Transmitt.ed herewith is our report, "Feasibility Report for Joint
Outfall Sewer Project with Riverside County Flood Control and Water
Conservation District", which investigates the possibility of meeting the
long term outfall trunk sewer needs of the District by co~structing a
joint project with Riverside County.
The report shows that the District's Newhope-Placentia trunk will
reach lts design capacity in early 1971 (see Figure II-2), and tha~ addi-
tional outfall capacity will be needed for the District by that time. In
addition, the District will need additional local sewers to provide for
developing areas within the District and potential annexations to the
District. 0
Two sets of cost evaluations are made in the report.; one. is based on
the needs of the present District, and the other takes into consideration
probable future annexations. The total potential expenditures to the
District for these two conditions are $12.5 milli~n and $13.4 million,
respectively, if the District proceeds with its own independent construc-
tion program. Considerable savings could be realized in a joint project
with Riverside County, in that the total program expenditutes would be
reduced to $8.0 million and $10.7 million for the two cases, for savings
of $4.5 million or $2.7 million. Similarly, Riverside County would save
about $2.5 nlillion in trunk sewer costs in a joint project. A summary of
the cost information is shown on pages IV-5 and IV-7 of the report'.
The potentials for water reclamation in the District are explored in
the report, and it is concluded that water could be reclaimed at costs
ranging from $25 to $35 per acre-foot.
It is concluded that the concept of a joint project is feasible and
should be actively pursued with Riverside County. Also the possibilities
of constructing a water reclamation plant in the District should be ex-
plored with the Orange County Water District.

SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS
SUMMARY
Chapter I ~ Introduction
1. The purpose of this

report is to investigate the feasibility.of

Counties and also for domestic sewage from County Sanitation District No. 2.
2. The proposed outfall sewer would originate in Riverside County, or
possibly San Bernardino County, extend through Orange County along the
northe~ly and westerly side of the Santa Ana River, and discharge into the
hcadworks at Plant 1. The flows would be treated 8~ Plant 1, or by-passed
to Plant 2 for treatment and ocean disposal.
3. The specific objectives of this study are to (1) re-evaluate ~he
outfall trunk sewer capacity needs of County Sanitation Distric·t No. 2,
(2)_ ·detcrtl).nc the feasibility of meeting the long term trunk sewer t1eeds of
the District by the construction of a jqint project with Riverside County,
(3) estimate the costs of constructing a joi~t trunk sewer project with
Riverside County, (4) determine if there are interimwtype improvements that
can be constructed to relieve existing overloaded trunk sewers, and (5) re-
cv~luate the potentials for water reclamation in the District.
Cl~~~~r II -Need for Additional District Sewerage Facilities

the S'1nta An:t River, and the other plan includes the construction of a water
rccla~ation plant in the northeasterly section of the county adjacent to
the S.1nta Ana River.
2. lhc 1966 County Sewerage Survey Report (Reference 2) recommended
llic co:ir.truction of dual facilities; the trunk sewer by the Sanitation
t•Sr.trfct • and the water reclamation plant by others, principally the Orange
Ccunty \:atcr District with possible assistance from other agencies, including

• the Sanitation District.
3. With dual facilities,·. the reclamation plant would be operated
only when it was desi.rable to recharge the groundwater basin, and the
financing arrangements would be based upon the value of the water. At
times when it is not practical to recharge the groundwater basin with
reclaimed water, the waste water would be conveyed to the existing treat-
ment plants for c·onventiona1 treatment and disposal.
4. Recent flow measurements in the District confirm earlier pre-
dictions that additional trunk sewer capacity will be needed in the early
1970 period. -If the flow in Newhope-Placentia trunk continues to increase
at the present rate, additional facilities will have to be in service by
J~nuary, 1971 (See Figure II-2). Sufficient lead time will be needed to
design and construct the relief facilities.
S. The scope of this study does not include a re-analysis of the
sub-trunk sewer system proposed in the 1965 Preliminary Engineer's Report
(Reference 1). The estimated cost of the sub-trunks as presented in· that
report is $5,985,000.
Chapter 0 'III -Proposed Non-Reclaimable Waste Line
1. The original concept of the proposed outfall sewer was to con-
struct a pipeline originating in one of the Upper Basin Counties, con-
tinue downstream along the Santa Ana River, construct a tunnel around
Prado Dam, construct a treatment plant near Prado Dam, continue the sewer
along the Santa Ana River through Orange County, and construct an ocean
outfall near the mouth of the Santa Ana River for the ocean disposal of
the wastes.
2. Additional studies investigated various concepts for joint
partid.pation i·>°y CSDOC, including use of the outfali and greatly expanded
treatment facilities to receive large waste water flows from the Upper
Basin Counties, but it was concluded that the most practical plan worthy.
of more detailed study is to consider !eceiving 50 mgd of non-reclaimable
waste from the Upper Basin Counties. Reclaimable flows would be treated
in the Upper Basin (Riverside and San Bernardino County).
Chapter IV -Proposed Joint Sc~er Project for Trunk Seuer Capacity
1. Several alternatlvcs have been studied for a proposed outfall

sewer through Orange County that would carry a flow of 50 mgd of non-
reclaimable wastes from the Upper Basin.~ounties. Pipe sizes and cost
estimates have been determined for a sewer that would extend from the
County line along the northerly and westerly bank of the Santa Ana R~ver
to Plant 1 at .Ellis Avenue. Consideration has been given to including
the future capacity requirements for domestic sewage for Sanitation
District No. 2; both for the area within the present District boundaries,
and also for the total potential area.
2. An outfall se~er for just the non-reclaimable waste flow of 50
mgd from the Upper Basin Counties would vary in size in Orange County
from 48-inch to 63-inch, and a sewer that would carry the total potential
flow from the study area would vary in size from 48-inch to 72-inch •
• 3. Cost estimates have been prepared for the various alternatives
and have been proportioned to each agency in accordance with the capacities
allotted to the Sanita~ion District and the Upper Basin Counties in each . .

4. ··No allowance has been made in the cost estimates for right of
way expense in that the sewer is located in public right of way or in
private lands where the necessary right of way should be available at
a minimal cost. However, 20 percent contingency item has been included
iQ the CO$t estimate.
Chapter V -Possible Interim Improvements
1. The lower reach of the Newhope.-Placentia trunk downstream of
Trask Avenue is the first reach that will apparently require relief (See
Figure II-2). An interceptor trunk sewer could be constructed in Trask
Avenue from Newhope Street to the Euclid Avenue trunk on Euclid Avenue.
A 24-inch sewer would carry a flow of 5.7 mgd for an estimated cost of
$87,000, and would provide substantial relief, but only to the lower reach.
2. Additional relief to the ~ewhope-Placentia trunk could be made
by the construction of a portiop of the Santa Ana River trunk from Plant 1
to the Olive sub-trunk at Katella Avenue. Estimated cost for a trunk sewer
that would be adequate to serve the needs of only the area within the
present District boundaries is $5,0GS,OO~. Estimated cost for a sewer for

the total potential area is $5,993,000.
Chapter VI -Proposed Water Reclamation Project
..
1. A report was prepared by the Review Committee for the County
Sewerage Survey Report (Reference 7) that pr~sented cost data for the con-
struction of the proposed.reclamation plant _and ~ecommended. that studies
for the means of financing of the facilities continue.
2. Water quality will be a major concern in the proposed reclamation
project and will require further study, including a sampling program of
the flows in the existing sewers.
3. The Orange County Water District has expressed an interest in
financing the facilities in cooperation with the Sanitation District
· based on the value of the water.
4. Based upon the estimated cost of the reclamation plant, the cost
of producing reclaimed water at the plant, including the amortization of
the capital costs and the operating costs, are ·~~own in Tables VI-1 and
VI-2. The total cost varies between $25 and $35 per acre foot of re-
claimed water.
5. ·~he estimated.cost of the sewerage faciJities needed to divert
the initial flows to the reclamation plant is $1;455,000. These facilities
~·ould also provide sewer service for newly developing areas.

Based on the data developed in this report, it is concluded that a
joint project between the Sanitation District and the Riverside County
Flood Control and Water Conservation District for the construction of a
trunk se~er that would carry non-reclaimable wastes from the Upper Basin
Counties and domestic sewage from Sanitation District No. 2 is feasible.
Considerable sa~ings to both parties could be realized in a joint proje2t,
rather than each agency constructing its own facilities.
1£ the Sanitation District proceeded on its own for the ultimate out~
fall trunk sever requirements of the District, an expenditure of about
SlO ~illion would be required ($7.8 million for the Santa Ana River trunk
~nd $2.2 ~illion for the north Santa Ana River trunk). In a joint project

If the.Upper Basin Counties constructed a separate project, their
cost would be $11.8 million. In a joint project with the District, their
cost would be reduced to $9. 3 million, for· a savj.ng of $2. 5 million. The
above figures assume that the costs' will be divided on the basis of
capacity rights.
The timing of the constructing of the proposed facilities will be
critical, in that the Sanitation District must have in service additional
trunk sewer capacity to relieve the Newhope-Placentia trun~ sewer in the
early 1970's in accordance with the timing shoWn in Figure II-2.
RECOMMENDATIONS
It is recommended that: •.
(1) The District actively pursue the concept of a joint project
with the Riverside County Flood Control and Water Conservation District
(the results of an additional study, currently under way, on the co_st
and feasibility of treatment of the non-reclaima~le wastes by the CSDOC
will b~ needed. to finalize the total concept);
(2) The District authorize the preparation of plans and specifications
for a by-pass sewer in Trask Avenue from the Newhope-Placentia Trunk to
the Euclid Trunk as proposed in this report;
(3) The District proceed with the fiscal planning for the expen-
ditures outlined in this report;
(4) 'l'he District con.sider authorization for an Engineer's Report for
the scheduling of work and an updating of the requirements for sub-trunk
sewers, based upon the final decision of whether or not a joint outfall
trunk sewer project will be constructed with Riverside County;
(5) A copy of this report be transmitted to the Orange County Water
District for their review and com.ments on the water reclamation aspects.

DO HEREBY RESOLVE, DETERMINE AND.ORDER:
Section 1. That the written recommendation this day submitted to
the Boards of Directors by the Deputy Chief Engineer, and concurred in
by the District's Chief Engineer, that award of contract be made to
Gas Processors, Inc., for DIGESTER GAS COMPRESSOR, JOB NOo I-4-2B, and
the proposal submitted for said work, are hereby received and ordered
filed; and,
Section 2. That said contract for Job No. I-4-2B, be awarded
to Gas ProceEis.ors·; Irie·., in the total amount of $20,882040 in accordance
with terms of its bid and the prices contained therein; and,
Section 3. That the Chairman and the Secretary of County
Sanitation District No. 1 are hereby authorized and directed to enter
into and sign a contract with said contractor for said work pursuant
to the specificatio~s and contract documents therefor; and,
Section 4. That all other bids received for said work are hereby
rejected, and that all bid bonds be returned to the unsuccessful
bidders.

In response to your request I am pleased to submit this proposal
for subject services. ~!r. Einar Anderson and the undersigned will
be the principals in this venture. Short personal resumes are attached:
A. Benthic trawls will be taken quarterly at stations T-1 through
T-6 with equipment and techniques similar to that of Carlisle
(1969), exceptine minor raodifications outli:ied in Exhibit 11·..a.m
Resolution 59-5 (3-68) of the Santa Ana Regional Water ~uality
Control Board. It is understood that the County Sanitation
Districts will make available the trawl net and a suitable
towing vessel.
B. Sediment samples taken annually et Stations T-1 to T-6 with an
orange. peel grab or similar device will be sifted through a
0~5 mm mesh screen and preserved for future identification.
The County Sanitation Districts will supply a suitable grab
and associated equipment.
Co Diving surveys of the benthic biota will be conducted &mually
at stations D-1 to D-4o The identification and enumeration
of organisms, physical characters of the water and bottom
conditions will follow those reported by Turner (1966). The
artificial reef on which station D-1 is located is unmarked
by a buoy, in the interests of saving both time a.nd funds .

EG A representative of the County Sanitation District will
be trained in the more routine tasks such as trawling and
the use of bottom grabs. Laboratory training will include
methods of sorting and species identification of the most
col!Iillon species.
F. A fee of $2500.00 for outside consultants is included in our
estlmated cost to assist in the identification of some of the
more difficult carine invertebrate groups, such as polychaete
worms and benthic amphipods. Individuals familiar with
groups can often identify organisms to species with considerable
savings .in time and money • .Although the fee is listed here1 it
may be more advantageous for County Sanitation Districts to
contract directly with the outside consultantso We will not
directly employ such outside consultants without further author-
ization.
We·are enclosing a schedule of our fees for these services and a
total estimated cost of this work. Charges will be invoiced on an hourly
basis for work during any one day when time actually spen~ is less than
eight hours.

above project we entered our electrical subcontractor as "Randall Electric,
Santa Ana 11
• This was an error on our part -the listed name should have
read Irvine Electric, Inc., Santa Ana.
\.._./ Ir.vine Electric, Inc., 605-F Al ton Street, San ta Ana, submitted the low
electrical sub bid to us on this project. The only other electrical sub-
quote received prior to bid was from the firm of R. F. Randall, Inc., and
w. M. West Co., P. o. Box 29, Huntington Beach. Randall and West's bid
was somewhat h~gher, but apparently we transposed the name Randall with the
Santa Ana address in lieu of Irvine.
We regret any confusion caused by our error and formally request that our
electrical subcontractor of record be listed as Irvine Electric, Inc.,
605-F Alton St., Santa Ana, California 92705 (714) 546-8880. We have
acquainted Mr. Bill West of R. F. Randall, Inc. and w. M. West co. of our
error as detailed above, and he states that he understands the situation

Circumstances of Occurrence: On or about February 11,
1969, claimant was contacted by persons in the Engineer-
ing Department of the City of Huntington Beach, California,
with regard to certain repairs required to a twenty-four
inch (24") sewer line, said repairs related to damages
alleged to have been caused by Co-Ordinated Developers,
Inc·. while working on a project known as "Beach Parking
Lot Improvements CC-081." Claimant was informed that
said repairs were of an emergency nature and was re-
quested to commence said repairs on February 11, 1969
and work around the clock until said repairs were com-
pleted. On February 11, claimant received a letter of
authorization from Co-Ordinated Developers, Inc. giving
claimant notice to proceed to make said repairs.
Assurances that payment for the work would be guaranteed
were given to claimant by persons in the Engineering
Department of the City of Huntington Beach.
Claimant was informed that the exact extent and nature of
the repairs were unknown and would be unknown until the
site was excavated and, therefore, claimant was unable
to give any firm estimate of the cost of the repairs.
Claimant was instructed to proceed on a cost-plus basis.
Claimant made the required repairs incurring costs for
labor, material, equipment and rental equipment.
During the course of making the repairs, it was discovered
that the extent of the ~amage was greater than initially

anticipated. Claimant was informed by persons repre-
senting Orange County· Sanitation District No. 11 that
it was posslble that some of the damage may have been
caused by the installation, maintenance or usage of
the sewer line. ·
So far as is known to claimant, Orange County Sa~ita
tion District No. 11 has not paid for the· benefits
conferred upon it by reason of claimant's performance
of required repairs.
The reputed owner of the pipeline to which the repairs
were made is Ora~ge County Sanitation District No. 11.
From time to time during the course of the repairs,
claimant received instructions and supervision as to
the method and extent of repairs on the pipeline from
persons representing the Orange County Sanitation
District No. 11. · ·

DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the certain Grant of Easement, dated June 16,
1969, wherein BUTLER-HARBOUR CONSTRUCTION CO., a corporation, grants
to County Sanitation District No. 2 a permanent easement for sewer
pu~poses in Lots 32,39,40, and 41 of Tract 6741, is hereby approved
and accepted; and,
Section 2. That the real property over which said easement
is granted is more particularly described as follows:
A 15 foot wide easement for sanitary sewer purposes originally
and formerly located within the right of way lines of Lincoln
Avenue, a public thoroughfare, and now through a portion of
lots 32, 39, 40 and 41 of residential Tract 6741 situated in
the Southeast Quarter of Section 17, Township 4 South, Range
9 West, S.B.B.M.> in the City of Orange, County of Orange,

said Commission by the property owners; and,
Section 2. That the designation assigned by said Commission
to the territory proposed to be annexed is "Proposed Daniger Annexation
No. 21 to County Sanitation District No. 7", the exterior boundaries of
which are described on Exhibit "A" and shown on Exhibit "B" attached
.hereto and by reference made a part of this resolution; and, .
Section 3. That the territory hereinbefore referred to is
inhabited; and,
Section 4. That the reason for annexing said territory is to
provide public sanitary sewer service.to said territory; and,
Section 5. That annexation fees in the amount of $1,567.50 ($250
per acre) have been received by County Sanitation District No. 7; and,
Section 6. That, as authorized by resolution of the Local
Agency Formation Commission pursuant to Division l (District Reor-
ganization Act of 1965) of Title 6 of the Government Code, Section
56261, the territory hereinbefore referred to and described hereinabove,
be and it is hereby ordered annexed to County Sanitation District No. 7.

of Orange County, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the certain Grant of Easement, dated June 19,
1969, wherein Frank M. Holliday and Doris W. Holliday, husband and
wife, as joint tenants, grant to County Sanitation District No. 7
a permanent easement for sewer purposes, is hereby approved and
accepted; and,
Section 2. That the real property over which said easement
is granted is more particularly described in Schedule "A" attached
~ hereto and by reference made a part of this resolution; and,
Section 3. That said Grant of Easement is accepted at no cost
to the District; and,
Section 4. That the Secretary of the Board of Directors be
authorized and directed to record said Grant of Easement in the

The above tract was developed by S. V. Hunsaker and Sons, Inc.
(whose name has been changed to Monarch Investment Company)
pursuant to a tract map filed on March 28, 1968.
As a condition to granting approval to the tract map, the city
of Santa Ana required the granting of a 20-foot easement over
the northerly portion of the tract inunediately adjacent to an
existing 20-foot easement previously granted to the County Sani-
tation District No. 1 for the operation of a 36-inch trunk sewer
line.
This requirement imposed by the City of Santa Ana caused us to.
redesign the originally,contemplated tract, reducing the number of
Rl lots to be constructed from 12 to 10; required the installa-·
tion of additional sidewalks and driveway approaches, street
lighting changes, miscellaneous repair work, the construction of
a block wall on the south side of the easement strip, various
curb and gutter corrections and replacements, ~ewer laterals, etc.,
all at great cost to the developer.
We have now received information to the effect that the Board of
Directors of the County Sanitation Districts have taken formal
action to rescind their 1965 and 1966 actions authorizing the
acquisition of said 20-foot easement strip. Subsequent to the
construction of the lots on tract 5451, Hunsaker sold the 10 Rl
lots to another party. The· result of the apparent ••recission''
as to the 20-foot easement leaves us in the unusual position of
owning a 20-foot "easement strip", as to which no conceivable
econo~ic use can be made. This, notwithstanding the fact that
Hunsaker has always acteo in the utmost good faith with the
officials of Orange County and now finds itself in the position
of having incurred substantial expenses for ~ useless purpose.
