The following is a visual and photographic report
of the inspection of the marine.sewer outfall located
at the ~outh of the Santa Ana Rivero The:insnection
started on August 7 1 1967 and on the days \·Ii th favorable
water conditions through September 6, 19670
The stabilizing rock cover ends at stao 17f85 at a
depth of 24 7 0 This cover rises· approximately 3i above
the top of the· pipe and fans out onto the ocean floor
to a total average base width of 201?0 Reasu.rements given
here were chained with a knotted cordo This type of
mensuration was used throughout this inspection, the
accuracy being influenced only by slieht deflection in
the lineo Mechanical details were measured with a
conventional.tape measureo
At stao 16f40 the ~cock cover rises substantially
higher than the previously mentioned cover" This con-
dition is typical be·t\rnen this point and the beacho
The manhole at stao 18+00 was observed to be in
good conditiono The edges 6f the lifting lug were
eased to a slight radius~ The center hole v.ras corroded
shuto A plastic tag labeled n1gn vvas affixed to this lugo
The monel bolts~ nuts and washers were in good conditiono
When the rJarine growth \~78..S removed with a wire brust
these bolts were very bright and pitted only sli~1tlyo
Large ocean swells were prevailen t in We: ter this
shallow, (de~th 25r)o These swells were noted to be
very powerful on the days the divers were at this posit-
ion on the pipe, carrying large amounts of sediment and
sand up from the surround.ing ocean floor~· The abrasive
action of' this sand is a probable factor in the slight;
pitting of the metal components of this manhole~

The concrete portions of this manhole arG in excellent
condition as are all concrete pipe joints in this areao
Colonies of small sea anemoneG 2.nd hyd.rozoa.."ls are
the predor:.1ine..nt mari11e covering on the pipe here, they
are abundant also on the covering rocks6" Th.;.::se inverte-
brate coverings form an almost complete layer over the
concrete pipe, protecting it from any possible nsand-
. blasting't effec·t of the ocean swell.so
Stabilizing rock again covers the pipe cor!ipletely
at several places just seaward of stao 18·-[00o '.I'he pipe
line is exposed. approxi.ma:tel~r 30 degrees from vertical

The manhole at stao 23--}00 is in s:Lmilar condi tio:n
to the one at stao 18t00 9 with the exceptidn of large
clusters of Coralli:na.. This type of ·ohylttm is to be
seen on the pipe out to approxiraa"i:;ely-sta 65-{·00o It
attaches to the surface of rocks and concrete very
firmly o ~-ihe.n pulled away it leaves a bare spot on
the pipeo This again helps to cover and protect the
exposed portions of the pipeo The growth is quite
profuse in. most areas~
The bol·ts examined on this mr1..nhole we:re in very
good ~ondition as was the gasketo This manhole was
untaggedo Joint;s adjacent to this manhole were scraped
and checked.. The edges \·!ere square and eveno There
were no signs of det.ieriora:tion ...
All joints ·netween sta~ 23·}00 and staC> 28f00
appeared in satisfactory conditionu SoBe joints were
scraped at random in terva.ls a~ct aga.i:n ~ they appeared to
be in very good condition~ These joints were also
closely checked for leakageo
Connecting devices between sections or tne pipe
were searched for along the length of the out;fallo
Very few of these coru1ectors were found" These
connectors were installed at the springline of the pipe,
which \'las usually covered b:y rock (diao//l)o Those. con-
necting devices that were found were without the tension-
ing bolts and lugs~ These steel components have undoubt-
edly rusted awayo The cast iron :pockets which recieved
the lugs were strained with rust, and usually filled with
various forms of marine erowthso The concrete that is
formed around the cast iro:n pockets is in good condition,
neither spalled, seperated or deteriorated. in any mannero

This leakage is prevailent on the Southeast side of the
ma:.l'lhole, and is indicative of a ruptured gasket between
the east iron cover and the concrete manhole stru.ctureo

were noted to be eight diffuser.ports, 4 on the east side

observed in several of these ports" The metal T bolt
device that; was retaining the ps..tcb.es in these diffuser
ports appeared to be in deterioe.ting condition~ Due to
the :profuse flow of effluence it \·:as impossible to
ascertain the condition of the gasket .material, if any~

MANAGER 1 S REPORT TO THE EXECUTIVE COMMITTEE
Meeting Date : October 26, 1967
Chairman Parsons has invited Directors Workman and Rogers
to attend th is meeting and to participate in the discussions .
The fo llowing is a n e x planation of the items of business
proposed to be taken up at the October 26th joint mee ting of
t he Executive Committee and the Building Committee .

1. Review of General Counsel's Fee Schedule . During the
latter part of 1966, the Executive Committee reviewed with the
General Counsel , his fee schedule as established by Resolution
No . 63-150 . At that time, it was agreed that a monthly report
of his activities would be submitted with his invoice for ser-
vices rendered , and the Committee would review the reports and
re -examine the General Co~nsel 1 s fee schedule prior t o the
adoption of the 1967-68 budgets .
The Executive Committee met on July 6th, and on August 2nd ,
and reviewed the activity re ports . At the August 2nd meeting it
was agreed that the Committee would meet with the General Counsel
fo r the purpose of discussing with him his fee schedule . Mr .
Nisson has been invited to the Committee meeting for this purpose .
Enclosed is a summary of the General Counsel's time , based
on his billings for the past eleven months .
2. Review of Pr oposals Submitted by Willard T . Jordan , Architec~.
A. As the Committee members will recall, Willard T . Jordan,
Archjte~t , A.I .A., and Associates, were employed to develop a
Master Plan for improving the appearance of Treatment Plant No . 2 .
The proposal , which was accepted by the Boards (copy attached),
provi ded for a lump sum of $4 ,000 for the Master Plan . I believe
it was the Committee 's understanding, as well as the staff 's,
that the material submitted by the architects and subsequently
adopted by the Boards , was done under the section of the proposal
related to the Master Pl an ; however the i nvoice submitted to the

Districts included an additional $1,590 for architectural design
of buildings . To date , the Districts have paid the Master Plan
fee of $4,ooo .
Mr . Jordan has asked that he be granted the opportunity to
discuss this matter with the Committees ; however Chairman Parsons
suggests that the Committees review the entire matter prior to
any discussions with Mr . Jordan .
B . Willard T . Jordan, Architect, A.I .A., and Associates
submi~ted a proposal for design services concerning the landscape
architecture , and entrance and wa l l construction at Treatment
Plant No . 2 . The Boards referred the proposal, at the September
3oard 01eeting, to the Executive and Building Committees for study
and recommendation . Mr . Jordan has advised , by telephone , that
the ma x imum amount for tlic design of the entrance and wall con-
struction will not exceed $1,500 (see attached proposal dated
August 28, 1967).
3 . Personnel Matters .
A. Recommendation for Salary Adjustments . For the
past several years the Executive Committee and the Join~ Districts 1
Board of Directors have r eviewed the Districts 1 employees 1 salary
schedules by December of each year . The staff has prepared a
recommendation for the Committee 1 s consideration well in advance
of December 1st , to allow sufficient t ime for the information to
be reviewed .
We have conducted two rather extensive surveys; one with
respect to salaries paid by other public agencies in Orange
County, and another with respect to sa l aries paid by other
agencies on the west coast in the sewage treatment and disposal
field . Our salary recommendations for positions such as laborers,
maintenance men, engineering aides , mechanics, foremen , and clerical
positions , are intended to reflect the salaries paid wi~nin Orange
County for similar positions . For pos i tions peculiar to the waste
water t r eatment field (plant ope r ators , technicians, and super-
visors), the salary recommendations are made on the basis of the
survey of other sewage treatment agencies . (See enclosed salary
review material).
B . Updating the Employee Insurance Program . Approximately
three years ago the Districts updated the group insurance program ,
and since that time rates (particularly hospital rates) have in-
creased dramatically; in fact , the average charge for room and
board in a hospital in Oran~e County is $43 per day . The daily
benefit provided by our current cove rage for room and board is
$25 per day .
We have as ked for a quotation from the current insurance

carrier_, Connecticut General Insurance Company _, to update "the
Plan . We have also asked for a proposal from the Occidental
Life I n s u ranc e Company . To date _, we have not received a
response from Occidental _, however _, Connecticut General has
submitted a proposal for updating the existing Gr oup Plan . (Se e
attached ).

Th e cove r age under Proposals l _, 2 , ~ and 5 _, is desirab l e _,
and the cost for this coverage wil l be $2 .50 for each employee
and $L~.o6 for his dependents . It i s my recommendation that the
Districts agree to pay $2 .50 per month which is the additional
premium for the employee .
4 . Review of the Distri cts ' I nsurance Coverages . Ea r lier
this year the Districts employed Charles 1 . Robinson_, an Insurance
Consultant , to review the Districts ' insurance cov erages . Foll ow-
i ng his i nvest i gation he submitted a report in which h e recomme n d ed
that the Di s tri cts imp r ov e their fire and extend ed c o v erage i n -·
surance t o i n clude a ll fac i l i ties and equipment above ground ,
both at the t r eatment plants and the outlying pumping stations .
I n Ma r ch , the Districts directed Mr . Robinson to prepa r e
bid specifications for the coverages he recommended. These b i ds
were t.:i.lrnn on July 21st .:i.nd Mr . Robtnson has submitted an
cvaluut'Lon report on the hlds, dated September _, 1967 .
After a study of his evaluation report , the Districts '
Construc"tion Engineer _, Norman Tremblay _, and I met with the
Insurance Consultant on October 18th, to clarify some of his
recommendations . Fo llowing a lengthy discussion, the three of
us agreed that in the event of a major earthquake disaster _, $400 ,000
of earthquake insurance coverage , subject to $100,000 deductible ,
would not even begin to restore the Districts ' facilities . If
earthquake insurance is considered necessary, we wou l d need
approximately $9,000 ,000 coverage . Mr . Robinson doubts that we
could obta i n more than $6,000,000 and, if available, could cost
$75 ,000 annually . Therefore , earthquake insurance does not
appear p r actical due to the cost, and the staff concurs with Mr .
Robinson that tne $2,460 .00 bid of the Lumberman 's of Mansfield
Insurance Company be accepted , for coverage of $3 ,250 ,000, on a
stipulated basis, including fire , extended coverage, vandal i sm ,
malicious mischief, and difference -in-conditions coverage . Earth-
quake coverage is not included . (See Mr . Robinson 's letter,
attached ).
5 . Outfall Inspection Repo r t . Several months ago the Districts
~ere negotiating wi t h the Ri v erside County Flood Co n tro l and
Water Co ns e rvat ion Di stric t conce rning the sal e of the Distric t s'

78 11 outfall to the Riverside interests . An evaluation report by
the engineering firm representing the Riverside interests questioned
the condi0ion of our outfall, as well as the anticipated term of
its useful existence .
Following considerable discussion of the matter, it was
suggested by the Executive Committee that the staff employ a
recognized firm to inspect the outfall . On the recommendation of
the Districts' engineers, we employed Orea Diving Services , Inc .
The original report includes numerous photographs which will
be available at the meeting. To duplicate the reports completely
would cost approximately $33 .00 per report, therefore we have
xeroxed only the written portion for this mailing .
6. Weekend Work Pro,ject. For several months the staff has been
working with personnel from the County Probation Department in an
attempt to assist them in finding gainful employment for individuals
assigned to their jurisdiction by the local courts . These negotia-
tions were entered into with the idea of helping to reduce the
welfare and public assistance costs in the County .
We have now been approached by the Juvenile Probation
Department staff concerning a weekend program established by the
Court . Our Superintendent of Operations ' memo (attached ), outlines
the project . We would like to discuss the prosoand cons of this
with the Committee members .
7. Uniform Industrial Wastes Regulations . As each new industry
locates in Orange County, the City planners and the industry 's
representatives request information regarding our industrial
waste regulations and charges . At the present time the Districts
do not have industrial waste charges except by written agreements
with three individual firms .
In 1960, we reviewed with the Executive Committee a proposed
resolution concerning the discharge of industrial waste, and ~he
Committee, at that time, did not feel that there was a sufficient
number of industrial waste dischargers to warrant the emp l oyment
of personnel by the Districts to implement the program and enforce
the regulations·.
During the past seven years , many industries have located
within the County , and particularly within the Sanitation Districts ;
therefore the staff· feels obligated to review the matter of
industrial wastes again with the Executive Committee . We will be
prepared to discuss the matter in detail at the meeting .

After a visit to the Brookhurst-Coast Highway plant, our impression
of a direction to take in the overall enhancement of the faciiity would be to
express this complex as strictly an industrial plant and not to try to make
it look like something else .
Natural concrete should be left in its natural form, changed either by
integral coloring or by surface teA'iures . Piping, ducts, railings, etc.
should be emphasized by the adoption of a color code system developed
from existing standards . Landscaping, while a problem due to the soil
and climatic conditions, can also be used to better advantage .

We enjoyed the me eting with your committee and
sincerely believe you s hould be com mended for your
concern and efforts to improve the aesthetic appear-
ance of a public facility. I was not personally able
to attend this meeting but was appraised of the
stimulating discussion with your group by Mr . Curtis
and Mr. Hester of this off ice. In accordance with
your letter of March 9th outlining your requirements,
we would like to make a firm proposal and after
visiting the site and studying our aerial ph otos ,
we believe the following is a meaningful proposal.
1. The study would include a complete colored
Master Plan drawing of the entire site and
its relationship to the surrounding area,
i.e. the river bed, the Coast Hi ghway and
entrance way. This drawing wpu l d be of a
'size sufficient for display use and capable
of being reproduced.
2. A r ep ort outlining the Master Plan and fu rther
breaking it into feasible increments with
relative costs for each portio n would be
provided.
3. The first of the s e increments would be alter-
native recommendations for specific remedial
action on existing facilities as described
by your letter. Included in this as well as
in other portions of the report would be
visual interpretation of our specific recommenda-
tions.
For the work described above and in accordance with
your letter of March 9 th , sections a. & b., we would charge
a fee of $3,800.00. Portions of this fee could be applied
toward our fee for working draw in gs when the work proceeds .
We would furnish ( 10)' copies of this report for your use
and additional copies would be available at our di rect cost
of reproduction.

MANAGER 'S REPORT TO THE EXECUTIVE COMMITTEE
Meeting Date : October 26, 1967
Chairman Parsons has invited Directors Workman and Roger s
to attend this meeting and to participate in the di scussions .
The following is an explana tion of the items of business
proposed to be taken up at the October 26th joint meeting of
the Ex ecutive Committee and the Building Committee .
1 . Review of General Counsel 's Fee Schedule . During the
latter part of 1 966 , the Executi ve Committee reviewed with the
Ge neral Counsel , his fee schedule as established by Resolution
No . 63 -150 . At that time, it was agreed that a mo nthly report
of his activiti es would be submitted with h is invoice fo r ser-
vices rendered , and t he Committee would r e view the reports and
re-examine the General Couns el's fee sche dule prior to the
adopt ion of the 1~67-68 budgets .
The Ex ecutive Comm ittee met on July 6th , and on August 2nd ,
and reviewed the activity reports . At the August 2nd mee tin ~ it
was agreed that the Committee would meet with the General Counsel
for the purpose of dis cussing with him his fee schedule . Mr .
Ni s son has been invited to the Committee meeting for this purp o se .
Enclosed is a summary of the General Counsel 's time , based
on his billings for the past eleven months .
2 . Review of Proposals Submitted by Willard T . Jordan, Architect .
A. As the Committee members will recall, Willard T . Jordan ,
Architect, A.I .A., and Associates, were employed to develop a
Master Plan for improving the appearance of Treatment Plant No . 2 .
Th e proposal, which was accepted by the Boards (copy attached),
provided for a lump sum of $4 ,ooo for the Master Plan . I believe
it was the Committee 's understanding, as well as the staff's,
that the material submitted by the archit ect s and subsequently
~dopte d by the Boards , was done und er th~ ~ec tion of the proposal
r~luted to the Master Plan; howe v er the invoice submitted to the

Districts included an additional $1,590 for architectural design
of buildings . To date, the Districts have paid the Master Plan
fee of $4,ooo .
Mr . Jor1an has asked that he be granted the opportunity to
discuss this matter with the Committees; however Chairman Parsons
suggests that the Committees review the entire matter prior to
any discussions with Mr. Jordan .
B . Willard T . Jordan, Archi~ect, A.:.A., and Associates
submitted a proposal for design services concerning the landscape
architecture, and entrance and wall construction at Treatment
Plant No . 2 . The Boards referred the proposal, at the September
Board ;neeting, to the Execu~ive and Building Committees for study
and recommendation . Mr . Jordan has advised, by telephone, that
the maximum amount for tLe design of ~he en~rance and wall con-
struction will not exceed $1,500 (see attached proposal dated
August 28, 1967).
3 . Personnel Matters .
A. Rec·ommenda tion for Salary Adjustments . For ~he
past several years the Executive Committee and the Joint Districts '
Board of Directors have reviewed the Districts' employees' salary
schedules by December of eacn year . The staff has prepared a
recommendation for the Commi~tee 's consideration well in advance
of December 1st, to allow sufficient time for the information to
be reviewed .
We have conducted two rather extensive surveys; one with
respect to salaries paid ~y other public agencies in Orange
County, and another with respec~ to salaries paid by other
agencies on the west coas~. in the sewage treatment and disposal
field . Our salary recommendations for positions such as laborers,
maintenance men, engineering aides, mechanics, fora~en, and clerical
positions, are intended to reflect the salaries paid wi~hin Orange
County for similar positions . For positions peculiar to ~he waste
water treatment field (plant operators, ~echnicians, and super-
visors), the salary recommendations are made on the basis of ~he
survey of other sewage treatment agencies . (See enclosed salary
review material).
5 . Updating the Employee Insurance Program . Approximately
t~ree years ago the Districts updated the group insurance progran,
and since that time rates (particularly hospital rates) have in-
creased dramatically; in fact , the average charge for room and
board in a hospital in Orange County is $43 per day . The daily
benefit provided by our current coverage for room and board is
$25 per day .
We have asked for a quo~ation from the current insurance

ca1-rier, Connecticut Gene.cal Insurance Company, to update the
Plan . We have also asked for a proposal from the Occid~ntal
Life Insurance Company . To date, we have not received a
response from Occidental, however, Connecticut General has
submitted a proposal for upda~ing the existing Group Plan . (See
atta.ched).
The coverage under Proposals 1, 2, 3, and 5, is desirable,
and the cost for this coverage will be ~2 .50 for each employee
a.nd $4 .06 for his dependents . It is my r~commendation that the
Districts a~ree to pay $2 .50 per month which is the additional
premium for the employee .
4 . Review of the Districts 1 Insurance Coverages . Earlier
this year the Districts employed Charles L . ~obinson, an Insurance
Consul~ant, to review ~he Districts 1 insurance coverages . Follow-
ing his investigation he submitted a report in which he recommended
that the Districts improve their fire and extended coverage in-
surance to include all facilities and equipment above ground,
both at the treatment plan~s and the outlying pumping stations .
In March, the Districts directed Mr . Robinson to prepare
bid specifications for the coverages he recommended . These bids
were 0aken on July 2ls~ and Mr ~ Robinson has submi~ted an
evaluation report on the bids, dated September, 1967 .
After a study of his evaluation report, the Districts 1
Construction Engineer, Norman ':::'remblay, and I met with the
Insurance Consultant on Oc~ober 18th, to clarify some of his
recommenda~ions . Following a lengthy discussion, the three of
us agreed that in the event of a major earthquake disaster, $400,000
of earthquake insurance coverage, subject to $100,000 deductibl~,
would not even begin to restore the Districts 1 facilities . If
earthquake insurance is considered necessary, we would need
approximately $9,000,000 coverage . Mr . Robinson doubts tha0 we
could obtain more than $6,000 ,000 and, if available, could cost
$75,000 annually . Therefore, earthquake insurance does not
appear practical due to the cost, and the staff concurs 1vith Mr .
Ro bi !'lSOn that the $2, 460. 00 bid of the Lumberman rs of £.:ans field
Insurance Company be accepted, for coverage of ~3,250,000, on a
stipulated basis, including fire, extended coverage, vandalism,
malicious mischief, and difference -in-conditions coverage . Earth-
ouake coverage is not included . (See Mr . Robinson 1 s le0ter,
attached) .
5 . Outf~ll Inspection Report . Several months ago the Districts

'78 11 outfall ·to the Riversj de interests . An evaluation report by
the engineering firm representing the Riverside interests questioned
the condition of our outfall, as well as the anticipated term of·
its useful existence .
?ollowing considerable discussion o:: the matter, it was
suggested by the Executive Committee ~hat the staff employ a
recognized firm to inspect the outfall. On the recommendation of
the Districts 1 engineers, we e.mployed Orea Diving Services, Inc .
The original report includes numerous photographs which wi ll
be available at the meeting . To duplicate the reports completely
would cost approximately $33 .00 per report, therefore we have
xeroxed only the written portion for this mailing .
6 . Weekend Work Project . For several months the staff has been
workinr; with personnel rrom the County Probation Department in an
attempt to assist them in finding ~uinful employment for individuals
assigned to their jurisdic~ion by the local courts . These negotia-
~ions were entered into with the idea of helping to reduce the
welfare and public assistance costs in the County .
We have now been approached by the Juvenile Probation
Department staff concerning a weekend program· established by the
Court . Our Superintendent of Operations 1 memo (attached), outlines
the project . We would like to discuss the pros and cons of this
with the Commit~ee members .
7 . Uni "orm Industr:ial Wastes Regulations . As each new indu.stry
locates in Orange County, the City planners and the industry 1 s
represen~atives request information regarding our indus~rial
waste regulations and charges . At the present time the Districts
do not have industrial waste charges except by written agreements
with three individual firms .
In 1960, we reviewed with the Executive Commi~tee a proposed
resolution concerning the discharge of industrial waste, and the
Committee, at that time, did not feel that there was a sufficient
number of industrial waste dischargers to warrant the employment
of personnel by the Districts to implement the program and enforce
the regulations .
During the pas~ seven years, ~any industries have located
within the County , and particularly within the Sani~ation Distric~s ;
therefore the staff feels obligated to review the matter of
industrial wastes again with the Executive Committee . We wil l be
prepared to d isc uss the matter in detail at the meeting .

ance underwriting suggests that the basic Room and Board
Benefit should be approximately 80% of the average charge

3. Addition of an Out-of-Hospital Diagnostic X-Ray & Laboratory
Benefit. This benefit is meant to pay for diagnostic and x-ray
work done in a doctor's office or in an outside laboratory.
The availability of payment in the doctor's office might keep
one or two people from becoming hospital·confined for their lab
tests. Payment is based on a schedule with an overall maximum
of $180. Once again, the individual payments are based on a
unit value with a $6 value. The cost for this benefit is:

4. Out-of-Hospital Doctor visitso This is a benefit to provide pay-
ment towards the cost of physician's office and home visits.
Payment begins with the fourth visit in a calendar year. The

We have evaluated the bids and bidders on property insurance for
the properties of the Sanitation Districts, excluding the collect-
ing system, as authorized in your letter of May ~2, 1967.
Quotations ranged across a rather broad spectrum due principally
to three factors: . 1) ·Formally appraised property insurable val-
ues do not exist; 2) The request for Earthquake Coverage with
its varying deductibles; and 3) The request to delete or reduce
the usual policy penalties. Our analysis and discussion of the
bids is attached supporting the following recommendations in
order on an annual basis:

(hereafter collectively called nBasic Coverage") for an amount
of $3,250,000 on a 903 Stipulated Basis and excluding Earth-

to furnish up to a maximum of 15 youths on probation for week-
end work during the school year.
They would, for the most part, do weed cutting and clean-
up work around the plant sites as well as the right-of-way area
between plants. Work could also be found for them inside on
rainy days.
The cost to the Districts would be 50¢ per day per person
for lunch and $24000 per day for their counselor~ There would
also be some transportation involved when working away from
either plant. ·
In order to obtain their services, it is necessary for
the Districts to write a letter requesting their services and
guaranteeing the payment for luncheons. and counselor.

and each employee's performance is reviewed
before any increase is granted.
The staff also reported on the Apprentice
Program and the Committee members present had
the opportunity to review the performance records
of the apprenticeso The staff recommended that
the current step plan, which provides .for a
possible merit increase (one step) every six months,
be accelerated to permit a salary adjustment
(1/2 step) each quarter since the training program
is conducted in quarterly phaseso This will in-
crease the cost of the program by approximately
$504 per year.
It is also recommended that the apprentices'
salary schedule be increased by approximately
7~ because the productivity of the participants
has been far greater than that anticipated when
the program was initiated.
Committee Recommendation -It is the recom-
mendation of the Committee that the attached
salary schedule be approved, and that authorization
be given for quarterly pay adjustments for the
Districts' apprentices, on a merit basis.

* Construction Engineer, Norman Tremblay, and I met with the
Insurance Consultant on October 18th, to clarify some of his
recommendations . Fol l owing a lengthy discussion, the three of
us agreed that in the event of a major earthquake disaster,
$400,000 of earthquake insurance coverage, subject to $100,000
deductible, would not even begin to restore the Districts '
facilities. If earthquake insurance is considered necessary,
we would need approximately $9,000,000 coverage. Mr. Robinson
doubts that we could obtain more than $6,000,000 and, if available ,
it could cost $75,000 annually . Therefore earthquake insurance
does not appear to be practical, and the staff concurs with Mr .
Robinson that the $2,460 bid of the Lumberman 's of Mansfield
Insurance Company be accepted, for coverage of $3,250,000, on
a stipulated basis, including fire, extended coverage, vandalism,
malicious mischief, and difference-in -con ditions coverage . Earth-
quake coverage is not included . (See Mr. Robinson 's l etter ,
Page "D" attached ). ·
Committee Recommendation -In view of the high cost of
earthquake insurance, the Committee concurs in the recommenda t ion
shown as Item No . 1 of Charles L . Robinson 's l etter dated Sep t ember
11th .
4 . WEEKEND WORK PROJECT .
Staff Report -For several months the staff has been
working with personnel from the County Probation Department in an
attempt to assist them in finding gainful emp l oyment for indivi -
duals assigned to their jurisdiction by the local courts. These
negotiations were entered into with the idea of helping to reduce
the welfare and public assistance costs in the County .
We have now been approached by the Juvenile Probation Department
staff concerning a weekend program establ ished by the Court. Our
Superintendent of Operations' memorandum (attache d as Page 11 E11
) ,
outlines the project .
Committee Recommendation -It appears that this is a worth-
while project, and the Committee recommends that the staff be
granted the necessary authority to implement the program with the
provision that if it is not successful, it can be immediately
terminated.

concurred in by the District's Chief Engineer, that award of con-
tract be made to FAIRBANKS, MORSE, INC., Contractor, for SEWAGE
. PUMP, DRIVE AND MOTOR, CONTRACT NO. 5-12A, and the proposal sub-

We have reached the point in our design of the new marine outfall
(estimated to cost $15, 442, 000) when we must obtain a detailed investi-
. gation of the ocean bottom in the area where the outfall will be located.
· This investigation will include obtaining the topography of the bottom and
. an investigation of the soils upon which the outfall will be resting. This
work is of a specialized nature which must be performed by specialists
·in the field. Messrs. Hunt, Way, Bishop and Howard of our firm have
investigated many firms with proficiency in these fields; spending a total
of over 200 hours in this endeavor, and recommend the use 0£ the
following firms:
Pafford & Associates -To accomplish surveying, bottom
inspection, and determine bottom topography.
LeRoy Crandall & Associates -To accomplish the soils
and foundation investigation.
Enchanter, Inc. -To locate and place buoys on the existing
outfalls and for miscellaneous diving and boating

The Contract between the Districts and ourselves for the design of
the new ocean outfall stipulates that outside consultants whom we wish to
use shall be s.ubject to the Districts 1 approval. Therefore, we respectfully
request that the Districts approve our hiring of the above firms.

The tlu·cc firms would be hired on a time ancl materials basis and
would be paid only for the work actually accomplished at the rates listed
in their Proposals. The work to be accomplished by the specialized
firms would be under the direct suporvision 0£ one of our engineers who
would be continuously on the job. We recommend that the soils and survey
work be done on a time and materials basis as it is difficult to estimate
the costs of this type work. If the work were done on a lump sum basis,
the outside consultants would include a large contingency factoi· to cover
themselves against unforeseen conditions, thereby increasing costs. The
above estimates of c.ost are considered to be conservative and will probably
be somewhat less than indicated, particularly in the case of the soils
investigation. The above est:llnates of cost were made assuming certain
conditions will exist and assuming a certain approach can be used to
accomplish the work. If necessary, we will vary the methods used to
accomplish the work in order to obtain the desired results but we will not
exceed the estimated costs as given above without prior approval from the
Districts.
The work outlined herein is required in order to determine the grade
and elevation of the outfall and Y1hat, if any, special pipe bedding is
required. Providing .a detailed set of plans and specifications which the
contractor feels are complete and accurate, will reduce the overall cost
of the project as he is able to reduce his contingency factor.
We have investigated the amount of work of this nature accomplished by
other agencies who have constructed major outfalls along the West Coast
and find that the program we have in mind is consistent with the others.
The estimated total cost of this project is $15, 442, 000. The $80, 000
estiinated to accomplish this specialized engineering is about one-half of
oi:ie percent of the total estimated cost. This percentage is comparable with
what other agencies have paid to accomplish similar investigations for pre-
paration of plans and specifications.
Attached hereto is a Smnma1~y which inclical·es the genc~ral approach
. to the work an<l a. schedule to accon1plish Uw work. In order to continue
on schedule with the design o.f this project, it is important that the survey-
ing and soils.work be.commenced immediately.

A. Tentative location and alignment of the surf section of the new outfall -
to be determined .by October 6th by John Carollo Engineers.
B. Location of Diffuser. The approximate location of the diffuser has
been made. Final determination awaits preliminary surveying and soils
investigation and further hydraulic analysis.
C.· . Prepare map showing tentative location of outfall and diffuser. Locate
existing junction box in relation to the new outfall and provide bearings
for the new outfall. Show monuments on beach which the new survey
; should locate. This to be done by October 13th so that the surveying and
soils work can proceed immediately following approval of the Consultants
by the Board. ·
· . D. Receive approval to hire Consultants from Board of Directors at regular
meeting on October 11th.
E. Authorize surveyors and soils engineer to proceed in accordance with
their proposals on the preliminary phase of the work by the week of
October 16th.
F. Accomplish preliminary soils work and topography, locate existing
·outfalls. Receive reports by November 6th.
G. ·Review preliminary work and analyze. Determine final diffuser location
and outfall alignment. Prepare map showing final outfall and diffuser
location. Complete by November 10th.

BASIC APPROACH TO ACCOMPLISH WORK
Topography to be Performed by Pafford & Associates, Surveyors
A. It appears best at this time to break this work into phases. All could
be done by surveyor without diving necessary except of a minor nature
just to get a general "picture" of the bottom. Phases to consist of:
· (a) Set up shore control -this to be "tied in" to the appropriate grid
system and property surve·y at ·Plant N~·-.z.

(b) Set three semi-permanent buoys and temporary buoys at 500-foot
intervals along the line or the proposed outfall.
·(c.) Perform ~ preliminary topographic survey of the diffuser area -
this to be a 5, 000-foot radius circle. From this information, prepare
a l "=500 1 scale map with 5-foot contours. Review this map before
· going ahead with final survey. Locate existing outfalls at this time also.
(d) After doing preliminary soils investigation in diffuser area, and after
review of preliminary topography, then proceed. with final topography
along the final alignment of the pipe and diffuser legs. Prepare
map, 1"=10fl 1 , Z-foot ·contour intervals, 200.1 wide strip along outfall,
1000 1 wide strip along diffusers.
Soil:s Investigation to be Performed by LeRoy Crandall & Associates
A. It appears that this should be done in 2 phases as follows:
(a) Take samples in diffuser area and analyze and receive a preliminary
report as to the suitability of this area for placing diffuser. Use·
divers to obtain the samples.
(b) After preiiminary is completed and everything is found to be okeh,
proceed to the final investigation consisting of drilling from platform
in surf zone and bottom sampling and probing o££shore by a diver
on the bottom.
B •. Leave sampling, diving as required, and all phases of this work to the
selected soils engineer.
C. Coordinate the soils and surveying on both preliminary and final investi-
gation, such that soils engineer could locate himself from surveyor 1 s work.
D. An allowance should be included for some re-surveying for alignment. of
soils engineer if surveyor must be called back.
Visual Bottom Investigation
A.· Some diving should be done out beyond the 8 1 000 1 point. If the soils
engineer elects to use a diver to obtain samples, then we could get
reports from him on conditions. ·
B. A visual inspection should be made of the bottom. along the entire outfall
· route. There are several possibilities. We are not sure which is the
best at this time:
(a) Walking entire botto~
(b) Submarine along pipe route _with an engineer aboard and_ with pictures

has stimulated investigations into vastly new methods of waste destruction , handling
and treatment. One of the n ew app roaches , studied by The Metropolitan Sanitary
District of Gr e ate r Chica g o and others , has b een the utilization of gamma irradiati on
for disin fe c tion and conditioning of biological waste sludges . Initi al studies have
been promising and much enthusiasm and interest has been gene rated. Letter s,
personal contacts and articles in the technical news media have indicated tpat
a w orking s eminar pertaining to irradiation of waste is timely . (see attachments
fo r i nvited conferees ).
Because of you r interest in the field of waste treatment and environmental control ,
you ar e being a s ked to attend w ha t may be considered as the first confe rence in
the use of nuclear materials for the treatme n t of municipal wastes .
. The conference will be an informal wo r king s eminar; there will be no proceedings
or published papers. It is hoped that a fr ee and open dis cus sio n as well as a
candid exchange o f ideas will occur . The conference w ill be held on Oc t ober 2 4th
at 9 :00 PM in the Conferenc e Room of The Metropolitan Sanitary Distric t at

The orange county sanitation District No. 11 is invited to
submit a cost proposal for taking and disposing of all
sewage generated at the Naval Weapons Station, Seal Beach,
California. The proposal should be based on a possible
maximum flow of 300,000 gallons per day, including approxi-
mately 20,000 gallons per day of industrial waste containing

sulphuric acid. The proposal should also cover the following
points as well as any additional provisions the District may
wish to include:
1. Location and elevation of delivery point at which
the District will pick up Navy sewage. one possible location

Bolsa Chica Road.

Certain changes suggested by Mr. Niason and others made by
your staff and included in a new version furnished ua October 4
have been incorporated by ua in a final document, three copies of
which are encloeed tor your review and, if satisfactory, execution.
By means of a carbon copy or this letter to Mr. Niseon trans-
mitting two copies of the final agreement, we are asking him to note
certain additions marked in red in its provisions which were
incorporated in your October 4 draft.
If the agreement is executed by your Corporation and returned
to us by October 9. its execution by District No. 2 will be recommended
at the forthcoming Board of Directors' meeting to be held on
Wednesday, October 11.

AGREEMENT
On the 11th day of October, 1967, COUNTY SANITATION DISTRICT
NO. 2 of Orange County, a public corporation formed pursuant to
the provisions of Chapter 3 of Division 5 of the Health and
Safety Code of the State of California {hereinafter sometimes
referred to as "District") and THE CITY MANAGEMENT CORP., a
corporation duly formed and existing pursuant to the laws of the
State of California {hereinafter sometimes referred to as
"Corporati<?n"), acting as agents of the Owners of Record of
certain Real Property hereinafter described, do hereby agree as
follows:
EXPLANATORY RECITALS
WHEREAS, Corporation is the duly authorized agent for the
Owners of Record of certain Real Property located within the City
of Orange, County of Orange, State of California; and
WHEREAS, Corporation has undertaken plans to develop said
property into a metropolitan complex and has commenced the
installation and construction of improvements to provide for the
necessary utilities to said property; and
WHEREAS, it is necessary for Corporation to realign a
sewage transmission line of District in order to carry out the
development of said property; and
WHEREAS, the cost of realigning and reconstructing said
sewer line will be paid by the Corporation; and
NOW, THEREFORE, the parties hereto, for and in consideration
of the mutual promises and covenants and agreements herein
contained, do agree as follows:

EXECUTORY AGREEMENTS
1. Corporation shall cause .the realignment of said sewage
transmission line from its existing location to its new alignment
as shown on that diagram attached hereto as Exhibit A and incorpo-
rated herein.
2. Corporation shall upon completion of said realignment
furnish District certain sanitary sewer easements by which said
District shall be granted certain rights over a 30-foot wide
easement for purposes of operating and maintaining said line or
other sewerage facilities. District shall promptly record said
easement grants upon receipt thereof. Said easements shall be in
the form attached hereto as Exhibits B and C, except that the
Grantors shall be the then Owners of Record of the Real Property
therein described.
3. Upon the completion of said realignment and acceptance
by District, District shall quitclaim all of its right, title and
interest in and over that real property (including the sewer line
and appurtenances therein) in which said line.was formerly located
to the Owners of Record represented by Corporation. Said conveyan.ce
shall take the form of quitclaim deeds as set forth in Exhibits D
and E attached hereto.
4. Corporation shall construct said new sewer line in
accordance with specifications and standards of District.
5. Corporation shall pay for all costs of the realignment
and construction of the new line including costs to District of
engineering review, inspections and District's direct costs, and
Corporation shall, before commencement of construction, deposit
the sum of $4,000.with the District to cover the costs of necessary
construction inspection and other incidental costs made by or on
behalf of the District. It is agreed between the parties that
any balance remaining after payment of inspection fees and
incidental costs shall be returned to Corporation.

6 . Upon completion, satisfactory to District, of the
realignment, District shall be sole owner of said new line and
Corporation shall assume ownership of and responsibility for the
sewer line within the easements described in said Exhibits D and E .
7 . This agree~ent shall take effect and be binding as of
the date hereinabove written.
