ($300,000) . Verification
would adjust this amount for accrued interest payable and would also
adjust the fund balance amount. Any adjustments would be based upon
connection fees received through June 30, 1969, which at that date
did not materially exceed the repayment provision amount.

Subject : Report on Re-Appraisal of District ' s
Current Connection Charge Schedule
The Directors will recall that at the April 11, 1968 adjourned
Board meeting, the staff was instructed to "make a complete study of
the financing required to construct facilities as' outlined by the
District 's Engineer and recommend a correction charge schedule that
will enable the District to finance its capital improvements *,)ithout
• increasing the ad valorem tax rate" .
Statement of Problem and Background Information .
The Board's request for this report was caused prin:a•rily by'an
inquiry from the Irvine Company regarding the financing of three
additional trunk sewers (Big Canyon Trunk, Los Trancos Trunk and Buck
Gully Trunk) which were not included in the 1961L ultimate facilities
plan. After consideration of the matter, the Board approved prepa-
ration of an agreem ent with the Company whereby the Company will
construct the Big Canyon Sewer and be reinnibursed by the District from
funds collected for connection charges le.rithin the area tributary to
the sever.
The 1964 engineering report by Donald C. Simpson., which led to
the adoption of the Ultir:,a-e racilities Plan proposed in the report,
listed total ultimate needed facilities in the District and estir a-ed
the District PIo . 5 share of their cost at $2,366,000 (District Rio. 6
would contribute a minor am.ount) .
Of these projects, all of those listed to be constructed before

charges . Shortly after t,_r. SiMDS0n' s report was submitted, a financing
report and plan. by Bartle :dells and Associates was submitted and
approved . This plan Conte-aplated financing the entire $2,366,000 plan
from connection charges at $120 per dwelling unit . An escalation of
this charge, by $5 per year, was also recommended but not used in the
financing projections . Since the 1964 Simpson report was adopted,
two modifications have been made which have increased the total project
costs. In addition, the cost of the portion of the Fork now completed
is now known. From these two factors we can arrive at a reasonable
estimate that the total remaining project costs to ultimate saturation,
including the above-described three new sewers, will be slightly more
.:than $3 million.
In addition to connection charges, the Bartle Wells report also
recommended an initial annexation fee of $250 p.er acre for outside
areas desiring to use the District ' s syste;-a. However, funds raised
. in this manner were recommended to be applied to treatment plant
expansion.
Financing; Projections
Ordinance No . 502 (July, 1965) of the District establishes the
above connection charges. At the time of adoption of the Ordinance,
considerable study was given to the recommendation of Bartle Wells
that the charge be escalated on a regular basis. However, this
excalation plan was not incorporated in the Ordinance.
The staff estimates, as Matters now stand, that the $3 million
remaining project cost plus the $1100,000 obligation to the Irvine
Company will exceed by $1,280,000 the remaining a:aount to be ultimately
collected from the present connection fees .
The staff has also calculated that to finance all facilities
by connection charges, as con-emplaced, would require that the
connection charge be increased to an average of $200 each over the
next 20 years . This calculation is bases: on using 4150,000 of ad
valorem tax funds no : available, plus ti100,000 available from the
Facilities P.cvolvi.ng Fund in which connection charges are .deposited .

are eliminated from consideration, has the choice of either (1)
Increasing the connection charges to an average of $200 over the next
20 years (2) Raising the additional $1,280,000 required by ad valorem
tax- over the period with the connection charge remaining at the present
figure or (3) A combination of a lesser increase in the connection
charge and some ad valore,,, tax financing.
It Alternate No . 2 is selected, it is extimated that, on the
basis of an annual increase of assessed valuations of 7%, the average
ad valorem tax necessary to be levied to provide the sum of $13280,000
in 20 years will be approximately 2.1?�. It is impossible to state at
this time whether this rate will result in an over-all increase in
the District ' s tax rate, which is 27.00 for 1968-69. Hoviever, it
appears probable that such an increase will not be necessary since
the present and past District budgets have included funds from
general taxation for capital outlay projects.
If Alternate No . 3 is selected, the tax rate for capital outlay

INCREASING CONNECTION CHARGES ESTABLISHED BY
ORDINANCE NO. 502., EFFECTIVE JANUARY 1, 1970
A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO. 5, OF ORANGE COUNTY,
CALIFORNIA, INCREASING CONNECTION CHARGES ESTA-
BLISHED BY ORDINANCE NO. 502, EFFECTIVE JANUARY 1,

WHEREAS, Ordinance No. 502 of the District, adopted November 13,
1968, provides that specified increases in sewer connection charges
shall become effective on January 1, 1970 and on each succeeding
January 1, provided the Directors of the District, by resolution,
duly so resolve and direct.
NOW, THEREFORE, the Board of Directors of County Sanitation
District No. 5 does hereby resolve and direct as follows :
Section 1. Effective January 1, 1970, the connection charge
for new construction, single dwelling units, as defined by Ordinance
�..✓ No. 502, shall be $11E5.
Section 2. Effective January 1, 1970, the connection charge
for new construction, multiple dwelling units, as defined by
Ordinance No. 502, shall be $145 for each dwelling unit or $7.25 for
each plumbing fixture unit contained within such construction,
whichever sum is less.
Section 3. Effective January 1, 1970, the connection charge
for new construction, other than dwelling units, as defined by
Ordinance No. 502, shall be $7.25 for each plumbing fixture unit and
a minimum connection charge for such new construction shall be $72.50.
Section 4. Effective January 1, 1970, the connection charge
for replacement buildings, as defined by Ordinance No. 502, shall be
calculated on the same basis as provided in Sections 1, 2, and 3
14� hereinabove and the credit to be allowed against such connection

charges shall be calculated at $145 per dwelling unit replaced or
$7.25 per plumbing fixture unit replaced, whichever sum is more.
Section 5. Effective January 1, 1970, the connection charges
for additions to or alterations of existing buildings, as defined by

added and the credit for elimination of existing fixture units shall
be calculated at $7.25 per fixture unit.

Joint Boards
Nos . 13 and 14 - CONTINUED PUBLIC HEARING ON PROPOSED CONNECTION AND
USE ORDINANCE: This hearing was continued to this date at the
September Board meeting and a further discussion of the matter will be
found in the enclosed report of the Executive Committee.
No. 20 - PERSONNEL MATTERS: Actions to be considered under this
agenda item are set forth in the enclosed report of the Executive
Committee.
No. 21 - REPORT OF THE EXECUTIVE AND BUILDING CO1%1iITTEES: The Com-
mittees met jointly on the evening of October 28 in a lengthy session
with Directors Furman, Just and McInnis as guests. Recommendations
were arrived at on several matters of considerable importance to the
Joint Districts . A complete report of the meeting, together with the
Committees ' recommendations for action by the Joint Boards, is
enclosed.
Nos . 22 and 23 - ACTIONS RECONR4ENDED BY THE EXECUTIVE COMMITTEE:
These agenda items are consideration of actions to carry out the
recommendations of the Committee on non-personnel matters as presented
in the enclosed report. The actions related to personnel matters,
recommended in the report, will be taken up under Item No. 20.
No. 24 - DEMOLITION OF UTILITY BUILDING AT PLANT NO. 2 : In connection
with our program to improve the appearance of the Plant, it will be
necessary to demolish and remove the existing metal utility building,
constructed in 1954, and which is no longer needed. Since we were not
certain whether a contractor would charge for this work or pay the
Districts for the salvageable materials, we invited proposals with
both possibilities provided for. Only one bid was received ( see
enclosed bid tabulation) which was a proposal that the Districts pay
the sum of $1,920 for the demolition and removal. This amount appears
to be excessive and we accordingly recommend that the bid be rejected
and that the Boards authorize the work to be done by Districts ' forces.
No. 25 - ANNUAL CONSTRUCTION WAGE RATE RESOLUTION: The State Govern-
ment Code requires us to adopt a resolution determining the prevailing
labor rates for public work construction contracts . Since this reso-
lution is quite lengthy, it is not included in this mailing although
it will be available for inspection at the meeting. It should be
emphasized that this resolution does not establish wage rates for our
employees but does so for employees of contractors engaged in con-
struction work in the Districts and in the Plants.
No. 26 - ASSIGNMENT OF PAYMENTS TO MARINE BIOLOGICAL CONSULTANTS, INC. :
Because of the incorporation of our biological survey services con-
tractor, we recorim.end the Districts approve assigning payments,
formerly going to him as an individual, to the above named corporation.
No. 27 - PURCHASE OF ONE-HALF TON PICKUP TRUCK: Bids for purchase of
this regularly budgeted piece of equipment will be opened on Monday,
November 10, and we expect to have a recommendation for award by the
time of the Board meeting. This new truck is to replace an existing
vehicle which will be traded in. We had not planned to purchase this
pickup until next spring but the vehicle being replaced was recently
involved in an accident causing extensive damage to it. Our employee
driving the vehicle was not at fault in the accident and was not
injured.
No. 28 - APPROVAL FOR BIDS FOR PLANT NO. 2 PAVING JOB: Following
completion of the building construction work in the central part of
Plant No. 2, we have scheduled approximately 26,000 square feet of
blacktop paving which we hope to have in place before any heavy rains
this winter. This is a regularly budgeted project which was somewhat
delayed because of the recently ended asphalt plant strike. Bids will
be taken on November 24 at 4:00 p.m. , and our engineering staff esti-
mates the total cost to be approximately $7,000.
No. 29 - CHANGE ORDER NO. 2, PLANT JOB NO. I-7-2 : This contract,
construction of facilities for temporary bypassing flow from Plant No.
1 to Plant No. 2, is nearing completion and during the course of con-
struction several items of extra work have occurred for which the
contractor is claiming compensation. We are accordingly recommending
this change order in the total amount of $2,046.40 and an extension of
time of seven days for the extra work items described in the change
order form enclosed with the agenda material.
No. 30 - CHANGE ORDER NO. 15 PLANT JOB NO. P2-14: This Plant job, the
construction of a new sedimentation basin and digester at Plant No. 2,

involved considerable dewatering prior to excavation. Because the
original plan for disposal of the water from the dewatering was not
acceptable to the pollution control authorities, the contractor was
asked to substitute a different system. This change caused the con-
tractor to incur additional costs and we are therefore recommending
the addition of the sum of $1,239.43 to the contract for this addition-
al work and an extension of time of three days to the contract. Two
other unrelated small changes, one a deduct item, bring the net amount
of the change order to $1,194.43.
District No. 1
No. 36 - ADJOURNMENT TO NOVEMBER 25 : It is recommended that the Board
adjourn to the hour of 4:30 p.m., to meet jointly with the Board of
District No. 7 in connection with formal steps toward a bond issue
election in District No. 7 for joint facilities. Other items of
business, including award of the Plant paving job described under Item
No. 28, will probably be ready for consideration.
District No. 5
No. 43 - ACCEPTANCE OF EASEMENT: The Irvine Company has furnished us
with an easement in satisfactory form for the recently completed Big
Canyon Trunk Sewer. It is recommended that this easement be accepted
and ordered recorded. The Directors will recall that the District has
agreed to reimburse the developer, from connection charges, for the
construction of this sewer when all costs have been determined and
reviewed by the Engineer. It is expected that in the near future a
reimbursement agreement will be ready for Board consideration.
No. 46 - ADJOURNMENT TO A DATE LATER IN THE MONTH: Chairman Parsons
has suggested that the Board adjourn to a time, date and place agree-
able to the Board members in order to make its annual determination
regarding increases in sewer connection charges in the District. It
is possible that the interim report of Shuirman-Simpson on Master Plan
Facilities in the District will be ready for discussion by the time of
the adjourned meeting.
Districts Nos . 6 and 7
No. 49 - EMERGENCY MANHOLE REPAIR: In connection with development of
a new tract, lowering of a manhole on the jointly-owned trunk sewer,
to the planned street grade was undertaken by the developer. Our
inspection of this work revealed that the manhole, constructed of brick
during World War II, was in very bad shape and in considerable danger
of structural failure. In order not to' hold up the street work, the
staff, with the concurrence of the chairmen of both Districts, asked
for informal bids for immediate complete reconstruction of the manhole
and subsequently awarded the work to Scott Bros. Construction, the
low bidder. Since the bid of that firm exceeded the authority of the
staff to award, it will be necessary for the Boards to ratify my
action in awarding the contract. The tract developer contributed $200
toward the project inasmuch as he would have been put to this expense
for the manhole lowering.

No. 54 - AUTHORIZATION FOR BIDS FOR NEW NAVY WAY FORCE PfiAIN SEWER:
Plans and Specifications for this regularly budgeted construction
project are now ready for bid and it is recommended that the Board
approve the plans and specifications and authorize the bidding. We
are anxious to complete this job, together with a related contract
(Item No. 55) , before possible heavy rains later in the winter. Bids
will be taken on December 3 and, if satisfactory, the award will be
made at the regular meeting on December 10. The estimated cost of
this project is $41,100.
No. 55 - AWARD OF CONTRACT FOR REMODELING OF NAVY WAY PTr1P STATION:
Bids for this job, which was authorized at the October 8 meeting, were
opened on November 6 and it is recommended that the award be made
to Kisling Construction Co. , Laguna Beach, the low bidder. A bid
tabulation is included with the agenda material.
Nos. 56 and 67 - EASEMENT AND TEMPORARY WORKING LICENSE FOR CONTRACT
NO. 7-4-2R: The General Connsel recommends the action indicated on
the agenda for these two items in connection with construction of the
Newport-Tustin Relief Sewer, now under way.
No. 60 - ADJOURNMENT TO 4:30 P.M. , NOVEMBER 25: In accordance with
the recently adopted schedule of actions leading to a proposed bond
issue election on February 24, 1970, it will be necessary for the Board
to adjourn to the above date to approve the formal engineer ' s report
and take further steps specified in the law. It is planned that the
engineer 's report and the financing report by Bartle Wells will be
mailed on or about November 18 to all Board members . This will be a
joint meeting with District No. 1 (see Item No. 36) and will iimnedi-
ately precede the regular November Executive Committee meeting.

Don Miles has been with the Districts since August,
1964. He recently received his Bachelor of Science
Degree in Biology. Don attended Orange Coast College
full time for two years starting in 1962, and com-
pleted his education by attending night classes at
Chapman, Long Beach State, and UCI in order to meet
the necessary requirements for graduation.
Don, who is 27 years of age, is also a Certified
Skin Diver.

DOES HEREBY RESOLVE, DETERMINE AND ORDER THAT:
Section *l. An Act of Congress known as the Federal Water
Pollution Control Act, as amended (33 U.S. C.. 466 et seq. ) provides for.
Federal grants for construction of sewage treatment works.
Section 2. County Sanitation District No. 1, of Orange County,
is a separate and distinct agency organized under Chapter 3, Part 3,
Division 5 of the Health and Safety Code, State of California, for the
purpose of constructing, operating and maintaining a major trunk sewer
system for the collection of sewage from the cities and other local
collection sewering agencies, and has joined with other County Sanita-
tion Districts, namely County Sanitation Districts Nos. 2, 3, 5, 6,
7, and 11 in constructing, operating and maintaining joint selvage
treatment plants and disposal facilities under an agreement dated
October 8, 1958, kno,an as the Joint Ownership, Operation and
Construction Agreement.
Section 3. In accordance with the terms of said Joint O,nrier--
ship, Operation and Construction Agreement, County Sanitation District

Subject: Headworks No. 2 at Plant No. 1 and Interplant Influent
Pipeline - Proposal for Wastewater Diversion Study
On June 11, 1969 we were authorized to proceed with prelim-
inary design of Headworks No. 2 at Plant No. 1. From the work that
has been done in this preliminary design and from other developments
in cooperation with other sewering agencies it now appears that there
may be a possible alternate to constructing this new headworks at
Plant No. 1 at the present time. This alternate is to temporarily
divert to Plant No. 2 some of the wastewater that would normally be
treated at Plant No. 1 by means of interplant pipeline facilities, use
the existing headworks at Plant No. 2, and construct additional
treatment facilities at Plant No. 2. This would allow the Plant No. 1
headworks construction to be postponed until a later date when the
Districts'.flows and flows from outside the Districts have established
a more defined pattern.
In order to examine the economics and feasibility of the
alternate which would postpone the headworks, a study should be
made to compare the two plans. The scope of the study would be as
follows:
1. Tabulate projected wastewater flow data for each plant.
2. Determine ineth.ods of diversion & facilities required
for each plan.
3. Determine schedule of construction for each plan.
4. Estimate costs for each plan. Set- forth useful life of
by-pans line & compare plans on accumulated cost basis.
5. Prepare plates showing general layout for each plan.

We propose to make this study for diversion of wastewater
to Plant No. 2 in accordance with our proposal dated November 22,
1968, and accepted by the Districts on December 18, 1968. We
estimate the cost-of this study and report to be $4, 000. Upon author-
ization of our firm to commence design of the interplant pipeline, the
cost of the above study and report would be deductible from our fee
for that work as defined in Paragraph THIRD of our agreement with
the Districts dated February 11, 1959 as amended October 14, 1964.
We will stop work on preliminary design .of Headworks No. 2
at Plant No. 1 until we hear from you on this proposal.

RESOLUTION No. 68-66 ADOPTED AUGUST 14, 1968
The Boards of Directors of County Sanitation Districts
Nos. 13 23 3, 5, 6, 7, and 11, of Orange County, California,
DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section l . - That the general prevailing wage rate and
the general prevailing rate for holiday and overtime work within
the territory of the Districts for each of the crafts, classifi-
cations or types of workmen as set forth on SCHEDULES "A" and "B",
attached hereto and made a part of this resolution as though fully
set forth herein, is hereby approved and adopted; and,
Section 2. That Resolution No . 68-66, adopted by the
Boards of Directors of the County Sanitation Districts on August 14,
1968, establishing the general hourly prevailing wage rate and the
general prevailing rate for holiday and overtime work, is hereby
repealed and rescinded and made of no further effect; and,
Section 3. That all other resolutions or motions or

Item I
At the request of the Regional Water Quality Control
Board and the Orange County Flood Control District,
the contractor was instructed to modify the planned
dewatering well discharge system. The two northerly
wells produced a water that has a bad quality and
could not be discharged into the drainage channel.
The contractor had to reroute some pipe, install
additional pipe, and install a desanding system so
the ground water could be discharged through the
plant effluent facilities . $ 1239 .43
Item II
The contractor shall install a 16" cast iron pipe
sleeve in Junction Box D of the sedimentation basin
effluent facilities . The 16" pipe shall serve as an
inlet to the. effluent facilities for the future drain
system from the Sludge Dewatering Facilities, $ 180.00
