That the plans and specifications and contract documents for INCINERATOR AT PLANT NO. 1, Job No. Pl-10, this day submitted to the Boards of Directors by John A. Carollo, Consulting Engineers, are hereby approved, adopted and ordered filed in the office of the Secretary; and Section 2. Nelson General Manager -H- RESOLUTION NO. 63-24-1 APPLICATION FOR FEDERAL GRANT A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 1 OF ORANGE COUNTY, CALIFORNIA, AUTHORIZING AND DIRECTING FILING OF APPLICATION FOR FEDERAL GRANT UNDER U.S.C. 466 ET SEQ. (PUBLIC LAW 660, 84TH CONGRESS) The Board of Directors of County Sanitation District No. 1 or Orange County, California DOES HEREBY RESOLVE, DETERMINE AND ORDER THAT: Section 1. An Act of Congress known as an Act to Extend and Strengthen the Water Pollution Control Act (33 U.S.C. 466 et seq.) provides for Federal grants for construction of sewage treatment works. Section 2. County Sanitation District No. 1 of Orange County is a separate and distinct agency organized under Chapter 3, Part 3, Division 5 of the Health and Safety Code, State of California, for the purpose or constructing, operating and maintaining a major trunk sewer system for the collection of sewage from the cities and other local collection sewering agencies, and has joined with other County Sanitation Districts namely, County Sanitation Districts Nos. 2, 3, 5, 6, 7 and 11 in constructing, operating and maintaining joint sewage treatment plants and disposal facilities under an agreement dated October 8, 1958, known as the Joint Ownership, Operation and Construction Agreement. Section 3. The General Manager is hereby authorized and in- structed to prepare, sign and submit for County Sanitation District No. 1 an application for a grant under said Act or Congress in the amount or $87,100 for a construction project generally described as follows: Secondary Treatment, Plant No. 1, Phase I, consisting of three (3) trickling filters, two (2) secondary clarifiers, one (1) digester, One (1) recirculating pumping station, and appurten- ances. -I- RESOLUTION NO. 63-25-2 APPLICATION FOR FEDERAL GRANT A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2 OF ORANGE COUNTY, CALI- FORNIA, AUTHORIZING AND DIRECTING FILING OF APPLICATION FOR FEDERAL GRANT UNDER U.S.C. 466 ET SEQ. THtS DATE BY'~---------------- At the reques t of your general manager, this office pre- pared a letter report dated July 24, 1962 and a subsequent addition thereto, dated Au gust 29, 1962, on District owned facilities in Euclid and Orangethorpe Avenues between LaPalma and 650 feet east of the Euclid and Orangethorpe intersection. The report was prompted, in a large measure, by the recov- ery of pieces of concrete as large as 12"x15" by maintenance crews during routine cleaning operations early last summer. Examination of the concrete material indicated that severe corrosion had occurred iri the past and the condition of the trunk should be in- v e stigated. Besides physical inspection of the sewer, Mr. Nelson instructed us to prepare cost estimates if rehabilitation or new c onstruction might be needed and to report on the service area commitments and expected future flows that this portion of the Euclid Trunk would have to carry. Summarizing our findings briefly, we found the trunk to be in a deteriorated condition, and a trunk sewer must be operated in this area for collection of sewage from the cities of Brea, Fuller- ton, and Anaheim. Four alternative methods for maintaining trunk service in the area were analyzed and cost estimates for each prepared. Rehabilitation of the existing 24-inch concrete pipe by an in-place relining or tha pipe at a total estimated cost of $77,000.00. 4. Threading 15-inch and 12-inch diameter lined asbestos cement pipe through the existing 24-inch concrete pipe and divert flows and serve areas as in No. 2 above at a total estimated cost of $101,000.00. Since completion or our report, we have had several confer- ences and study sessions with your management staff. It is our col- lective opinion that the interests or the District would be best served by relining the existing 24-inch concrete line. Several reasons influenced us in arriving at this opinion. There is the cost advantage over the other alternatives. The trunk will be restored to its original capacity of 4.2 M.G.D. by relining, and this capacity could be equaled only by alternative No. 1 at a much higher cost. By having a 4.2 M.G.D. trunk in this particular loca- tion, it gives greater flexibility in trunk system operation in the northerly portions of District Nos. 2 and 3. In case of an emergency on the Magnolia trunk, flows originating east and north of Orangethorpe and Euclid, which normally are carried by the Magnolia trunk, can be diverted to the Euclid trunk. At the same time, flows coming into the MagnQlia trunk, north of Orangethorpe and Magnolia, can be diverted to the Miller-Holder trunk through the recently constructed Magnolia relier sewer. Thus, this gives the District the advantage of "drying-up" the Magnolia trunk in this area. This would not be possible if the Euclid trunk did not have the 4.2 M.G.D. capacity. Considering the over importance of this facility and its present physical state, it is our recommendation, as engineers for the District, that the subject section of the Euclid trunk sewer be rehabilitated by relining the inside or the pipe with cement mortar. By this action, the useful life of the trunk will be ex- tended approximately 35 years under conditions of present-day usage. Your management staff asked that we submit a proposal for engineering services in case you decided to undertake this work. We would prepare plans and specifications, prepare estimates of quanti- ties and costs, assist in securing bids, analyze bids, and assist in letting contracts. We would check shop and working drawings furn_ 1shed by the contractor, give consultation and advice during con- struction, and review estimates for progress and final payment to the contractor. We would also assist in coordinating the activities of the work as they pertain to the cities of Fullerton and Anaheim · within whose city limits the work will be done. We propose to pro- vide these services for a fee of $3,600. There will be a limited amount or field surveys necessary in order to prepare the plans, and Board of Directors Sanitation District No. 2 -3-March 8, 1963 we suggest this service be performed on a per diem basis.
