Dear Mr. Harper:
We have investigated the feasibility of de-annexing the subject
area from Sanitation District No. 5 and annexing it to Irvine
Ranch Water District for the purpose of providing sewer service
to the area. This course of action was suggested by the Board
of Directors of District 5 at their meeting of February 25, 1969
and we find that it is feasible. Attached hereto is a letter
from our attorney outlining the steps that should be followed to
accomplish the detachment and annexation.
Would you please submit this course of action to the Board of
Directors for their approval at the earliest possible date. Upon
approval, the Complex will proceed with the necessary steps to
accomplish this detachment and annexation.

Dear Ray:
The following is a short summary of the procedure which I
believe should be followed in accomplishing detachment and
annexation of tha North Ford area from County.Sanitation
District ffoS to Irvine Ranch Watei:: District: .
1. If the datachm~nt and annexat lon a.re to be accompltshed
in a single proceeding, it is neccss~ry to go before the Board
of Supervisors, have an election, etc., i.nvolving great expense
and· del.ny. Therefore, as we did in 1965, it ut.11 be castcst
if we first dct~ch the area from Sunitation District ~Sand,
when completed, anne:< the area to Irvine Ranch Water District.
The proceedings are in essence identical and the following
procedure would apply to both acttons.
2. Irvine Indust~ial Co~plc~ and The Irvine Company will
file a petition with the Local Agency Forr.~tion Cocnission pur-
suant to Govcrn~ent Code Section 56130. Because Irvine Industrial
Comple~ and The Il-vinc Comp.:lny togcth2r own nll of the subject
land, these signntures ~re sufficient to class the petition as
a mandatory petition -Gov~rnnent Code Sections 55170 and 56130.

3. Briefly, the petition will state what we are try~ng .
to accomplish, includin6 a legal description of the nre~; anz

Government Code Section 55470(c). The reason for the action
will be simply tlult the area can be mo~e easily and economically
served by Irvine F...:inch Water District.
4. Because all the land~1mers have signed the petition,
the Local Agency Foro~tion Co~.misslon can approve the petition
without notice or hearing, and can authorize the tvo districts
to act l-7i thout notice or election -Government Code Section
56261. The Local Agency Forr~tion Cotm:Jission adopts a reso-
lution directing the two districts to act -Government Code
Section 56271.
S. The two districts then adopt resolutions approving
the action -Government Code Section 56310.
6. The districts file a ce~tificate of completion with
the Secretary of State whereupon the change is compl~t~d
Goverr~~nt Code Section 56451. ·. · .

SANITATION DISTRICT #5 MASTER PLAN STUDY
Gentlemen:
In 1968, the Board of Directors of Orange County Sanitation
~ District #5 indicated its desire to initiate a study designed
to update the District's master plan of sewerage facilities,
and requested information from The Irvine Company regarding
its long-range planning on which to base the study. At that
time, we advised the Board that we were currently updating
our sewerage master plan for the entire Ranch and were also
analysing our rates of planned development for specific areas.
Additionally, the Irvine Ranch Water District was in the pro-
cess of a master plan study of its sewerage facility needs.
Each of these studies has now been completed. ·
The Irvine Company is presently capable of responding to the
Boar~s earlier needs for updating of the District's master
plan. We hereby str6ngly support the District in its desire
to initiate a study to this effect. Upon initiation of the
master plan study, we will be pleased to work closely with your
engineering consultant to provide him with projected rates and
locations of development as well as contemplated master plan
facility needs which we can forsee.

The company specifically requests that the updated master
plan study define the facilities and means by which the
District intends to serve those Irvine lands currently lying
within the District or contemplated to be served by the District
in the future. We also wish to know the method proposed for
financing of such facilities plus their phasing. We feel that
all alternatives for service to these areas should be examined
in the study.
· We will look forward to working with Orange County Sanitation
District #5 on its proposed master plan study and assur~ you
of our full cooperation toward this effort.

In accordance with your request, we here:t>y submit this
proposal for updating the District's October, 1964 Sewer~ge System
·study and Report. ·
A_ general updating of the entire report would be
included, but most of the effort would be concentrated on the
undeveloped areas easterly of Upper Newport Bay and within the
. ultimate service boundary shown in the 1964 Report.
Although all aspects of the previous Report would be
reviewed, special· attention would be. given the followi~g items:
1. Updating population and sewerage flow projections
based on the most recent information available
·from the City of Newport Beach Planning Department
and the Irvine Company. ·
2. Determination of the amount of development that
can occur before major elements of the District's
facilities reach capacity •
. 3. Determination of the effects on the District's
facilities of alternative sewering plans for the
Coastal Region easterly of Cameo Shores, including
the alternatives proposed in the Irvine Ranch Water
District Sewerage Survey prepared by Brown and
Caldwell. · ·
4. Determination of the· amount of additional treatment
capacity that will need to be purchased by the
District to serve the undeveloped areas.
5. Investigation of the feasibility of construction
of a trunk sewer from the Irvine Ranch Water
District through the District to Plant No. 2 that~
would meet the requirements of the Water District
and also provide an Upper Bay facility for the
District.

6. Comparison of projected revenue from the District's
connection charge with the cost of constructi~g
required facilities.
7. Preparation of a construction schedule for
required facilities to meet the projected
development.
8. Determination of the quantity of storm water
infiltration that is occurring, and the effect on
District facilities. Attempt to identify the
major sources of infiltration and recommend means
of eliminati~g.
In order that the final report include all items of
interest to the District, it is suggested that we make an oral
progress report to the Board at the conclusion of the fact-gathering
phase of the report. · ·
The exact scope of the work is subject to substantial
variation and it is therefore requested that our fee be based on
2~ times direct labor cost. The direct labor rates applicable .to
this work would be as .follows:

In addition to the above compensation for labor, costs
of printing over and beyond that needed for the preparation of the

Based on the above fee schedule, it is estimated that
the cost of updating the report will not exceed $9,000. The work
would be completed within 120 days after authorization to proceed.

At the last meeting of t he Executive Committee, a pre limi nary
draft of t he Bartle We lls Assoc i ates Report dated February , 1969,
wa s distributed to the Committee members . At that time the staff

was directed to prepare its comments re l ative to this report
on i ndustrial waste charges . The staff f o r warded its written
c omments to the Executive Committee , along with the Committee
agenda , on March 21st .
Mr. Ed We lls of Bartle Wells Associates was invited to
t hi s Committee meeting and reviewed with the Committee his re -
p o r t a n d the staff comments . Fo llowing. a l ength y discu ssion ,
Bartle Wells and the staff were directed to prepare an out l ine
o f a proposed industrial waste charge ordinance for the Committee 's
r eview. The Committee als o suggest ed that the Genera l Manager
i nformally advise the Orange County Chamber of Commerce Water ,
Sanitation , Fl ood Control and Pollution Committee that the
Distri cts are studying this matter and will ask the Committee
t o r evi ew a d~aft ordinance i n the n ear future .
2. Ocean Outfall No . 2, Job No . J -10 -Fonnal Proposal by
Contractor for Alternate Method of Construction between Stations
4+00 and 15+50 .
The Committ ee considered a formal proposal from Peter Kiewit
Sons ' Comp any , dated March 4th (copy attached), requesting per-
m~ssion to change the method of construction of the surf section
o f t h e ocean outfall . The letter states that if the a l ternate
method is acceptable the Comp any will offer a $65,000 reduction
in the contract price . ·
Mr . Harvey Hunt of John Carollo Engineers submitted to the
Committ ee a lette r dated March 21st (copy attached ) stating that
"unl es s the Districts desire to go into some detailed analyses of
the proposed alternate we (John Carollo En gineers) would recommend
that the Di stricts r e j ect this proposal of Peter Kiewit Sons '
Company f or an alternat e method of c ons tructi on ." Mr . Hunt advised
the Committ ee that upon receipt of the additional informa tion re -
ferred to in the Contractor's letter of March 4th, the engineers
would analyze it and be prepared to submit their findings t o the
Joint Boards on April 9th .
(Staff note : Mr . Harvey Hunt ha s informed us that the
additiona l information from the Contractor was received in his
office on March 31st .)
I t is the r ecommendat i on of th e Executive Committee that the
Boards accept the recommendation of John Carollo Engineers to re -
ject the proposal of Pete r Kiewit Sons, dated March 4th , based on
the informat ion available at this time .
3 . Apprentice II Program (1969 -70 Fiscal Year).
The staff 's Training Committee has developed a recommended
Apprentice II Program for apprentices who will be completing
the two -year Apprentice I Program July 1 st . The attached material

details the Apprentice II Program for each of the departments .
The Districts' Operations Engineer, John Sigler, pre sented the
Training Committee's recomme ndations to the Executiv e Committee .
It was the consensus of the members that the Districts' Apprentice
Program has been extremely successful . Mr . Sigler noted that three
of the original six apprentices will complete the Apprentice I
Program July 1 st . ·
It is t he Committee's recommendation that the Boards adopt
the Apprentice II Program as submitted .

Gentlemen:
We wish to offer for your consideration a proposal for an
alternate method of construction of the subject project.
As shown on the accompanying drawing we propose to omit
the ·permanent she~t piles,· ~s· detailed by the contract
plans, from approximately Station 4+00 to Station 15+50
and substitute additional rock creating a mounded cross-
section. ·
Our·proposed method of construction would be as follows:
1. Sheets, pipe and rock installed as.per plans and
specifications on land section from Station 0+00
to approximately Station 4+00.
2. Temporary trestle installed from Station 0+00 to
Station 20+00.
3. Temporar~ sheets installed from 4+00 to 15+50 with
tips 10': below bottom of pipe grade.
4. Sand dike placed between sheets at Station 15+50 to
minimize surge conditions while pipe and rock are
. placed. '"
5. Excavate desired cross-section by means of a hy-
draulic dredge.

7. Remove temporary sheets and trestle.
The ·construction method of both the designed section and
the ·alternate proposal is similar. The.main difference
between the ·two methods is that in the ·alternate proposal
t:.he ·temporary shee·ts are placed 47' _apart, a greater
quantity of rock is placed between these sheets and then
the sheets are· removed.
Protection to the existing 78" line 'during construction
offered by the permanent' sheet piling is" replaced by the
use of the temporary sheets in our proposed alternate method.
We have been assured by our consulting engineers, the "firm
of Earl & Wright, Consulting Engineers, San Francisco, .
California, that our proposed method of construction will
provide ·a sewer outfall eq~al in all respects to that con-
structed in accordance with .the contract plans.
Due to our gen·eral method of construction for this type of
work, a savings would be reali.zed by using the ·alternate .
method. If the alternate method is acceptable we would be
pleased to offer a reduction on contract price of $65,QOO. ·

Below is a status report on PKS proposal for alternate method
of construction. This, in general,, is what we will present Tuesday night.
We have received the March 4, 1969, proposal for an alter-
nate method of construction offered by the Contractor (Peter Kiewit

the permanent sheet piles from Stations 4+00 to 15+50 and to _place a
wider section of rock .protection a!ound the pipe.
We have reviewed our· design of the outfall in the area where
the Contractor is proposing a change. Our reasons for requiring that
steel sheet piles be used and left as permanent protection of the outfall
we re as follows:
I. Sheet piles were required to protect the existing 78-inch outfall
. during construction.
2. Sheet piles were required to economically build the outfall at the
profile we felt was necessary to insure safety.
3. Sheet piles would contain rock around outfall in case of severe erosion.
4. Sheet piles afford a deeper founded foundation.
5. Our consultant (Dr. Raichlcn) recomm~rided that sheet piles be left
in place and stated that they would afford added protection to the
structure.
6. The existing 78-inch outfall utilized pcrm~ncnt sheet pflcs in exactly
the same condition. This outfall has been successful so far.
The Contractor's proposed altc rnatc would satisfy reasons
1 and 2 above, but not the others. We realized during the design stage
that prm.ri.cling pc rmancnt sheet piles would cost more money but folt that
the addition2.l protection afforded was worth the extra co!:it (our calcul(l-·
tion at the tim0 was +$150, 000).

. The Contractor has said he will furnish us with additional
information {referred to in; his letter of March 4th) on the 27th of this
month. ·
We are not aware of any test or .. study that could provide
positive proof that the proposed method is equal to the method detailed
in the pl~ns and specifications. It would be possible to accomplish
additional studies such as model studies which might indicate the in-
tegri~y of the proposed alternate.

. However, unless the Districts desire to go into some detailed .
analysis of the proposed alternate, we would recommend that the Districts
reject this proposal of Peter Kiewit Sons' Company for ·an alternate
method of construction.

To train personnel for the maximum benefit to the Districts, the individual,
the community and industry.
It is recognized, as in any apprentice program, that the Districts will lose
a percentage of the men trained. However, it is believed the improvement
of individuals can only result in an improved community.
The Apprentice II program is generally directed toward the progressive
·development of advanced skills in specialized fields of the Districts'
operations. It is specifically for graduates of the Apprentice I Program.
Requirements
1. High school diploma (consideration may be given to qualified
applicants with GED certificates).
2. Age limitation -twenty-eight (28) years or younger upon entering
the program.
3. Satisfactory completion of Apprentice I Program.
4. Commitment by the applicant as to his intention to complete the
program as outlined by Management.
5. Approval of all entrants to the program by the General Manager.

I. General Plan
A. The Apprentice II program shall consist of two (2) years train-
. ing in one of the following specialized fields:
1. Electrical
2. Mechanical -Mobile and Stationary
3. Plant Operations
4. Plant Maintenance & Construction
5. Laboratory
6. Engineering
B. Emphasis will be given toward developing a safety consciousness
and all Apprentice !I's are required to attend all safety
meetings.
c~ The detailed Apprentice II program shall be in accordance with a
plan developed by the staff and approved by the General Manager.

D. outside schooling will be required to supplement.on-the-job
training. The amount of outside schooling required shall be
equivalent to thirty college semester units. The required
subjects shall be established by the various departments. The
Apprentice II wilx be expected to accomplish this on his own
time and at his own expense.
E. A progregs report will be maintained by.the supervisor to assure
compliance with the detailed Apprentice II program. The
apprentice will keep required records and reports will be
reviewed quarterly by a committee designated by the General
Manager.
F. A certificate will be issued to recognize satisfactory completion
of the program.
II. Evaluation
A. The Apprentice II shall have his performance reviewed not less
than quarterly by his immediate supervisor. The review shall be
processed by current personnel review procedures.
B. Continued participation in the Apprentice II program shall be
subject to approval of the General Manager.
III. Classification and Salary
A. The classification of Apprentice II shall be established in
the participating departments.

B. The salary range of this position is established independently
in each department to conform with its current salary structure.
C. Provisions shall be made to enable the Apprentice II to be
eligible to receive a one-half step salary advance upon the
satisfactory completion of each six-month period of training,
upon approval of the General Manager.
D. Upon completion of the program, the Apprentice II shall have been
trained to the skilled level established by each department. If
there are no openings in an appropriate classification at that
time, the Apprentice II will remain in his position and will be
assigned first priority for the first appropriate opening that
occurs.
E. Upon promotion, personnel reviews and eligibility for salary
advances shall be in accordance with current regulations for
positions not designated as Apprentice (i.e., annually). This
provision shall also apply for the remainder of the Apprentice
II salary range in the event he completes the program but is
awaiting a promotional opening.
F. The classification of Apprentice II is considered a full-time
permanent position and as such the apprentice will be entitled
to the appropriate employee benefits.
G. A beginning Apprentice II shall start on the first working day
of a calendar quarter.

I. "WHAT" PH.ASE
A. The "what" training 1A.Jill consist of operating a
shift and performing the duties required of plant
operators. At first, the Apprentice II will not
be expected to stand an operating shift alone,
however, every effort 1-Jill be made to train him
to this level as rapidly as possible.
B. This phase will require about 400 man days during
the two year Apprentice II program and will be
accomplished at the rate of four days per 1~eek, or
about 50 man days per quarter. The Apprentice will
rotate assignments each quarter and the time spent,
as tabulated below, should be accomplished in blocks
of 50 man days:

is to be performed, the Control Center Operator
(CCO), who is assigned as the rotating day CCO,
will assign the subject matter. The project will
deal with the why of the particular assignmento

The Boards of Directors of County Sanitation Districts
Nos. 1, 2, 3, 5, 6, 7, and 11, of Orange County, California,
DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the detailed plans, specifications and
contract documents this day submitted to the Boards of Directors
by John Carollo Engineers, Districts' engineers, for construction
of DIGESTER NO. 8 AT PLANT NO. 1, JOB NO. Pl-14, are hereby
approved and adopted; and,
Section 2. That the Secretary be authorized and
directed to advertise for bids for said work pursuant to the
provisions of the Health and Safety Code of the State of Calif-
ornia; and,
Section 3. That said bids will be received until
4:00 p.m., May 7, 1969, at which time said bids will be publicly
opened and read; and,
Section 4. That the Secretary of the Boards and the
Districts' Engineers be authorized to open said bids on behalf
of the Boards of Directors; and,
Section 5. That County Sanitation District No. 1 is

DECISION OF THE SECRETARY
This. case is before the Department of Labor pursuant to a request tor a wage pred~
termination as required by law applicable to the work described.
A study has been made of wage conditions in the locality and based on information
available to the Department o! Labor the wage ra~es and fringe payments listed are hereby
determined by the Secretary or Labor as prevailing for the described classes ot labor in
accordance with applicable law.
This wage determination decision and any modifications thereof during the period prior
to the stated expiration date shall be made a part of every contract for performance of the
described work as provided by applicable law and regulations of the Secretary of Labor, and
the wage rates and fringe payments contained in this decision, including n1odifications, shall
be the minimums to be paid under any such contra~t by contractors a.rid subcontractors on
the work.
The contracting officer shall require that any class or laborers ·and mechanics wl1ich is
not listed in the wage determination and which is to be employed under the contract, shall be
classified or reclassified conf ormably ·to the wage determination, and a report of the action
taken shall be sent by the Federal agency to the Secretary of Labor. In the event the inter-
ested parties cannot agree on the proper classification or rcclessification of a particular class
of laborers and mechanics to be used, the question accompanied by the recommendation of the
contracting officer shall be referred to the Secretary for determination ..
Before using apprentices on the job the contractor shall present to the contracting officer
written evidence of registration of such employees in a program of a State apprenticeship.
and training agency approved and recognized by the U.S. Bureau of Apprenticeship and
Training. In the absence of such a State agency, the con~ractor shall submit evidence of
approval and registration by the U.S. Bureau of A,Pprenticeship and Training.
The contractor shalt submit to the contracting officer written evidence of the estab-
lished.apprentice-journeyman ratios and wage rates in the project area, which will be the
basis for establishing such ratios and rates for the project under the applicable contrad
provisions.
Fringe payments include medical and hospital care, compensation for injuries or illness
resulting from occupational activity, unemployment benefits, life insurance, disability and
sickness insurance, accident insurance (all designated as health and welfare}. pensions, vaca-
tion and holiday pay, ap1>renticeship or other simiJnr programs and other bona fide fringe
benefits.

This request is due to an increase in scope· of the work

The scope has been enlarged as follows:
1. Single-line Diagrams We anticipated that "as-built'.' single
line diagrams wqrke·d up by t~e Districts would be essentially
complete. However, it was necessary for us to expend ap ...
proximately 5 man-days to bring them up to date and re-draw.
2. Emergency Generation The scope of the work was increased
in your letter dated February 6, 1969, to include a review of the
present emergency generation and to indicate the economic and/or
feasibility of central emergency power gene ration vs. local or
satellite emergency power generation. Estimated man-days
to accomplish.is 6 to 8.
3. Review of methods for isolation of vital electrical devices was
also requested in your letter of February 6, 1969. We estimate
this to take 3 to 5 rnan .. days.
We intend to have a preliminary draft of this report in
your hands by April 20., 1969.

Following our recent discussions with personnel of B;yle Engineering,
we are pleased to submit our proposal for investigating the soil conditions in con-
nection with the subject facilities. The locations and descriptions of the four
. units to comprise the proied are shown on the drawings furnished us by Boyle Engi-
neering. The purpose of the investigation will be to determine the physical char-
acteristics of the soils at the site and to provide recommendations for foundatiC\n
design and subterranean construction for the proposed pumping station, and dal·a
for use in the design and construction of the force main and trunk units.
. Based on a review of the planned' construcf'i on and our prior nearby work,
we propose to explore the project areas by drilling a total of 19 borings. Two of the
borings ore plann~d at the pumping station site and will be drilled to dcpfhs of
approximc1tely 40 feet utilizing gecphysical-·type equipment. The remaining 17 bor-
ings \Viii rang~ from 13 to 22 feet in depth, and because of overhec1d power lines at
most of these I ocaH ons / H wi 11 be nccessar)' to utilize spccia I portable bu eke t-t}'pe
equipment. Accordingly I dri llin[J pr-ogress will be slower thon that normally
achieved with conventional drilling equipment. ·

ond undisturbed samples for laboratory inspection and testing. The pertinent phys-

analyses will be performed to develop the necessary design information. The results
of the exploral"ions, tesf·s, and analyses will be presented in a single ieport providing
definite recommendations for use in the design ond construction of the proposed
facilities.
Our fee for the outlined.invesi"igotion will not exceed $5,900.00, includ-
ing the rental and operation of suitc1ble drilling equipment and backfif ling, tamping,
':Ind permanent patching of the borings in paved areas. We presently anticipate that
fhe field work for this proiect can be commenced within two weeks of authorization
ond that our report con be submitted within the following four weeks.
This letter and the terms on the reverse hereof, together, ore the agree-
ment for our services. Acceptance of this proposal may be indicof·ed by signing and
returning one of the enclosed duplicates f·o us.

DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. · That the written recommendation this day
submitted to the Board of Directors by.Shuirman-Simpson, District's
engineers and concurred in by the District's Chief Engineer, that
award of contract be made to Allied Pump Industries, for SEWAGE
PUMPS, DRIVE AND MOTOR, JAMBOREE PUMPING STATION, CONTRACT NO. 5-17,
and the bid tabulation and proposal submitted for said work, are
hereby received and ordered filed; and,
Section 2. That said contract for Contract No. 5-17
be awarded to Allied Pump Industries , Contractor, in the total
amount of $13,039.75 in accordance with the terms of its

Dear Mr. Harper:
We have investigated the feasibility of de-annexing the subject
area from Sanitation District No. 5 and annexing it to Irvine
Ranch Water District for the purpose of providing sewer service
to the area. This course of actfon was suggested by .the Board
of Directors of District 5 at their meeting of February 25, 1969
and we find that it is feasible. Attached hereto is a letter
from our attorney outlining the steps that should be followed to
accomplish the detachment and annexation.
~ould you please submit this course of action to the Board of
Directors for their approval at the earliest possible date. Upon
approval, the Complex will proceed with the necessary steps to
accomplish this detachment and annexation.

At the March 10, 1969 Study Session of the City Council the staff
was directed to investigate the possibility of transfering the owner-
ship of the Cameo Shores Purriping Station from the City to.County
Sanitation District No. 5.
The matter came up as a result of .recent failures in the pump
station's force main. Since this station with an enlarged force
main is ultimately planned·to be a district facility, it was felt
that, before the City puts a large investment in the existing force
main, consideration should be given to making the transfer at this
time.
At your convenience I would like to meet with you regarding the
District's position on this inquiry.

Addition to Doniger Road Sewer to
Proposed Assessment District No. 8
Eleven property owners on Doniger Road and other property served by El Roy
Drive and Hinton Way have requested an~exation to County Sanitation District
No. 7 for the purpose of obtaining sanitary sewers as part of proposed Assess-
ment District No. 8. We have prepared and ore processing the legal description
and sketch to accompany the description through the local Agency Formation
Commission.
In order to expedite the preparation of the construction and assessment diagram
drawings for this additional area, we are requesting a modification to our
proposal dated November 21, 1968 for engineering services. It is estimated
that the construction cost of the expanded sewerage system wi 11 be increased
by approximately $10,000 to a total C?f $50,000. We estimate the additional
engineering cost to prepare pl ans and specifications, assessment diagram, and
all work appurtenant thereto up to the time of award of contract wil I be $1, 000.
Additional engineering cost for the additional work after award of contract and
through the final public hearing will be $400, making o total additional engi-
neering fee of $1,400, all in accordance with the terms of our proposal dated
November 21, 1968.
We respectively request authorizCJtion to proceed with the additional work as
outlined above so that the Doniger Road construction drawing can be completed
by the time the proposed annexation is accomplished. The enlarged assessment
district can then be consfructed with the least amount of delay to the property
owners.

Short Schools v The Wednesday, May 7 short
schools are designed to offer practical
guidance to operators, sewer mainten-
ance, and industrial waste people. The
operator and sewer maintenance
schools will be full day sessions includ-
ing a luncheon. The industrial waste
school will be an afternoon program
only commencing with an optional
lunch. This year an attractive package
registration is offered for the short
schools for only $10.00 which includes
short school registration, lunch, and
the appropriate workbook.
Herb Johnson, Chairman of Opera-
tor Training, has arranged an Opera-
tors' school that will deal with useful
laboratory tests for all types of treat-
ment plants. Demonstrations, and il-
lustrated workbook, and a specially
produced movie will be featured.
Sewer maintenance experts have
been organized by Bob Barletta, Seweu
:Maintenance Committee Chairman,
and will discuss the latest developments
in sewer connections, chemical clean-
ing of sewer lines, sulfide control,
safety in protective coating applica-
tion, practical pump maintenance, safe-
ty in handling chlorine, and industrial
waste guideposts for the all-around
maintenance man.
Art Martin, Industrial ·waste Com-
mittee Chairman, has arranged an ex-
cellent one-half day session dealing
solely with industrial wastes. Topics
for discussion will be : detection of in-
dustrial wastes in the system ; methods
of control by industry ; conservation of
water and wastes at the source, and
learning to live with what industrial
waste may, of necessity, enter the sew-
erage system.
The Short School promises to be a
good one and should prove profitable

No . 3 -SEATING OF NEW DIRE CTORS AND ALTERNATE DIRECTORS FROM CITIES
OF SANTA ANA AND LA HABRA: As the Directors are aware, Mayor
McMichael is retiring from the Santa Ana City Coun c il prior to this
Board meet i ng. We have also been advised that Mr. Robert Nevil has
been elected Mayor of La Habra. It is expected that communications
from both Cities on this subject wi ll be received by the time of the
meeting .

No . 4 -ELECTION OF CHAIRMAN PRO TEM : After the seating of the new
Director from the City of Sa nta Ana (see above) it will be in order
for the Board to elect a Chairman pro tern to serve until the May
meeting when all of the Boards hold their annual elections of Board
Chairmen .

No. 16 -REPORT AND RECOMMENDATIONS OF THE EXECUTIVE COMMITTEE: The
Co mmittee met in regular session on the evening of March 25 and a
report of the meeting, together with the Committee's recommendations
for action by the J o int Boards is en closed .
Nos. 17 and 18 -CONSIDERATION OF EXECUTIVE COMMITTEE'S RECOM-
ME NDATIONS: These agenda items are consideration of actions on the
re c ommendations of the Committee as presented in the enclosed report.
As stated in the report, we expect to have an additional r~port from
John Carollo Engineers concerning the proposal of Pe ter Kiewit Sons
for an alternate me thod of construction of a portion of our n e vJ ocean
outfall (It em No . 17). The Engineers advise us that this supple-
mental report will probably not be available until the day of the
Board meeting. It is possible that the supplemental report of the
engineers will have a bearing on the final decision in this matter.
No . 19 -REPORT OF ENGINEERS AND STAFF CONCERNING EFFECT OF FLOOD
RUNOFF ON CONSTRUCT I ON OF NEW OUTFALL: Recent preliminary surveys
have shown that the flood runoff in t he Santa Ana River from the
J anuary and February storms has d eposited a considerab l e amount of
material over the site of the inshore section of the new ocean
outfall . Inasmuch as the contractor will be excavating in this area
in the next few months, dredging o f this additional material will
increase his costs to an extent which cannot be determined until the
work is completed . We have asked our General Counsel to be prepared
to advise the Boards as to whe ther the Districts would be liable
for payment of this additional cost, in the event the contractor
files a claim for extra work . Also, there is the possib ility that
Federal funds could be obtained under the Disaster Relief Act of
1966 for a portion of this additional cost. The staff and engineers
are in the process of acquiring further information on this subject
and wi ll be prepared to report in greater detail at the Board meeting.
If our investigation shows that a cutoff date for application for
Federal disaster funds will occur before the May Board meeting , it
may be appropriate to authorize filing such an application at this
meeting.
No. 20 -RE QUEST FOR EXTENSION OF TIME, OCEAN OUTFALL NO . 2 : As
exp l ained in the Manager's Report for the March Board meeting, a
procedure has been established to receive and file and act upon
requests for extensions of time received during the preceding month .
It is recommended that the request shown on the formal agenda be
granted.
No . 21 -APPROVAL OF PLANS AND SPECIFICATIONS -DIGESTER NO . 8 AT
PLANT NO . 1 , JOB NO . Pl-14 : This is a plant constructi on job,
budgeted and scheduled in accordance with the 1968 five-year master
plan for treatment facilities . It consists of the construction of
a new 90 -foot diameter digeste r at Plant No . 1 to keep pace with the
increasing flows reaching our Pl ants. Bids are scheduled to be
received on May 7 with award one week later on May 14 at the regular
Joint Board meeting. The engineer 's est i mate for the job is $425,000 .
No. 22 -ADDENDUM TO PLANT CONSTRUCTION JOB NO. P2-14 : This plant
job, as described in a previous agenda report, is now out for bid .
Advertis ing for bids was delayed because of the necessity of obtain-
ing approval o f the plans and specifications from the Federal Water
Pol l ution Control Administration. This approval is required since
the Federal construction grant for our new ocean outfall was extended
to cover this job and Job No. Pl-14 (Item No. 21 above). Because ·
of this delay, the included labor rate determination by the Department
of Labor has expired and accordingly . it is necessary to issue the
current labor rate schedule . The addendum updates the Federal labor
rates requirements and also makes three other technical changes in
+,he spec ifications to correct errors discovered since Board approval.

No. 23 -ATTENDANCE AT CALIFORNIA WATER POLLUTION CONTROL ASSOCIA 'l'IO~
CONFERENCE IN ANAHEIM, MAY 7 THROUGH 10: For many years it has been
c ustomary to authorize a number of employees to attend these confer-
ences and we feel that such attendance has been beneficial to the
Distri c ts in acquainting our personnel with practices and procedures
o f ot~er a g encies as we ll as new developments in the sewerage field .

of this organization and have a genuine interest in these meetings.
Since the conference this year will be held at the Disneyland
Hotel under the g uidance of the local section, a good many of our
employees have been active in the arrangements. For this reason
and because of the proximity of the conference location , we are
recommending that a tota l of 20 Districts' employees be authorized
to attend, with fees and expenses paid, from May 7 through 10 . We
are also recommending that payment be authorized for registration
fees, meals, transportation, and incidental expenses for any
Director who wishes to attend the conference.
No . 24 -INCREASE I N MAXIMUM FEE FOR ELECTRICAL ENERGY STUDY: The
Directors will recall that at the February Joint Board meeting a
proposal was accepted from John Carollo Engineers for conducting of
a master plan electrical energy study for our two treatment plants.
After commencement of the study it became obvious that the scope
should be extended to cover certain phases of the subject not
originally contemplated. By letter dated April 2 (copy attached to
the agenda materia l ), the engineers are requesting that their maximum
fee for the study be increased from $3500 to $5300 because of this
increase in scope. The staff recommends that the maximum fee be
increased as requested.
District No. 1
No. 28 -EXTENSION OF AGREEMENT WI TH HOLLY SUGAR COMPANY FOR
INDUSTRIAL WASTE DISPOSAL: This matter was put over to this meeting
from the March 12 Board meeting at Chairman McMichael 1 s request .
For the past several y e ars the District's agreement with the
Holly Sugar Company, establishing terms , conditions and charge s for
industrial waste disposal, has been on an annual basis. This
arrangement has been previously agreed to , pending the poss i ble
future adoption of a uniform industrial waste charge throughout a l l
of the Districts . The letter (copy included with the agenda material)
from the Company requests that the agreement in effect for 1968 be
extended for 1969.
District No. 3
No. 35 -EMPLOYMENT OF CONSULTING FOUNDATION ENGINEERS FOR FORTH-
COMING CONSTRUCT I ON JOBS: It will be recalled that Boyle Engineering
was recently authorized to proceed with the design of four separate
projects in the Los Alamitos and Westminster area as recommended and

scheduled in the appr oved 1968 Master Plan for Future Facilities in
the District. Because of the magnitude of these projects, the
design engineers have recommended that the Districts employ a con -
sulting engineering firm to make soil borings and from the information
obtained to submit recommendations for foundation requiremen ts . In
accordance with this recommendation, a proposal for this work has
been obtained from LeRoy Crandall and Associates of Los Angeles, who
have done excellent work of this type f or the Districts in the past.
The staff recommends that this firm be employed in accordance with
their proposa l of March 20 (copy included with the agenda material)
at a total fee not to exc~ed $5900.

No. 39 -AWARD OF REPLACEMEN'r PUMPING EQUI PMENT FOR JAMBOREE PUMP
STATION : As recommended ~y the District's engineer and in accordance
with authorization of the Board, bids for this equipment were opened
on April 2 . A tabula tion of the bids received is included with the
agenda material and the engineer and staff recommends that the award
of the purchase of this equipment be made to Allied Pump Industries
of San Bernardino at a tota l cost of $13,039.75 ,
~o . 40 -REQUEST OF IRVINE I NDUS TRIA L COMPLEX FOR WITHDRAWAL FROM
~I STR I CT : A copy of the request dated March 19 from the Irvine
Industrial Complex for withdrawal of certain areas from the District
Was forwarded to the i ndividua l Directors on March 21 . The
communication, with a legal opinion prepared by the attorney for the
Complex, is enclosed with the agenda material. The staff feels that
it is appropriate to postBone consideration of this request to an
adjourned meeting, scheduled lat er in the month, in order that
further information and the exact boundary of the proposed withdrawal
can bci obtained .
No. 41 -REQUEST OF CITY ()F NEWPORT BEACH FO.R TRANSFERR ING OWNERSHIP
OF CAMEO SHORES rUMPING STATION TO THE DISTRICT: A copy of a letter
on this subject, dated March 12, from the City of Newport Beach
Department of Public Works is included with the agenda material.
Since receipt of this lett er, the s taff has held discussions with
the City representatives and the District's engineer and has asked
the latter to submit a report on the estimated cost of connecting
this facility directly to the District's system. It is recommended
that this matter be also held over to th e adjourned meeting later
in the month in orde r to allow mo r e time for consideration o f this
request and its ramifications. By that time also the report of the
Di st rict 's engineer should be available .
No. 42 -UPDATE REPORT ON 1964 MASTER PLAN REPORT: Chairman Parsons
has requested that a proposal be obtained from the District's
engineQrs, Shuirman -Simpson, to update this r e port. It is expected
that this proposal will bo r eceived in time for consideration at
the April 29 adjourned meating .

No . 49 -PROPOSAL OF BOYLE ENGINEERING FOR ADDITIONAL ENGINEERING
SERVICES RELATIVE TO ASSESSMENT DISTRICT NO. 8: On March 25, the
Board accepted a petition for annexation of territory to the
District adjacent to proposed Assessment District No . 8 . This
petition was signed by 100% of the property owners within the area
to be annexed, therefore the staff asked Boyle Engineering for an
engineering proposal (see copy in the agenda materia l) to include
this area within the new assessment district as we believe that
enlarging the project wil l reduce the individual property owner's
costs for the installation of the sewers .

This. case is before the Department of ·Labor pursuant to a request for a wage prede-
termination as required by law applicable to the work described.
A study has been made of wage conditions in the locality and based on information
available to the Department of Lnbor the wage rat.es and fringe payments listed a1·e hereby
determined by the Secretary of Labor as prevailing for the described classes of labor in
accordance with applicable law.
This wage determination decision and any modifications thereof during the period prior
to the stated expiration date shall be made a part of every contract for performance of the
described work as provided by applicable law and regulations of the Secretary of Labor, and
the wage rates and fringe payments contained in this decision, including modifications, shall
be the minimums to be paid under any such contra~t by contractors and subcontractors on
the work.

The contracting officer shall require that any class of laborers ·and mechanics which is
not listed in the wage determination and V{hich is to be employed under the contract, shall be
classified or reclassified conformably to the wage determination., and a report of the action
taken shall be sent by the Federal agency to the Secretary of Labor. In the event the inter-
ested parties cannot agree on the proper classification or reclassification of a particular clnss
of laborers and mechanics to be used, the question accompanied by the recommendation of the
contracting officer sh a JI be ref erred to the Secretary for determination.
Before using apprentices on the job the contractor shall present to the contracting officer
written evidence of registration of such employees in a program o! a State apprenticeship.
and training agency approved and recognized by the U.S. Bureau of Apprenticeship and
Training. In the absence of such a State agency, the contractor shall submit evidence of
approval and registration by the U.S. Bureau of Aj>prenticeship and Training.
The contractor shall submit to the contracting officer written evidence of the estab-
lished.apprentice-journeyman ratios and wage rates in the project area, which will be the
basis for establishing such ratios and rates for the project under the applicable contrad
provisions.
Fringe payments include medical and hospital care, compensation for injuries or illness
resulting from. occupational activity, unemployment benefits, life insurance, disability and
sickness insurance, accident insurance {all designated as health and welfare). pensions, vaca-
tion and holiday pay, apprenticeship or other similar programs nnd other bona tide fringe
benefits.

We request that the m~ximum fee stipulated for this
study ($3 1 500) be increased to $5, 300. 00.
This request is due to an increase in scope· of the work
over and above that contemplated at the time our proposal was made.
The scope has been enlarged as follows:
1. Single-line Diagrams We anticipated that "as-built" single
line diagrams worked up by the Districts would be essentially
complete. Howe'ver, it was necessary for us to expend ap-
proximately 5 man-days to bring them up to date and re-draw.
2. Emergency Generation The scope of the work was increased
in your letter dated February 6, 1969, to include a review of the
present emergency generation and to indicate the economic and/ or
feasibility of central emergency power generation vs. local or
satellite emergency power generation. Estimated man-days
to accomplish· is 6 to 8.
3. Review of methods for isolation of vital electrical devices was
also requested in your letter of February 6, 1969. We estimate
this to take 3 to 5 man ... days.
We intend to have a preliminary draft of this re port in
your hands by April 20, 1969.

Following our recent discussions wHh personnel of Boyle Engineering,
we are pleased to submit our proposal for investigating the soil conditions in con-
nection wHh the subicct facilities. The locations and description:; of the four
. unHs to comprise the proied are shown on the drawings furnished us by Boyle Engi-
neering. The purpose of the investigation will be to determine the physical char-
octerisf"ics of the soils at the site and to provide recommendations for foundaticm
design and subterranean construction for the proposed pumping station, and daf·a
for use in the design and cons I-ruction of the force mCJin cmd trunk units.
Based on a review of the planned construdi on and our prior nearby work,
we propose to explore the proiect orec1s by drilling a total of 19 borings. Two of the
borings ore planned a(· the pumping station site cmd will be drilled to depths of
opproxinwtely 40 feet utilizing gecphysical-·typc equipment. The remaining 17 bor-
ings ·will range from 13 to 22 feet in depth, and becouse of overhec1d power lines at
most of these locofions, if-wi 11 be nc.ccssmy to utilize special portable buckct·-t}'pe
equipment. Accordingl}', drillin~J pl"of1rcss will be slower thcin th(Jt normally
achieved with convcnHonc1I drillinfJ equipment. ·

and undisturbed setmples for laboratory inspection and testing. The pertinent phys-

analyses will be performed to develop the necessary design information. The results
of the exploral'ions, tests, and analyses will be presented in a single report providing
definite recommendations for use in the design and construction of the proposed
facilities. ·
Our fee for the out( ined 'invesHgation wil f not exceed $5, 900. 00, includ-
ing the rental ond operation of suitcible drilling equipment and backfilling, tamping,
ond permanent patching of the borings in paved areas. We presenl·ly anticipate that
!he field work for this proiect ccm be commenced within two weeks of authorization
and that our report can be submitted within the following four weeks.

The Board of Directors of County Sanitation District

DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day
submitted to the Board of Directors by_Shuirman-Simpson, District's
engineers and concurred in by the District's Chief Engineer, that
award of contract be made to Allied Pump Industries, for SEWAGE
PUMPS, DRIVE AND MOTOR, JAMBOREE PUMPING STATION, CONTRACT NO. 5-17,
and the bid tabulation and proposal submitted for said work, are
hereby received and ordered filed; and,
Section 2. That said contract for Contract No. 5-17
be awarded to Allied Pump Industries , Contractor, in the total
amount of $13,039.75 in accordance· with the terms of its
bid and the prices contained therein; and,
Section 3. That the Chairman and the Secretary of the
District are hereby authorized and directed to enter into and
sign a contract with said contractor for said work pursuant to the
specifications and contract documents therefor; and,
Section L~. That all other bids received for said work
are hereby rejected, and that all bid bonds be returned to the
unsuccessful bidders.

We have invest.igated the feasibility of de-annexing the subject
area from Sanitation District No. 5 and annexing it to Irvine
Ranch Water District for the purpose of providing sewer service
to the area. This course of action was suggested by the Board
of Directors of District 5 at their meeting of February 25, 1969
and we find that. it i.s feasib_le. Attached hereto is a letter
from our attorney outlining the steps that should be followed to
accomplish the detachment and annexation.

Directors for their approval at the earliest possible date. Upon.
approval, the Complex will proceed with the necessary steps to
accomplish this detachment and annexation.

Addition to Doniger Road Sewer to
Proposed Assessment District No. 8
Eleven property owners on Doniger Road and other property served by El Roy
Drive and Minton Way have requested annexation to County Sanitation District
No. 7 for the purpose of obtaining sanitary sewers as part of proposed Assess-
ment District No. 8. We have prepared and are processing the legal description
and sketch to accompany the description through the Local Agency Formation
Commission.
In order to expedite the preparation of the construction and assessment diagram
drawings for this additional area, we are requesting a modification to our
proposal dated November 21, 1968 for engineering services. It is estimated
that the construction cost of the expanded sewerage system wi 11 be increased
by approximately $10,000 to a total of $50,000. We estimate the additional
engineering cost to prepare pl ans and specifications, c1ssessment diagram, and
all work appurtenant thereto up to the time of award of contrc1ct wi 11 be $1, 000.
Additional engineering cost for the additional work ofter award of contract and
through the finc1I public hearing will be $400, making a total odditional engi-
neering fee of $1,400, oil in accordance with the terms of our proposal dated
November 21, 1968.
We respectively request authorization to proceed with the additional work as
outlined c1bove so that the Doniger Road construction drawing can be completed
by the time the proposed onncxc1tion is accomplished. The enlarged assessment
district con then be constructed with the least amount of delay to the property
owners.
