SPECIAL DELIVERY
A situation has developed recently which reflects some confusion
on the part of Lumbermen's Mutual Insurance Company in providing
the coverage recommended to the Districts in our Evaluation of
Bids and letter of September 11th. Mr. Beckendorf, the broker,
described that proposal as firm in his bid and described it as
Plan II on page two of his letter of proposal to the Districts
dated July 20, 1967. That bid, in effect, should have been
$3,750,000 at $2,680 annual premium, instead of $3,250,000 at
$2,460 premium as proposed to the Districts by the broker and by
this office.
Mr. Beckendorf .offers to present the Lumbermen's policy at
$3,750,000 amount of coverage and absorb the extra $225 in pre-
mium because he feels somewhat responsible for the inaccuracy.
Coverage is now under binder on that basis, if desired.
Conversely, attention is invited to his Plan I on page 1 of his
proposal letter which would provide $500,000 coverage in the In-
dustrial Indemnity Insurance Company on all property at both
plants, at the three cited pumping stations, and in the collec-
tion system. The coverage is on a flat, blanket, no coinsurance,
and replacement cost basis for settlement of losses to all pro-
perty, subject to a $1,000 deduction per loss. The broker hos
arranged with The Appalachian, an acceptable company, to provide
an excess layer of identical coverage in the amount of $2,500,000
at a flat 3 year advance premium of $2,400 for the three year
term averaging out to $800 per year when paid in advance. It
would become effective in December in lieu-of the previously re-
commended proposal.
These bids are separately compared on attached Exhibit A.
The coverage of $500,000 basic in the Industrial Indemnity and
the excess coverage of $2,500,000 in the Appalachian, both on a
blanket, no coinsurance, automatic coverage, replacement cost
settlement with a $1,000 deduction per loss basis, is now

recommended to the Districts, making a total amount of insurance
of $3,000,000 per loss. The arrangement is similar in general
design to that cove.rage which was recommended to the Districts
in our letter of September 11th and provides some additional ad-
vantages, as follows:
1. All penalties, primary and contingent, are deleted by the
terms of both policies because:
a. They are written without coinsurance and without related
stipulations.
b. They are blanket covering all property of the Disticts.
c. ·No appraisals or appraised values will be required dur-
ing the next 5 years for purposes of this insurance.
d. Completion of Headworks C, or additions of other property,
will not require changes in the policies, new stipulated
amounts of total insurance, or further negotiations dur-
ing the policy term.
e. They establish a desirable ceiling on future premium
costs for this coverage for the policy term.
Some of these advantages would have been provided by the Lumber-
men f s policy, but not all. Much of the small print, in effect,
is deleted or greatly diminished on the cited policies.
Difference in Conditions coverage in the amount of $100,000, on a
$1,000 deductible per loss, will still be provided separately for
$300 premium per year.

A JOINT RESOLUTION OF THE BOARDS OF DIREC-
TORS OF COUNTY SANITATION DISTRICTS NOS.
1, 2, 3, 5, 6, 7, and 11, OF ORANGE COUNTY,
CALIFORNIA, AUTHORIZING EXECUTION AND
RECORDATION OF CERTAIN PROPERTY TRANSFER
DOCUMENTS WITH TALBERT DRAINAGE DISTRICT
PURSUANT TO THE TERMS OF AN AGREEMENT WITH
SAID DISTRICT DATED SEPTEMBER 15, 1966.
The Boards of Directors of County Sanitation Districts Nos.
1, 2, 3, 5, 6, '7, and 11, of Orange County, California,
DO HEREBY RESOLVE, DETERMINE AND ORDER:
WHEREAS, As provided under the terms of that certain agree-
ment dated September 15, 1966, between County Sanitation District
No. 1, as agent for itself and County Sanitation Districts Nos. 2,
3, 5, 6, 7, and 11, of Orange County, and TALBERT DRAINAGE DISTRICT,
certain property ownership transfers, as described hereinafter, are
to be consilmated between the parties thereto.
Section 1. That the certain Quitclaim of Easement, wherein
TALBERT DRAINAGE DISTRICT quitclaims to County Sanitation Districts
Nos. 1, 2, 3, 5, 6, 7, and 11, all its interest in certain easements
which are more particularly described on Schedule A attached hereto,
is hereby accepted; and,
Section 2. That the certain Grant Deed from TALBERT DRAINAGE
DISTRICT to County Sanitation Districts Nos. 1, 2, 3, 5, 6, 7, and
11, conveying ownership of certain real property more particularly
described on Schedule B attached hereto, is hereby accepted; and,
Section 3. That the Secretary be authorized and directed
to record the documents referred to hereinabove, in the Official
Records of Orange County; and,
Section 4. That the certain Grant of Easement wherein
County Sanitation District No. 1, as agent for itself and County
Sanitation Districts Nos. 2, 3, 5, 6, 7, and 11, grants to TALBERT

DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day
submitted to the Board of Directors by Donald C. Simpson, District's
engineer, and concurred in by the District's Chief Engineer, that
award of contract be made to POWER CONSTRUCTION CO., Contractor, for
MANHOLE REPLACEMENT AND REPAIR PROGRAM, PHASE II, CONTRACT NO. 5-14R-2,
and the proposal submitted for said work, are hereby received and
ordered filed; and,
Section 2. That the contract for said Contract No.
5-14R-2 be awarded to POWER CON~TRUCTION CO., Contractor, in the
total amount of $27,945.00, in accordance with the terms of their
bid and the prices contained therein; and,
Section 3. That the Chairman and the Secretary of the
District are hereby authorized and directed to enter into and sign
a contract with said contractor for said work pursuant to the
provisions of the specifications and contract documents therefor;
and,
Section 4. That all other bids received for said
work are hereby rejected, and that all bid bonds be returned to the

Our desire to locate in Orange is three fold. First we have a piece of property
that will provide room for e...".."J>ansion for all future needs. Secondly, you have
water and se\·rage facilities available. Thirdly, we will be closer to market and
distribution center for our goods.
The only obstacle to be resolved nou is the question of our effluent. He plan
to install a paper making machine sir.1ilar to one now in use by Kimberly Clark
in Fullerton. It will produce approximately forty to fifty tons of paper pe:-
day. The following infonnation may be a g1lide towards arriving at a favorable
decision. ·
1. Our effluent w:iJ.l· consist of subst'1nccs such as clays, inks, dyes and
such naterial as used in non:ial preparation of papers for all uses. It
will be dclutcd with water containing soap and detergents for:~ed by
caustic soda and phosphates. The pH would ra...'lgc from 7 to 9~. The
solids would a.motmt to 8 -10 lb per l,ooo gallons of liquid or appro..~

2. Our initial discha~ge would be 450 gallons per minute or 650,000 gallons

of our effluent, at a reasonable cost, we could not entertain plans for
erecting a plant of this size in the City of urange.
Our accotmtants and engineers have compiled figures and have come up with the
f ollowi.ng cost. figure based on use per one :t:dllion gallons per day or as follows.
We shall accept a charge for sewage conveying, treatment a-°"ld disposing of our
industrial waste of $30.00 per million gallo~1s, plus $8.00 per ton of solids dry
basis, or $40,00 per million gallons with a $7.50 per ton ch~rge for suspended

Reference is made to the Preliminary Engineer's Report
for County Sanitation District No. 2, filed with your honorable
body on March 10, 1965.
From our Summary of Recommendations, Northeast Area,
Phase 2, Item 3, we recommended the construction of State College
Blvd. Pump Station and Force Main at an estimated cost of $500,000.
Recent extensive studies of District No. 2 facilities
have convinced us that a better and more economical location for
this pump station is at the intersection of Associated Road and
Yorba Linda Blvd., with the force main extending easterly approx-
imately 7230 feet in Yorba Linda Blvd. to a connection with the
future Palm Drive Trunk Sewer. The estimated cost of this pump
station and force main is $325,000 which represents a base saving
of $175,000 over the original estimate.
Since the construction of the Orange Freeway, immediately
e,1::;t of the proposed pump f1tution site, is scheduled for the period
1968-69, it in recommcndc<l that the Dintrict authorize the con-
struction of approximately 1800 lin. ft. of 24-inch approved pi?c
force main across the Orange Freeway prior to or in connection with
freeway construction, in order that future expensive boring opera-
tions can be avoided.
In connection with the development of Tract No. 4564,
which lies east of and adjoining the Orange Freeway in the City of
Fullerton, the developers proposed the construction of a box culvert
which encroached onto the District's 30 ft. wide easement for the
Cypress Avenue Subtrunk. The District staff agreed to the encroach-
ment provided that the developer encase our present 15-inch V.C.P.
Cypress Avenue Subtrunk and also that the developer construct a
parallel 18-inch V.C.P. encased sewer main some 84 feet in length
plus.a standard rn~nhole, in.order to provide for future capacity
requirements. This new 18-inch V.C.P. sewer main extends some 10
feet onto the freeway right of way.

Recently your staff has had a letter of inquiry from the
Division of Highways as to whether you wish to extend this 18-inch
V.C.P .. stub across the Orange Freeway right of way and construct
the force main crossing along Yorba Linda Blvd. prior to or in
connection with the freeway construction.
We recommend that the construction of this 18-inch V.C.P.
parallel trunk sewer be approved across the Orange Freeway, and
that your staff be authorized to negotiate for its construction .
