This work would be accomplished pursuant to PARAGRAPH SECOND, Subparagraph A of our agreem.ent with the Districts, dated June 1, 1967. Attached is Dr. Brooks' letter briefly setting forth the work to be accomplished.and the estimate of cost. The charges for the mechanical, photographic, and other support facilities of the California Institute of Technology will not exceed $3, 500. . We have reviewed the proposed test work in detail with Dr. Brooks and agree with him that it is an area that should be studied now during the final design stages of the project. One or two members of our sta:ff will be engaged directly on the project with Dr. Brooks. ·Should you desire further detail, an engineer from our firm will be present at your Board Meeting, Wednesday, January 10th. Dfo.blo Boulevard Lafayette, California 94549 Dear Mr. Hunt: January 5, 1968 In connection with the new ocean outfall for the Orange County Sanitation Districts, one of the very important hydraulic parameters is the discharge co- efficient for the ports in the side of the pipe in the diffuser section. At the present stage of design it is tentatively planned th.at there will be approximately 500 of t;1ese ports at approximately 12-foot intervai.s to comprise a 6, 000 ft long diffuser. The individual ports.will range in diameter from approximately 3 in. to. 5 in. as required by the detailed hydraulic analysis. A careful and detailed hydraulic design is essential to insure that this diffuser will work properly; in other words, all ports should discharge nearly equal amounts of flow over a w~de range of total flo"tvs ex?ected in the outfall. This particular diffuser arrangement (in a single long pipe) is longer . than any other similar one which has been built so far, to the best oi my knowledge. For a satisfactory and economical design it is necessary for us to obtain better values of the discharge coefficient than presently exist in the technical litera.tt1re. In particular the coefficient depends not only on the exact geometry of the ?Ort and the pressure inside the pipe but also on the !atio of the ·kinetic energy to a total energy of the fluid flo'\ving inside the pipe. A low head manifold se.ch as this does not behave like a high pressure tank, becrLuse the fluid flowing in the pipe has to turn 90 degrees to discharge from the ports. Over the years information has gradually been accumulated on the dis- charge coefficient. At the Keck .Labo1·atory at Caltech tests have been made on sharp-edged orifices in pipes and in connectio:1 with the 12~-inch outfall recently built by the Los Angelea County Sanitation Districts I personally tested the ports in model scale with static heads but not under a flowing . situation. Because o! the ma.gnih:ide of the current project I recommend that further model studies be made to determine an appropriate 9ischarge coefficient formula for ports in the side of a flowing pipe. These results arc needed for the comoutcr solutio;'l. These tests can be conducted under my supervision using a"!.acility of the Keck Laboratory of Hydraulics and Agenda Item #17 G-1 All DlstrictR -2- Water Resources of the California Institute of Technology. A staff member of John Carollo Engineers should be made available to particip2te in the tests and to do some of the minor engir..e ering associated with the model building. The responsibility for the tests will be m.i11e, as Caltech will only be providing services, materials, ancl use of facilities. The total charges from these items '\vill not exceed $3, 500. Approximately three sizes of ports will be tested at a model scale ranging fron'\ about 1: 5 to l: 3, inasmuch as we propose to use a 16-inch pipe in our laboratory to sirr.ula.te the various sections of the diffuser. A report will be submitted in the form of a technical memorandum giving tha results of the tests. · Please advise me if these arrangements are satisfactory and we will proceed imn1ec1iately '\vith the work. Harper: This will supplement our conversation of yesterda.y morning concerning an extension of the present agreement relative to the treatment and disposal of our factory waste water. We feel that by reason of certain changes which we are now. ma:dng we will be able to reduce the volume of water discharged to the sewer during 1968 and also improve the quality with respect to suspended solids. It is therefore suggested that the agreement which we had for 1967 be extended to include the 1968 campaig~ seasons. If such an extension is agreeable to Sanitation District No. 1, we would _appreciate your addressing a letter to this office extending the agreement as indicated for our acceptance. Lowry hereby respectfully reguests that no new engineering work be assigned to said joint venture under the terms of the agreement dated September 15, 1965 between County Sanitation District Noo 2 and said ioint venture. This request has been solely motivated by reason of the decision on the part of Mr. Sidney L. Lowry to reorganize his consulting engineering piac"tice in order to achieve certain beneficial objectives in r~gard to his personal business affairs. As a result of this decision it appeared to be desirable to terminate said joint venf-ure os presently established os soon as reasonably possibleo . Rimel and C. Arthur Nisson offer to perform the legal services in connection therewith as are more particularly described in Resolution No. 63-57-7 adopted by the Board of Directors of County Sanitation District No. 7 on April 16, 1963, on the same terms and conditions set forth in said resolution, to wit, a fee equal to two and one-half percent of the total construction costs of the project as finally determined by the bid of the successful bidder, with the same schedule of _fees for . extraordinary services as set forth in said resolution, to wit, $35.00 per hour and $200.00 per day for each full day in court, such court appearance. fee to be prorated for portions of a court day. . . This property is to be used exclusively for park purposes and will include areas for Boy Scouts, Indian Guides, Campfire Girls, Girl Scouts and other organizations for outdoor activities·. The sewer line blocked 26 future use of a 4 X 5 concrete storm drain box. The streat and 27 storm drain box were owned by the Co;Jnty of Ora~9e. N-o permit 28 was is.sued to block said storm drain box. Said storm drain box: 29 was not ab3ndoncd by the County of Oran9e: it was built for 80 future use. 81 Subsequently ownership of the street and the storm drain S2 box was acquired by the City of w~stminstcr.
