AWARDING CONTRACT NO. 7-1E, REVISED, SUB-
TRUNKS
A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO. 7, OF ORANGE COUNTY,
CALIFORNIA, AWARDING CONTRACT FOR CONSTRUCTION OF
CONTRACT NO. 7-1E, REVISED, SUB-TRUNKS TO ANRO
CONSTRUCTION
The Board of Directors of County Sanitation District No. 7,
of Orange County, California
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the written recommendation this day
submitted to the Board of Directors by the Districtts engineers,
and concurred in by the General Manager, that award of contract be
made to ANRO CONSTRUCTION, Contractor, for construction of CONTRACT
NO. 7-1E, REVISED, SUB-TRUNKS; and the tabulation of bids and the
proposal submitted for said work, are hereby received and ordered
filed; and,
Section 2. That said Contract No. 7-1E, Revised, is hereby
awarded to ANRO CONSTRUCTION COMPANY, Contractor, in the total
amount of $119,190.00 in accordance with the terms of their bid and
the prices contained therein, which bid is hereby determined to be
the lowest and best bid therefor; and,
Section 3. That the Chairman and the Secretary of the
District are hereby authorized and directed to enter into and sign
a contract with said Contractor for said work pursuant to the
specifications and contract documents therefor, adopted by Resolu-
tion No. 64-46-7 on record in the office of the Secretary.
Section 4. That all other bids received for said work
are hereby rejected, and that all certified checks or cashier' s
checks submitted as bid bonds, be returned to the unsuccessful
bidders.

The date for opening bids must be at least 10 days
after the first publication of notice inviting bids. We are
going to publish on April 23rd and 30th. Therefore, you
should not set the date for opening bids any earlier than
May 6th at least.
We are sending enough copies of the Notice Inviting
Bids for you to post and to attach to the affidavit of posting.
It should be posted for at least five days. We will take
care of the publication, but would like to know the, number
o the Resolution Ordering Work as soon as possible,

7 The Secretary reported that this was the time and place fixed for the
8 hearing of protests or objections against the work or the District, as described
i
9 in Resolution of Intention No. 64-35-7, in the matter of the cghstruction of
10 sanitary sewers and appurtenant work in "ASSESSMENT DI!�TRICT NO. 2, "
11 as described in said resolution. '
12 The Secretary also reported that affidavits in support of the publication
13 of the Resolution of Intention, the mailing of printed Xiotices of the adoption of
14 said resolution, and the posting of the Notice of Improvement, as required by
15 law, had been made and are on file in the office of the Secretary. The Chair-
16 man then inquired of the Secretary if any written protests or objections against
17 the work or the District had been filed with him in said matter. The Secretary
18 reported that tY written protests had been filed with him prior to the
19 time set for the hearing by the following:

17 The Engineer of Work reported that the protests represented less than
18 % of the total area of the assessment district.
19 All protestants having been heard and an opportunity having been given
20 to all persons desiring to be heard, and a full, fair and impartial hearing
21 having been granted, the Board of Directors having before it a diagram of the
22 Assessment District and beingtai miliar with the assessment district and also
23 having considered all protests filed,: and having considered the matter as to the
24 area of property represented by said protestants, Director
25 presented the following resolution and moved its adoption:
26 WHEREAS, certain protests have been filed by Aataa L�!4
27 and others, protesting against the doing of the
28 work and improvement described in the Resolution of Intention No.
29 64-35-7, or against the Assessment District therein described; and

#5 The General Counsel reported to the Board relative to the
proposed agreement with the Navy Department providing sewerage
facilities for the Marine Corps Air Facility Santa Ana.
He advised that he was unable to f d any provision in
Public Law 660 to require/ja credit ,ron any District connection

the District. He recommended that the and continue the matter to
the next regular meeting.

Following a discussion of t e matter by the Directors, during
which it was pointed out b the Chairman that on
the Board established the olicy that the property was deenled
served when a sewer was av ilable on any one side of the property.

sewer.

Section 1. That the written recommendation this day

and concurred in by the General Manager, that award of contract
be made to BOSKO CONSTRUCTION, Contractor, for the EUCLID TRUNK
SEWER, CONTRACT NO. 2-10-2; and the tabulation of bids and the
proposal submitted for said work, are hereby received and ordered
filed; and,
Section 2. That said Contract No. 2-10-2 is hereby awarded
to BOSKO CONSTRUCTION, Contractor, in the total amount of
$232,256.00 in accordance with the terms of their bid and the
prices contained therein, which bid is hereby determined to be

Section 3. That the Chairman and the Secretary of the
District are hereby authorized and directed to enter into and

REFERENCE: Contractor's verbal proposal and Engineer's letter dated

1. Substitute 2000 D strength reinforced concrete pipe
throughout the project for 1400 D & 1500 D reinforced concrete
pipe, including that portion of the project between
Sta. 5+50 and Sta. 9+35 which is to be encased as
originally specified.
2. Use Type V gravel bedding as shown on the Plans
for 2000 D reinforced concrete pipe installation.
3. Trench excavation wider than originally specified will
be permitted provided the contractor attempts to maintain
a trapezoidal section. This permission is not to be
construed to permit excavation in a haphazard or unworkman-
like manner nor relieve the contractor of the responsibility
for protecting all underground utilities, structures and sub-
surface improvements as well as aboveground utilities,
structures and surface improvements within the right-of-way
and adjacent thereto as stipulated in the Specifications.
Said permission for over-excavation in no way relieves the
contractor from these responsibilities and the District
will not be responsible for -any damage to the above enumerated
improvements caused by said over-excavation.

Item 41 on page 19, is hereby modified to read

41. Construction of five crossings of the proposed San Diego
Freeway, said crossings extending north of Section I of
the Gisler-Red Hill Trunk Sewer to provide service for the
area northerly of the freeway and to be constructed at
Stations 81+78, 125+06, 152+94, 178+90 and 199+45, as
shown on the plans for Section I of the Gisler-Red Hill
Trunk Sewer, and consisting of approximately 1320 feet
of 15-inch pipe, 1070 feet of 12-inch pipe and 250 feet
of 8-inch pipe.
SECTION IV - RIGHTS OF WAY TO BE ACQUIRED

Section 1. That the Chairman and the Secretary of County
Sanitation District No. 7 be authorized and directed to accept
and sign that certain Pipe Line License from the Atchison,
Topeka and Santa Fe Railway Company dated December 4, 1963,
identified by Engineer' s Drawing No. L-3-26185, required in
connection with construction in Assessment District #4 (Condemna-
tion #118569), and
Section 2. That the Secretary be authorized to forward
said License in duplicate to the Atchison, Topeka and Santa Fe
Railway Company for execution and return; and,
Section 3. That said License be accepted and approved
by the District upon the filing of a duly executed copy thereof
in the office of the Secretary; and,
Section 4. That the motion adopted December 11, 19633

Attached for the Directors' information are three items of
interest:
1. A statement prepared by the Director of Finance
showing recent investment income of the various
Districts and the amounts of cash on hand and invested
for each District.
2. A reprint of an article appearing in the January,
1964 issue of the JOURNAL of the Water Pollution
Control Federation entitled Marine Outfall Cleaning
and written by our Superintendent of Operations, Mr.
Galloway. It may be recalled that some time ago the
Directors of the Boards directed the staff to proceed
with cleaning our marine outfall and included the
sum of $12,500 in the budget for equipment necessary
for this cleaning. As can be seen from the article
the equipment used was very simple - its total cost
did not exceed $2,500.
3. A reprint of an article appearing in the February 14,
1964 issue of the Southwest Builder and Contractor
entitled Sewer Facilities Kept Abreast of Growth.
This article describes in a rather concise form the
present construction activities at the Districts '
Joint Works.
The following is an explanation of the more important non-
routine items which appear on the enclosed formal agenda and which
are not otherwise self-explanatory. Warrant registers are not
attached to the agenda since they are made up immediately preceding
the meeting, but will appear in a complete agenda available at the
meeting.
Joint Boards
No. 15 - AUTHORIZATION FOR OCEAN OUTFALL DIFFUSER DESIGN: Cne of
the next projects to be undertaken under our planned program of
improvements to our treatment and disposal facilities is a structure
to be placed at the end of the existing 7,000 foot 78-inch diameter
marine outfall to increase diffusion of our effluent into the ocean
water. This project was originally scheduled for the present fiscal
year but was postponed because of higher priority work. We are now
in a position to design and finance this project for the next fis-
cal year and under the terms of our contract with our design
engineers, Board authorization is necessary before design can
officially begin. The diffuser will consist of, basically, a
junction box joining two legs of new concrete pipe to the end of
the existing pipe and thus extending it in a wye fashion. These
wye legs will contain ports to reduce the volume of effluent
reaching the surface at any one point (our existing outfall dis-
charges the whole quantity of effluent at one point resulting in an
obvious discoloration of the ocean and a potentially high concentra-
tion of contaminants at that point) . Although a firm estimate has
not been prepared of the total cost of the project, it will probably
not exceed $400,000.
No. 16 - ATTENDANCE OF DISTRICTS ' PERSONNEL AT CWPCA ANNUAL CON-
FERENCE: This item is a recommended motion authorizing me to
designate six Districts ' employees to attend the 36th annual
conference of the California Water Pollution Control Association in
Fresno on April 22 through 25. It has been customary in the past
to authorize at least this number of employees to attend these
meetings and they always have been of benefit to the Districts in
acquainting our personnel with practices and procedures of other
sewering agencies and new developments in the sewerage field. The
Association is quite active, its annual meeting being attended by
more than 800 municipal and District personnel and consfflting,2
engineers active in the field of sewage collection, treatment and
disposal. It is the only meeting during the year which more than
one of our personnel regularly attend.
No. 17 - RESOLUTIONS OF COMMENDATION FOR RETIRING DIRECTORS : We
have been advised that four regular Directors are not candidates
for Council seats in their respective Cities . They are Messrs.
Coons, Gemmill, Lorenz and Reese. In order that these gentlemen may
be honored at their last meeting of the Boards, we are suggesting
that a resolution of commendation for their services be adopted at
this time .
District No. 2
No. 39 - AWARD OF CONTRACT NO. 2-10-2 (LOWER EUCLID TRUNK) : Bids
for this project, as authorized at the last meeting, were taken
Thursday afternoon, April 2. The low bidder is Bosko Construction
at a total price of $232,256. Attached to the agenda is a bid

tabulation and recommended Resolution No. 64-49-2 awarding the job
to this firm. This project consists of essentially one mile of
36-inch trunk sewer in Euclid Avenue between Warner and Edinger
Avenues and its completion will satisfy. our existing agreement with
the City of Fountain Valley, by which the lower Euclid Avenue Trunk
reconstruction is being jointly financed.
No. 40 - CHANGE ORDER NO. 1, CONTRACT NO. 2-10-1 : The contractor
on this job, Kordiek & Son, Inc . , is concerned with attempting to
hold to the restricted trench width called out in the plans and
specifications and has proposed that these restrictions be relaxed
if he puts in stronger pipe. Our design engineers have thoroughly
studied this proposal and by means of a letter dated April 1, 1964
have approved the change. This change does not affect the dollar
amount of the contract but since it is a significant departure from
the original plans and specifications, Change Order No. 1 spelling
out the new requirements has been prepared for Board consideration
and is attached to the agenda.
No. 41 - FACTORY PIPE INSPECTION ON CONTRACTS NOS. 2-10-1 AND
2-10-2: The Joint Boards have an existing agreement with the
Raymond G. Osborne Testing Laboratories for factory pipe inspection
on large diameter pipe being installed at the treatment works. It
is our recommendation that this firm be also employed to inspect
and test the pipe at the factory for the above two jobs, now under
construction or soon to be. Rather than to negotiate a new agree-
ment with the Osborne Company, the latter has agreed to extend the
terms of the existing agreement to cover this work in District No.
2. The recommended motion appearing on the agenda authorizes this
extension.
No. 42 - PROPOSAL FOR PRELIMINARY ENGINEER' S REPORT ON FUTURE
FACILITIES: At the regular meeting in March and at the special
meeting on Saturday, April 4, the Directors were acquainted in a
general way with our future problems of providing adequate sewer
service in the District, particularly in the undeveloped areas in
the northeast portion and the areas adjacent thereto which may
ultimately annex to the District. At the April 4 meeting, a
proposal from J. R. Lester Boyle and Sidney L. Lowry to prepare and
submit a preliminary report on these problems will be distributed.
For the benefit of those members not able to attend the April 4
meeting, another copy of the proposal will be placed in the agenda
folders of the Board members at the time of the April 8 meeting. If
the proposal is satisfactory to the Directors, it is our recommen-
dation that it be accepted and Boyle and Lowry directed to proceed
with this preliminary survey and report.
District No. 7
Nos . 46 through 51 - PUBLIC HEARINGS ON MODIFICATIONS OF WORK IN
ASSESSMENT DISTRICTS 3A AND 3B: At the regular meeting in March,
the Directors adopted resolutions of intention to make modifications

to the plans for improvements in these two districts. These agenda
items relate to the formalities necessary for the public hearings
on these modifications and final formal adoption of the modifications.
No . 52 - AUTHORIZATION OF AGREEMENT WITH NAVY BUREAU OF YARDS AND
DOCKS : The Navy Department has furnished us with a proposed agree-
ment covering connection charges and quantity rates for use of the
Districtts facilities. The service proposed is for the Family
Housing Project, Marine Corps Air Facility, Santa Ana, and the
Armed Services Reserve Center at the same general location. The
terms spelled out are in accordance with our Ordinance No. 705
(Amended) setting up connection and use charges . The resolution,
appearing on the agenda, authorizes the execution of this agreement
with the Navy.
No. 53 - MODIFICATION OF ENGINEER' S REPORT IN CONNECTION WITH
CONTRACT 7-1E : Any construction work deviating from the precise
plan adopted for a bond issue election requires a resolution of
modification concurred in by a four-fifths vote of the Directors .
Contract 7-1E, now out for bid ( see Item No. 56) , contains changes
from the original bond plan consisting of an increase in pipe size
from 12-inch to 15-inch and a shift in alignment caused by changes
in the San Diego Freeway plan.
No. 56 - ADJOURNMENT TO APRIL 15 : The hour of 7 :00 p.m. on April
15 has been advertised for receipt of bids on Contract 7-1E and,
consequently, it will be necessary for the Board to adjourn to this
time and date . This contract is, basically, for the lateral
crossings of the San Diego Freeway soon to be under construction.
It also includes a line on Flower Street, projected, for serving
portions of the Costa Mesa Sanitary District and the City of Santa
Ana westerly of the intersection of Main Street and Newport
Boulevard as well as an additional force main for the College Avenue
Pumping Station. The Flower Street Sub-Trunk is not under bond
issue financing but will be paid for out of other District funds
with the assistance of a loan from the Costa Mesa Sanitary District .
Also at the April meeting, a public hearing on Assessment
District No. 2 will be held at 7:30 p.m.

OF GRANT OF EASEMENT AND CONVE ANCE OF
ABANDONED SEWER FACILITIES FR MIDWAY CITY
SANITARY DISTRICT
The Board of Directors of Count Sanitation District No. 3,
of Orange County, California,
DOES HEREBY RESOLVE, DETERMINE AND ORDER:
Section 1. That the Grant of asement and Transfer of
Sewer Facilities, dated April 2, 1 4, wherein the MIDWAY CITY
SANITARY DISTRICT grants and conv ys to County Sanitation District
No. 3, a sewer easement, togeth with an abandoned pump station
and all other sewer facilities located within said easement area,
at no cost to said District o. 3, is hereby approved and accepted;
and,
Section 2. That he Secretary be directed to record said
Grant of Easement a Transfer of Sewer Facilities in the Official
Records of Orang County.

THE EUCLID TRUNK SMIER

PRESENT: Directors Parks (Chairman), Cornwell, and Callens
ABSENT: NONE
OTHERS: Lee M. Nelson, Paul G. Brown, Conrad Hohener, and
Fred A. Harper, Secretary
A meeting of the Special Committee on Reconstruction of
the Euclid Trunk Sewer was held in the Districtst offices at the
above hour and date for the purpose of opening bids received for
construction of a portion of the Euclid Trunk Sewer (Contract
2-10-2 ), as previously authorized by the Board of Directors of
District No. 2.
Bid Opening -- Follov.ing a motion by Director Parks,
seconded an unan ously carried, the 10 bids received for con-
struction of Contract 2-10-2 were publicly opened and read.
Referral of Bids - The bids were referred to the General
Manager and the engineers for tabulation and recommendation, by
motion, duly seconded, and unanimously carried.
Adjournment - The meeting was adjourned at 4113 P.M.
