general prevailing rate for holiday and overtime work within the
territory of the Districts for each of the crafts, classifications
or type of workmen as set forth on Schedule A, attached hereto
and made a part of this resolution as though fully set forth
herein, is hereby approved and adopted; and
Section 2. That Resolution No. 62-150, adopted by the
Boards of Directors of the County Sanitation Districts Nos. 1,
2, 3, 5, 6,7 and 11 or Orange County, California, on December 12,
1962, establishing the general hourly prevailing wage rate and
the general prevailing rate for holiday and overtime work, is
hereby repealed and rescinded and made ot no turther effect.

Any employee who does any work underground in tunnels during any
one shift shall receive a differential of 25t per hour premium pay
above the stipulated rate of pay tor the classification of work in

All operators and oilers on equipment with booms of 80 to 100 feet
including jib and pile driving rigs with hammer leads of 80 to 100
feet, shall receive 15~ per hour premium pay additional to the
regular rate or pay. Thereafter they shall receive an additional
10¢ per hour premium pay additional to the regular rate of pay for
each additional 20 feet of boom, including jib.
It is agreed that two or more Engineer Operators will constitute
a complete operating crew on all Tower Crane equipment (American
Pecco 1 Bucyrus Erie, Mayco-Weitz, Linden and similar types), and
they shall receive 45• per hour premium pay in addition to the
applicable Universal Equipment Operator's rate of pay (Long Boom
premium shall not apply to this equipment).
Operators on all hoisting equipment with three drums or more, shall
receive 15~ per hour premium pay additional to the regular rate of
pay.
Combination Mixer and Compressor Operators on Gunite work shall be
classified as Concrete Mobile Mixer Operator.
Operators on Equipment with scrapers or dragtype shovels in tandem
shall receive premium pay or $1.00 per hour above the regular rate.
The necessity tor the use ot an employee as a Signalman shall be
determined by the Contractor. When used, he shall be an Engineer-
Oiler, who assists in giving or relaying signals by mechanical
means (also by means of hand signals on excavation work) directly
to the Operator or hoisting equipment only.
On a survey crew the Party Chief shall receive premium pay of lOt
per hour above the regular rate.

Beverly Boulevard, Los Angeles 48, California, providing for re-
imbursement by the District for said Red Hill Ridge Sewer mbre
particularly described on Schedule A attached to said agreement, is

Section 2. That the connection charges are to be based
upon a charge of $2.25 per foot for direct frontage connection.

The following is an explanation of the more important non-
routine items which appear on the enclosed formal agenda and which
are not otherwise self-explanatory. Warrant registers are not
attached to the agenda since they are made up immediately preceding
the meeting but will appear in the complete a g enda available at the
meeting. Other missing items are explained in the following.
Joint Boards
No. 15 -APPROVAL OF PLANS AND SPECIFICATIONS FOR SECONDARY TREATMEN~
PHASE I, AT PLANT NO. 1: Our engineers are submitting final plans
a n d specifications for this work (Job No. Pl-9). This project marks
the firs t step towards providing secondary treatment o f our effluent
prior to discharg e to the ocean or for waste water reclamation by
means of up-river spreading and/or ground water reinjection to hal t
sea water intrusion. Involved in the construction are three
trick ling f ilters, t wo secondary sedimentation basins, a new digester
and a recirculation pumping station. Preliminary estimate of cost
by t he engineers is $2 ,076,ooo.
It i s planned to advertise this job for bids to be received
during t he latter p a rt of Au gust with construction to start in
Septembe r . The schedule calls for completion during the summer of
19 64 and sho r t ly thereafter an acceptable quality e ff luent in the
amount of 15 million gallons per day or 15,000 acre feet per year
will be a vailable to any public agency , free of charg e , for any
fu r ther nec e ssary t reatment and c onveyance t o p oints of use
for reclama t ion.
Nos. 16, 17 and 18 -AWARD OF PURCHASE OF VEHICLES: We have
solicited bids for seven different vehicles for Plant use as included
in the 1963-64 Joint Ope~a ting Budget. The purchase of these needed
vehicles is being expedited because of a general scarcity of 1963
models later in the summer and fall. Formal bids were opened on
July 3 but we are not prepared at the time of this writing to make
recommendations for award. Consequently, the formal agenda does not
have attached resolutions naming the successful vendors. These reso-
lutions will appear in the complete formal agenda available at the
Board meeting.
Item 16 is for the purchase of one 1/2 ton van truck for use
of our meter maintenance man.
Item 17 is for one four-yard dump truck, three one-ton flat
bed trucks and one pickup truck, all taken as one bid. One
1956 Ford pickup truck is scheduled for retirement through
trade-in on the above vehicles.
Item 18 is for a replacement passenger vehicle for plant use
with a 1956 station wagon to be traded in.
No. 19 -WAGE RATE RESOLUTION: This item is Resolution No. 63-104,
the customary resolution whenever union scale wage rates increase
and is used by all the Districts by reference rather than publish
the wage rates in their entirety in each Notice Inviting Bids for a
construction job.
Nos. 28, 30, 34, 38, 42 and 52 -THE CONSIDERATION OF INDIVIDUAL
DISTRICT'S BUDGETS: Appearing on the agenda under the individual
District's business are recommended motions for each District
(except Districts Nos. 2 and 7) approving 1963-64 budget requirements.
Also enclosed with the agenda, for the Director's concerned, are the
detailed breakdowns of the proposed requirements. These mimeographed
budgets are in lieu of the practically incomprehensible formal
budgets to be submitted to the County Auditor and the Board of Super-
visors for official setting of 1963-64 tax rates. These breakdowns
show estimated tax rates computed on the basis of our best estimates
of 1963-64 assessed valuations. The budget requirements for the
individual Districts were largely fixed at the June meeting when the
Joint Districts' Operating Budget and Construction Budget were
approved. The share of each District has been fed into the indivi-
dual District budget as shown in the breakdown. It should be noted
that in instances where an estimated tax rate is higher than last
year, the increase is caused by the individual District's internal
requirements rather than an increase in treatment requirements.
District No. 2 has already approved its requirements at an
adjourned meeting held to transact other business. Consideration
of District No. 7's budget is being postponed to an adjourned meeting
later in the month (Item No. 71) because of special problems. These
budget requirements have been gone over and discussed with the
respective Chairmen of Districts Nos. 1, 3, 5, 6 and 11, but if any

other Director has any question concerning the budget for his
District we will, of course, be glad to discuss it with him
personally or by telephone.
District No . 1
Nos. 23, 24 and 25 -AWARD OF PURCHASE OF PLANT EQUIPMENT: As
authorized at the June meeting, bids were taken by the Board of
District No. 1 on July 3 for three separate items of plant equipment
as follows:
1 . Job No. Pl-7B, Sludge Centrifuge for Plant No. 1, Unit #2
2 . Job No. J-8B, 12 KV Service Entrance Equipment for the new
electrical switching station at Plant No . 2, and
3. Job No. Pl -7C, Motor Control Center for Centrifuges, Plant
No. 1
At the time of this writing, we do not have recommendations for
award of these contracts but bid tabulations and recommendations
together with the necessary resolution of award will appear with the
complete agenda furnished at the time of the meeting.
No . 26 -AWARD OF CONTRACT FOR NEW OFFICE BUILDING: Also as autho -
rized at the June meeting, bids were taken by the Board of District
No. 1 on July 3 for a new administrative office building at Plant
No. 1. Also at the time of this writing, our architect and ourselves
have not yet had the opportunity to review the bids sufficiently to
make a recommendation for award. This recommendation together with
the necessary resolution and bid tabulation will also appear on the
complete agenda.
Upon completion of this building, which we hope will be in
December, we will have a modern and comfortable administration
building and Board meeting room conveniently located to our plant
operations.
District No . 8
Nos . 3 and 31 -ROUTINE BUSINESS: District No. 8 meets quarterly in
July, October, January and April. Since this is the first meeting
after City Council reorganization, it wi ll be necessary, under Item
No. 3, to elect a Chairman for the forthcoming year. Item No. 31 is
merely to receive and file a recent fina ncial statement by our
auditors, Hanson and Peterson, which includes District No. 8 data.
Districts Nos. 2 and 3
No . 46 -REPORT OF SPECIAL CONTRACT COMMITTEE ON REPAIR OF MILLER-
HOLDER TRUNK: This committee met on the evening of June 17 to
consider latest developments on the above subject. A report of the
meeting was prepared for the Committee which the Chairman will dis-
cuss. Since the time of this meeting, our thinking is beginning to

change in that it appears much more economical to construct parallel
branches to restore original capacity in the defe ctive secti~n of .the
trunk rather than to attempt to lower the high spots in the main
trunk. Our engineers will ~ave a cost estimate of this work to
present at the Board meeting and it is hoped that a firm decision as
to our course of action can be reached. In the meantime, we have
discussed the original plan of lowering the sewer with the one bidder
on the job, Kemper Construction Company, and with other competent
contractors. It is generally agreed that lowering the trunk can be
accomplished but it is risky and would, in all probability, involve
a greater expense that the paralleling of the sewer , particularly
if the latter is done on a cost plus basis.
District No. 2
No . 48 -ENGINEER'S PROPOSAL FOR REPAIR OF EUCLID TRUNK SEWER: At
the June 17 adjourned meeting of the Board, it was agreed that the
deteriorated upper 6,000 feet of the Euclid Trunk Sewer should be
replaced as soon as possible with new vitrified clay pipe of the
same size and in the same line and grade. The engineers were autho-
rized to proceed with the plans and specifications for this work and
in order to get this work under way, it will be necessary to accept
their proposal for design services. This item is therefor a con-
sideration of acceptance of the engineer's proposal.
District No. 7
No. 56 -REIMBURSEMENT AGREEMENT FOR RED HILL RIDGE TRUNK SEWER:
This is a reimbursement agreement for a non-Master Plan sewer similar
to the recently approved a g reement for the San Juan School sewer.
Nos. 57 through 60 -ACCEPTANCE OF EASEMENTS: These items are the
formal acceptance of four sepa rate parcels of easements for tract
sew e r connections provided at no cost to the District by the
de velopers.
Nos. 61 through 64 -COMPLETION OF CONTRACT NO~ 7-3B: These items
are necessary for formal acceptance and settlement of outstanding
claims on this job prior to filing of Notice of Completion. The
contractor is the Howard Sewer Company.
Nos . 65 and 66 -COMPLETION OF CONTRACT NO. 7-4-2: This job has been
complete d by the bonding company for the J.P.S. Contracting Company
who failed financially prior to completion. Item No. 65 is a motion
authori z ing delaying final determination of dollar amount of contract
pending negotiations concerning assessment of liquidated damages.
This final dollar amount will be determined and recommended at a
later meeting . Item No. 66 is the customary resolution accepting the
j ob and authorizing fili ng of No tice of Completion .

No. 67 -COMMUNICATION FROM TUSTIN ELEMENTArtY SCHOOL DISTRICT: A
letter has been received from the Tustin School District requesting
extension of the reimbursement period from five years to ten years
on a recently reached agreement for the San Juan School sewer. A
Board decision on this matter should be r eached .
No. 69 -CONSIDERATION OF ESTABLISHMENT OF NEW MAINTENANCE DISTRICT:
As the Directors are award, the 7th Sewer Maintenance District now,
or eventually, will cover most of the unincorporated areas of the
District. However, we feel that recently annexed areas requiring
pumping facilities which must be maintained at considerable cost
should possibly be formed into a new maintenance district in order
that annexation fees to the maintenance district and later tax levies
will take care of this additional cost and will be paid only by ·the
property benefited. This matter will be explained further at the
Board meeting but a decision should be reached soon in order to
advise the County authorities as to the formation of a new district
and establistunent of annexation fees therein.
No. 72 -ADJOURNMENT TO A LATER DATE IN THE MONTH: As mentioned
above, the District No . 7 budget presents special problems. Lack
of information on assessed valuation for next year and the press of
other work have prevented our establishing firm recommendations by
the time of this meeting. Consequently, we are recommending that
the Board adjourn to a date approximately two weeks hence for the
adoption of budget requirements for 1963-64 and for the consideration
of other business arising in the meantime.

District to provide maintenance for the local sewers. The General

~ Monday, Jdly 8, 1963 . Many people
his memory today. He was a man who worked for
government most of his active life . He was a man dedicated
to public service in the field of Public Health . He met the
problems of his job in a fair and just manner --with integrity
and with a philosophy enabling him to handle situations which
would have tested the time and patience of the best of u s .
In all of the years he spent in the service of Orange
County, he was respected by his associates but the average
citizen would have no way of knowing of the contribution he
made to the economy of Orange County --it coul d be expressed
in millions and millions of dollars because an area cannot
develop without all the elements of environmental sanitation .
We are paying tribute to 11 Flick 11 E. E. Frisby --
thirty-four year with the Orange County Health Department.
After retirement he was a part time employee of the County
Sanitation Districts as an Odor Consultant (services and studies)
to recommend odor a b atement measures ./
