MANAGER'S REPORT TO THE EXECUTIVE AND BUILDING COMMITTEES
Meeting Date: October 28, 1969 - 5 :30 p.m.
Chairman Miller has called this meeting for 5 :30 p.m. The
Boards of Districts Nos . 1 and 7 have an adjourned meeting
scheduled for 4:30 p.m. , preceding the Committees ' meeting.
Directors Just, McInnis, and Furman have accepted Chairman
Miller' s invitation to attend and to participate in the dis-
cussions.
The following is an explanation of the items of business
proposed to be taken up by the Committees.
1. Continue discussion with Herbert A. Moss, Special Labor
Counsel, relative to personnel matters .
At the special meeting of the Executive Cormnittee on October.
21st, Mr. Moss, the special labor counsel employed to advise the
Executive Committee and Boards of Directors on personnel matters,
was instructed to prepare a resolution establishing policy guide-
lines for employee relations within the intent of the Meyers-
Millias-Brown Act, for the Committee ' s consideration.
Mr. Moss will be present at the meeting beginning at 5 :30 p.m. ,
to discuss and review the enclosed resolution.
2. Review of Master Plan for Treatment Plant No. 1
William Ficker, A. I.A., of Newport Beach, has advised us that
he has prepared a revised Master. Plan for Treatment Plant No. 1.
As the members will recall, this study was expanded at the
recommendation of the Executive Committee on August 13th to in-
clude the Districts ' ultimate requirements for maintenance and
operation support facilities. Mr. Ficker will present his ideas
at the meeting.
3. Riverside Flood Control and Water Conservation District -
Joint Use of Districts ' Facilities Negotiations
At the last regular Committee meeting, the staff discussed the
progress of the negotiations with the Riverside interests relative
to their participation in the use of our treatment facilities.

There is general agreement that the Riverside interests will
acquire capacity rights of 50 mgd in a line to be constructed
by District No. 2 from the County Line to Treatment Plant No. 1
along the alignment of the Santa Ana River. Roughly, this will
result in an expenditure by Riverside of approximately nine million
dollars, while the District No. 2 costs for 70 mgd capacity will
be approximately seven million dollars. Riverside will acquire
capacity rights (up to 50 mgd peak flow) in the treatment and
disposal facilities in increments of 12 mgd peak flow which, at the
current ENR index, is $3,062,400/12 mgd peak flow, which includes
a ten percent override.
The Riverside representatives do object to the provision that
they pay cost-plus-ten percent relative to the operating costs
for treatment and disposal. The staff asked Mr. Hunt of John
Carollo Elngineers to submit a written comment on this point. ( Mr.
Hunt' s letter will be available by meeting time. ) It is the staff' s
opinion that the ten per cent override is in order, in that, this
covers maintenance charges for the Santa Ana River Trunk Sewer,
Directors ' fees, and the wastewaters received from Riverside could
possibly increase the Districts ' over-all operating cost.
The representatives from Riverside will be at the meeting to
express their views concerning this matter.
4. Discussion regarding the Making of Application for Federal
Funds on 11 Treatment Plant Expansion
As stated at the October 8th Board meeting, it appears that
Congress will authorize the expenditure of $600 million for the
construction of wastewater treatment facilities within the United
States for this fiscal year. For the past several years this
annual appropriation has been only $214 million. California ' s
share of this figure has been $14 million and due to the fact that
the number of applications for grants far exceeded the allocation,
the Districts have made application only on large projects when
it appeared probable that we would receive funds .
However, if the anticipated appropriation of $600 million is
made this year, this amount of funding will probably continue and
the Districts may be in a position to receive reimbursement of
33% of all projects applied for.
The staff wishes to discuss this matter with the Committee since
a decision to make application on all projects will involve a
considerable amount of staff time due to the additional paperwork
required.

5. Report on Meeting with Ad Hoc Committee
Mr. Brown and I have met with the Orange County Chamber of
Commerce Ad Hoc Committee on two occasions relative to our
proposed industrial waste charge ordinance, and since the public
hearing on the proposed ordinance has been continued to November
12th, we wish to make a verbal report to the Committee.
6. Consideration of study to defer the Construction of
New Headworks at Plant No. 1
In accordance with the Joint Works Expansion and Improvements
Schedule, the proposed new headworks at Plant No . 1 is scheduled
for design this year. It appears that several factors affecting
the capacity requirements have not been resolved, such as the
ultimate needs of the Riverside and Irvine interests and a decision
regarding water reclamation at Plant No. 1 . The staff feels that
it would be prudent to direct the engineers to prepare an evalua-
tion report as to the effects of deferring the construction of the
headworks and the rescheduling of the construction of the inter-
plant influent trunk interceptor which is presently scheduled for
1971-72.
If such a study indicates that the rescheduling of the inter-
plant interceptor is feasible at this time, the construction of
a new headworks at Plant No. 1 could be deferred for as much as
10 years or at least until decisions are made regarding Riverside,
Irvine, and water reclamation.
We have asked the engineers to submit a proposal concerning
an evaluation study and the staff will be prepared to discuss this
matter in detail at the meeting.

Recognition of graduating Apprentice I. Kelly Olguin.
Kelly entered the apprentice program with the second group
of apprentices, so he was not present at the graduation
✓ ceremony for the initial Apprentice class .
Kelly graduated from Pioneer High School. in Whittier in 1967
where he majored in Industrial Arts Courses. Kelly completed
his two-year Apprentice I course of study October 1st and has
applied for and been accepted into our Apprentice II program
as a Mechanical Apprentice.

Section 1. That the certain agreement between County
Sanitation Districts Nos . 1, 2, 3, 55 6, 7, and 11, and the
STATE OF CALIFORNIA, STATE WATER RESOURCES CONTROL BOARD,
wherein the District will undertake to contract for on-the-
job training for waste water treatment plant operators, is
\Row, hereby approved; and,
Section 2. That County Sanitation Districts Nos . 1, 2,
35 5, 6, 7, and 11, will be reimbursed for services outlined
in Section 1 above in accordance with the terms and conditions
set forth in Section V of standard agreement No. F9-2; and,

Gentlemen:
Construction of the new ocean outfall has proceeded to the point
where we will shortly require the use of underwater divers to
aid in performing inspection of the construction. At the present
it appears that the Contractor (Peter Kiewit Sons' Company) will
start placing pipe underwater about the first of November.
We have investigated twenty-three diving companies who expressed
an interest in furnishing diving services to aid in the inspection of
the outfall project. Of these, five of the firms deemed most
qualified were requested to submit detailed proposals to accomplish
the required work. We analyzed the proposals which were submitted
and then personally interviewed four of the firms. Based on the
proposals submitted and the subsequent interviews we have deter-
mined that Parker Diving Service from San Pedro, California is
qualified to do the work and would provide the required diving
services at the lowest cost to the Districts.
Parker Diving Service is a small firm and in our opinion does not
have as much financial backing as some of the other firms considered.
Since they have offered to do the work at the lowest cost (we estimate
their offer to be about $30, 000 less than the next lowest offer) and since
they have had adequate experience on inspection of other outfalls, we
consider them to have made the best proposal.in the interest of the
Districts. Therefore, we recommend that the Districts enter into
a contract with Parker Diving Service to furnish underwater diving
services for inspection of the outfall construction.

Proposed Ordinance Providing Rules and Regulations for Use
of Orange County Districe Sewer Facilities, as Revised 8/6/69
The following is a list of our recommendations and comments
upon the above referenced ordinance. It is understood that
these will be used in accord with the motion made by Mr.
Workman at the joint Board of Directors meeting held September
10, 1969, Fountain Valley, California. I also reference Mr.
Howard Schroyer's letter of 9/18/69 to the same effect.
1. Article 1, Page 1, Purpose: The question is raised as to
whether or not the revenue derived from the application
of this ordinance will manifest itself: in any way in tax
benefits to the community. Inasmuch as the tax revenue
used for the repayment of principals and interests on
bonds, and for acquisition, construction and maintenance
of the present sewer system will no longer be needed for
this purpose, to what use will they then be applied ? Will.
there be any tax relief?
2. Article 3, (c), Page 3, Permit Fees: Specific requirements
for a permit application are not clearly defined. It is felt
that the amount of the fee should be clearly stipulated, and
a list of approved material, acceptable to the district, and
specifications pertaining to the actual requirernients of the
tap in to the district facilities should also be clarified.
These and any other requirements for the permit should be
clearly identified under the conditions of this particular
article.

3. Article 4, (2), Page 4, Item 3, Quality Requirements:
It is felt that the ph of 6. 5 as a minimum requirement is in
error. Inasmuch as this value is nearly, if not, the neutral
point of the power of hydrogen, it is suggested that a value
of at least two more points be evaluated.
4. Article 4, (b), Page 4, Additional Rules and Regulations:
The general manager of the district shall not have any
authority to establish or disseminate any additional rules
and/or regulations. Any additional rules and/or regulations
to this ordinance should be originated at a meeting of the
Board of Directors, and implimented only after a public
hearing has approved same.
5. Article 6, (d) through (3), Pages 6 and 7, Suspended Solids
Charge: The means and the test to determine the quantity
of suspended solids should be spelled out in the body of this
paragraph. It should be established that "dry suspended
solids" actually means that the filtrate will be oven dried
before weighing to determine the true quantity of suspended
solids.
6. Article 7, (a) and (b), Page .8, Measurement of Quantity and
Quality of Flows: Means and methods of estimating quantity
of flow is not clear. Some recommended procedure, in detail,
of same should be provided in this paragraph. The present
paragraph is altogether too general in this particular area,
and is a potential source of confusion in interpretation.
A charge of $150 per calendar quarter to defray the cost of
field measurements is thought to be excessive and unjustified.
It is felt that peak-flow rates could tend to stablize themselves
in some facilities, and over a period of time be predictable.
Under these conditions, it is possible that field measurements
would not have to be taken every calendar quarter, inwhich
case, the $150 charge would not be justified. The language of
this ordinance should make clear that this particular charge
would not apply unless an actual field measurement was made.
