OFFICE BUILDING, JOB NO. J-7-1
A JOINT RESOLUTION OF THE BO.ARDS OF DIRECTORS
OF COUNTY SANITATION DISTRICTS NOS. 1, 2, 3,
5, 6, 7, AND 11, OF ORANGE COUNTY, CALIFORNIA,
AWARDING CONTRACT FOR ALTERATIONS TO THE
ADMINISTRATION OFFICES, JOB NO. J-7-1
The Boards of Directors of County Sanitation Districts
Nos. 1, 2, 3, 5, 6, 7, and 11, of Orange County, California,
DO HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day
submitted to the Boards of Directors by William Ficker, Architect,
and concurred in by the District's Chief Engineer, that award of
contract be made to .~ GENTOSI BROS. , Con;... ----------------------------------------
tractor, for ALTERATIONS TO THE ADMINISTRATION OFFICES, JOB NO.
J-7-1 and the summary of bids and the proposal for said work, are
hereby received and ordered filed; and,
Section 2. That the contract for said Job No. J-7-1
be awarded to GENTOSI BROS. , Contractor, in
the total amount of $14,824.oo , in accordance with the
terms of its bid and the price contained therein, which bid is
hereby determined to be the lowest and best bid received therefor;
and,
Section 3. That the Chairman and the Secretary of District
No. 1 are hereby authorized and directed to enter into and
sign a contract with said contractor for said work pursuant to the
provisions of the specifications and contract documents therefor;
and,

We again would like to express our interest in serving as a consultant to
the Executive Committee in its proposed study of Industrial Sewer Charges.
Bartle Wells Associates is exclusively a financing consultant to public
agencies.· Our work has included extensive experience in establishing
industrial sewer charges, their relationship to sewerage costs and eco-
nomic development, and in making comparisons of alternative pricing
systems for sewerage service to industry.
We are enclosing two examples of our work in this field. In these projects,
as in many others, Bartle Wells Associates had the responsibility of devel-
oping the financing plan for the project including the establishment of sew-
er service charges for industry. The financing plan for the Modesto pro-.
ject is described on page 11 and the plan for the Chino Basin project is on
pages 11 to 15. ··Typically, our work not only includes the development of
financing and pricing plans but the discussion and presentation of the plans
to the various elements of the community.
Based on our discussions with the committee and your staff, we propose
to make an investigation into the sewer revenue alternatives applicable to
industry in Orange County. Our investigation would include consideration
of the relative costs of sewerage, including taxes and user fees to specific
industries, and the relationship of such charges and taxes to industrial
growth in Orange County as compared to other nearby county areas.
Our work would include meeting with representatives of industry, munici-
palities, development interests and others whose views should be consid-
ered prior to recommending a course of action for the committee. Our
findings and recommend~tions would be presented in the form of a short
report.

TUNNEL CLASSIFICATIONS

1. All operators and oilers on equipment with booms of 80 to 100 feet, including jib and pile driving rigs with
hammer leads of 80 to 100 feet, shall receive fifteen cents (15¢) per hour premium.pay additional to the regular
rate of pay. Thereafter they shall receive an additional ten cents (10¢) per hour premium pay additional to
the regular rate of pay for each additional 20 feet of boom, including jib.
2. It is agreed that two or more Engineer Operators will constitute a complete operating crew on all Tower Crane
Equipment (American Pecco, Bucyrus Erie, Mayco-Weitz, Linden and similar types), and they shall receive
forty-five cents (45¢) per hour premium pay in addition to the applicable Universal Equipment Operator's
rate of pay (Long Boom premium shall not apply to this equipment).
3. Operators on all hoisting equipment with three drums or more, shall receive fifteen cents (15¢) per hour
premium pay additional to the regular rate of pay.

4. Combination Mixer and Compressor Operators on Gunite work shall be classified as Concrete Mobile Mixer
Operators.
5. Operators on equipment with scrapers or dragtype shovels in tandem shall receive premium pay to $1.00
per hour above the regular rate, other types of tandems excluding compactors, 50¢ per hour· premium. ·
6. The necessity for the use of an employee as a Signalman shall be determined by the Contractor. When
used, he shall be an Engineer-Oiler, as defined herein, who assists in giving or relaying signals by
mechanical means (also by means of hand signals on excavation work) directly to the Operator of hoisting
equipment only.
7. On a survey crew the Party Chief shall receive premium pay of 10¢ per hour above the regular rate.

Please be advised that the Board of County Sanitation District
Number Four of Orange County authorized the undersigned to
conunence a preliminary investigation of the feasibility of join-
ing with District Number Three in the constructipn of facilities
proposed in your recent engineering study. The purpose of such
study would be to determine if subsequent engineering studies
should be undertaken regarding the possibility of this district
joining with other districts in the pperation of your prese~t
and proposed treatment facilities.
It is therefore requested that you bring this matter before the
Board of Sanitation District Number Three. in order -,that we could ·
commence a joint ·feasivility study of financing, organization,
et cetra, of a cooperative project as an alternative to construct-
ing at a future date our own replacement treatment facility.

District No. 4 Participation
Subsequent to receiving a copy of the letter from Sanitation District No. 4,
we have talked to Mr. John Stratford, Director of Public Works for the city
of Seal Beach. Seal Beach is considering various ways of abandoning their
existing sewerage treatment plant which presently discharges into the San
Gabriel River. The possibility of ioining with District No. 3 in the Los ·
Alamitos Pumping Station system is considered at the moment the most feasible
method of eliminating the plant and meeting future ·sewerage requirements.
Mr. Stratford rep0rted that they were thinking in terms of sewering basically
800 acres, which for the most part constitutes the original Seal Beach area
and excludes any part of the U. S. Naval Ammunition and Net Depot. At
the present time the treatment plant is averaging a flow of 1.2 mgd. In 10
to 15 years they expect an average flow of 2 mgd, increasing to 3 mgd
average at ultimate development. Present population in the service area is
· approximately 8, 000 people. Predicted population within the next 10 to 15
years is 13, 000 people.
Using the above information we will analyze the effect District No. 4 flows
will have on the proposed District No. 3 trunk system and prepare cost esti-
mates based on ioint participation. Our analysis will not consider participa-
tion in the ioint treatment works, since we understand your staff wi II study
this phase of the problem. We propose to be reimbursed for our services on
a per diem basis with the cost not to exceed $750.

Dear Sir:
Thank you for the copy of the report entitled "Master Plan -Trunk Sewer
Facilities -June 1968." It is understood that this report has been received
by Sanitation District No. 3 board, but has not yet been adopted by the board.
The report presents a plan for the general collection of waste water within
Sanitation District No. 3, with delivery to either plant No. 1 or plant No. 2
for treatment, followed by ocean disposal. It is suggested that further study
might be undertaken in the interest of delivering to treatment plant No. 1 ef-
fluent more amenable to reclamation by reason of more consistent quality with
a minimum of industrial wastes. Such an additional study could include a de-
termination of the modification of existing facilities and additienal new fa-
cilities required to deliver largely domestic wastes to plant No. 1.
It is believed that the additional studies would be in keeping with current
public policy as expressed by the California Legislature in 1967 by the addition
of the following sections to the Water Code:
11 13510. It is hereby declared that the people of the state
have a primary interest in the development of facilities to
reclaim waters containing sewage or industrial waste or to
supplement existing surface and underground water supplies
and to assist in meeting the future water requirements of
the state. ·
''13511.. The Legislature finds and declares that a substan-
tial portion· of the future water requirements of this state
may be economically met by beneficial reuse of waste waters
that have been reclaimed.
''The Legislature further finds and declares that the utiliza-
'tion ·of reclaimed waste waters by local conununities for domes-
tic, agricultural, industrial, recreational, and fish and wild
li.f~· purposes will contribute to the peace, health, safety and

welfare of the people of the state. Reuse of reclaimed
waste waters constitutes the development of 1 new basic
water supplies' as that term i~ used in Chapter 5 (com-
mencing with Section 12880) of Part 6 of Division 6.
11 13512. It is the intention of the Legislature that the
state undertake all possible steps to encourage develop-
ment of waste water reclamation facilities so that re-
claimed waste water may be made available to help meet
the growing water requirements of the state."
The expenditure of sanitation district funds for the additional studies
may not be proper for a sanitation district, and might better be financed by a
water or flood control district. In this particular case it would seem that
the Orange County Water District would be the most appropriate of the several
agencies that might finance the studies by reason of its taxing base being sub-
stantially the same as the area benefitted by reclamation within the Santa Ana
River Basin.

The developers of Tract No. 6245 have requested the Costa
Mesa Sanitary District undertake the construction of the
~malley Road Sub-Trunk Sewer. The proposed Tract of 67+
acres, abutts the west side of Smalley Road for 2807'+ -
between the San Diego Freeway and Sunflower Avenue. -
Since the sewer in question is a part of County Sanitation
District #7 Master Plan of Sewers·, the.Costa Mesa Sanitary
District Board of Directors, at their July 3rd meeting,
were of the opinion that subject sewer should more properly
be constructed by District #7. The Board voted to request
County Sanitation District #7 to undertake such construction
and further notify you that connection fees collected by the
Costa Mesa Sanitary District will be made available for such
construction when Tract No. 6245 is annexed to the Costa Mesa
Sanitary District.

Smalley Street engineering work and services for the construction
of Sub-Trunk Sewer extending from a connection with a San Diego
Freeway crossing to Sunflower Avenue.
We offer to perform all'the engineering work and services required
to prepare complete detailed construction plans and specifications
for the Smalley Street Sub-Trunk Sewer to meet the needs of the
District as indicated in a report by Boyle and Lowry entitled "MASTER
PLAN OF SUB-TRUNK SEWER FACILITIES FOR COUNTY SANITATION DISTRICT NO.
7", dated January 1967.
We off er to perform and supply to the district the following engineerin~
work and services for all the above work:

A. Hold conferences with representatives of the District, or
its agent, property owners or lessees involved, interested
cities and other public agencies and others, to review and
discuss all aspects of the project, ·
B, Make arrangements for and coordination of surveys, legal
descriptions and soils investigations.
~. Prepare preliminary engineering studies and design for review
and approval.
D. Prepare engineering d~ta for regulatory permit application
that may be required by the city and/or state.
E. Prepare plans and specifications.
F, Prepare estimates of quantities and costs.
G, Deliver the original tracings of the plans and reoroducible
plates for the specifications for the District's use in pre-
paring the necessary number of copies for record purposes,
distribution to prospective bidders, etc,

H. Assist the District or its' agent in securing bids,

I. Check shop and working drawings as may be submitted by
the Contractor.
J, Furnish consultation and advice to the District or its
agent during construction.
K. Review laboratory reports on material tests and inspections
and correlate such renorts with the intention of the plans
and specifications. ·
L. Furnish periodic observations of construction work in
progress and provide appropriate reports ·to the District
or its agent. ·
M. Furnish a final inspection and report of the complete
project with a representative of the District or its agent.
N. Prepare and record drawings "as constructed" when the
construction work has been completed and accepted by the
District or its agent. This shall mean the original
tracings of the plans will be mod~fied, if necessary,
because of deviations from the original work. When in-
spection is carried out by personnel not directly employed
PY the undersigned, modifications to the original tracings
will be based upon information supplied by the District.
The original.tracings after being modified will become
District property.
We will perform the work in Item?A through N for the sum of $2975,00.

We suggest that payment be monthly as invoiced for 90% of the work
completed with 100% payment when the work is completed and accepted
by the District.
In the event revisions are required by major changes in the sco?e of
the project after the preliminary drawings are approved or after the
final plans are completed and such revisions are ordered by the District,
we will perform such additional work at the foregoing per diem rates,
We propose that all outside services, where required, and approved by
the District, such as soils investigations, plant inspection for
quality control on materials used in project construction, and com-
paction control tests during project construction will be paid by the
District upon presentation of a statement for such outside services,
